The Paris Agreement is an important milestone in international climate policy and the associated negotiations of the United Nations Climate Summit under the United Nations Framework Convention on Climate Change (UNFCCC). Article 6 of the Paris Agreement is a supplementary mechanism—regarding carbon markets—to reduce greenhouse gases and achieve the UNFCCC's main objective of stabilizing greenhouse gas concentrations. The 2021 United Nations Climate Summit in Glasgow (COP26) played a key role in the pursuit of this goal. Via an overview of Article 6 negotiations in past COP summits and a systematic review and qualitative meta‐synthesis of the literature leading up to COP26, I identify three arguments involving Articles 6.2, 6.4, and 6.8 behind the selected literature. I substantiate these arguments based on the meta‐evaluation of the existing literature and propose a three‐stage meta‐evaluation of the arguments on Article 6 (carbon markets) of the Paris Agreement in the context of COP26 to ascertain if the negotiations were successful in leading to requisite agreements on Article 6. I conclude that future qualitative research should focus on Articles 6.4 and 6.8 of the Paris Agreement and examine the outcomes of future climate debates to see how ideas will flow through the negotiations regarding these two articles to pursue the goal of the UNFCCC under the Paris Agreement. This review article provides a comprehensive multidisciplinary and in-depth analysis of how the idea of Global Carbon Markets (GCM) has evolved from the Kyoto Protocol to the Paris Agreement and the post-Paris Agreement period (2015-2022) and why no real consensus has been reached after 25 years of negotiations, based on the categorisation of different arguments from different authors. We apply a semi-systematic review to 32 scientific articles, special reports, and relevant websites to analyse the failure in reaching international consensus on GCM. We apply three dichotomies, market vs. non-market-based approaches, top-down vs. bottom-up and national vs. international level. There are two striking findings. First (out of the articles that can easily be placed along all three dichotomies), there is an overwhelming majority of articles combining market-based, top-down, and international level explanations. This is however countered by a second finding, namely, that there is also a clear historical trend which is unlikely to change away from top-down and towards bottom-up approaches since the Paris agreement, combined with a movement towards more non-market-based and national approaches. The article studies evolution of low-carbon economy concept development as a new model of economy and environmental regulation. The analyzed scientific research of Russian and foreign scientists allowed to identify main mechanisms, methods, and key factors of new low-carbon economy development and transformation, to classify energy efficiency indicators, as well as to systematize its current trends. To date, all international experts, politicians, and non-governmental organizations have come to a common opinion that “green” (low-carbon) economy is an important direction to achieve sustainable economic development, social policy, and environmental conservation. The relevance of the study lies in the fact that low-carbon economy development in the conditions of serious transformation of energy and global economic crisis is the main lever of gradual transition to ecological civilization, providing interaction, and coordination of economic, social, and environmental aspects. Based on the study results, conclusions have been drawn that can determine the key directions for forming economic development programs and projects to optimize energy efficiency resources. Considering global climate change, it is necessary to take a number of important measures to eliminate negative impacts on the environmental sphere.

According to a commonly held view, states have fundamentally re-organized the differentiation between developed and developing countries in the climate regime in the 2015 Paris Agreement. In this view, the Paris Agreement replaces the 'rigid', 'static', and 'dichotomous' system of differentiation based on Annexes I and II to UN Framework Convention on Climate Change with a more 'flexible', 'dynamic', and 'subtle' solution. I argue that this view is incomplete. In fact, the early climate regime included additional layers of differentiation that go beyond the binary distinction between Annex and non-Annex parties. Through a discussion of three episodes in which states adjusted the system to the 'special circumstances' of regime members, I show how informalization and individualization – two hallmarks of differentiation in the Paris Agreement – had become central well before COP-21 and that the international climate regime thus developed a lot more gradually than is often assumed. Emissions trading schemes (ETS) have spread across the globe to tackle climate change. However, limited attention has been given to how ETS characteristics and designs differ and why. We use the concept of institutional complementarity to explore how the EU ETS and South Korea's ETS (K‐ETS) adapt to complement established political economy. The EU ETS is characterized as a market with stakeholder ownership, while the K‐ETS is more regulatory in nature with government leadership. The EU ETS complements a decentralized political system with liberalized energy market, and the K‐ETS became compatible with the centralized majoritarian politics and a regulated electricity market. The ETSs have evolved incrementally, and they are not likely to link in the foreseeable future due to divergence. We suggest a strong focus on "how to adapt" an ETS to its own institution rather than adopting the established blueprint model in countries with a strong regulatory style of governance. In the formulation and development of the international climate change legal regime, a retreat from binding compliance mechanisms and a shift towards the use of softer legal framework and bottom-up designs can be seen. Regardless of the effectiveness of international climate agreements in managing climate change, in terms of the use of hard or soft law and the type of compliance mechanisms design, this article seeks to find and examine the reasons for the soft law prevalence in the process of international climate law development from the perspective of the school of legal positivism.According to the positivist approach, although the mixing of wills, arising from objective and scientific facts, has provided the necessary force to shape the international climate change regime, the duality in the system of obligations and interests multiplicity of internal influential groups in the process of accepting treaties has caused the collapse of the States collective will before Paris Agreement. Therefore, in the Paris Agreement, with the preference of voluntarism over climatic requirements and attention to the national sovereignty of countries with the waiver of strict obligations, the ground for concluding an agreement and making a change in the legal regime of climate change was achieved.

