Abstract

This handbook engages with and broadens current debates on men and masculinities in conflict and peacebuilding. Through an expansive range of chapters across a unique array of geographical settings, the volume shatters prevailing assumptions about men’s relationship to conflict and its wake. Situated across scholarship, policy, and practice, the contributions offer new possibilities for a more complex and complete picture of the gendered tapestries of conflict, peace, and the spaces in between. The handbook combines feminist, intersectional, relational, decolonial, and queer perspectives on the conceptualisation of masculinities in conflict and peacebuilding. This approach provides us with the tools to go beyond direct, physical, conflict-related violence to examine less visible forms of violence and power as well as other ways in which masculinities interact with conflict and peace. In doing so, the book permits a multi-faceted view of men’s roles, relationships, vulnerabilities, and non-violent agencies in conflict and peacebuilding across scholarship, policy, and practice. This book will be of much interest to students of gender, masculinities, peace and conflict studies, and international relations. 4. A Guide to Equivariant Parametrized Cohomology

Abstract

This article investigates equivariant parametrized cellular cohomology, a cohomology theory introduced by Costenoble-Waner for spaces with an action by a compact Lie group $G$. The theory extends the $RO(G)$-graded cohomology of a $G$-space $B$ to a cohomology graded by $RO(\Pi B)$, the representations of the equivariant fundamental groupoid of $B$. This paper is meant to serve as a guide to this theory and contains some new computations. We explain the key ingredients for defining parametrized cellular cohomology when $G$ is a finite group, with particular attention to the case of the cyclic group $G=C_2$. We compute some examples and observe that $RO(\Pi B)$ is not always free. When $G$ is the trivial group, we explain how to identify equivariant parametrized cellular cohomology with cellular cohomology in local coefficients. Finally, we illustrate the theory with some new computations of parametrized cellular cohomology for several spaces with $G = C_2$ and $G=C_4$.

Abstract

In this paper, we construct a Real equivariant version of the B\"okstedt spectral sequence which takes inputs in the theory of Real Hochschild homology developed by Angelini-Knoll, Gerhardt, and Hill and converges to the equivariant homology of Real topological Hochschild homology, $\text{THR}$. We also show that when $A$ is a commutative $C_2$-ring spectrum, $\text{THR}(A)$ has the structure of an $A$-Hopf algebroid in the $C_2$-equivariant stable homotopy category.

7. Delineating Perpetratorhood : On Race, Masculinities, and Fighting Impunity for Sexual Violence in DRC 1

Abstract

Examining delineations of male “perpetratorhood” in efforts to fight impunity for sexual violence in conflict, this chapter brings into view a discordance between whom these are intended to target and who is typically held to account in practice by local courts. We demonstrate how, why, and with what effect global policy and advocacy discourses underpinning the fight against impunity rest on a carefully curated, but nevertheless restrictive, understanding of sexual violence in conflict. Crudely, this sexual violence is perpetrated by racialized male combatants against female civilians. We subsequently offer a close appraisal of judicial efforts to fight impunity for sexual violence in eastern DRC – which has long been a key focus of global campaigns to end sexual violence in conflict. We demonstrate that quotidian efforts to fight impunity in eastern DRC largely function to punitively regulate masculinities and normative arrangements of intimacy between young people through the courts. We conclude, therefore, with a call to paying closer attention to the nature of sexual violence cases making it to and through the courts to ensure that efforts to fight impunity for sexual violence in conflict contribute to successfully securing gender justice for survivors in the pursuit of a gendered peace.

