Substantial shares of eligible students forgo or lose access to tuition-free college benefits, in part due to limited access to information on eligibility and other requirements. Given students' dependence on the Internet for information on how to pay for college, we examine the availability and digital accessibility of critical program information on websites for the population of statewide tuition-free (Promise) programs (N = 39). To this end, we use an original dataset on Promise program websites and descriptive quantitative analyses. Drawing on the framework of administrative burdens from public administration, this study sheds light on potential informational barriers (learning costs) students may face in accessing Promise programs benefits. Findings indicate that Promise program websites prominently feature the benefits and requirements for initial eligibility. In contrast, certain eligibility criteria, information on deadlines, and renewal requirements are not readily available. We find limited options for students to contact program representatives and large variability across websites, signaling that programs could learn from others to reduce learning costs for students by providing more accessible information on official program websites. To err is human, and as such, administrative errors are an inevitable component of current and future welfare state bureaucracy. Hitherto, while studies on administrative burden have shown us that routine interactions with welfare bureaucracy are often burdensome, very little is known about the nature of these interactions when something goes wrong. Most social policy and public administration scholarship focus on ex‐ante analysis of administrative errors, with only scant research devoted to ex‐post analysis of how claimants experience such errors once they occur, and the types of costs they may incur. This article contributes to the growing field of administrative burden research by examining welfare claimants' experiences of administrative errors. Analysis of 19 interviews with Israeli benefit recipients uncovered two themes. The first related to the process of correcting errors, including identifying and communicating them to the system. The second theme addressed the consequences of errors: on the one hand, economic and emotional costs including loss of trust in the system, and on the other, acquiring bureaucratic skills. These findings highlight bureaucratic errors as a critical and unique site of learning burden, as well as the need for a human contact to allow claimants to better deal with their consequences. The data comes from an empirical study conducted to determine the intention to use mobile devices as a means of payment. The data collection was conducted on a total of 463 students at a university, with 425 valid cases. These students were chosen because of their greater affinity with mobile devices, making them digital natives. The questionnaire was developed using scales recognized in the literature on aspects such as intention to use, learning costs or perceived functional value. The reliability and validity of all constructs showed that the questionnaire was proper for measurement. Data analysis was applied l to examine the validity of scales. But, what makes this data really interesting and singular is the collection of data in 2013 (265 respondents) and 2016 (160 respondents). This allows cross-sectional and longitudinal analyses to check the evolution of respondents' perceptions of mobile payments. Results imply that the data is suitable for conducting replication studies.

This study uses location-specific data to investigate the role of spatially mediated peer effects in farmers' adoption of conservation agriculture practices. The literature has shown that farmers trust other farmers and one way to increase conservation practice adoption is through identifying feasible conservation practices in neighboring fields. Estimating this effect can help improve our understanding of what influences the adoption and could play a role in improving federal and local conservation program design. The study finds that although spatial peer effects are important in the adoption of conservation tillage and diverse crop rotation, the scale of peer effects are not substantial. This study analyzes how learning costs for technologies that lack de facto standards, such as mobile payment, affect user intentions. In addition, we evaluate how the negative effect of learning costs is mediated by perceived functional value and facilitating conditions. Data used in this research was obtained from a study among 463 consumers. We find support that negative effects from learning costs are fully mediated by perceived functional value and facilitating conditions. Hence, one important reason of slow user acceptance is that the high diversity mobile payment services, platforms and technologies increases the learning costs of users. We examine patterns of acquiring non-native languages in a model with two linguistic communities with heterogeneous learning skills, where every individual faces the choice of self- learning the foreign language or acquiring it at a profit-maximizing linguistic school. We consider a one-school model with divisions in both communities and various two-school settings with a school in each community. We compare the number of learners and welfare implications under self-learning with those obtained under various schooling contexts. In particular, we show that for communities with similar size, introducing language schools always increases the number of learners with respect to the exclusive self-learning option. Abstract: In this paper we adopt the Selten–Pool [Selten, R., Pool, J., 1991. The distribution of foreign language skills as a game equilibrium. In: Selten, R. (Ed.), Game Equilibrium Models, vol. 4. Springer-Verlag, Berlin, pp. 64–84] framework of language acquisition based on “communicative benefits” derived from the ability to communicate with other speakers of an acquired language, and “learning costs” incurred by acquiring a foreign language. We show that, under some mild conditions, there exists a unique interior linguistic equilibrium. We then derive demand functions for foreign languages, that we estimate for English, French, German and Spanish in 13 European countries and demonstrate that the properties of these functions are consistent with our theoretical results.
