The persistence of the DAMA/LIBRA (DAMA) modulation over the past two decades has been a source of great contention within the dark matter community. The DAMA collaboration reports a persistent, modulating event rate within their setup of NaI(Tl) scintillating crystals at the INFN Laboratori Nazionali del Gran Sasso (LNGS) underground laboratory. A recent work alluded that this signal could have arisen due to an analysis artefact, caused by DAMA not accounting for time variation of decaying background radioisotopes in their analysis procedure. In this work, we examine in detail this 'induced modulation' effect, arguing that a number of aspects of the DAMA signal are incompatible with an induced modulation arising from decays of background isotopes over the lifetime of the experiment. Using a toy model of the DAMA/LIBRA experiment, we explore the induced modulation effect under different variations of the activities of the relevant isotopes - namely, $^3$H and $^{210}$Pb - highlighting the various inconsistencies between the resultant toy datasets and the DAMA signal. We stress the importance of the SABRE experiment, whose goal is to unambiguously test for the presence of such a modulating signal in an experiment using the same target material and comparable levels of background.

Stabilizer codes are the most widely studied class of quantum error-correcting codes and form the basis of most proposals for a fault-tolerant quantum computer. A stabilizer code is defined by a set of parity-check operators, which are measured in order to infer information about errors that may have occurred. In typical settings, measuring these operators is itself a noisy process and the noise strength scales with the number of qubits involved in a given parity check, or its weight. Hastings proposed a method for reducing the weights of the parity checks of a stabilizer code, though it has previously only been studied in the asymptotic regime. Here, we instead focus on the regime of small-to-medium size codes suitable for quantum computing hardware. We provide both a fully explicit description of Hastings's method and propose a substantially simplified weight reduction method that is applicable to the class of quantum product codes. Our simplified method allows us to reduce the check weights of hypergraph and lifted product codes to at most six, while preserving the number of logical qubits and at least retaining (in fact often increasing) the code distance. The price we pay is an increase in the number of physical qubits by a constant factor, but we find that our method is much more efficient than Hastings's method in this regard. We benchmark the performance of our codes in a photonic quantum computing architecture based on GKP qubits and passive linear optics, finding that our weight reduction method substantially improves code performance.

In the field of directional dark matter experiments, SF6 has emerged as an ideal target gas. A critical challenge with this gas, and with other proposed gases, is the effective removal of contaminant gases. This includes radon which produce unwanted background events, but also common pollutants such as water, oxygen, and nitrogen, which can capture ionisation electrons, resulting in loss of detector gas gain over time. We present here a novel molecular sieve (MS) based gas recycling system for the simultaneous removal of both radon and common pollutants from SF6. The apparatus has the additional benefit of minimising gas required in experiments and utilises a Vacuum Swing Adsorption (VSA) technique for continuous, long-term operation. The gas system's capabilities were tested with a 100 L low-pressure SF6 Time Projection Chamber (TPC) detector. For the first time, we present a newly developed low-radioactive MS type 5A. This material was found to emanate radon at 98% less per radon captured compared to commercial counterparts, the lowest known MS emanation at the time of writing. Consequently, the radon activity in the TPC detector was reduced, with an upper limit of less than 7.2 mBq at a 95% confidence level (C.L.). Incorporation of MS types 3A and 4A to absorb common pollutants was found successfully to mitigate against gain deterioration while recycling the target gas.

