In this research, we empirically examine the structural and macroeconomic determinants of unemployment rates in the Gulf Cooperation Council countries, distinguished by age and gender. We examine several hypotheses regarding the influence of long-run economic growth, labour market flexibility, and the social contract on unemployment rates. Using panel data for the period 2000–2020 and country and time fixed effects estimation methodology, empirical evidence shows that long-run growth reduces unemployment rates regardless of age and gender (except for female youth unemployment rate). Wage flexibility reduces most unemployment rates. Urbanization reduces total and male unemployment rates, while population density reduces total and female unemployment rates. In contrast to these determinants, linking pay to productivity, increases female, total youth, and male youth unemployment rates. Openness ratio increases total, total youth, male and male youth unemployment rates but not female and female youth unemployment rates. This paper examines the impact of trade liberalisation on the sectoral reallocation of workers, particularly from manufacturing to services. It empirically assesses this relationship using local labour market level data for South Africa, a country that experienced significant reductions in manufacturing tariff protection and declining shares of manufacturing in employment from 1996 to 2011. The empirical analysis draws on population census data covering 234 municipalities fors 1996, 2001 and 2011. Contrary to expectations, employment in both the services and manufacturing sectors grew more slowly in municipalities where manufacturing workers faced large reductions in tariffs. We demonstrate that the relative decline in services employment was, in part, driven by negative spillover effects arising from lower derived demand for services inputs, income and infrastructure investment linked to the weaker growth in manufacturing from tariff reductions. These spillover effects diminished the absorption of labour by the services sector and contributed towards declining participation in the labour force in municipalities where manufacturing workers were exposed to large reductions in tariff protection relative to other municipalities. Tariff reductions have a stronger effect on the employment of women in manufacturing, while the adverse spillover effects on service employment are stronger for men. [ABSTRACT FROM AUTHOR]

This special issue is the second in a two‐part series on the evolution of labour market and disposable income inequalities over recent decades in 17 high‐income countries in Europe and North America. In this Introduction, we provide additional background for the cross‐country project, which has been conducted in parallel to the wider IFS Deaton Review of Inequalities. We briefly summarise the key trends and findings of the papers that cover five Western European countries and four Southern European countries, and a companion paper on the role of education and intergenerational mobility across all 17 countries. In recent decades, Europe has experienced a significant slowdown in productivity, accompanied by rising regional inequalities. At the same time, the fragmentation of work and the rise of non-standard forms of employment have deeply reshaped labour markets. Through the analysis of an extensive database comprising data on regional labour markets and productivity trends, we investigate the relationship between non-standard work and labour productivity dynamics in European regions from 2004 to 2018. The findings highlight that increasing non-standard employment across regions is likely to negatively affect labour productivity growth. Moreover, to some extent, the spread of non-standard jobs, especially of permanent, yet involuntary, part-time positions, might contribute to the widening of regional disparities. With rising consumer prices, tight labour markets, a resurgence in labour militancy, and a new post-Covid appreciation of the role of government and market regulation, the conditions for renewed union growth seem favourable. But unions have to come from far. Across the OECD, unions have lost members and power, young people increasingly stay away from unions and labour markets have thoroughly changed from what they were. How likely, then, is a new era for trade unions? This article explores four scenarios for the future of trade unions – marginalization, dualism, substitution and revitalization – each grounded in a few assumptions about the environment and behaviour of unions. Drawing on data and research from 12 OECD member states, the article explores middle range theories for each scenario and weighs arguments pro and contra its likelihood. There are two opposing views concerning intuitive cases of wage exploitation. The first denies that they are cases of exploitation at all. It is based on the nonworseness claim : there is nothing wrong with a discretionary mutually beneficial employment relationship. The second is the reasonable view : some