5. Understanding culture in social movements : a historical materialist approach to the Guy Fawkes mask

Social movement scholarship has been slower to incorporate cultural theory than other domains since the 'cultural turn' within social science and the humanities. The leading perspectives in this regard, within studies of social movements, have been frame alignment and those looking to understand 'new social movements'. While these bring culture into focus through a wealth of literature since the 1970s and 1980s, this thesis argues that they remain inadequate in understanding the full role of culture. While the former rely too heavily on static, overly instrumental, powerless and voluntarist notions of culture, due in part to their early affiliation with the resource mobilization paradigm, the latter create an altogether too ideational notion of culture, overlooking the importance of material distribution and one's social position in the production and reproduction of culture. It is the contention of the author that social movement scholarship requires a more comprehensive and holistic approach to culture. This thesis therefore offers an original contribution in arguing for a historical materialist approach to social movements and culture that foregrounds the ideas of Antonio Gramsci and Raymond Williams. This perspective, by contrast, provides an approach to culture that is dynamic, historical, and appreciative of the role of power. In order to show the added value and utility of a historical materialist approach to culture, this thesis provides a detailed and concrete application of the theory to a specific social movement and its use of popular cultural artefact that has received growing attention in recent years for its apparent worldwide diffusion: the Guy Fawkes mask. Through a protest event analysis this research first of all establishes the extent of this diffusion and thus the mask's significance across diverse protest groups. In order to explore the practice of adopting the mask in more detail, this research uses one of the main contexts in which the mask has been employed for further analysis: the Occupy Movement (specifically Occupy London). Through interviews with participants of Occupy London, this research makes the argument that popular cultural forms are made available for use over time through previous human activity, and therefore that their use is both enabled and constrained by wider social and material factors. It also argues that the mask's availability as a practice is subject to cultural contestation and its capacity, due to these wider contextual factors, to resonate with different groups. The argument in this thesis is that existing approaches (such as framing and new social movement theories) fail to bring about such necessary discussions around culture, and that through a historical materialist framework it is possible to more sufficiently analyse the power-laden, conditioned, and ever-changing basis from which such practices emerge and diffuse.

Abstract

Evidence from high-income countries suggests that greater media coverage of climate change is associated with greater public concern, while societal "shocks" reduce concern. Conducted in 2021, this UK study of adults (n = 6082) investigates climate change concern, its identification as among "the most important issues" and as "the single most important issue" facing the UK. It does so in the context of increased media coverage of climate change associated with the UK's hosting COP26 and the COVID19 pandemic with its associated restrictions on everyday life. In analyses that took account of sociodemographic factors, neither increased media coverage around COP26 nor the COVID19 pandemic had an effect on climate change concern or its identification as an important issue for the UK. Its identification as the single most important issue was at its lowest at the height of the COVID19 pandemic, with no evidence that increased climate change coverage affected its issue salience. Abstract

