This study adopted Watkins and Marsick learning organization model to determine the learning organization's attributes that selected university libraries in Uganda had implemented to promote CPD activities and dissemination of the acquired knowledge. The study adopted a convergent parallel mixed methods design. Six library directors and 76 librarians from six university libraries in Uganda participated in the study. 51-67% of participants indicated that their libraries encouraged teams, provided ICTs, supported their learning requests, encouraged external collaboration, allowed staff time off for training, provided mentoring and coaching, encouraged discussions among staff, recognized and appreciated teams, had procedures for sharing CPD knowledge and skills, acknowledged and appreciated CPD participation. Organizational citizenship behavior (OCB) is crucial for individuals, groups, and organization's life. Therefore, this research focuses on investigating how transformational leadership affects lecturers' OCB through serial mediation of talent management, learning organization, and job involvement. A questionnaires in a Likert scale format were used to collect data from 230 Indonesian lecturers and analyzed by descriptive, correlational, and path analysis. The results found that transformational leadership significantly affects talent management, learning organization, job involvement, and OCB; talent management, learning organization, and job involvement significantly affect OCB; and transformational leadership significantly affects OCB, mediated by talent management, learning organization, and job involvement. This empirical discovery promotes a new model of transformational leadership that affects lecturer's OCB mediated by talent management, learning organization, and job involvement. Furthermore, it provides theoretical contributions and practical implications that require critical, in-depth, and comprehensive discussion before being considered for adaptation or adoption to improve lecturer OCB through the perspectives of transformational leadership, talent management, learning organization, and job involvement. Purpose: The aim of the article is to depict the systemic nature of the conditions for learning processes in public administration organizations. The research problem undertaken by the authors is encapsulated in the question: What are the key conditions for the learning processes of public administration organizations? Design/methodology/approach: The text is based on qualitative research. Researchers based on 31 open interviews. The work was grounded in two principal theoretical frameworks: the action research methodology and the concept of the learning organization. Findings: Research has allowed for the identification of the key determinants of systemic learning within the public administration organization. Specifically, attention should be paid to: employee engagement, employee competencies, staff rotation in the HR area, as well as financial resources, employer branding, technical equipment, IT systems, and incentive systems. Research limitations/implications: Qualitative research faces limitations such as small sample size and lack of representativeness. Conducting a quantitative verification of the impact on the administrative organization of identified categories such as staff rotation, employee engagement, employee competences, and financial resources would be a natural extension of the conducted research. Practical implications: The research has identified areas of change that should be introduced in the analyzed organization to dynamize the learning process. The strong sense of mission among employees only partially balances some weaknesses of the organization. Social implications: The implemented solutions can lead to significant improvement in the learning processes within the analyzed organization. Relatively minor changes, such as in onboarding or motivation, can result in a substantial enhancement of functionality. Originality/value: The particular value of the text lies in depicting the systemic nature of the conditions influencing learning processes within a public organization. However, some of these conditions are of particular significance. Among such conditions are effective HR enabling the utilization of Public Service Motivation, as well as funding and resources. Nowadays, knowledge-based governance can have a valuable impact on improving the performance of both government and private institutions. However, there is a possibility of overlooking the influential factors on this type of governance. Therefore, adherence to the principles of knowledge-based governance can contribute to improving the situation of organizations, and society, allowing for the maximum utilization of individuals' abilities, reducing societal challenges, and ultimately pursuing the public welfare. This research has employed a qualitative methodology and is based on Grounded theory, using the approaches of Strauss and Corbin. The study population consists of experts familiar with the subject, with 12 of them being selected through purposive and snowball sampling methods for in-depth interviews. We used MAXQDA software to analyse the data. 302 codes are identified and placed in the 46 subcategories and 18 main categories, which are in 6 main categories under the headings of causal conditions, including sharing, creating, preserving and maintaining knowledge, competence of managers. background conditions, including creating infrastructure, structure organization and culture of the organization. Intermediate conditions include rules and procedures, performance evaluation, transparency, team building, recruitment and retention, planning and administration system. The innovation dynamic capability and development strategy are strategic conditions. The performance of the society, organization and the employees are the consequence. The central condition is knowledge-based governance. The Grounded approach and model design in executive organizations has a unique aspect and facilitate the implementation of knowledge governance in executive organizations of the country.