This study explores the implications of climate change for the bilateral relationship between India and Russia. While current research primarily focuses on the strategic aspects of their relationship, little attention has been given to the factors that could shape its future. Climate change has significant economic and social impacts on both countries, raising questions about how it will affect their relations. This paper examines the potential effects on livelihoods, agriculture, and trade, and investigates whether India and Russia can find areas of cooperation despite their differing roles as fossil fuel exporters and consumers.Despite their reliance on Western technology transfer, India and Russia have the opportunity to collaborate and develop new technologies together. The study highlights the potential for joint efforts in renewable energy, such as wind and solar power, to reduce dependence on fossil fuels. It also explores collaboration in biofuel production using Russia's biomass resources.Disaster risk management and information sharing emerge as additional areas of potential cooperation in the face of climate change. Collaboration in these areas can enhance preparedness and response mechanisms, strengthening overall resilience.The study also considers the Northern Sea Route (NSR) as a potential collaboration opportunity. As the Arctic ice melts, the NSR offers a viable trade route between Russia's European and Far Eastern regions. India has shown interest in contributing to its development, which could reduce shipping losses and emissions in transporting liquefied natural gas (LNG) from Russia.In conclusion, the paper emphasizes the need for adaptation and adjustment in the bilateral relationship to address climate change challenges. It underscores the importance of scientific collaboration, exploring joint initiatives, and developing sustainable solutions to mitigate the impacts of climate change while strengthening the longstanding India-Russia partnership.

The article is devoted to the study of the evolution of the national climate policy from the moment of its emergence in the USSR in the 1960s and 1970s until the end of the active phase of cooperation between Moscow and Western countries in this area at the end of 2021. The main stages of climate policy,factors of evolution and impact onthe Russian economy are considered. It is concludedthatthe cooperation ofthe Russian Federation with Western countries on the issue of global warming was built on a solid foundation, which can become the basis for future dialogue.

The climate impacts of global warming compromise intergenerational environmental justice. While acknowledging this problem, the use and demand for fossil fuels remains high. The discussion was aggravated after the Kyoto Protocol, which established carbon credits policy. The purpose of this article is to analyze the adequacy of this measure, concluding that it is inadequate in the face of the worldwide participation in the market, which prevents the global balance of carbon emissions, and slow carbon feedback. The term 'climate leadership' became popular in the 1990s, in relation to international negotiations aimed at reducing greenhouse gas emissions and other environmental mitigations. Since that time, international attention – borne out by scientific study and a rapidly changing planetary climate - has shifted from global warming, the ozone layer and greenhouse gas emissions, to energy production, scientific innovation, and, by the 2020s, a strong focus on decarbonisation and securing net zero carbon output by the middle of the century. One important strand of negotiation has been the annual Conferences of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC), which have witnessed different states playing lead roles at different times. By interrogating the main academic debates about climate leadership, this article examines Japan's participation in the COP process along a structural-normative axis. In so doing, it charts the path from Japan's apparent success at Kyoto in 1997 and its growing green reputation, to its subsequent 'fall from green' in later years and in the wake of COP26 in 2021. In accordance with the Intergovernmental Panel on Climate Change (IPCC), Kyoto protocol and the United Nations Sustainable development goals (UNSDGs) on climate action (SDG-13), there has been a need across economies for transition from fossil-fuel-based energy sources such as coal energy consumption to cleaner energy options i.e., a transition to a low-carbon economy. To this end, the present study explores the asymmetric relationship between coal energy consumption, economic growth, rising urban population and emission level in South Africa. The present study span is conducted on an annual frequency basis from 1965-2018. This study applies the novel Non-linear Autoregressive distributed lag methodology (NARDL) for the highlighted variables. Empirical results validate the asymmetric relationship between the variables under review over the study period. The NARDL regression further shows positive shock by GDP increases CO2 emission level while negative impact affects otherwise in the long run. On the other hand, coal consumption positive shock exhibits a detrimental impact on environmental quality in South Africa. This is insightful for policymakers. The urban population shows non-significant effect on emission levels over the sampled period. The knowledge of both positive and negative shock effects of GDP, coal energy consumption and urban growth is vital for policy construction in terms of both economic and environmental sustainability. Thus, policy prescription ranges from energy transition to alternative and cleaner energy sources like renewables and responsible energy consumption (SDG-12) should be pursued in South Africa. Oil and gas exploration in Nigeria has contributed to global warming and climate change. The growing global impact of climate change and the need for resilience demand action to reform the impact thereof. This article reviews policy responses to reform climate change and global warming in Nigeria in light of oil exploration and gas flaring in the Niger Delta region. A desktop study of related literature, drawn from repositories such as SCOPUS, Google Scholar, and Web of Science, provided policy responses such as the Climate Change Act 2021, the implementation of the Nigeria Gas Flare Commercialisation Programme, and other gas utilisation programmes by the Nigerian National Petroleum Company, the Petroleum Industry Act 2021, and other global commitments to end gas flaring by 2030. The article reviews the provisions of climate change mitigation in these policy responses and how it was implemented in Nigeria. The review revealed the need for more commitment from Nigeria to various international agreements on climate change. It, therefore, recommends, among others, a better utilisation of gas from its oil-rich regions to meet the nation’s power-generation need and other needs.

