2. Using Evidence to Increase College Access and Completion: How a Tiered Evidence Grant Program Could Improve Post-Secondary Student Outcomes

Abstract

Only 60 percent of students in post-secondary education in the United States graduate within six years of enrollment. Some minority and disadvantaged students graduate at significantly lower rates. As Congress considers reauthorizing the Higher Education Act, some consideration is being given to promoting greater use of evidence-based programs and practices to address these gaps. One option is to create a tiered evidence grant program to support the development, validation, and scaling of evidence-based interventions. Congress has already shown an interest in this approach, with the House Education and the Workforce Committee choosing to include a tiered evidence program, called Impact Grants, in its reauthorization bill earlier this year. A tiered evidence grant program could help address existing college completion disparities for the following reasons: (1) Existing College Completion Rates Are Too Low: The overall college graduation rate is too low and even lower for disadvantaged students. The federal government currently spends over $26 billion per year for Pell Grants for low-income students, but approximately half of these students fail to graduate. The broader economy also suffers as these students fail to become prepared for higher-wage jobs; (2) Evidence-based Strategies Can Improve Educational Outcomes: Researchers have begun to identify evidence-based interventions -- including remedial instructional reforms, academic counseling and mentoring, and comprehensive supports -- that have been shown to increase graduation rates; (3) More Evidence Is Needed of What Works: Most of the existing research on post-secondary interventions is still preliminary. Few interventions are backed by strong evidence of effectiveness. Funding for further research is small, particularly when compared to the billions of dollars spent annually on financial aid and direct assistance to colleges and universities; and (4) Tiered Evidence Grants are a Cost-effective Evidence Building Strategy: Tiered evidence grants, which have been used successfully in other program areas such as K-12 education, are a promising strategy. Because they can be created within existing grant programs, they can build the evidence base at little or no extra cost to the federal government. This paper reviews the potential benefits of a federal tiered evidence grant program in higher education. It includes a review of the existing evidence and draws on lessons learned from other tiered evidence grant programs that could help improve its design.

3. Evidence-Based Comprehensive School Improvement: How Using Proven Models and Practices Could Overcome Decades of Failure

Persistently low-performing schools have been repeatedly targeted for comprehensive reform for more than two decades, usually with poor results. These efforts have suffered, however, because they were often poorly implemented or insufficiently grounded in rigorous research. The Every Student Succeeds Act (ESSA), enacted in 2015, provides a framework for reversing this track record of failure through the greater adoption of proven, evidence-based practices and programs. This paper reviews the history of K-12 turnaround efforts and how evidence has been, and could be, used to improve upon these previous efforts.

4. Building and Using Evidence in Charter Schools: How Charter Schools Could Become Innovation Laboratories for K-12 Education

Abstract

As originally envisioned, charter schools were intended to be laboratories of innovation. Offered broad flexibility in exchange for performance-based accountability, they were well-positioned to test, validate, and adopt new practices in a public school environment. Thus far, however, charter schools have only partly delivered on this mission. While there are many pockets of excellence in the sector, there appears to be less innovation than was hoped for overall. One possible solution is greater public investment in research on charter-related education practices. Combining such research with greater inducements for charter schools to adopt proven practices could produce widespread performance gains that have been largely missing from the sector. This paper reviews the options for making charter schools more innovative and evidence-based.

5. Investing in Innovation (i3): Strong Start on Evaluating and Scaling Effective Programs, but Greater Focus Needed on Innovation

This report is an evaluation of the Investing in Innovation (i3) program, a tiered-evidence grantmaking initiative at the U.S. Department of Education. The program's primary purpose is to support the development, testing, and scaling of field-initiated programs for high-need students in K-12 education. This report reviews the program's early progress. Its findings are based on a review of publicly available final project evaluations, internal performance reports obtained through a Freedom of Information Act (FOIA) request, and interviews with current and former officials from the U.S. Department of Education, i3 project directors, and several national experts in education.

7. Performance Partnership Pilots: Projects May Need More Time to Test Local Flexibility and Coordinated Services

Abstract

First authorized by Congress in January 2014, P3 allows a limited number of local projects that are focused on youth to align and better coordinate federally-funded programs and services. Although focused on a particular subset of youth -- those who are disconnected or at risk of becoming disconnected from education or the workforce -- the program is seen as a possible model for increased federal flexibility. This paper examines the early progress of this initiative. It is based on a review of project grant applications and performance agreements, interviews with six of the first round pilots, and interviews with federal officials overseeing the program.

Abstract

New Zealand White (NZW) laboratory rabbits (Oryctolagus cuniculus), as well as their ancestors the European Rabbit, are a social species that exhibit numerous benefits to being housed accordingly. Although these rabbits are innately gregarious, certain behaviors can still arise when kept in captivity, which if left unchecked, can confound research results or lead to wounding, which in extreme cases can be severe. To prevent these issues, there must be a well-structured plan for the monitoring and maintenance of paired laboratory rabbits. The purpose of this protocol is to present effective procedures for establishing newly paired NZW rabbits as well as methods for successful maintenance. Multiple methods have been tested for the creation of newly paired female rabbits from the vendor, but the most efficacious technique emphasizes capitalizing on the stress bonding from transport, urine marking, pairing in a neutral cage with no forced sharing of resources and a system of monitoring and intervention. To determine the best method of housing paired rabbits in a standard caging environment, data were collected to generate a behavioral ethogram. Behaviors were then quantified as positive, neutral or negative and were tracked across the lifespan of the pair to determine which behaviors indicated pair success or failure. With the newfound knowledge of socially housed laboratory NZW rabbit behavior, enrichment intervention was applied to alleviate aggression and prevent wounding, thus resulting in a higher percentage of successful pairs. Through several years of trialing different pairing methods, the development of the ethogram and the resulting enrichment interventions, understanding of the highly complex social constructs that dominate pair housed rabbit behavior has dramatically increased and allowed for the provision of more species-specific care and increased standards of welfare.

Abstract

Venous thrombosis (VT) is a significant cause of morbidity and mortality in humans. Surgical animal models are crucial in studies investigating the pathogenesis of this disease and evaluating VT therapies. Because inflammation is critical to both the development and resolution of VT, analgesic medications have the potential to adversely affect multiple parameters of interest in VT research. The objective of this study was to determine how several common analgesics affect key variables in a murine ligation model of deep vein thrombosis. Male C57BL/6 mice were randomly assigned to receive either local (bupivacaine) or systemic parenteral analgesia (buprenorphine, tramadol, or carprofen) or 0.9% NaCl (control). All mice underwent laparotomy and ligation of the inferior vena cava, and treatment was continued until euthanasia at 6 or 48 h after surgery. Analysis of harvested tissues and blood included: hematology, thrombus weight, serum and vein-wall cytokines (IL1β, IL6, IL10, TNFα), soluble P-selectin, and vein-wall leukocyte infiltration. Compared with 0.9% NaCl, all of the analgesics affected multiple parameters important to VT research. Carprofen and tramadol affected the most parameters and should not be used in murine models of VT. Although they affected fewer parameters, a single dose of bupivacaine increased thrombus weight at 6 h, and buprenorphine was associated with reduced vein wall macrophages at 48 h. Although we cannot recommend the use of any of the evaluated analgesic dosages in this mouse model of VT, buprenorphine merits additional investigation to ensure the highest level of laboratory animal care and welfare.