Nowadays, organizations are required to continue to innovate and adapt to challenges that may affect the achievement of business goals. The effort that can be done is to optimize the implementation of Organizational Learning. Organizational Learning cannot be carried out optimally without the role of superiors and employees. Therefore, the role of superiors in implementing Authentic Leadership needs to be considered. But Authentic Leadership is not enough to explain Organizational Learning. The existence of Authentic Leadership has the probability of creating a supportive and open environment so that it has an impact on increasing affective commitment to employees. Based on this explanation, the purpose of this study was to examine the influence of Authentic Leadership on Organizational Learning mediated by Affective Commitment. The sample of this research were employees at Bank X, consumer credit department and 216 subjects were obtained using the Accidental Sampling method. Data processing is done using PROCESS. The results showed that Authentic Leadership had a significant effect on Organizational Learning mediated by Affective Commitment with a BootLLCI value of 0.0041 and a BootULCI value of 0.0892. This type of mediation is Partial Mediation. Based on the results of this research, Organizational Learning can be optimized through the application of Authentic Leaders so that it can encourage the creation of affective commitment so that in the end employees are willing to give their best by developing knowledge or insights that can be used by the organization as a whole. BACKGROUND: Higher education industry has seen a dramatic shift in the new normal. Given that, the present study proposes learning organization as a predictor of happiness of teachers and the academic administrators because happiness is vital to enhancing performance during unprecedented times. OBJECTIVE: Drawing on the resource based view (RBV) and ability, motivation and opportunity (AMO) framework, this research aims to investigate workplace happiness of university-level educators in the post-pandemic era. It proposes learning organization as a determinant of happiness at work through indirect path of perceived organizational support. Furthermore, it also proposes moderation of achievement motivation between learning organization and workplace happiness. METHODS: Using simple random sampling, data were collected through survey questionnaire from 172 staff and faculty members of universities/HEIs in Sindh, Pakistan. The study employed structural equation modeling through SmartPLS for data analysis. RESULTS: The study findings suggest that learning organization indirectly predicts happiness at work through perceived organizational support. However, moderation of employee achievement motivation could not be supported. CONCLUSION: Applying learning organization model and utilizing AMO and RBV theories, the study offers implications from theoretical and managerial perspectives. It proposes a holistic framework for achieving workplace happiness amidst post-COVID era. The study recommends that during times of uncertainty, the universities/HEIs may implement the model of learning organization as a strategic tool to foster happiness at work. This study was conducted to examine how the contributions of instructional e-supervision by the school principal and learning organisation affect the teachers’ technology, information, and communication (ICT) competencies based on the teacher professional digital competence (TPDC) framework in the process of integrating technology into teaching. The method used was quantitative analysis with multiple linear regression analysis using SPSS 25. The population in this study consisted of 428 teachers from public and private high schools in the city of Makassar. A sample of 257 was obtained using random sampling techniques. The research results in the first hypothesis showed an influence of instructional e-supervision by the school principal on the ICT competence of teachers. In line with this, the second hypothesis, learning organisation, also contributes to the teachers’ ICT competencies. Finally, the third hypothesis indicates a simultaneous influence of instructional e-supervision by the school principal and learning organisation on teachers’ technology, information, and communication (ICT) competencies with a coefficient of determination of 56.2%.

The discipline of systems thinking was developed to study and predict outcomes of large multicomponent systems. It provides a lens to examine complex problems, such as global warming or population health. This article applies the basic tenets of systems thinking to the practice of dentistry, looking specifically at patient safety and quality improvement. Using a systems view of the dental office; an argument is made for the development of a quality initiative through the creation of a mechanism for non-discoverable adverse event reporting. This would create a resource for dentists to learn from past adverse events and prevent them from happening again.