Objective To examine countries' engagement with the health impacts of climate change in their formal statements to intergovernmental organizations, and the factors driving engagement. Methods We obtained the texts of countries' annual statements in United Nations (UN) general debates from 2000 to 2019 and their nationally determined contributions at the Paris Agreement in 2016. To measure countries' engagement, we used a keyword-in-context text search with relevant search terms to count the total number of references to the relationship of health to climate change. We used a machine learning model (random forest predictions) to identify the most important country-level predictors of engagement. The predictors included political and economic factors, health outcomes, climate change-related variables and membership of political negotiating groups in the UN. Findings For both UN general debate statements and nationally determined contributions, low- and middle-income countries discussed the health impacts of climate change much more than did high-income countries. The most important predictors of engagement were health outcomes (infant mortality, maternal deaths, life expectancy), countries' income levels (gross domestic product per capita), and fossil fuel consumption. Membership of political negotiating groups (such as the Group of 77 and Small Island Developing States) was a less important predictor. Conclusion Our analysis indicated a higher engagement in countries that carry the heaviest climate-related health burdens, but lack necessary resources to address the impacts of climate change. These countries are shouldering responsibility for reminding the global community of the implications of climate change for people's health. [phrase omitted] Objectif Etudier l'engagement des pays vis-a-vis de l'impact sanitaire du changement climatique au travers de leurs declarations officielles aux organisations intergouvernementales, et les facteurs qui sous-tendent cet engagement. Methodes Nous nous sommes procure les textes des declarations annuelles des pays au debat general de l'Organisation des Nations Unies (ONU) entre 2000 et 2019, ainsi que les contributions a l'Accord de Paris determinees au niveau national en 2016. Pour evaluer l'engagement de chacun d'eux, nous avons mene une recherche par mots-cles en contexte avec des termes pertinents qui nous ont permis de compter le nombre total de references aux liens etablis entre sante et changement climatique. Nous avons employe un modele d'apprentissage automatique (predictions par forets aleatoires) afin d'identifier les principaux indicateurs d'engagement a l'echelle nationale. Parmi ces indicateurs figuraient notamment les facteurs economiques et politiques, les consequences pour la sante, les variables relatives au changement climatique et l'appartenance aux groupes de negociation politique au sein de l'ONU. Resultats Tant pour les declarations lors des debats de l'ONU que pour les contributions fixees au niveau national, les pays a faible et moyen revenu ont nettement plus souvent aborde l'impact sanitaire du changement climatique que les pays a haut revenu. Les indicateurs d'engagement majeurs etaient les consequences pour la sante (mortalite infantile, deces maternels, esperance de vie), le niveau de revenu des pays (produit interieur brut par habitant) et la consommation d'energie fossile. En revanche, la participation aux groupes de negociation politique (tels que le Groupe des 77 et les petits Etats insulaires en developpement) a eu moins de poids. Conclusion Notre analyse revele un plus grand engagement dans les pays qui paient le plus lourd tribut au changement climatique, mais ne possedent pas les ressources necessaires pour faire face a l'impact qu'il exerce. Ces pays assument la responsabilite de rappeler a la communaute internationale quelles sont les repercussions du changement climatique sur la sante des populations. [phrase omitted] Objetivo Analizar la participacion de los paises en los efectos del cambio climatico sobre la salud en sus declaraciones oficiales ante las organizaciones intergubernamentales, asi como los factores que motivan esa participacion. Metodos Se obtuvieron los textos de las declaraciones anuales de los paises en los debates generales de las Naciones Unidas (ONU) de 2000 a 2019 y sus contribuciones establecidas a nivel nacional en el Acuerdo de Paris en 2016. Para medir la participacion de los paises, se empleo una busqueda de texto de palabras clave en el contexto con los terminos de busqueda pertinentes para contar la cantidad total de referencias a los vinculos entre la salud y el cambio climatico. Se uso un modelo de aprendizaje automatico (predicciones de los bosques aleatorios) para identificar los indicadores mas importantes de la participacion de los paises. Los indicadores incluian factores politicos y economicos, resultados sanitarios, variables del cambio climatico y la pertenencia a los grupos de negociacion politica de las Naciones Unidas. Resultados Tanto en las declaraciones del debate general de las Naciones Unidas como en las contribuciones establecidas a nivel nacional, los paises de ingresos medios y bajos debatieron los efectos del cambio climatico en la salud mucho mas que los paises de ingresos altos. Los indicadores mas importantes de la participacion fueron los resultados sanitarios (mortalidad infantil, mortalidad materna, esperanza de vida), los niveles de ingresos de los paises (producto interno bruto per capita) y el consumo de combustibles fosiles. La pertenencia a los grupos de negociacion politica (como el Grupo de los 77 y los Pequenos Estados Insulares en Desarrollo) fue el indicador de menor importancia. Conclusion El analisis de este estudio indica que hay una mayor participacion de los paises que soportan las mayores cargas sanitarias relacionadas con el clima, pero que carecen de los recursos necesarios para resolver los efectos del cambio climatico. Abstract