The $g$ factors of $11/2^-$ isomers in semimagic $^{109}$Sn and $^{111}$Sn (isomeric lifetimes $\tau = 2.9(3)$ ns and $\tau = 14.4(7)$ ns, respectively) were measured by an extension of the Time Differential Perturbed Angular Distribution technique, which uses \LaBr detectors and the hyperfine fields of a gadolinium host to achieve precise measurements in a new regime of short-lived isomers. The results, $g(11/2^-; {^{109}\textrm{Sn}}) = -0.186(8)$ and $g(11/2^-; {^{111}\textrm{Sn}}) = -0.214(4)$, are significantly lower in magnitude than those of the $11/2^-$ isomers in the heavier isotopes and depart from the value expected for a near pure neutron $h_{11/2}$ configuration. Broken-symmetry density functional theory calculations applied to the sequence of $11/2^-$ states reproduce the magnitude and location of this deviation. The $g(11/2^-)$ values are affected by shape core polarization; the odd $0h_{11/2}$ neutron couples to $J^{\pi}=2^+,4^+,6^+...$ configurations in the weakly-deformed effective core, causing a decrease in the $g$-factor magnitudes., Comment: 8 pages, 7 figures. In the last years, we have been witnessing a tremendous push to demonstrate that quantum computers can solve classically intractable problems. This effort, initially focused on the hardware, progressively included the simplification of the models to be simulated. We consider Hamiltonians written in terms of Pauli operators and systematically cut all qubits that are not essential to simulate the system. Our approach is universally applicable and lowers the complexity by first ensuring that the largest possible portion of the Hilbert space becomes irrelevant, and then by finding and exploiting all conserved charges of the system, i.e., symmetries that can be expressed as Pauli operators. Remarkably, both processes are classically efficient and optimal. Traditional stabilizer codes operate over prime power local-dimensions. In this work we extend the stabilizer formalism using the local-dimension-invariant setting to import stabilizer codes from these standard local-dimensions to other cases. In particular, we show that any traditional stabilizer code can be used for analog continuous-variable codes, and consider restrictions in phase space and discretized phase space. This puts this framework on an equivalent footing as traditional stabilizer codes. Following this, using extensions of prior ideas, we show that a stabilizer code originally designed with a finite field local-dimension can be transformed into a code with the same $n$, $k$, and $d$ parameters for any integral domain. This is of theoretical interest and can be of use for systems whose local-dimension is better described by mathematical rings, which permits the use of traditional stabilizer codes for protecting their information as well., Comment: 23 pages, 3 figures

The only proposed observation of a discrete, hexacontatetrapole ($E6$) transition in nature occurs from the T$_{1/2}$ = 2.54(2)-minute decay of $^{53m}$Fe. However, there are conflicting claims concerning its $\gamma$-decay branching ratio, and a rigorous interrogation of $\gamma$-ray sum contributions is lacking. Experiments performed at the Australian Heavy Ion Accelerator Facility were used to study the decay of $^{53m}$Fe. For the first time, sum-coincidence contributions to the weak $E6$ and $M5$ decay branches have been firmly quantified using complementary experimental and computational methods. Agreement across the different approaches confirms the existence of the real $E6$ transition; the $M5$ branching ratio and transition rate have also been revised. Shell model calculations performed in the full $pf$ model space suggest that the effective proton charge for high-multipole, $E4$ and $E6$, transitions is quenched to approximately two-thirds of the collective $E2$ value. Correlations between nucleons may offer an explanation of this unexpected phenomenon, which is in stark contrast to the collective nature of lower-multipole, electric transitions observed in atomic nuclei., Comment: 9 pages, 4 figures, to be published in Physical Review Letters

The production of radioactive isotopes by interactions of cosmic-ray particles with sodium iodide (NaI) crystals can produce radioactive backgrounds in detectors used to search for rare events. Through controlled irradiation of NaI crystals with a neutron beam that matches the cosmic-ray neutron spectrum, followed by direct counting and fitting the resulting spectrum across a broad range of energies, we determined the integrated production rate of several long-lived radioisotopes. The measurements were then extrapolated to determine the sea-level cosmogenic neutron activation rate, including the first experimental determination of the tritium production rate: $(80 \pm 21)$ atoms/kg/day. These results will help constrain background estimates and determine the maximum time that NaI-based detectors can remain unshielded above ground before cosmogenic backgrounds impact the sensitivity of next-generation experiments., Comment: 20 pages, 15 figures, 7 tables

The design and performance of a new Compton-suppressed HPGe and charged-particle array, CLARION2-TRINITY, are described. The TRINITY charged-particle array is comprised of 64 Cerium-doped Gadolinium Aluminium Gallium Garnet (GAGG:Ce) crystals configured into five rings spanning 7-54 degrees, and two annular silicon detectors that can shadow or extend the angular coverage to backward angles with minimal $\gamma$-ray attenuation. GAGG:Ce is a non-hygroscopic, bright, and relatively fast scintillator with a light distribution well matched to SiPMs. Count rates up to 40 kHz per crystal are sustainable. Fundamental characteristics of GAGG:Ce are measured and presented, including light- and heavy-ion particle identification (PID) capability, pulse-height defects, radiation hardness, and emission spectra. The CLARION2 array consists of up to 16 Compton-suppressed HPGe Clover detectors ($\approx4\%$ efficiency at 1 MeV) configured into four rings (eight HPGe crystal rings) using a non-Archimedean geometry that suppresses back-to-back coincident 511-keV gamma rays. The entire array is instrumented with 100- and 500-MHz (14 bit) waveform digitizers which enable triggerless operation, pulse-shape discrimination, fast timing, and pileup correction. Finally, two examples of experimental data taken during the commissioning of the CLARION2-TRINITY system are given: a PID spectrum from $^{16}$O + $^{18}$O fusion-evaporation, and PID and Doppler-corrected $\gamma$-ray spectra from $^{48}$Ti + $^{12}$C Coulomb excitation., Comment: 14 pages, 21 figures

