Being a highly vulnerable country due to climate change, Vietnam has issued various climate policies while trying to keep the pace of economic growth. The study evaluates the effectiveness of these policies by examining the effect of economic and energy factors in the efforts of controlling CO2 emissions. Approach by Autoregressive Distributed Lag (ARDL) analysis, the model of a linear regression between CO2 emissions and Gross Domestic Product (GDP), Foreign Direct Investment (FDI) & sources of energy consumption has been developed from 1985 to 2018. The study indicates that the economic factor as Foreign Direct Investment (FDI) is a possible significant element to mitigate the emission. In addition, sources of energy consumption have the important role of controlling CO2 emissions. In the long run, the consumption of non - renewable energy is a positive and significant effect on CO2 emissions while renewable energy is vice versa. These outcomes show the Foreign Direct Investment (FDI) and renewable energy consumption factors lead to the decrease of CO2 emissions in the long run for Vietnam, which implies the co-exist of economic growth and decarbonization.

This paper presents the first attempt to apply the Mesoscale Meteorological Model (MM5)-Community Multi-Scale Air Quality Model (CMAQ) model system to simulate ground-level ozone (O3) over the continental Southeast Asia (CSEA) region for both hindcast and forecast purposes. Hindcast simulation was done over the CSEA domain for two historical O3 episodes, January 26-29, 2004 (January episode, northeast monsoon) and March 24-26, 2004 (March episode, southwest monsoon). Experimental forecast was done for next-day hourly O3 during January 2006 over the central part of Thailand (CENTHAI). Available data from 20 ambient monitoring stations in Thailand and 3 stations in Ho Chi Minh City, Vietnam, were used for the episode analysis and for the model performance evaluation. The year 2000 anthropogenic emission inventory prepared by the Center for Global and Regional Environmental Research at the University of Iowa was projected to the simulation year on the basis of the regional average economic growth rate. Hourly emission in urban areas was prepared using ambient carbon monoxide concentration as a surrogate for the emission intensity. Biogenic emissions were estimated based on data from the Global Emissions Inventory Activity. Hindcast simulations (CSEA) were performed with 0.5 degree x 0.5 degree resolution, whereas forecast simulations (CENTHAI) were done with 0.1 degree x 0.1 degree hourly emission input data. MM5-CMAQ model system performance during the selected episodes satisfactorily met U.S. Environmental Protection Agency criteria for O3 for most simulated days. The experiment forecast for next-day hourly O3 in January 2006 yielded promising results. Modeled plumes of ozone in both hindcast and forecast cases agreed with the main wind fields and extended over considerable downwind distances from large urban areas.

Smoke samples, in both gas and particulate matter (PM) phases, of the three domestic stoves were collected using U.S. EPA modified method 5 and were analyzed for 17 PAH (HPLC-UV), acute toxicity (Microtox test), and mutagenicity (Amestest). The gas phase of smoke contributed > or = 95% of 17 PAH, > or = 96% of toxicity, and > or = 60% of mutagenicity. The highest emission factor of 17 PAH was from sawdust briquettes (260 mg/kg), but the highest emission of 11 genotoxic PAH was from kerosene (28 mg/kg). PM samples of kerosene smoke were not toxic. The total toxicity emission factor was the highest from sawdust, followed by kerosene and wood fuel. Smoke samples from the kerosene stove were not mutagenic. TA98 indicated the presence of both direct and indirect mutagenic activities in PM samples of sawdust and wood fuel but only direct mutagenic activities in the gas phase. TA100 detected only direct mutagenic activities in both PM and gas-phase samples. The higher mutagenicity emission factor was from wood fuel, 12 x 10(6) revertants/kg (TA100-S9) and 3.5 x 10(6) (TA98-S9), and lower from sawdust, 2.9 x 10(6) (TA100-S9) and 2.8 x 10(6) (TA98-S9). The low burning rate and high efficiency of a kerosene stove have resulted in the lowest PAH, toxicity, and mutagenicity emissions from daily cooking activities. The bioassays produced toxicity and mutagenicity results in correspondence with the PAH content of samples. The tests could be used for a quick assessment of potential health risks.