The phenomenon of Industry 4.0 is requiring organizations to restructure their roles and upskill and reskill the workforce. In addition, Great Resignation is threatening organizational knowledge and it is essential to promote happier and more engaged workers. Learning Organizations promote learning opportunities to their workforce and furthermore foster the concept of Protean Career Attitude. This paper presents the usability evaluation of a competency management and development plan tool to support, through a technological tool, the Protean Career Attitude. Usability evaluation uses tests and makes use of the Technology Acceptance Model (TAM) scale. The results are promising regarding the acceptance and usability of the technology and show no significant discrepancies when comparing age groups or level of education. However, in some responses it was possible to conclude that the older groups (41-50 and 51-60) are more receptive to technology, despite the slight increase in the time to perform the tasks. The paper analyzes Senge's (1990) philosophy of learning organization from the aspect of learning disciplines with the aim of establishing that it is impossible to apply the original concept without considering and applying the missing link – spirituality or spiritual practice. Based on the literature review, the complementarity of spiritual practice with the learning organization disciplines is demonstrated with the aim of providing guidelines for applying the original concept of the learning organization based on the synergistic efforts of individuals dedicated to learning and spirituality. This paper also answers the question of authors such as Solomon (1994) and Hammond and Wille (1994) as to whether the learning organization is just a myth, as well as Pedler and Burgoyne (2017) who question whether the learning organization is still alive. It also refutes Pava's (2003) thesis that spiritual practice causes passivity; on the contrary, it supports the transcendental aspirations of learning individuals and learning organizations. How universities, respected for their position at the apex of learning, employ competency frameworks in order to increase learning impacts is acknowledged by the authors as a researchable problem. The respective natures of universities and professional work, the latter, which is often intensely integral to universities, means that universities have to take on board managerial as well philosophical means of learning. This article explores how staff at six universities employ a Professional Competency Framework for Research Management and Administration (PCF-RMA) to bring about organizational learning. Participants provide qualitative data which are condensed into six narrated cases to show how a PCF-RMA, created through action research, enters into the university systems and translates into individual and organizational systems thinking towards applied outcomes. Using the theoretical lenses of Senge's five disciplines and core competencies for competitive advantage, we argue that systems thinking is not essentially about the system as an abstracted entity, but about sensitized individuals who actively 'think through' using the PCF-RMA to improve their own work and career prospects, while also improving the work of the research support offices for university research purposes. In short, systems and funding impacts. As such, the PCF-RMA, while initially carried through individuals, has a systems opportunity to change not only individuals but also set up a trajectory for generative holistic changes as articulated within organizational learning theories. The study recommends future research to employ a diverse and broadened scope in the domains of theory, context, and methodology. Aside from prompting ongoing research, this study offers an opportunity to demonstrate increased research impact, an area which stakeholders of research, including the funders, increasingly emphasize. This study aims to analyze the influence of knowledge management of Depok City Government on the commitment of Civil Servants (ASN), against the backdrop of the increasing need for ASN commitment in maintaining efficiency and improving the quality of public services. The role of ASN as the backbone of public administration has become crucial in the era of public administration reform. The research method used is path analysis to determine the effect of knowledge management on ASN commitment. Based on the results of analysis and discussion, it is concluded that knowledge management consisting of leverage condition variables, organizational learning variables, and organizational knowledge capital variables directly affect ASN commitment variables. This research aims to comprehensively examine scientific publications on 'learning organizations' through a bibliometric analysis of 1,551 scientific publications from 1976 to 2023, sourced from the Scopus database. Using a quantitative approach, this study focuses on two main aspects: performance analysis and science mapping. The bibliometric analysis follows the steps proposed by Donthu et al. (2021). The study highlights various metrics, including the number of publications and citations, subject areas, affiliations, universities, countries, prolific researchers, and influential documents. Additionally, it identifies recent research topics within the field. The findings show that publications and citations have increased over the last four decades, with significant growth starting in 1994 (24 publications) and peaking in 2020 (87 publications). Key findings include analyses of document types, source types, popular languages, subject areas, research trends, top countries, influential institutions, prolific authors, active sources, top keywords, and citation patterns. Notably, this research highlights the limitations inherent in using a single database (Scopus) for data collection.Finally, the study suggests directions for future research in learning organizations, providing valuable insights for scholars and practitioners in the field.