Transformations which convert between Fermionic modes and qubit operations have become a ubiquitous tool in quantum algorithms for simulating systems. Similarly, collections of Pauli operators might be obtained from solutions of non-local games and satisfiability problems. Drawing on ideas from entanglement-assisted quantum error-correcting codes and quantum convolutional codes, we prove the obtainable lower-bound for the number of qubits needed to represent such Pauli operations which are equivalent and provide a procedure for determining such a set of minimal register Pauli operations., Comment: 5 pages, 0 figures. Isomers in $^{66}$Ga, $^{67}$Ge, and $^{69}$Ge were recoil-implanted into ferromagnetic hosts of iron and gadolinium at $\approx 6$~K, and the hyperfine magnetic fields were determined by Time Differential Perturbed Angular Distribution (TDPAD) measurements. The hyperfine field strengths at $\approx 6$~K are compared to the results of previous higher-temperature measurements and the amplitudes of the $R(t)$ functions are compared to empirical expectations. The results show that gadolinium can be a suitable host for high-precision in-beam $g$-factor measurements. The results of new $g$-factor measurements for isomers in $^{66}$Ga and $^{67}$Ge are $g(^{66}$Ga$,7^{-}) = +0.126(4)$, supporting a $[\pi_{f5/2} \otimes \nu g_{9/2}]_{7^-}$ configuration assignment, and $g(^{67}$Ge$,\frac{9}{2}^{+})=-0.1932(22)$, derived from a new measurement of the ratio $g(^{67}\mathrm{Ge})/g(^{69}\mathrm{Ge}) = 0.869(9)$. These values are in agreement with previous results. SABRE (Sodium iodide with Active Background REjection) is a direct detection dark matter experiment based on arrays of radio-pure NaI(Tl) crystals. The experiment aims at achieving an ultra-low background rate and its primary goal is to confirm or refute the results from the DAMA/LIBRA experiment. The SABRE Proof-of-Principle phase was carried out in 2020-2021 at the Gran Sasso National Laboratory (LNGS), in Italy. The next phase consists of two full-scale experiments: SABRE South at the Stawell Underground Physics Laboratory, in Australia, and SABRE North at LNGS. This paper focuses on SABRE South and presents a detailed simulation of the detector, which is used to characterise the background for dark matter searches including DAMA/LIBRA-like modulation. We estimate an overall background of 0.72 cpd/kg/keV$_{ee}$ in the energy range 1$-$6 keV$_{ee}$ primarily due to radioactive contamination in the crystals. Given this level of background and considering that the SABRE South has a target mass of 50 kg, we expect to exclude (confirm) DAMA/LIBRA modulation at $4~(5)\sigma$ within 2.5 years of data taking.

The scintillation mechanism in NaI:Tl crystals produces different pulse shapes that are dependent on the incoming particle type. The time distribution of scintillation light from nuclear recoil events decays faster than for electron recoil events and this difference can be categorised using various Pulse Shape Discrimination (PSD) techniques. In this study, we measured nuclear and electron recoils in a NaI:Tl crystal, with electron equivalent energies between 2 and 40 keV. We report on a new PSD approach, based on an event-type likelihood; this outperforms the charge-weighted mean-time, which is the conventional metric for PSD in NaI:Tl. Furthermore, we show that a linear combination of the two methods improves the discrimination power at these energies., Comment: 12 pages, 12 figures, 1 table