Left unmitigated, climate change poses a catastrophic risk to human health, demanding an urgent and concerted response from every country. The 2015 Lancet Commission on Health and Climate Change and The Lancet Countdown: Tracking Progress on Health and Climate Change have been initiated to map out the impacts of climate change and the necessary policy responses. To meet these challenges, Tsinghua University, partnering with the University College London and 17 Chinese and international institutions, has prepared the Chinese Lancet Countdown report, which has a national focus and builds on the work of the global Lancet Countdown: Tracking Progress on Health and Climate Change. Drawing on international methodologies and frameworks, this report aims to deepen the understanding of the links between public health and climate change at the national level and track them with 23 indicators. This work is part of the Lancet's Countdown broader efforts to develop regional expertise on this topic, and coincides with the launch of the Lancet Countdown Regional Centre in Asia, based at Tsinghua University. The data and results of this report are presented at the provincial level, where possible, to facilitate targeted response strategies for local decision-makers. Based on the data and findings of the 2020 Chinese Lancet Countdown report, five recommendations are proposed to key stakeholders in health and climate change in China: (1) Enhance inter-departmental cooperation. Climate change is a challenge that demands an integrated response from all sectors, urgently requiring substantial inter-departmental cooperation among health, environment, energy, economic, financial, and education authorities. (2) Strengthen health emergency preparedness. Knowledge and findings on current and future climate-related health threats still lack the required attention and should be fully integrated into the emergency preparedness and response system. (3) Support research and raise awareness. Additional financial support should be allocated to health and climate change research in China to enhance health system adaptation, mitigation measures, and their health benefits. At the same time, media and academia should be fully motivated to raise the public and politicians' awareness of this topic. (4) Increase climate change mitigation. Speeding up the phasing out of coal is necessary to be consistent with China's pledge to be carbon neutral by 2060 and to continue to reduce air pollution. Fossil fuel subsidies must also be phased out. (5) Ensure the recovery from COVID-19 to protect health now and in the future. China's efforts to recover from COVID-19 will shape public health for years to come. Climate change should be a priority in these interventions.

Data were analyzed using reflexive thematic analysis. Using the concept of hegemony as a theoretical lens to interpret the data, macro (i.e., wider socio-cultural norms), meso (i.e., organizational practices), and micro (i.e., coaches experiences working with women athletes) levels were identified. The findings demonstrate that each level plays a role in actively producing and reproducing the broader power relations between genders within and beyond the sporting environment. 'Moments of intervention' are offered to coaches and sports personnel to create more inclusive environments to provide optimal support for women athletes. Lay summary: Over an 18-month period of observations and interviews, this research explores elite coaches' perceptions of working with world-class women athletes across a range of sports. Underpinned by critical feminist psychology, the importance of using a holistic approach to understand how multi-level factors impact the support elite women athletes receive was identified. The findings demonstrate the need to encourage people working in elite sports to reflect on their underlying gender biases. Coaches should be cautious of stereotyping elite women athletes, with an aim instead to understand individuals against the backdrop of a gendered world. Gender should be seen as a complex set of social relations that requires open and frequent dialogue to assess and challenge the narrative of how women athletes are viewed, spoken about, and treated within the elite sports environment. Abstract

