This study’s aim was to determine nursing home (NH) and county-level predictors of COVID-19 outbreaks in nursing homes (NHs) in the southeastern region of the United States across three time periods. NH-level data compiled from census data and from NH compare and NH COVID-19 infection datasets provided by the Center for Medicare and Medicaid Services cover 2951 NHs located in 836 counties in nine states. A generalized linear mixed-effect model with a random effect was applied to significant factors identified in the final stepwise regression. County-level COVID-19 estimates and NHs with more certified beds were predictors of COVID-19 outbreaks in NHs across all time periods. Predictors of NH cases varied across the time periods with fewer community and NH variables predicting COVID-19 in NH during the late period. Future research should investigate predictors of COVID-19 in NH in other regions of the US from the early periods through March 2021.

This paper studies the transition of labor from the state sector to the infant private sector in urban China. We examine the impact of the first wave of housing reforms, which untied access to housing in urban areas from working for the state sector. We find that the reform significantly increased private housing ownership and private-sector employment, and reduced private-sector wages. The housing reform had no effect on unemployment or self-employment.

Using an original survey conducted in India’s largest state, we offer systematic evidence on the gender gaps in a rich set of electoral and non-electoral participation metrics. We find that gender gaps in non-electoral forms of participation (such as involvement in public petitions, interactions with public officials and attendance of village meetings) are larger than those in election-related activities, including political candidacy. These gender gaps in political participation persist even after we account for women’s poorer knowledge of political institutions, self-assessment of leadership skills, literacy rates and asset ownership, as well as constraints on their mobility and voice in household decisions. Using a Oaxaca-Blinder decomposition approach, we find that bringing women on par with men on these attributes would bridge less than half of the gender gap in political participation. This suggests that external factors, such as the roles played by voters, political parties or societal groups, may constitute important barriers to women’s political participation. The presence of a woman leader in the village increases women’s propensity to meet with government officials, but is not enough to close the gender gap in this outcome or others. Our evidence points to the need to consider a wider set of policy tools beyond quotas to encourage women’s civic and political engagement.

Since the onset of the COVID-19 pandemic many healthcare organizations have operated in a climate of uncertainty. Building resilience is one method used to survive and thrive during periods of uncertainty. Measuring an organization’s resilience (ability to prepare for, respond and adapt during time of change) allows the organization to identify its vulnerabilities and set priorities to avert negative outcomes during an untoward event. Through collaboration with four long-term care professional associations, the Benchmark Resilience Tool (BRT-13) resilience survey was disseminated to North Carolina long-term care leaders in April 2021. The BRT-13 survey was also sent to North Carolina public health officials via email during the same timeframe. The BRT-13 contains 13 resilience (RES) items divided into two factors of adaptive capacity (AC) and planning (PL) on a five-point Likert scale of strongly disagree (1) to strongly agree (5). Organizational factors surveyed included type of facility, rural-urban classification area designation, ownership type, level of debt, level of profitability, and employee satisfaction. A total of 142 completed surveys were received, 101 (71%) from long-term care leaders and 41 (28.9%) from Public Health officials. Overall average resilience scores ranged from 3.96 for public health respondents to 4.46 for continuing care retirement communities (CCRC) respondents. Analysis of Variance (ANOVA) was employed to compare the three factors (AC, PL, and RES) to the organizational factors. Resilience was significantly associated with one factor, employee satisfaction. Our findings indicate that organizations can build resilience through processes that contribute to staff satisfaction.

This paper examines the effectiveness of leaders in addressing coordination failure in societies with ethnic or religious diversity. We experimentally vary leader identity in a coordination game and implement it in the field across 44 towns in India. We find that religious minority leaders (Muslims) improve coordination, while majority leaders (Hindus) do not. We test the effectiveness of intergroup contact and affirmative action, two commonly used policies to improve the well-being of minorities.Intergroup contact improves coordination irrespective of leader identity, but affirmative action leads to deterioration in coordination in Muslim-led groups alongside an increase in coordination in Hindu-led groups. We find that both policies are less effective for Muslim-led groups in towns with a recent history of religious conflict. Our findings contribute novel evidence to research on coordination failure, leader identity, policy alternatives for promoting integration of minorities, and conflict.

Debates around abortion typically invoke religion and politics but there is no causal evidence of the impact of politician religion on abortion. Leveraging quasi-random variation in politician religion generated by close elections in India and controlling for the party affiliation of politicians, we find lower rates of sex-selective abortion in districts won by Muslim state legislators, consistent with a higher reported aversion to abortion among Muslims compared to Hindus. The competing hypothesis that this reflects weaker son preference among Muslims is undermined by stated preference data and by demonstrating that fertility and girl-biased infant mortality increase in Muslim-won districts.