Organizations are forced to adapt themselves to the ever-increasing advances in knowledge and technology in order to survive in this changing environment. They are to take fundamental measures and changes based on innovation, flexibility, responsiveness, creative redefinition of the market and new opportunities, and resources to gain a competitive advantage. These changes are focused on effective use of the knowledge-based capital, which is achieved by creating a learning organization. This article is to present a model for transforming hotels into learning organizations. Therefore, by compiling interview questions based on theoretical literature and obtaining experts' opinions with thematic analysis method, indicators and factors of the learning hotel for the Iranian hotel industry is presented. The model is composed of 61 basic concepts, 11 organizing concepts, and 3 comprehensive concepts including the drivers, the factors, and the consequences of the learning hotel.

Purpose: The objective of this research is to develop a survey that focuses on the enhancement of human resources in an Iranian teaching hospital. Methodology: This research employed a qualitative approach and grounded theory method in Iranian teaching hospitals. The study population consisted of professors, experts, and informants involved in the research subject, selected through snowball sampling. The sample size was determined using judgmental (purposive) sampling, and theoretical saturation was achieved after conducting interviews with 16 individuals. However, to ensure reliability, the researchers continued the interviews with 18 individuals. Data collection was conducted through semi-structured interviews.Findings: The coding process yielded over 892 codes or primary concepts extracted from the interviews. These codes were further condensed into 272 secondary codes, 99 statistical concepts, and 33 categories, resulting in the final research model.Conclusion: Transforming educational hospitals into teaching organizations leads to increased productivity, improved individual and organizational performance, strengthened culture of learning and teaching, enhanced personal and organizational knowledge, establishment of a development-oriented organization, and overall organizational improvement.Value: This research is the first study conducted in teaching hospitals on the topic of creating a teaching organization, providing valuable insights into the severe resource limitations in this area.

Learning-oriented organizations, which give precedence to acquiring, sharing, and applying knowledge, assume a pivotal role in assisting enterprises in managing it through this ever-changing landscape. This study investigates the link between learning organizations, business excellence, and organizational performance in India’s information technology (IT) sector. This study is a descriptive one and based on primary data collected from 384 employees working in IT companies in Bangalore. The findings revealed significant correlations between learning organization and business excellence (r = 0.922) and suggest that organizations with a strong learning culture tend to excel in business performance. Additionally, the study highlights variations in perceptions based on employees’ tenure, management level, annual revenue, and workforce size. The study revealed that learning organization significantly impacts the excellence of businesses (r2 = 0.851). The paper underscores the importance of fostering learning organizations in achieving business excellence and offers valuable insights for IT companies seeking to enhance their competitive edge. Further research in diverse contexts and industries is recommended to enhance the comprehension of the relationship between organizational learning and performance.

The current study aimed to reveal the role of instructional leaders in activating the dimensions of the learning organization. To achieve its objectives the descriptive approach was implemented, through which a questionnaire was designed and applied to 185 male and female teachers who teach grades (3-4) in the new education system 2.0 in the specializations (Arabic language - English language - sciences - mathematics) in ten government schools in Asyut Governorate. The study concluded that despite the weakness of school principals’ instructional leadership performance in relation to the activation of the learning organization dimensions, the study revealed a positive and significant relationship between instructional leadership and the school’s transformation into a learning organization. Results of the field study also showed that the behavior of the school principal as an instructional leader would inspire teachers to direct most of their attention and energy to improving students’ achievement paying attention to professional development and developing leadership skills. This study endeavours to delve into the repercussions of organizational learning on the knowledge performance of educators within the Catholic schools of Karachi, Pakistan. The study adopted a cross-sectional survey design, enlisting the participation of 282 teachers, situated within the secondary schools under the jurisdiction of the Catholic Board of Education in Karachi. The data collection tool employed in this study was the Dimensions of the Learning School Questionnaire (DLSQ). To analyse the collected data, the research harnessed the statistical prowess of the Statistical Package of Social Sciences (SPSS) version 26 and Smart PLS 4. The findings of the investigation elucidate the existence of a notably positive and statistically significant relationship between individual-level learning and the knowledge performance of teachers. Similarly, this correlation extends to school-level and global-level learning, both exhibiting a significant association with knowledge performance within