Abstract

This dissertation examines the gendered parameters of internationally driven responses to sexual violence in armed conflict. Responding to sexual violence in conflict is now an established priority across international policy agendas, including the United Nations Security Council's framework on Women, Peace and Security (WPS). Over the last decade, a vast multi-sectoral response architecture has been developed to address and redress the issue. At the level of scholarship, the targeted focus on sexual violence in international security gave new life to feminist debates around the boundaries of 'gender' in armed conflict. In particular, scholars point to the limits of dualistic assumptions of gender positioning women as the inevitable victims of sexual violence in conflict, and men as its inevitable perpetrators. While pervasive across conflict contexts, sexual violence documented in eastern DRC has been an important focus of these developments and attendant debates across scholarship, policy and practice. Against the backdrop of the WPS agenda and through the case study of eastern DRC, this dissertation builds on this scholarship. Empirically, it explores the relationship between internationally developed responses to sexual violence in conflict and their implications in practice. Conceptually, it examines how, why, and with what effect gendered assumptions underpinning the response architecture bear upon understandings of 'gender' in conflict more broadly. Drawing on extensive qualitative research conducted at the UN Headquarters in New York and in eastern DRC, I demonstrate that responses to sexual violence reify the (perceived) inevitability of female 'victim-survivorhood' and male 'perpetratorhood.' In other words, and by calling particular attention to institutional politics of policymaking and operational constraints of policy implementation, I argue that gender protection mechanisms ultimately protect 'gender.' In doing so, this thesis adds empirical and conceptual weight to calls for more complex, intersectional, and inclusive understandings of gender (and) protection in armed conflict and its aftermath.

10. Simulated Mima mounds emerge from small interactions

Abstract

The Mima-mound-and-vernal-pool topography of California is rich in endemic plant and invertebrate species, but we do not know how this unusual environment is created or maintained. Burrowing rodents have been observed to move soil upwards at annual rates sufficient to maintain the mounds despite erosion, but there is no tested explanation of this behavior. We propose that the mounds are an emergent effect of small-scale (10 cm, 1 day) interactions between topography, hydrology, plant growth, and rodent burrowing. A cellular automata simulation of these processes both generates and maintains mound-pool topography with minimal dependence on initial conditions, and can also describe mound morphogenesis on slopes, where observed mound geometry is distinct from that on level ground., Comment: 13 pages in draft layout, 6 figures

15. The making and re-making of the 'rape capital of the world': on colonial durabilities and the politics of sexual violence statistics in DRC.

Abstract

This article examines the production of knowledge about sexual violence in the postcolonial warscape of the Democratic Republic of the Congo (DRC), with a particular eye on the politics of statistics. Over the last decade, 'hard numbers' have become central to 'knowing' sexual violence in conflict, including in DRC. Statistics depicting the exceptional scale of sexual violence in DRC were core to its making as the 'rape capital of the world'. Given the challenges of quantifying this sensitive issue, sexual violence statistics are nevertheless imbued with striking, if misleading, reliability. In this piece, I explore how sexual violence statistics in DRC are produced and consider what they can and cannot convey. Subsequently placing DRC in historical context, I highlight eerie resonances of this contemporary emphasis on sexual violence with the country's colonial past. Doing so, I join postcolonial scholars in calling attention to colonial durabilities that shape the knowledges that are not only accepted, but perhaps expected, in a region long cast under a deeply and intimately sexuo-racialised gaze. Notably, this gaze is one that depicts the 'Congolese woman' as always-already a victim, and the 'Congolese man' as always-already defined by presumed 'perpetratorhood'. Affirming the importance of such analytical vigilance vis-à-vis sexual violence statistics in particular, this article concludes by calling for concurrent authorial vigilance on the part of critical scholars. Indeed, we must ensure that efforts to complicate dominant narratives of sexual violence in DRC do not undermine, silence, or deny the experiential realities encoded in the knowledges we critique. 17. Equality on His Terms: Doing and Undoing Gender through Men’s Discussion Groups

Abstract

Efforts to promote gender equality often encourage changes to interpersonal interactions as a way of undermining gender hierarchy. Such programs are premised on the idea that the gender system can be “undone” when individuals behave in ways that challenge prevailing gender norms. However, scholars know little about whether and under what conditions real changes to the gender system can result from changed behaviors. We use the context of a gender sensitization program in the Democratic Republic of Congo to examine prospects for transformative change at the interactional level of the gender system. Over nine months, we observed significant changes in men’s quotidian practices. Further, we identified a new commitment among many men to a more equal division of household labor. However, participants consistently undermined the transformative potential of these behavioral changes through their dedication to maintaining control over the objective, process, and meaning of change, resisting conceptions of equality that challenged the gender system. Because quotidian changes left gender hierarchy intact, they appear unlikely to destabilize the logics that legitimate women’s subordination.