The electric monopole ($E0$) transition strength $\rho^2$ for the transition connecting the third 0$^+$ level, a "superdeformed" band head, to the "spherical" 0$^+$ ground state in doubly magic $^{40}$Ca has been determined via $e^+e^-$ pair-conversion spectroscopy. The measured value, $\rho^2(E0; 0^+_3 \to 0^+_1)~=~2.3(5)\times10^{-3}$, is the smallest $\rho^2(E0; 0^+ \to 0^+)$ found in $A<50$ nuclei. In contrast, the $E0$ transition strength to the ground state observed from the second 0$^+$ state, a band head of "normal" deformation, is an order of magnitude larger, $\rho^2(E0; 0^+_2 \to 0^+_1)~=~25.9(16)\times~10^{-3}$, which shows significant mixing between these two states. Large-Scale Shell Model (LSSM) calculations were performed to understand the microscopic structure of the excited states, and the configuration mixing between them; experimental $\rho^2$ values in $^{40}$Ca and neighboring isotopes were well reproduced by the LSSM calculations. The unusually small $\rho^2(E0; 0^+_3 \to 0^+_1)$ value is due to destructive interference in the mixing of shape-coexisting structures, which are based on several different multiparticle-multihole excitations. This observation goes beyond the usual treatment of $E0$ strengths, where two-state shape mixing cannot result in destructive interference.

Recoil imaging entails the detection of spatially resolved ionization tracks generated by particle interactions. This is a highly sought-after capability in many classes of detector, with broad applications across particle and astroparticle physics. However, at low energies, where ionization signatures are small in size, recoil imaging only seems to be a practical goal for micro-pattern gas detectors. This white paper outlines the physics case for recoil imaging, and puts forward a decadal plan to advance towards the directional detection of low-energy recoils with sensitivity and resolution close to fundamental performance limits. The science case covered includes: the discovery of dark matter into the neutrino fog, directional detection of sub-MeV solar neutrinos, the precision study of coherent-elastic neutrino-nucleus scattering, the detection of solar axions, the measurement of the Migdal effect, X-ray polarimetry, and several other applied physics goals. We also outline the R&D programs necessary to test concepts that are crucial to advance detector performance towards their fundamental limit: single primary electron sensitivity with full 3D spatial resolution at the $\sim$100 micron-scale. These advancements include: the use of negative ion drift, electron counting with high-definition electronic readout, time projection chambers with optical readout, and the possibility for nuclear recoil tracking in high-density gases such as argon. One hurdle to performing reliable quantum computations is overcoming noise. One possibility is to reduce the number of particles needing to be protected from noise and instead use systems with more states, so called qudit quantum computers. Quantum computers will need effective error-correcting codes. Current quantum processors require precise control of each particle, so having fewer particles to control might be beneficial. Although traditionally quantum computers are considered as using qubits (2-level systems), qudits (systems with more than 2-levels) are appealing since they can have an equivalent computational space using fewer particles, meaning fewer particles need to be controlled. In this work we prove how to construct codes with parameters $[[2^N,2^N-1-2N,\geq 3]]_q$ for any choice of prime $q$ and natural number $N$. This is accomplished using the technique of local-dimension-invariant (LDI) codes. Generally LDI codes have the drawback of needing large local-dimensions to ensure the distance is at least preserved, and so this work also reduces this requirement by utilizing the structure of CSS codes, allowing for the aforementioned code family to be imported for any local-dimension choice., Comment: 7 pages, 1 figure

The Sodium iodide Active Background Rejection Experiment-South (SABRE-South) is a direct dark matter detector soon to be deployed in the Stawell gold mine, in Victoria, Australia. Monitoring of external environmental and experimental conditions, (temperature, barometric pressure, relative humidity, high voltage, and seismic vibration) is vital to ensure the data quality of the SABRE search for dark matter via direct detection. These parameters are generally non-time-critical in the range of Hz to a few kHz and constitute a slow control system. We present the design of a novel compact, industrial-grade, and self-contained slow control system for SABRE-South. This system, featuring innovative hardware and software architecture based on National instruments compact RIO (NI-cRIO) and LabVIEW can be scaled up at low-cost and is capable of implementing the functionalities available in high-end SCADA systems while maintaining the flexibility to integrate custom software code (i.e. C++, PYTHON) for bespoke interfacing needs., Comment: 31 pages, 18 figures

De-excitation $\gamma $ rays associated with an isomeric state of $^{186}$Ta were investigated. The isomers were produced in multinucleon transfer reactions between a $^{136}$Xe beam and a natural W target, and were collected and separated by the KEK Isotope Separation System. Two $\gamma $ transitions with energies of 161.1(2) and 186.8(1) keV associated with an isomeric decay were observed for the first time. The half-life of the isomeric state of the neutral atom $^{186 \rm m}$Ta was deduced as 17(2) s. Based on the comparison with the previous measurements of the isomeric state using the ESR storage ring at GSI Darmstadt and the coupling of angular momenta of individual particle orbitals in odd-odd nuclei, a decay scheme of $^{186 \rm m}$Ta was proposed.