The 2022 report of the Lancet Countdown is published as the world confronts profound and concurrent systemic shocks. Countries and health systems continue to contend with the health, social, and economic impacts of the COVID-19 pandemic, while Russia's invasion of Ukraine and a persistent fossil fuel overdependence has pushed the world into global energy and cost-of-living crises. As these crises unfold, climate change escalates unabated. Its worsening impacts are increasingly affecting the foundations of human health and wellbeing, exacerbating the vulnerability of the world's populations to concurrent health threats. During 2021 and 2022, extreme weather events caused devastation across every continent, adding further pressure to health services already grappling with the impacts of the COVID-19 pandemic. Floods in Australia, Brazil, China, western Europe, Malaysia, Pakistan, South Africa, and South Sudan caused thousands of deaths, displaced hundreds of thousands of people, and caused billions of dollars in economic losses. Wildfires caused devastation in Canada, the USA, Greece, Algeria, Italy, Spain, and Türkiye, and record temperatures were recorded in many countries, including Australia, Canada, India, Italy, Oman, Türkiye, Pakistan, and the UK. With advancements in the science of detection and attribution studies, the influence of climate change over many events has now been quantified. Because of the rapidly increasing temperatures, vulnerable populations (adults older than 65 years, and children younger than one year of age) were exposed to 3·7 billion more heatwave days in 2021 than annually in 1986–2005 (indicator 1.1.2), and heat-related deaths increased by 68% between 2000–04 and 2017–21 (indicator 1.1.5), a death toll that was significantly exacerbated by the confluence of the COVID-19 pandemic. Climate change-related exposures such as flooding and ambient air pollution place people’s health at risk. A representative UK survey of adults investigated associations between reported flooding and air pollution (in the participants’ local area, by the participant personally, and/or by family and close friends) and climate change concerns (CCC) and perceptions of its health impacts (PIH). In regression analyses controlling for socio-demographic factors and health status, exposure was associated with greater CCC and more negative PIH. Compared to those with low CCC, participants who reported local-area exposure were significantly more likely to be fairly (OR 2.07, 95%CI 1.26, 3.40) or very concerned (OR 3.40, 95%CI 2.02, 5.71). Odds of greater CCC were higher for those reporting personal and/or family exposure (‘fairly concerned’: OR 2.83, 95%CI 1.20, 6.66; ‘very concerned’: OR 4.11, 95%CI 1.69, 10.05) and for those reporting both local and personal/family exposure (‘fairly concerned’: OR 3.35, 95%CI 1.99, 5.63; ‘very concerned’: OR 6.17, 95%CI 3.61, 10.55). For PIH, local exposure significantly increased the odds of perceiving impacts as ‘more bad than good’ (1.86, 95%CI 1.22, 2.82) or ‘entirely bad’ (OR 1.88; 95%CI 1.13, 3.13). Our study suggests that public awareness of climate-related exposures in their local area, together with personal exposures and those of significant others, are associated with heightened concern about climate change and its health impacts.

The Lancet Countdown is an international collaboration established to provide an independent, global monitoring system dedicated to tracking the emerging health profile of the changing climate. The 2020 report presents 43 indicators across five sections: climate change impacts, exposures, and vulnerabilities; adaptation, planning, and resilience for health; mitigation actions and health co-benefits; economics and finance; and public and political engagement. This report represents the findings and consensus of the 35 leading academic institutions and UN agencies that make up the Lancet Countdown, and draws on the expertise of climate scientists, geographers, engineers, experts in energy, food, and transport, economists, social, and political scientists, data scientists, public health professionals, and doctors.

27. Understanding Culture in Social Movements: A Historical Materialist Approach to the Guy Fawkes Mask

Abstract

Social movement scholarship has been slower to incorporate cultural theory than other domains since the ‘cultural turn’ within social science and the humanities. The leading perspectives in this regard, within studies of social movements, have been frame alignment and those looking to understand ‘new social movements’. While these bring culture into focus through a wealth of literature since the 1970s and 1980s, this thesis argues that they remain inadequate in understanding the full role of culture. While the former rely too heavily on static, overly instrumental, powerless and voluntarist notions of culture, due in part to their early affiliation with the resource mobilization paradigm, the latter create an altogether too ideational notion of culture, overlooking the importance of material distribution and one’s social position in the production and reproduction of culture. It is the contention of the author that social movement scholarship requires a more comprehensive and holistic approach to culture. This thesis therefore offers an original contribution in arguing for a historical materialist approach to social movements and culture that foregrounds the ideas of Antonio Gramsci and Raymond Williams. This perspective, by contrast, provides an approach to culture that is dynamic, historical, and appreciative of the role of power. In order to show the added value and utility of a historical materialist approach to culture, this thesis provides a detailed and concrete application of the theory to a specific social movement and its use of popular cultural artefact that has received growing attention in recent years for its apparent worldwide diffusion: the Guy Fawkes mask. Through a protest event analysis this research first of all establishes the extent of this diffusion and thus the mask’s significance across diverse protest groups. In order to explore the practice of adopting the mask in more detail, this research uses one of the main contexts in which the mask has been employed for further analysis: the Occupy Movement (specifically Occupy London). Through interviews with participants of Occupy London, this research makes the argument that popular cultural forms are made available for use over time through previous human activity, and therefore that their use is both enabled and constrained by wider social and material factors. It also argues that the mask’s availability as a practice is subject to cultural contestation and its capacity, due to these wider contextual factors, to resonate with different groups. The argument in this thesis is that existing approaches (such as framing and new social movement theories) fail to bring about such necessary discussions around culture, and that through a historical materialist framework it is possible to more sufficiently analyse the power-laden, conditioned, and ever-changing basis from which such practices emerge and diffuse.