employment relationships can be exploitative even if employers have no duty towards their employees. This article argues that the reasonable view does not completely defeat defences of wage exploitation, because these do not rely solely on the nonworseness claim. They also rely on the idea, popularised by Alan Wertheimer, that exploitation is a form of disequilibrium price occurring in defective markets. The article then proceeds to criticise Wertheimer's account through neoclassical, new institutional, and Austrian economics. We study the role of formal and informal childcare within the ECEC policies for gender employment and pay gaps, considering the life course stages distinctive for childcare tasks. The ECEC policies are framed within the types of social investment strategies identified in the EU countries to picture developments in social investments after 2005. The aggregated EU‐SILC data from 2005 to 2019 for 27 European countries have been used in the panel regression models to uncover how the caring arrangements influence labour market gendered outcomes of women at different ages (15–24, 25–49, 50–65). We find that better provision and use of early education and childcare not only contribute to early investment in human capital but it also facilitates mothers' employment and thus contributes to lowering gender employment and pay gaps. However, better coverage of care for children older than 3 years old results in negative employment effects for grandmothers. These effects vary also across countries, depending on their overall institutional setting depicted by the types of social investment strategies distinguished. Consequently, the ECEC agenda should be extended by addressing the employment of women at the pre‐retirement age. It is crucial not only for reducing gender gap in employment and pay but also in the light of challenges generated by demographic developments—the labour force shrinking and the population ageing processes. This chapter explores employer perspectives on the extension of behavioural conditionality to working social security claimants ('in-work conditionality'). As policymakers across Europe and other developed nations have pursued increasingly interventionist approaches to activating the unemployed through conditional welfare policies, the UK has gone a significant and 'unprecedented' step further by requiring those in receipt of in-work benefits to demonstrate their efforts to increase their working hours and/or pay. As the actors ultimately in control over the jobs people can access and progress in, understanding employer perspectives on this new policy development is critical, which, however, has so far been overlooked by policymakers and researchers. We address this omission through presenting original analysis of 84 semi-structured interviews conducted with a diverse group of employers. We find that while the UK's Work First approach to activation has seemingly encountered little resistance from employers to date, this new Work First, Work More approach may be a step too far. We contribute theoretically by identifying a potential role for employers as latent path disruptors in policy development, and challenge the commonly-held assumption that employers are typically supportive of extensions of behavioural conditionality to social security claimants. This study addresses a critical gap in our understanding of how the employer and workplace context influences the working career of older employees. Leveraging linked employer–employee data, this study examines the impact of workplace retention practices on an early labour market exit for employees aged fifty-five to sixty-four in Denmark. The findings reveal that, for those eligible for early retirement, work environment adaptation, re-employment of retired employees, and positive views of older employees' productivity significantly contribute to avoiding early retirement. However, these workplace retention practices do not influence unemployment, emphasizing their effectiveness in postponing early retirement rather than mitigating job loss. Moreover, the analysis shows that employees with managerial roles and high skill levels benefit more from workplace retention practices in terms of avoiding both early retirement and unemployment. This finding highlights the employer's key role in shaping inequalities in an ageing workforce by selectively providing opportunities to extend working lives. [ABSTRACT FROM AUTHOR]