The ground-state properties of neutron-rich 106Nb and its beta decay into 106Mo have been studied using the CARIBU radioactive-ion-beam facility at Argonne National Laboratory. Niobium-106 ions were extracted from a 252Cf fission source and mass separated before being delivered as low-energy beams to the Canadian Penning Trap, as well as the X-Array and SATURN beta-decay-spectroscopy station. The measured 106Nb ground-state mass excess of -66202.0(13) keV is consistent with a recent measurement but has three times better precision; this work also rules out the existence of a second long-lived, beta-decaying state in 106Nb above 5 keV in excitation energy. The decay half-life of 106Nb was measured to be 1.097(21) s, which is 8% longer than the adopted value. The level scheme of the decay progeny, 106Mo, has been expanded up to approximately 4 MeV. The distribution of decay strength and considerable population of excited states in 106Mo of J >= 3 emphasises the need to revise the adopted Jpi = 1- ground-state spin-parity assignment of 106Nb; it is more likely to be J => 3., Comment: 16 pages, 9 figures, accepted in Physical Review C (02/02/2021)

We have performed measurements of sodium nuclear recoils in NaI:Tl crystals, following scattering by neutrons produced in a $^{7}$Li(p,n)$^{7}$Be reaction. Understanding the light output from such recoils, which is reduced relative to electrons of equivalent energy by the quenching factor, is critical to interpret dark matter experiments that search for nuclear scattering interactions. We have developed a spectrum-fitting methodology to extract the quenching factor from our measurements, and report quenching factors for nuclear recoil energies between 36 and 401 keV. Our results agree with other recent quenching factor measurements that use quasi-monoenergetic neutron sources. The new method will be applied in the future to the NaI:Tl crystals used in the SABRE experiment.

Hybrid quantum systems consisting of an ensemble of two--level systems interacting with a single--mode electromagnetic field are important for the development of quantum information processors and other quantum devices. These systems are characterized by the set of energy level hybridizations, split by collective Lamb shifts, that occur when the ensemble and field mode interact coherently with high cooperativity. Computing the full set of Lamb shifts is generally intractable given the high dimensionality of many devices. In this work, we present a set of techniques that allow a compact description of the Lamb shift statistics across all collective angular momentum subspaces of the ensemble without using restrictive approximations on the state space. We use these techniques to both analyze the Lamb shift in all subspaces and excitation manifolds and to describe the average observed Lamb shift weighted over the degeneracies of all subspaces., Comment: 27 pages, 7 figures

Having protected quantum information is essential to perform quantum computations. One possibility is to reduce the number of particles needing to be protected from noise and instead use systems with more states, so called qudit quantum computers. Ultra-pure NaI(Tl) crystals are the key element for a model-independent verification of the long standing DAMA result and a powerful means to search for the annual modulation signature of dark matter interactions. The SABRE collaboration has been developing cutting-edge techniques for the reduction of intrinsic backgrounds over several years. In this paper we report the first characterization of a 3.4 kg crystal, named NaI-33, performed in an underground passive shielding setup at LNGS. NaI-33 has a record low $^{39}$K contamination of 4.3$\pm$0.2 ppb as determined by mass spectrometry. We measured a light yield of 11.1$\pm$0.2 photoelectrons/keV and an energy resolution of 13.2% (FWHM/E) at 59.5 keV. We evaluated the activities of $^{226}$Ra and $^{228}$Th inside the crystal to be $5.9\pm0.6 \mu$Bq/kg and $1.6\pm0.3 \mu$Bq/kg, respectively, which would indicate a contamination from $^{238}$U and $^{232}$Th at part-per-trillion level. We measured an activity of 0.51$\pm$0.02 mBq/kg due to $^{210}$Pb out of equilibrium and a $\alpha$ quenching factor of 0.63$\pm$0.01 at 5304 keV. We illustrate the analyses techniques developed to reject electronic noise in the lower part of the energy spectrum. A cut-based strategy and a multivariate approach indicated a rate, attributed to the intrinsic radioactivity of the crystal, of $\sim$1 count/day/kg/keV in the [5-20] keV region.