Abstract

The 2022 report of the Lancet Countdown is published as the world confronts profound and concurrent systemic shocks. Countries and health systems continue to contend with the health, social, and economic impacts of the COVID-19 pandemic, while Russia's invasion of Ukraine and a persistent fossil fuel overdependence has pushed the world into global energy and cost-of-living crises. As these crises unfold, climate change escalates unabated. Its worsening impacts are increasingly affecting the foundations of human health and wellbeing, exacerbating the vulnerability of the world's populations to concurrent health threats.

Abstract

Introduction The waiting list for elective surgery in England recently reached over 7.8 million people and waiting time targets have been missed since 2010. The high-volume low complexity (HVLC) surgical hubs programme aims to tackle the backlog of patients awaiting elective surgery treatment in England. This study will evaluate the impact of HVLC surgical hubs on productivity, patient care and the workforce. Methods and analysis This 4-year project consists of six interlinked work packages (WPs) and is informed by the Consolidated Framework for Implementation Research. WP1: Mapping current and future HVLC provision in England through document analysis, quantitative data sets (eg, Hospital Episodes Statistics) and interviews with national service leaders. WP2: Exploring the effects of HVLC hubs on key performance outcomes, primarily the volume of low-complexity patients treated, using quasi-experimental methods. WP3: Exploring the impact and implementation of HVLC hubs on patients, health professionals and the local NHS through approximately nine longitudinal, multimethod qualitative case studies. WP4: Assessing the productivity of HVLC surgical hubs using the Centre for Health Economics NHS productivity measure and Lord Carter’s operational productivity measure. WP5: Conducting a mixed-methods appraisal will assess the influence of HVLC surgical hubs on the workforce using: qualitative data (WP3) and quantitative data (eg, National Health Service (NHS) England’s workforce statistics and intelligence from WP2). WP6: Analysing the costs and consequences of HVLC surgical hubs will assess their achievements in relation to their resource use to establish value for money. Abstract

The Lancet Countdown is an international collaboration that independently monitors the health consequences of a changing climate. Publishing updated, new, and improved indicators each year, the Lancet Countdown represents the consensus of leading researchers from 43 academic institutions and UN agencies. The 44 indicators of this report expose an unabated rise in the health impacts of climate change and the current health consequences of the delayed and inconsistent response of countries around the globe—providing a clear imperative for accelerated action that puts the health of people and planet above all else.

34. Public Perceptions of Climate Change and Its Health Impacts: Taking Account of People's Exposure to Floods and Air Pollution.

Abstract

Climate change-related exposures such as flooding and ambient air pollution place people's health at risk. A representative UK survey of adults investigated associations between reported flooding and air pollution (in the participants' local area, by the participant personally, and/or by family and close friends) and climate change concerns (CCC) and perceptions of its health impacts (PIH). In regression analyses controlling for socio-demographic factors and health status, exposure was associated with greater CCC and more negative PIH. Compared to those with low CCC, participants who reported local-area exposure were significantly more likely to be fairly (OR 2.07, 95%CI 1.26, 3.40) or very concerned (OR 3.40, 95%CI 2.02, 5.71). Odds of greater CCC were higher for those reporting personal and/or family exposure ('fairly concerned': OR 2.83, 95%CI 1.20, 6.66; 'very concerned': OR 4.11, 95%CI 1.69, 10.05) and for those reporting both local and personal/family exposure ('fairly concerned': OR 3.35, 95%CI 1.99, 5.63; 'very concerned': OR 6.17, 95%CI 3.61, 10.55). For PIH, local exposure significantly increased the odds of perceiving impacts as 'more bad than good' (1.86, 95%CI 1.22, 2.82) or 'entirely bad' (OR 1.88; 95%CI 1.13, 3.13). Our study suggests that public awareness of climate-related exposures in their local area, together with personal exposures and those of significant others, are associated with heightened concern about climate change and its health impacts.