Is Japan creating a new economic model through digital and green transformation which will overcome its 'lost decades' lethargy and demographic challenges? Do Society 5.0, DX, GX, 'new/sustainable capitalism', Digital Garden City Nation and other initiatives represent a well-intentioned mish-mash, or something new and potentially coherent which other countries should take notice of? These questions animated a conference held in Oxford in February 2023, and subsequently informed the 11 articles in this special issue by European and Japanese academics and policy makers. The collection identifies tensions and contradictions but also significant changes in in corporate governance, innovation, public policy and human resources, which may point to a new direction for Japanese capitalism. This paper shows that more highly concentrated labour markets experience more positive employment effects of the minimum wage. In the most concentrated labour markets, employment rises following a minimum wage increase. The paper establishes its main findings by studying the effects of local minimum wage increases on a key low-wage retail sector, and using data on labour market concentration that covers the entirety of the U.S. with fine spatial variation at the occupation level. The results carry over to the fast-food sector and the entire low-wage labour market and are robust to using proxies of labour market concentration available for a broader range of industries, such as the number of establishments and population density. A model of oligopsonistic competition can explain these effects: there is more room to increase wages in high-concentration areas where wages tend to be further below marginal productivity. These findings provide evidence supporting monopsonistic wage setting as an explanation for the near-zero minimum wage employment effect documented in prior work. [ABSTRACT FROM AUTHOR]

Organisational fit represents a crucial criterion in the hiring process. This article aims to understand how employers and external recruitment consultants define and apply organisational fit in professional labour markets, such as engineering, marketing and finance. It also investigates how the use of organisational fit in hiring can lead to social bias within these labour markets. It relies on semi-structured interviews with 47 external recruitment consultants who assist employers in these sectors. The article draws on Relational Inequality Theory to demonstrate how hiring managers and consultants use organisational fit to create and justify boundaries between acceptable and unacceptable candidates. Claim-making supports the rationalisation and legitimisation in the exclusion of groups of candidates. The article critically informs human resource management, business and psychology literature that perceive organisational fit as a largely benign criterion for recruitment. It also extends sociological and critical management literature by delineating three main exclusionary mechanisms in matching candidates for organisational fit. [ABSTRACT FROM AUTHOR]

Gig work – accessing job opportunities through an app – has brought renewed attention to precarious non-standard labour arrangements. Scholars have begun to consider the intermediary role that platforms such as Uber, Lyft and Doordash play in exploiting and controlling workers. Yet, literature on labour market intermediaries has muddied conceptions of their role, impact and outcomes for workers by lumping a variety of institutions under the same umbrella term. Drawing from previous theoretical and empirical works throughout the temporary help and gig industries, this article proposes a reconceptualisation of labour market intermediaries as labour market engineers highlighting four mutually reinforcing features. This sociological reconceptualisation updates the understanding of for-profit labour market intermediaries by demonstrating the market making behaviours of firms of on-demand labour in the US context. Likewise, this reconceptualisation notes how gig firms have adapted and expanded these features in ways that increase precarity for workers. [ABSTRACT FROM AUTHOR]

The evolution of labour market and disposable income inequalities over recent decades in high‐income countries has generated intense interest in academia and the wider public. The extent to which there have been common trends, or diverging experiences, across a broad range of different countries, remains relatively understudied. The papers in this two‐part special issue seek to provide the bases for consistent comparisons across 17 North American and European countries. In this Introduction we provide background for the cross‐country project, which has been conducted in parallel to the wider IFS Deaton Review of Inequalities. Finland is known for low income inequality by international comparison. In this paper we provide a long‐run perspective on inequalities in Finland, and show that inequality is higher in the 21st century compared with many previous decades. We discuss the drivers of inequality in more detail, focusing on wages, earnings, employment and education, and also social outcomes such as partner‐finding and family formation in the working‐age population. The collective wage‐setting system is a likely contributor to the relatively low and stable wage and earnings inequality among working indviduals. However, women fare worse in the labour market than men, despite having a higher education level on average. We also find that individuals who are out of work or have low education have a lower probability of finding a partner, indicating that social