El trabajo investiga el efecto del crédito bancario a empresas en el sector privado en los sectores agropecuario, industrial y de servicios sobre el crecimiento del PIB per cápita en México empleando un panel de datos por entidad federativa para el periodo 2005-2018. La estimación controla por variables relacionadas con infraestructura, gasto público, exportaciones, inflación, capital humano, una variable categórica que captura la crisis financiera global de 2008-2009, e introduce un rezago de la variable dependiente para dar cuenta de su posible persistencia. Utilizando el Método Generalizado de Momentos a fin de controlar por posibles efectos endógenos entre las variables, se obtiene que un incremento de 10% en el crédito bancario como porcentaje del PIB eleva el crecimiento del PIB per cápita entre 0.61 y 0.81 puntos porcentuales. Estos resultados destacan la relevancia de medidas que promueven el sano desarrollo del sistema financiero en México.

We construct a panel data at the state level in Mexico for the years 2006, 2008 and 2011 in order to investigate the impact that entry deregulation efforts, states’ financial strength, crime level, and potential market profitability have on the cost of opening new businesses in Mexico, where this cost is taken from the Doing Business in Mexico report of the World Bank. Using a model that controls for both regional fixed effects and endogenous effects, we find that our measures of entry deregulation and states’ financial strength are associated with a reduction in the cost of opening a new business, while higher levels of crime and higher GDP per capita tend to increase it.

We review the behavior total factor productivity (TFP) growth in the Mexican economy during the period 1991–2011 using a new data set recently published by INEGI. Our analysis shows that TFP has had a negative contribution to output growth, although its traditional positive link with output growth is still present. The data also indicate that TFP growth in Mexico is highly concentrated and unstable, as there is just a handful of industrial branches that at any given moment account for most of the TFP growth observed, but that rarely remain at the top over time. The patterns identified here – low growth, concentration, and unsteadiness of TFP – are in accordance with what has been found using other data sets for the Mexican economy, and also with those that have been reported for other economies at different levels of aggregation.

We review some patterns of Total Factor Productivity (TFP) growth in the Mexican economy during the period 1991-2011 using the KLEMS data set published by INEGI in 2013. The data shows a strong positive correlation between TFP and output growth. As a result, tests were performed in order to determine a possible causality between these two variables, with the results not rejecting the hypothesis of causality running in both directions. Another pattern that also emerges from the data set is that TFP growth in Mexico tends to be fairly concentrated and highly irregular, as just a reduced share of the subsectors in any given time period tends to account for most of the TFP growth, and also because the distribution of their performance is far from being the same across time. These patterns are similar to those found in other data sets of the Mexican economy, as well as in data from the United States and the United Kingdom at different levels of aggregation.

El sector de las telecomunicaciones en México experimentó una profunda transformación durante la década de los años noventa: el monopolio público telefónico fue privatizado (1990), se emitió una nueva ley del sector (1995), se creó un nuevo ente regulador (1996) y se abrió a la competencia el segmento de larga distancia (1997). El cambio estructural en el sector trajo consigo avances importantes en materia de densidad, calidad y precios de los servicios. Sin embargo, estos avances han sido insuficientes para impedir que en México sigamos contando con una baja densidad telefónica y precios elevados de los servicios, en relación con los estándares internacionales. Los factores que pudieran considerarse como responsables del rezago de las telecomunicaciones en México son variados y difíciles de cuantificar. Sin embargo, evidentemente el haber privatizado Telmex antes de que se estableciera un marco legal adecuado, preciso y transparente es una de las causas principales del atraso que caracteriza al sector de las telecomunicaciones en nuestro país. Otro factor, que también contribuye a este rezago, es la carencia de un ente regulador verdaderamente independiente. En la actualidad, la Comisión Federal de Telecomunicaciones (Cofetel) y la Secretaría de Comunicaciones y Transportes (SCT) se distribuyen las funciones de regulación. La primera (la Cofetel) se ocupa principalmente de administrar, registrar, vigilar, opinar, coordinar, etc., pero no de tomar decisiones; la toma de decisiones descansa en la SCT y, por lo tanto, en el Ejecutivo Federal. Eso implica la posibilidad de que ciertas metas económicas más generales -como mantener la estabilidad en los mercados financieros- puedan anteponerse al desarrollo del sector. La combinación de un marco legal impreciso y de un ente regulador, sin verdadera independencia, crean las condiciones ideales para que las reformas que son necesarias y urgentes no se llevan a cabo con la prestancia requerida, como la que atiende a la modificación de la canasta de servicios básicos controlados y el sistema de precios tope; así como la definición del procedimiento para determinar de manera transparente las tarifas de interconexión, la creación de un fondo para financiar el servicio universal, etc. Es preocupante que algunas deficiencias legales y regulatorias sean tan obvias y aunque existen los medios para efectuar los cambios, muy poco se ha hecho para corregirlas. Las reformas al sector llevan ya cuatro años de retraso. Esperemos que la nueva Legislatura federal asuma el reto que representa el sector de las telecomunicaciones y le dedique el tiempo y los recursos apropiados para promover, con rapidez y eficacia, los cambios necesarios.
