18. Occupational Safety and Health Officials’ Perception of Safety and Health Education for Business Owners

Abstract

This study was intended to provide basic data for discussion on the introduction of safety and health education system for business owners to prevent industrial accidents. To this end, a questionnaire survey was conducted on 548 occupational safety and health officials, of which 86.7% expected that the introduction of safety and health education for business owners would be very helpful in preventing accidents in the workplace. On the other hand, it was pointed out that the effectiveness of safety and health education for business owners needs to be raised as it deals with the areas considered to be important in the job and basic competencies of business owners. The study subjects also most highly agreed with the need for annual regular training for business owners at all workplaces.

25. Video traffic prediction based on source information and preventive channel rate decision for RCBR

Abstract

In this paper, we address the problem of dynamic bandwidth allocation in real-time video transmission. Firstly, a source traffic prediction method is proposed which is based on the rate-distortion relation of source video. This method can detect changes in the source traffic level before encoding by using source information. Secondly, a preventive channel rate decision algorithm, called PCRD, is proposed. The transmission rate bounds are derived from the constraints of the encoder and decoder buffers based on the predicted bit-rate of video frames. From simulation results, the proposed traffic prediction method is shown effective in detecting scene changes and estimating changed traffic levels. Also, the PCRD method is shown to have low renegotiation cost and high channel utilization without violating delay constraints. Abstract

In this paper, a minimum cost scheduling algorithm is proposed for high-quality video streaming in dynamic bandwidth allocation networks. It targets the problem of service cost minimization in optimal smoothing algorithms. Based on the bandwidth usage and the number of bandwidth renegotiations, service cost functions are defined for each transmission segment and a group of segments. The relative cost flags are also defined for each segment, which indicate the direction in which the segment is merged with less service cost. By inspecting the relative cost flags on the boundaries of segments, it is determined whether neighboring segments should be merged, until there is no reduction in the overall service cost. From the simulation results, the proposed algorithm is shown to merge neighboring segments in the direction minimizing the service cost. Compared with the optimal smoothing algorithm, the overall service cost is greatly reduced with a similar level of network resource usage and less transmission rate variability, especially for larger renegotiation cost parameter. Abstract

Conventional researches on QoS provisioning in HFC networks have focused mainly on the upstream channels. However, due to changing network usage patterns, the provisioned capacity for downstream service flows is no longer sufficient. To provide QoS for downstream VolP service flows in HFC networks, an adaptive committed information rate allocation algorithm is proposed. Given the maximum sustained traffic rate and the minimum reserved rate for each service flow, it allocates service rates to VolP and best effort connections adaptively for possible cases of network congestion. The proposed algorithm is directly tested in a commercial HFC network, and it is shown to reduce packet losses, jitter, and delay in the HFC network, which results in stable VoIP service quality even in network congestion.
