Hugh Clegg was a founding figure of post-war British Industrial Relations, the forerunner of Employment Relations and Human Resource Management, as taught in most Business Schools today. He defined ‘industrial democracy'as collective bargaining with trade unions, laid the foundations for the pluralist approach to Industrial Relations, was a key figure in the post-war social sciences and a major public policy player. More widely, he was an important figure in the Cold War social democratic academic left, who broke with his earlier Communism to champion free trade unions in a liberal democratic society. He also produced the major Oxford University Press trade union history. In 1959 Labour had been beaten at the polls for the third successive time – with political commentators claiming that class politics in Britain were dead. This book revisits the long contested negotiation between the Thatcher administration and Nissan for the latter's first green-field plant in Europe. As Trade Union membership has declined, union mergers have been prominent features in strategies of revitalization. Yet, there is very little systematic and empirical research into the effects of union mergers on the unions actually merging or of their impact on the wider union movement. This ground-breaking study fills this gap with its in-depth analysis of British unions'mergers since 1978: the point at which British unions moved from growth into decline, primarily due to adverse and damaging changes in the British industrial relations climate. Initially the book describes the merger processes (transfers and amalgamations) and the extent of British unions'merger activities. This is placed in context by an examination of the generally hostile environment in which such mergers were sought and concluded. The different non-merger strategies adopted by unions to mitigate their membership loss and reduced political status are also assessed. In the body of the text the focus is on: the factors shaping unions'merger searches; the consequent merger negotiations; and the merged unions'subsequent performance. Because of the distinctly different opportunities for reform offered by transfers, as against amalgamations, the book examines each, in turn, in Parts 2 and 3. The interpretative framework adopted for analysing transfers and amalgamations addresses the following elements of unions'interests: members'job territories; political objectives and means; democratic ethos and government; administration (including finance); and leaders'imperatives. Drawing on a wealth of material gathered over the past 20 years via surveys, interviews and action research the different purposes and performances of the merged unions are critically assessed. It is concluded that transfers served to generate a limited range of improvements, generally of advantage to the minor partner union. In contrast, amalgamations are found to have the potential to transform many aspects of union organisation. However, in practice, they also tended to generate a number of unintended and unwelcome consequences. In conclusion mergers'contributions to the revitalization of the wider British trade union movement are also discussed. Why were European economies able to pursue the simultaneous commitment to full employment and welfare state expansion during the first decades of the postwar period and why did this virtuous relationship break down during recent decades? This book provides an answer to this question, by highlighting the critical importance of a political exchange between unions and governments, premised on wage moderation in exchange for the expansion of social services and transfers. The strategies pursued by these actors in these political exchanges are influenced by existing wage bargaining institutions, the character of monetary policy and by the level and composition of social policy transfers. The book demonstrates that the gradual growth in the fiscal burden has undermined the effectiveness of this political exchange, lowering the ability of unions'wage policies to affect employment outcomes.

This textbook reviews major issues concerning the history of British trade unions in the last two-thirds of the twentieth century. Even with the decline in membership of the 1980s and 1990s, trade unions in Britain have remained the largest voluntary organisations in the country and the total membership has remained larger than in most other countries. The book discusses many major aspects of trade unionism and many controversies concerning it, including strikes (sometimes seen as a peculiarly'British disease'). Trade union presence in the labour market has been deemed a cause of higher unemployment and lower productivity. The trade unions have been accused of being insensitive on gender and ethnicity. They have also been accused of being corporatist, unelected partners in government (especially in the 1940–79 period).