inequalities are linked with those in the labour market. Finally, we discuss the importance of redistribution as well as changes in tax legislation that have contributed to an increasing concentration of capital income, which has been an important factor in increasing households' disposable income inequality. The authors investigated in this study how much of the wage differences on workers’ and district levels are explained by employee and employer characteristics and by differences in regional attributes. For this purpose the Ministry of Information and Technology’s annual wage survey and income statements from the OPTEN database have been used. Results show that individual characteristics of workers, in particular the occupational classification of the job and their educational attainment play a leading role in explaining the wage differentials observed on individual level. The explanatory power of employer-level characteristics is secondary, however it still exceeds the combined contribution of regional characteristics, estimated at 1-2% at most. When examining district-level average wage differentials, the composition of employees and employers in districts is responsible for three quarters of spatial wage inequalities. By removing the composition effect, the standard deviation of average gross monthly wages between districts is reduced to half. These results show that in addition to a territorial approach, policy interventions aimed at developing human capital also play an important role in promoting the catching-up of disadvantaged regions. How do settler colonial governments make policies related to Indigenous nations and peoples? One way is by responding to research. Research, however, is also influenced by public policy and its underlying social stories. In this article, I reflect on the literature published in Canada's premier public policy journal, Canadian Public Policy (CPP), since 1975 and the work published in economics journals to understand the current state of academic policy dialogue in Canada, as constructed by CPP and economists. Fewer than 3 percent of all articles in CPP from inception to the most recent volume focused on Indigenous contexts. A much lower percentage of articles were published in the top 400 ranked economics journals, with 21 articles identified. Most of this literature focuses on education and labour markets or Indigenous rights and self-government, with the former notably more prominent after 2000. I discuss these two streams of literature and confirm findings from the labour market literature with more recent data. In reviewing the literature, it becomes clear that much still remains to be done for research to reflect the full economic realities of Indigenous nations and for policy to make space for Indigenous economic life. Do firms adjust wages in response to changes in their own demand level or to changes in competitive pressure from rival employers? We study how exporters adjust wages in response to unexpected product demand shocks during the 2008–9 Great Recession. Using rich data on Portuguese firms' pre-recession export shipments, we measure firm-level shocks to export demand during the Recession. We show that shocks constructed at the firm level are not necessarily firm-specific and can be decomposed into a common component affecting all producers in a product market and an idiosyncratic component affecting individual firms within markets based on the locations of their pre-recession customers. We demonstrate that while both components impact firms' output and their workers' wages, the common component spills over from firms to their labour market rivals, whereas the idiosyncratic component does not. We find that 10–15% of firms' idiosyncratic demand passes through to their employees' wage growth with no effect on retention rates, implying significant dependence of wages on noncompetitive quasi-rents. Moreover, we find that wages respond primarily to shifts in internal labour demand when labour markets are thin, but they respond more to competition from other employers when labour markets are fluid. The higher-educated are typically seen as winners of technological change and automation, but recent evidence shows that many higher-educated workers are, in fact, concerned about losing their jobs to technology. The reasons why higher-educated workers are worried about technological change are not yet clear, however. We analyse survey data from 25 countries to resolve this puzzle. Our results indicate, in a nutshell, that many higher-educated workers are concerned about being replaced by ‘artificial intelligence’ (AI) and related technologies. Specifically, we find that perceived technological vulnerability among the higher-educated is strongly linked to working in the finance and IT sectors – which are known to be particularly heavily exposed to advances in AI technology. We discuss the implications of technological vulnerability among the higher-educated for social solidarity and political conflict in digitalizing economies.

