15. Consistency Verification of Frequency Maintenance Criteria Based on Minimum Level of Inertia in South Korea

Abstract

With the increase in inverter-based resources, maintaining system stability has made frequency maintenance criteria an important factor. In South Korea, there are two frequency maintenance criteria for N-1 and N-2 contingency faults, and consistency between these criteria is necessary to ensure the rational use of limited frequency response resources. This article proposes a method to verify the consistency of the criteria based on the minimum inertia in the system. The proposed methodology has the following salient features: i) developing a methodology to verify consistency between criteria based on minimum system inertia, ii) identifying the inconsistency in South Korea's existing frequency maintenance criteria and the need for their revision, iii) evaluating the impact of inconsistent frequency maintenance criteria on non-synchronous generation and system non-synchronous penetration. The methodology was validated on the IEEE 39 bus test system and applied to 7040 hourly operational data from the energy management system of the South Korean to verify the differences in criteria. The main result is that the two frequency maintenance criteria are inconsistent, require more frequency response resources in the N-1 criterion. The findings provide practical implications for system planners and operators, highlighting the need for frequency maintenance criteria revision in South Korea.

Abstract

This paper presents a new concept of reactive reserve-based contingency constrained optimal power flow (RCCOPF) for voltage stability enhancement. This concept is based on the fact that increase in reactive reserves is effective for enhancement of voltage stability margins of post-contingent states. In this paper, the proposed algorithm is applied to voltage stability margin of interface flow. Interface flow limit, in the open access environment, can be a main drawback. RCCOPF for enhancement of interface flow margin is composed of two modules, modified continuation power flow (MCPF) and optimal power flow (OPF). These modules are recursively performed until satisfying the required margin of interface flow in the given voltage stability criteria. Abstract

This paper reports a study on determining steady-state voltage stability limit of interface flow on a set of interface lines between the metropolitan region and the neighboring regions in the Korea Electric Power Corporation (KEPCO). The interface flow limit considering severe contingencies is determined with a concept of interface flow margin, which is the active power flow margin of the key transmission lines between one region and others under a fixed load demand condition. The paper proposes a procedure to determine secure limit of active power flow on a set of specified interface lines. The procedure uses the modified continuation power flow (MCPF) tracing a path of power flow solutions with respect to generation shift to vary interface flow. In simulation, voltage stability limits of the metropolitan interface flow of the KEPCO'98 system are determined. Abstract

In this paper, the parametric sensitivities of structure-preserving power system model are derived. The parametric sensitivities give the sensitivities of an equilibrium point with respect to a particular parameter of interest. A new invariant subspace parametric sensitivity (ISPS) is derived by projecting the total parametric sensitivity onto a particular eigenspace of interest. The ISPS provides the sensitivity of system stability. At a particular eigensubspace, ISPS of all the parameters under consideration are represented by a right eigenvector multiplied by a scalar [Sigma]. Then the parameter which has the most influence on the subspace can be determined by selecting the largest value of [Sigma]. The methodology is applied to a New England 39-bus system to identify components and parameters that are responsible for a possible system instability. Abstract

This paper provides a tutorial introduction to the small-disturbance voltage-stability analysis as applied to the structure-preserving power system model. Salient features of this approach are (1) Both dynamic and static models that are relevant to voltage stability are included. In particular, the effect of load dynamics and generator current limits are considered. (2) Realistic load increases and a generation sharing scheme with relevant limits are included. (3) For a given load increase and generation sharing scenario, all possible critical points that may lead to voltage instability are systematically traced and identified.