To limit increasing air pollution and fossil- energy production, several environmental and climate agreements have been established globally. In addition, trade agreements could also serve to achieve climate-mitigation goals, through a trade policy with environmental regulation. By removing tariffs and harmonizing standards on environmentally friendly products and eliminating distortionary subsidies on fossil-energy production, climate change can be mitigated. The objective of the research is to explore the effects of economic growth, international trade agreements and climate conventions on greenhouse gas emissions between 1990 and 2019, at the global level. As an econometric method, an air-pollution function is estimated by panel-regression models. The results confirm that global climate agreements have a significant, but only small, mitigating impact on global greenhouse-gas emissions. The results supported the inverted-U-shaped environmental Kuznets curve. In contrast, the environmental impacts of free-trade agreements had ambiguous results on emissions, as the members of the World Trade Organization contributed to the decrease in air pollution, while countries that signed the regional trade agreements were unable to limit emissions. The simultaneous energy demand in connection with the depleting predictable power sources requires the efficient use of the inexhaustible energy resources. The solar energy has significantly increased its share recently both in rural and urban regions in the form of solar farming and building installations. The energy so far harnessed from the sun radiations has been proved to be a proficient elucidation to the world's power aspirations. It becomes paramount to acquire absolute knowledge and precise comprehension of various aspects dealing with solar energy. The paper is compilation of a complete narrative reassess and guesstimation of the solar energy harnessing techniques such as MPPT, econometrics, equations for finding angles, temperature of the cell and forecasting methodologies that are being discussed. Among the accessible previous and latest available methods a few of them notably have been projected and presented with their appropriate flowcharts, block diagrams and algorithms. The last 35 years have been a period of intense and continuous international negotiations to deal with climate change. During the same period of time humanity has doubled the amount of anthropogenic carbon dioxide in the atmosphere. There has, however, been progress and some notable successes in the negotiations. In 2015, at COP21 of the United Nations Framework Convention on Climate Change, 196 countries adopted the Paris Agreement stating that they would limit global temperatures to well below 2°C above pre-industrial levels and would pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels. The first review of the Paris Agreement was at COP26 in Glasgow with many countries pledging to go to net zero emissions by the middle of the century. But currently these pledges, if fulfilled, will only limit the global average temperature to between 2.4°C and 2.8°C. At COP27 in Egypt the core agreements from the Glasgow Climate Pact were maintained and countries finally agreed to set up a loss and damage facility -- although details of who will provide the finance and who can claim are still be to be worked out. This paper explores the impact of the Kyoto Protocol by investigating the correlation and risk spillover between the crude oil market and the stock markets of 28 countries during its two commitment periods. Besides time-varying Copula-CoVaR models, the Adaptive Lasso-VAR model with oracle properties is employed in generalized variance decomposition, and a risk connectedness network is constructed to explore risk spillovers between the stock markets of various countries when the crude oil market is at risk. The results reveal positive correlations between the crude oil market and stock markets, which become weaker in the second commitment period than in the first. The crude oil market has both upside and downside spillover effects to most stock markets during both commitment periods, and the upside risk spillover effect is stronger than the downside effect. Overall, most non-signatories of the Kyoto Protocol are net receivers of risk spillovers when the crude oil market is at risk, while most signatories are net exporters of risk spillovers.