We investigate the relative importance of variations in job quality in accounting for variations in general well-being among employed people in Europe, the USA, Australia and South Korea. We find that the importance of job quality is everywhere of a similar magnitude to that of health, while both are far more important than other conventional determinants, including education, gender, marital status, parental status, age or household income. Job quality accounts for somewhat more of well-being's variation among men than among women. Within the majority of European countries, the R 2 for the variation accounted for ranges between 14 and 19%. The paper's findings, alongside rising policy interest, support the allocation of a greater priority for job quality in general socio-economic and labour force surveys than hitherto. The economisation of social policy implied the emergence of neoclassical economics as a contestant for the foundation of social policy in theory and practice. A crucial phase in this process is the emergence of the international competition state paradigm, which urges governments to cut taxes, reduce generosity and tighten eligibility criteria for social security benefits. The adoption of the competition state paradigm reversed social policy in advanced welfare states, which used to balance the injustices of capitalism through an expansion of social citizenship rights. In Nordic welfare states, such as Denmark and Finland the advance of the competition state paradigm resulted in a clash with the constitution, which seeks to guarantee a minimum standard of living for all citizens. The economisation and subsequent reversal of the purpose of social policy was followed by increasing social inequality and a more general development characterised by a series of crises in the areas of economy, health, politics, environment, security, and global mobility. A seed of this development is endogenous, or internal, in other words, and lies in the representation of the human being associated with neoclassical economics and the competition state paradigm, according to which the pleasure-seeking human being is a potential free-rider and lazy idler in need of subordination and control. The article distinguishes between exogenous (or external) and endogenous (or internal) aspects of welfare state change and highlights our role as citizens and academics in both creating and resolving challenges related to societal development. Despite the existence of a number of studies analysing the gender pay gap in the job market as a whole, less is known about this issue in cultural and creative markets, in which the employment conditions lack stability, and many of the jobs are "hidden" because of part-time, unpaid, and/or portfolio work conditions. These characteristics are expected to be exacerbated in the early stages of careers so that, in this case, the gender pay gap might display specific singularities. This paper specifically investigates this issue by analysing data from the "Young People Making a Living in the Creative Industries" research project, a survey conducted from April to September 2016 in Canada. This paper explores how wealthy countries' reliance on migrant workers is not restricted to migrants working within their borders but extends, through global supply chains, to migrants employed in lower-income countries. It provides an exploratory discussion of how migration, labour, and trade systems interact to argue for the expansion of research on dependence on migrant labour – a 'widening of the lens' – beyond national systems effects. Using the COVID-19 pandemic and associated concern with the provision of essential goods and services, we consider how the employment of migrants in global supply chains, and by extension societal resilience of higher-income countries, is shaped by trade policies and agreements regulating flows of essential products across countries; labour markets and conditions in low- and middle-income countries producing essential products for export; and migration systems between and within low- and middle-income countries. Thus, we tentatively explore how national systems and institutions interlock with those of other states, and also with transnational and international institutions. We illustrate our arguments with a case study of the Malaysian production and export of rubber gloves, an essential good during the COVID-19 pandemic that is heavily dependent on migrant labour. The closure of the Australian passenger vehicle industry in 2017 ended an important phase in the nation's economic history. Closure affected up to 100,000 employees working across the Original Equipment Manufacturers (OEMs) and the supply chain, with the impacts concentrated in two Australian states. This paper examines both the processes and the outcomes of this closure, making use of a Just Transitions lens to assess the wider impacts of this change. It reviews the measures put in place to assist workers displaced by plant closure, while also drawing on three waves of data from a survey of retrenched workers. The paper argues the process of transition for former employees was shaped by the distinctive characteristics of Australia's system of industrial relations and the ambition of its governments to have as many affected workers find employment as possible. This objective was prioritised over quality of employment or the emerging skill needs of industries. The paper finds that while former auto workers have been able to re-establish themselves in the labour market, the management of this major change does not meet the expectations of a Just Transition as too little attention was directed to the wider societal impacts of this transformation. ABSTRACTDifferences in regional incomes are large and persistent in many countries. On the one hand, internal migration from low- to high-income regions might eradicate these differences over time. On the other hand, internal migration might exacerbate disparities, as receiving regions benefit from incoming skills and agglomeration economies. This paper estimates the effect of internal in- and out-migration on the earnings of employees who do not move, using a panel of employee records from Great Britain between 2004 and 2018. Employees are tracked and identified as internal migrants if they start working in a new travel-to-work area (TTWA), representing functional labour market areas. The share of in- and out-migrants is significantly correlated with earnings and earnings growth of non-migrants in a TTWA. The results show that in-migrants have an immediate negative effect on local earnings of non-migrants. After three years, in-migration is positively correlated with earnings growth. These effects are exclusively driven by urban areas. Out-migrants have no significant effects. The results provide some evidence that labour mobility can be used as a tool to encourage local growth, albeit with significant adjustment costs.

