Food policies to foster a healthy lifestyle are to an increasing extent developed through processes of collaborative governance in which public and private stakeholders negotiate voluntary agreements (VAs). The effectiveness of these VAs has been questioned repeatedly, because of the involvement of the food industry in drawing up these agreements. In this article I further develop insights into food industry influence in collaborative governance through an in-depth analysis of negotiations on the Dutch prevention agreement on overweight which was concluded in 2018. Using documents obtained through a Freedom of Information request I show how the food industry succeeded in shifting the regulatory arena towards a collaborative governance set up that allowed them to co-design and propose appropriate measures. Secondly, in this arena the industry managed to weaken and modify most of the measures for which it would be responsible. Finally, the industry used backstage lobbying outside of the official arena to block a plan to introduce a sugar levy. The case study confirms the weakness of voluntary agreements as an alternative to public regulation. This weakness results from the food industry's ability to capture collaborative governance processes and combine these with behind the scenes lobbying tactics. Policy-makers should therefore seriously reconsider the use of VAs for public health policies and governments should empower themselves to make a better use of public regulation both at national and EU level. In this article we challenge Kurzer and Cooper's claim that the industry was able to get its way in the Food Information to Consumers Regulation by successfully lobbying the European Parliament and benefiting from an industry-friendly rapporteur. We scrutinize their findings through a comprehensive analysis of all amendments tabled in the environmental committee at first reading and a process tracing of the 12 most salient issues. Our results indicate a rather balanced rapporteur and show that both the ENVI committee and the plenary EP changed the regulation in favour of consumer interests on a significant number of points, with key victories for the industry being the result of pressure from the Council, not from the European Parliament. The article focuses on the regulatory regime concerning European Union (EU) health claims, considering a case study of a yoghurt drink's marketing. It says that the case study of the yoghurt drink, called Optimel Control, in the Netherlands demonstrated that non-textual marketing claims' use was very important as compared to the use of textual claims. It suggests the presence of regulatory void which can be used by producers in marketing their products through health-advantageous ways.

Despite the scholarly consensus on the importance of civic organizations for the livability of neighborhoods, there are relatively few empirical studies examining to what extent these organizations engage in various forms of political participation to contribute to the quality of the neighborhood. The authors argue that to get a better overview of neighborhood-oriented forms of participation, it is necessary to look beyond those organizations with an explicit focus on the neighborhood and to include newer forms of participation such as coproduction, government-initiated plans that seek to address neighborhood issues through extensive cooperation with organizations. The authors argue that three groups of factors determine organizational participation: resources, engagement, and network position. An empirical analysis of survey data collected in 2007 from 400 organizations in eight neighborhoods in two Dutch cities shows that the impact of resources is virtually absent, whereas concern about the neighborhood and relations to pivotal organizations are positively related to participation. If elections are the hallmark of democracy, political science teachers should not forgo the opportunity to do something with them when they are taking place around the corner. This article therefore seeks to encourage teachers to engage students in doing exit polls within the framework of introductory courses in comparative politics. Exit polls are a perfect way to implement a problem-based type of learning within the political science curriculum and connect theory to practice, as well as bringing together academia and the local community. Below we outline the organisation of two exit polls that were conducted at a Dutch liberal arts college in 2006 and 2007 within the framework of a national and a provincial election. We discuss the logistics of organising the poll both outside and inside the classroom and propose a strategy and timetable to involve the class in drafting the survey. This article analyzes the relationship between social capital and neighborhood-oriented forms of participation within the context of an innovative Dutch neighborhood improvement program. On the basis of a survey among 307 residents, the author studies the link between three dimensions of social capital (neighborliness, trust in neighbors, and sense of duty) and three neighborhood-oriented forms of participation: informal governance, the conversion of specific neighborhood problems into action, and participation in the program. Neighborliness and a sense of duty are positively related to the various forms of participation, whereas the impact of trust is somewhat more ambiguous. A subsequent analysis of the residents' proposals shows that although some of them explicitly refer to the importance of social capital, the bulk of their plans simply demand resources (money, personnel, or policies) to address concrete issues. The author concludes that social capital is an important facilitator of people's capacity to prevent and solve such problems themselves but that at the same time a whole range of problems still needs to be addressed through direct governmental action. This article aims to explain variations in the participation of civic organizations in neighborhood projects. In particular, we inquire into the impact of the social networks of more than 400 local civic organizations on their participation in neighborhood projects in two Dutch cities. Two strands of literature constitute the basis for our arguments. First, there is much research on the determinants of individual participation showing that tenure, social-economic status, and being a member of the majority matter considerably. Second, network studies demonstrate that the structure and content of one's relationships substantially influences successive actions. Our expectations are based on both bodies of knowledge. We survey the civic organizations in eight neighborhoods and analyze the impact of their social networks using multinomial logistic regression models. The results show that the actual number of relations in the network and the density of the networks are positively associated with participation in neighborhood projects. Furthermore, we show that organizations with high proportions of ethnic minorities provide less support, despite their networks. Finally, organizations with many professionals working for them participate more if their networks are taken into consideration. [ABSTRACT FROM AUTHOR]

The future of food is one of the major world-wide challenges. In this perspective paper, we set-up a framework for a multi-disciplinary future food systems approach, building on the UN Sustainable Development Goals. We hereby combine a truly sustainable approach including social science aspects combined with the One Health approach. Scientists from a large number of backgrounds have addressed four key areas that are discussed in more detail in this paper: (i) nature inspired food production, (ii) sustainable immune resilience, (iii) social and cultural change of food behavior, and (iv) food fairness. We believe that transformations to integrated future food system approaches should move beyond single solutions and can only be solved by working in transdisciplinary settings of science, society, and industry.