Mass-separated 187Ta in a high-spin isomeric state has been produced for the first time by multi-nucleon transfer reactions, employing an argon gas stopping cell and laser ionisation. Internal gamma rays revealed a 7.3 s isomer at 1778 keV, which decays through a rotational band with perturbations associated with the approach to a prolate-oblate shape transition. Model calculations show less influence from triaxiality compared to heavier elements in the same mass region. The isomer decay reduced E2 hindrance factor of 27 supports the interpretation that axial symmetry is approximately conserved., Comment: 5 pages, 5 figures

Luminosity is a measure of the colliding frequency between beam and target and it is a crucial parameter for the measurement of absolute values, such as reaction cross sections. In this paper, we make use of experimental data from the ESR storage ring to demonstrate that the luminosity can be precisely determined by modelling the measured Rutherford scattering distribution. The obtained results are in good agreement with an independent measurement based on the x-ray normalization method. Our new method provides an alternative way to precisely measure the luminosity in low-energy stored-beam configurations. This can be of great value in particular in dedicated low-energy storage rings where established methods are difficult or impossible to apply., Comment: 8 pages, 5 figures

Stellar carbon synthesis occurs exclusively via the $3\alpha$ process, in which three $\alpha$ particles fuse to form $^{12}$C in the excited Hoyle state, followed by electromagnetic decay to the ground state. The Hoyle state is above the $\alpha$ threshold, and the rate of stellar carbon production depends on the radiative width of this state. The radiative width cannot be measured directly, and must instead be deduced by combining three separately measured quantities. One of these quantities is the $E0$ decay branching ratio of the Hoyle state, and the current $10$\% uncertainty on the radiative width stems mainly from the uncertainty on this ratio. The $E0$ branching ratio was deduced from a series of pair conversion measurements of the $E0$ and $E2$ transitions depopulating the $0^+_2$ Hoyle state and $2^+_1$ state in $^{12}$C, respectively. The excited states were populated by the $^{12}$C$(p,p^\prime)$ reaction at 10.5 MeV beam energy, and the pairs were detected with the electron-positron pair spectrometer, Super-e, at the Australian National University. The deduced branching ratio required knowledge of the proton population of the two states, as well as the alignment of the $2^+_1$ state in the reaction. For this purpose, proton scattering and $\gamma$-ray angular distribution experiments were also performed. An $E0$ branching ratio of $\Gamma^{E0}_{\pi}/\Gamma=8.2(5)\times10^{-6}$ was deduced in the current work, and an adopted value of $\Gamma^{E0}_{\pi}/\Gamma=7.6(4)\times10^{-6}$ is recommended based on a weighted average of previous literature values and the new result. The new recommended value for the $E0$ branching ratio is about 14% larger than the previous adopted value of $\Gamma^{E0}_{\pi}/\Gamma=6.7(6)\times10^{-6}$, while the uncertainty has been reduced from 9% to 5%., Comment: Accepted for publication as a Regular Article in Phys. The electron capture process was studied for Xe$^{54+}$ colliding with H$_2$ molecules at the internal gas target of the ESR storage ring at GSI, Darmstadt. Cross section values for electron capture into excited projectile states were deduced from the observed emission cross section of Lyman radiation, being emitted by the hydrogen-like ions subsequent to the capture of a target electron. The ion beam energy range was varied between 5.5 MeV/u and 30.9 MeV/u by applying the deceleration mode of the ESR. Thus, electron capture data was recorded at the intermediate and in particular the low collision energy regime, well below the beam energy necessary to produce bare xenon ions. The obtained data is found to be in reasonable qualitative agreement with theoretical approaches, while a commonly applied empirical formula significantly overestimates the experimental findings.

Excited states in $^{58,60,62}$Ni were populated via inelastic proton scattering at the Australian National University as well as via inelastic neutron scattering at the University of Kentucky Accelerator Laboratory. The Super-e electron spectrometer and the CAESAR Compton-suppressed HPGe array were used in complementary experiments to measure conversion coefficients and $\delta(E2/M1)$ mixing ratios, respectively, for a number of $2^+ \rightarrow 2^+$ transitions. The data obtained were combined with lifetimes and branching ratios to determine $E0$, $M1$, and $E2$ transition strengths between $2^+$ states. The $E0$ transition strengths between $0^+$ states were measured using internal conversion electron spectroscopy and compare well to previous results from internal pair formation spectroscopy. The $E0$ transition strengths between the lowest-lying $2^+$ states were found to be consistently large for the isotopes studied.