We investigate whether the event of women being competitively elected as state legislators encourages subsequent political participation among women. Using a regression discontinuity design on Indian constituency level data, we find that female incumbents are more likely than male incumbents to re contest and that there is a decline in the entry of new women candidates. Thisdecline is most pronounced in states with entrenched gender bias and in male headed parties, suggesting an intensification of barriers against women in these areas. This paper compares economic outcomes across areas in India that were under direct British colonial rule with areas that were under indirect colonial rule. Controlling for selective annexation using a specific policy rule, I find that areas that experienced direct rule have significantly lower levels of access to schools, health centers, and roads in the postcolonial period. I find evidence that the quality of governance in the colonial period has a significant and persistent effect on postcolonial outcomes. This chapter focuses on two important ones: land tenure institutions (which determine the distribution of economic wealth) and the degree of accountability of administrators (which representative assemblies might help to establish). India provides an excellent venue for comparing the long-run consequences of direct versus indirect colonial rule, which generate very different incentives for ruler accountability. The chapter reviews the persistence of investments made in colonial times, and the cross-country literature on the long-run effects of specific colonial institutions. It conducts an in-depth analysis of historical land tenure systems in India. The chapter compares outcomes across areas under direct and indirect colonial rule in India, after controlling for the highly selective nature of the British annexation policy. It also shows that the Indian case fits cross-country patterns in several respects: initial inequality in the wealth distribution leads to poorer long-run outcomes and places with initially better governance appear to derive long-run advantages.

We examine the influence of three historically important sources of social divisions on the availability of public goods in rural India: colonial power, landowner-peasant relations as determined by the land tenure system and social fragmentation based on the Hindu caste system and the presence of sizable religious minorities. Using data on public goods from 1991, we find that regions that were under British colonial power in the pre-independence period and those where agrarian power was concentrated in the hands of landlords have lower access to these goods as do areas with high levels of social fragmentation. Do historical institutions have a persistent impact on economic performance? We analyze the colonial institutions set up by the British to collect land revenue in India, and show that differences in historical property rights institutions lead to sustained differences in economic outcomes. Areas in which proprietary rights in land were historically given to landlords have significantly lower agricultural investments, agricultural productivity and investments in public goods in the post-Independence period than areas in which these rights were given to the cultivators. We verify that these differences are not driven by omitted variables or endogeneity of the historical institutions, and argue that they probably arise because differences in institutions lead to very different policy choices.

We define Semantic eBusiness as “an approach to managing knowledge for coordination of eBusiness processes through the systematic application of Semantic Web technologies.” Advances in Semantic Web-based technologies offer the means to integrate heterogeneous systems across organizations in a meaningful way by incorporating ontology—a common, standard, and shareable vocabulary used to represent the meaning of system entities; knowledge representation, with structured collections of information and sets of inference rules that can be used to conduct automated reasoning; and intelligent agents that collect content from diverse sources and exchange semantically enriched information. These primary components of the Semantic Web vision form the foundation technology for semantic eBusiness. The challenge for research in information systems and eBusiness is to provide insight into the design of business models and technical architecture that demonstrate the potential of technical advancements in the computer and engineering sciences to be beneficial to business and consumers. Semantic eBusiness seeks to apply fundamental work done in Semantic Web technologies to support the transparent flow of semantically enriched information and knowledge—including content and know-how—to enable, enhance, and coordinate collaborative eBusiness processes within and across organizational boundaries. Semantic eBusiness processes are characterized by the seamless and transparent flow of semantically enriched information and knowledge. We present a holistic view of semantic eBusiness that integrates emergent and well-grounded Semantic Web technologies to improve the current state of the art in the transparency of eBusiness processes.

Transfusion related acute lung injury (TRALI) is a life threatening and potentially fatal complication of blood component transfusion, which largely remains under- diagnosed and under-reported, especially in neonates. The present case aims to emphasize that TRALI should be kept as a differential diagnosis in all groups of patients, including neonates, who develop acute respiratory distress and fresh lung infiltrations in the chest radiograph within 6 h of blood component transfusion in the absence of evidence of volume overload or cardiac dysfunction. Its recognition is important in view of the associated illness and death, for instituting correct management, and for eliminating implicated donors from donor panels.