ABSTRACTThe digital transformation is an important driver of long-run productivity growth and, as such, it has the potential to promote a more inclusive and sustainable growth. However, digital capabilities, crucial to develop and govern new digital technologies, are unevenly distributed across European regions, increasing the risk of divergence and polarisation. By taking advantage of a set of original indicators capturing the level of digital skills in the regional workforce, this work analyses the factors shaping the process of digital skill accumulation in the EU over the period 2011–2018. Relying on transition probability matrices and dynamic random effects probit models, we provide evidence of a strong and persistent regional polarisation in the adoption and deployment of digital skills. Further, we investigate whether structural factors and European funds (European Regional Development Fund, Cohesion Funds and European Social Funds) are capable of shaping the digitalisation process and favouring regional convergence.

AbstractFinding a way to make a living may be difficult if one lives in a small island with few possibilities for regular full-time jobs. Focusing on how co-habiting couples negotiate their livelihood options with each other and with the island setting, the paper shows how the local labour market and its inherent (im)possibilities are shaped by a specific history, geography and set of gender relations. Empirically, the paper draws on couple interviews from the Danish island of Læsø, with approximately 1800 inhabitants. The analysis shows how history, traditions, geography and gender relations impact on livelihoods and possibilities for developing new lines of work. It also shows how these factors continuously interact with one another and are negotiated by both individuals and couples. Underscoring the argument that island labour markets are different from mainland labour markets, the analysis suggests that the need for negotiation may be more obvious in an island setting which is demographically and economically under pressure. Islands cannot simply be treated as ‘smaller’ versions of mainland communities. They pose qualitatively different contexts. The palpable geographic borders of the island community entail that ‘everybody knows everybody’, thus enhancing visibility of individual choices and roles in the local labour market. Therefore, the impact of intangible factors may be enhanced in island settings, where deviations from tradition become immediately observable as people live in close proximity to one another. This paper reviews how young people's education-to-work transitions have changed since 1989 in former communist countries that have subsequently become full members of the European Union (EU). The sudden collapse of the command economies led to an equally abrupt breakdown in earlier routes into working life. Subsequently, the new independent states have reconstructed their education and training, and their market economies have developed. They now exhibit similar variations in rates of youth unemployment, progression through higher education, and mixtures of academic and vocational secondary education as older EU member states. However, there are features that continue to set all ex-communist countries apart, irrespective of whether they have become full EU members. These are low local rates of pay and westward migration. Its new member states have joined the Southern countries in a European periphery. Yet, there may be sufficient winners in the European core and periphery to keep Europe united. Until the 2000s, the Ghent system of state‐supported, union‐run funds contributed to high union density in Sweden. However, there has been a remodelling of the Ghent system and a gradual erosion of public unemployment insurance. In this new institutional and less universal context, unions have introduced the private complement known as obligatory complementary income insurance (OCII). This article seeks answers to how Swedish unions have thought and argued on OCII, how these thoughts and arguments change over time and whether there are differences across unions within different confederations. The material includes congressional minutes and other internal documents as well as newspapers and union magazines, 2000–2020. There is a myriad of arguments for and against OCII. Many unions highlight the eroded public unemployment insurance—arguably a threat both to individuals and collectives—as the prime trigger of OCII. Yet, for unions with high rates of unemployment and relatively high wages, the OCII premium may be too expensive. Further, some unions argue that high‐wage members are subsidised by low‐wage members. We also find that OCII enhances sharp competition between unions to keep and recruit new members. This article represents one of the first attempts at building a direct measure of occupational exposure to robotic labour-saving technologies. After identifying robotic and labour-saving robotic patents, the underlying 4-digit CPC (Cooperative Patent Classification) code definitions, together with O*NET (Occupational Information Network) task descriptions, are employed to detect functions and operations which are more directed to substituting the labour input and their exposure to labour-saving automation. This measure allows us to obtain fine-grained information on tasks and occupations according to their text similarity ranking. Occupational exposure by wage and employment dynamics in the United States is then studied, and complemented by investigating industry and geographical penetration rates. [ABSTRACT FROM AUTHOR]