Catholic schools in Karachi. However, it is noteworthy that team-level learning failed to demonstrate any significant impact on the knowledge performance of these schools. Industry 4.0 is demanding reskilling of the workforce and, at the same time, the phenomenon of Great Resignation characterized by a wave of layoffs is threatening organizational knowledge. It is essential to build a culture where employees are engaged, more committed, and where the sharing and generation of knowledge is promoted. This paper presents a collaborative platform (co-created with 3 multi-sector organizations- 2 multinationals) to support the establishment of a Learning Organization to face the challenges of human resources in the digital paradigm. This tool integrates 5 modules: discussion forum, event creation, mentoring, suggestion system and recognition system. The 5 modules act in a combined way to achieve features that offer participation in decision making, a climate of learning opportunities, through the sharing and rise of knowledge (Learning Organization) and that encourage peer relationships and recognition at the corporate level. The ambidexterity of business organizations is their ability to balance and integrate exploration and exploitation processes for innovation and lifelong learning. This duality is essential for firms' long-term survival, allowing them to compete in both mature markets and new technology areas where flexibility and autonomy are crucial. In this article we have illustrated a model of exploration (generation of explicit knowledge) and exploitation (application of tacit knowledge) for the continuous innovation of business organizations. There are, of course, in business organizations, many other elements that can be dealt with through organizational ambidexterity for implementing strategies and generating innovations. This study examined the relationship between Green Intellectual Capital (GIC) and organizational sustainability in Pakistan's power sector. It exclusively focuses on GIC within the context of the country's power sector organizations. This study presents a framework where organizational sustainable development is influenced by three dimensions of GIC: green human capital, green relational capital, and green structural capital, with the mediating role of environmental knowledge management. Despite the growing importance of knowledge management in sustainability and GIC, this area remains relatively unexplored, presenting opportunities for academic research. This paper also explored the moderating role of a learning organization culture. Out of 500 structured questionnaires distributed to employees at various levels, 400 usable responses were obtained. Results indicated significant effects of green intellectual capital, learning organization culture, and environmental knowledge management on the sustainable performance of organizations in Pakistan. The Covid-19 pandemic has occurred almost all over the world and has become a new problem for all mankind, as well as Indonesia has been affected from the Covid-19 pandemic. The impact of the Covid-19 pandemic has had an impact on various sectors, especially on educational institutions. The Covid-19 pandemic situation puts a lot of pressure and new challenges in the world of education. This can cause instability for both employees from various aspects, one of which is the aspect of employee performance. Based on a number of literatures, work achievement is influenced by several other variables, namely; organizational culture, organizational learning and stress. This study uses a quantitative approach with Structural Equation Modeling (SEM) - SmartPLS. The subjects in this study were all employees of PT. Kazeto Putra Perkasa with 101 employees. The sampling technique used in this study is a saturated sample, where the entire population is used as the research sample. The practical implication of this research is that it is known how important work achievement is as a key indicator of success for both employees of PT. Kazeto Putra Perkasa as well as for companies, the importance of understanding stress from concept to application is mainly related to how to manage stress, as well as the implementation of organizational culture and learning organizations as a concept that affects work achievement with stress as a mediator. Organizations experience severe crises as a result of unanticipated changes, such as the COVID-19 pandemic, which has raised awareness of how organizations learn to become stronger. Consequently, the purpose of this study is to determine the level of learning organization (LO) of the state education official (SEO) in Malaysia from the dimensions of continuous learning, inquiry and dialogue, team and collaborative learning, embedded system, empowerment, system connection and strategic leadership as well as to explore the differences in LO practices of the SEO in Malaysia across demographic factors. Due to the COVID-19, data was collected from 450 SEOs using Google Forms. The analysis of data showed that the level of LO was very high. The different frequency of participation in courses, workshops or training related to governance, leadership or educational management during the respondent’s tenancy at the state education department (SED) was shown to be significant according to the analysis of multiple analysis of variance (MANOVA) results. However, there was no significant difference in the LO practices of SEO based on position, age, experience, and academic credentials. The finding has a significant representation of the educational management and provide a viable framework for the context of the pandemic as it can be used to compare it to findings from similar studies conducted in other regions or public sector as well as provide useful insights for countries with characteristics that are like those of Malaysia in the future.
