1. The Future of Work in the Public Sector: Learning and Workplace Inequality. Working Paper.

Abstract

The patterns of manual and clerical workers' access to learning opportunities in the workplace in the United Kingdom were examined through case studies of three local authorities and three National Health Service trusts and a survey examining their employees' learning experiences. The workers occupying the lowest- grade jobs at the study organizations included younger workers, women returning to the labor market, and older workers who were either close to retirement or older than retirement age. A large percentage worked part-time. The case studies revealed evidence of upskilling and job enrichment, with individual workers' attitudes toward this upskilling and retraining depending on the social context in which they were occurring. Also identified were examples of work intensification and deskilling and of a number of people feeling trapped in routine and monotonous jobs. The following types of learning at work were identified: learning within the job and "doing the job better"; learning to understand the job; learning for job progression; learning around the job by extending knowledge of the section or department; learning for employability; learning for personal development; and learning for democratic participation in the 21st century. However, not all employees had such opportunities available to them, and some workers were not interested in job progression. (Contains 25 references.) (MN)

Abstract

Juvenile liaison bureaus (JLBs), which formerly existed in Northamptonshire, Britain, had a less ambitious role in the broader picture of diversion and crime prevention than the Diversion Unit that exists there today. The Diversion Unit seeks to adopt a casework approach for the most part. Former JLB members see current work as different from what they had done. It appears that a multi-agency case-driven approach to diversion has developed in response to the renewed 'culture of severity' around crime control issues.

Ethnic minority groups may not be using health services in the UK because of inadequate health information. Minority groups are scared of using services because they do not know enough about them. Potential service users may also be held back by health-care workers, who are not aware of their religious or cultural beliefs. Other barriers to service uptake are communication and language problems and lack of faith in the services.

Abstract

Using a questionnaire sample of 980 eleven to sixteen year olds and a small number of interviews, this study explores what young people do to help at home. Research carried out over the last decade has provided considerable insight into the lives of children and young people involved in caring for family members who are ill or who experience disabilities. What is less well understood are the pathways for young people's involvement into caring and the nature of the links between routine helping out at home and caring for a parent with a serious illness or disability.;Young people's involvement in informal care causes concern, as such young people often carry a significant burden of both work and responsibility. This study seeks to identify the extent to which young people may be involved in different kinds of responsibilities and to assess the impact this has on their lives.;The theoretical foundation for the research draws upon current social theory, focusing especially on the sociology of childhood and the sociology of social problems.;The data gathered indicates that the family situation has little effect upon patterns of routine helping out, but significantly influences whether or not young people will become involved in greater levels of home responsibility. The key findings suggest that young people assume responsibility for others in a variety of circumstances and that it is useful to use the concept of a home responsibility continuum when considering young people's helping behaviour in the home.