The labour market effects of automation have gained significant attention from scholars and policymakers. Concerns about negative effects are important in emerging countries, where a rapid acceleration of robot adoption and an increasing involvement in global value chains have been observed in recent years, with the subsequent increase in exposure to foreign competition. This paper estimates the effect of local and foreign robots on labour market outcomes and labour shares using a panel dataset composed of 16 sectors and ten emerging countries from 2008 to 2014. The endogeneity of robots' adoption is addressed with an instrumental variables approach and using a shift-share index of exposure to foreign robots. The main results for all sectors show that foreign robot adoption has negatively affected employment in emerging countries. When exploring sectoral heterogeneity, we find that the foreign robots' negative effect on employment has occurred in many sectors, being more prominent in those with higher exposure to foreign robots. Moreover, we found small and negative inter-sectoral spillover effects of local robots on employment and wages. Finally, the results also show that the labour share is affected in some sectors of emerging countries by both the use of local and foreign robots. [ABSTRACT FROM AUTHOR]

This paper focuses on the increasing prominence of digital labour platforms in the labour markets of Southeast Europe, and compares the supply of online labour from nine selected countries: Serbia, Romania, Hungary, Croatia, Bosnia and Herzegovina, Montenegro, Albania, North Macedonia, and Bulgaria. Digital labour platforms, as an innovative business model, play an important role in today's labour markets by linking the demand and supply of digital work. Southeast Europe is no exception to this trend, and has become an important supplier of online labour. With the impact of the Covid-19 pandemic, this and other new forms of employment further increased both globally and in Southeast Europe. Despite this trend, online labour often remains invisible and under the radar of national policymakers and regulators, as well as national statistical agencies, due to the globalised nature of online platforms. This paper aims to shed light on the development of online labour in the countries studied, based on publicly available data collected through Gigmetar, a web scraping tool designed to monitor trends on the number, gender, incomes, and occupations of online workers.1 The paper compares online labour from nine countries active on the most significant general digital labour platforms (Upwork, Freelancer, and Guru) from February 2022 to October 2022. The criteria for the comparison include occupations, 2 gender and income. The analysis is based on the data of approximately 80% of the total number of active digital workers on the platforms under investigation. The paper points out the similarities and differences in online labour between the countries of Southeast Europe. For example, the number of online workers increased in all the countries, with creative services and multimedia and software development comprising the most dominant occupations in each country. Moreover, men are more commonly represented in these digital markets than women. However, these generalities hide remarkable differences between the countries in terms of the number of online workers per capita, the comparative advantages of each country based on the composition of the online labour force in terms of professions, variations in the gender gap in income distribution, and the average hourly labour price demanded by workers. The results of our analysis may provide useful information to national policy makers as they work to address the challenges in the labour market brought by technological advancements. This article dissects the refugee recognition regime in Jordan. It argues that refugee recognition, despite being conducted by UNHCR, is a heavily politicized process shaped by intersecting racial and national hierarchies, restrictive government regulations, and UNHCR policies. Despite Jordan hosting the 'second highest share of refugees per capita in the world', relatively few protection seekers gain refugee status, and when they do, it is almost always as part of the resettlement process. Many remain asylum seekers for years or decades, while others cannot even register their claim for international protection with UNHCR. This article contributes to refugee studies by demonstrating how UNHCR policies are changing RSD in non-signatory states, the importance of asylum/refugee registration, how state and humanitarian policies lead to some protection seekers being missed in academic analyses, and highlighting the ever-growing gap between the legal and 'everyday' uses of the term 'refugee'. Growth is closely related to structural transformation, the reallocation of economic activity among sectors. A well-functioning labor market plays an important role in this process by enabling workers to find employment in the