The literature on global climate change governance frequently refers to the 1997 Kyoto Protocol as a "top-down" instrument, often in unfavourable comparison with the 2015 Paris Agreement, described as "bottom-up". However, the meaning ascribed to "top-down" is often left undefined, contributing to a surprisingly widespread misunderstanding that the Kyoto Protocol, and in particular its emission targets, were imposed on governments. Against this background, this paper seeks to answer the following research question: To what extent can the Kyoto Protocol's emissions targets be justifiably referred to as having been imposed through a "top-down" process? To answer this question, the paper reviews the literature on the Kyoto Protocol, with particular attention paid to the historical record and authoritative accounts of the negotiations. Having found evidence that denoting the Kyoto Protocol as "top-down" without further explanation is misleading, to the point of caricature and misrepresentation, the paper takes on a second research question: What factors lie behind the misleading characterisation of the Kyoto Protocol as "top down"? In answer to this question, the paper points to confusion between process and substance. It also invokes a wider tendency to unduly discredit the Kyoto Protocol, along with strategic efforts to emphasise differences between the Protocol and the Paris Agreement in order to legitimise the latter. The paper ultimately finds that the "bottom-up/top-down" metaphor obscures more than it illuminates, and that our understanding of both the Kyoto Protocol and the Paris Agreement would be best served by abandoning it. The Clean Development Mechanism (CDM), a partnership tool founded under the Kyoto Protocol, grants potential opportunities to help developing countries achieve sustainable development. The present research examines the CDM projects in Eastern Europe (Moldova, Serbia, Bosnia and Herzegovina, Montenegro, and Albania). Although there were far fewer projects in this region than, for instance, China or India, it has some specific features that make it worth studying. Major findings are that most CDM projects in Eastern Europe involved a changing combination of two or more sources of financing, and the distribution of projects in the region was uneven. Moreover, although there was a small number of projects overall, they were all cost-effective, long-term and large-scale. The findings of the research call for improvements to be made to the governance of the CDM, by strengthening the international and national regulation of projects and by aggregating the scales of decision-making and actions so that real multi-scalar transnational governance — from the global level down to the local level — is implemented in a coherent manner. The Kyoto Protocol has received much criticism for its effectiveness as well as the spillover effect (i.e. carbon leakage and competitiveness loss). This paper provides the first evidence for the effect of the Kyoto Protocol on the bilateral trade in environmental goods, which can mitigate and prevent environmental damage. Using the generalized synthetic control method, I construct the counterfactual of trading pairs with Kyoto commitment and show that the export of environmental goods by Kyoto countries increases by 29–30% after the protocol enters into force. The paper further examines the top exporters (Germany and Japan) individually and also reports positive effects. Technology transfer induced by project-based mechanisms under the Kyoto Protocol, in particular Clean Development Mechanism, is found to be the potential driving force. [ABSTRACT FROM AUTHOR]

Three decades after its conclusion (Rio, 1992) and 28 years after its entry into force (1994), the United Nations Framework Convention on Climate Change (UNFCCC) has managed to make a decisive contribution to the establishment of the global climate regime. In application of its provisions, the international process of cooperation and negotiation aimed at the global mitigation of anthropogenic climate warming and adaptation to the effects of climate change, with a dynamizing role in an international, regional, and national context, was launched and is ongoing. The framework convention, through the conference of the parties and in the achievement of the established final objective, was followed by a significant normative evolution with the major steps being the adoption of the Kyoto Protocol (1997) and the Paris Agreement (2015), which is now in the phase of implementation, thus reaching the affirmation of international climate law, with a consistent component of EU law. The principles it proclaims (starting with the dominant one of common but differentiated responsibilities of the states in the matter), related obligations (common, specific to industrialized countries, and specific to developing countries), the financing mechanism and the permanence of updating and adaptation actions of global action on climate change gives it its role as a permanent and dynamic international framework for debate and response to the current climate crisis. In close connection with two other major framework conventions - the one on biodiversity (1992) and, respectively, that of desertification (1994) - it represents a major landmark in the development of contemporary international environmental law.