growing, more productive sectors. We review the literature on labor market frictions that limit worker flows, slow structural transformation, and trap workers in poverty. The three main areas of focus are the extent of sectoral wage gaps, labor market dynamics, and evidence on specific frictions. Evidence in each area points to the presence of frictions that hinder worker reallocation. The literature also suggests policies that may help remediate frictions and improve worker mobility. We estimate COVID‐19‐related employment and poverty impacts in South Africa. We observe a 40% decline in active employment between February and April 2020, half of which was composed of job terminations rather than furloughs. Initially, vulnerable groups were disproportionately affected by the labour market shock. Exploiting the dataset's panel dimension and comparing lockdown incomes of job losers to reweighted job retainers, we estimate that approximately 15%–35% of job losers fell into poverty in April. We find evidence of a limited recovery in the labour market and a decrease in poverty by June, in part attributable to expanded emergency social assistance. [ABSTRACT FROM AUTHOR]

Research on UBI has blossomed in recent years, with a particular focus on conducting experiments with policies that share features with a UBI, microsimulation analysis and public opinion surveys. However, a common drawback with many of these approaches is the difficulty with examining 'general equilibrium' or 'community' effects. Macroeconomic modelling is one tool used to explore these more difficult questions of what would happen if a UBI was implemented at the national level. In this paper, a review of existing analysis of the macroeconomic effects of a UBI offers an insight into the assumptions, approaches and results of these studies and how these are interlinked. The digital transformation is an important driver of long-run productivity growth and, as such, it has the potential to promote a more inclusive and sustainable growth. However, digital capabilities, crucial to develop and govern new digital technologies, are unevenly distributed across European regions, increasing the risk of divergence and polarisation. By taking advantage of a set of original indicators capturing the level of digital skills in the regional workforce, this work analyses the factors shaping the process of digital skill accumulation in the EU over the period 2011–2018. Relying on transition probability matrices and dynamic random effects probit models, we provide evidence of a strong and persistent regional polarisation in the adoption and deployment of digital skills. Further, we investigate whether structural factors and European funds (European Regional Development Fund, Cohesion Funds and European Social Funds) are capable of shaping the digitalisation process and favouring regional convergence. Differences in regional incomes are large and persistent in many countries. On the one hand, internal migration from low- to high-income regions might eradicate these differences over time. On the other hand, internal migration might exacerbate disparities, as receiving regions benefit from incoming skills and agglomeration economies. This paper estimates the effect of internal in- and out-migration on the earnings of employees who do not move, using a panel of employee records from Great Britain between 2004 and 2018. Employees are tracked and identified as internal migrants if they start working in a new travel-to-work area (TTWA), representing functional labour market areas. The share of in- and out-migrants is significantly correlated with earnings and earnings growth of non-migrants in a TTWA. The results show that in-migrants have an immediate negative effect on local earnings of non-migrants. After three years, in-migration is positively correlated with earnings growth. These effects are exclusively driven by urban areas. Out-migrants have no significant effects. The results provide some evidence that labour mobility can be used as a tool to encourage local growth, albeit with significant adjustment costs. [ABSTRACT FROM AUTHOR]

Youth labour remained important well into the twentieth century, although it is often elusive in traditional sources. In this article, we investigate messengers – a category of occupational titles, including errand and office boys, which is thought of as youth jobs. We sketch the long-term development of the occupation by making use of digitised Swedish daily newspapers and discuss demand-side, supply-side and institutional factors for the disappearance of the occupation. Our investigation suggests that the messenger jobs reached their peak around 1945 and thereafter decreased to low levels in the 1960s. We find that employers looking for messengers were large organisations that needed in-house help with deliveries and simple office tasks. These employers originally aimed at young men aged 15–17 years. The minimum age requirement was not loosened over time; instead, employers began to announce for older workers. We interpret this as employers' adapting to a situation where the supply of young messengers had decreased. Employers made their ads appealing by emphasising good working conditions and career prospects, indicating that there was still a demand for messengers despite the changing times.
