[Purpose/Significance] Talent data have become the most important production factor and strategic resource. Building a scientific and technological (S&T) talent database has become an inevitable way to narrow the digital divide and accelerate the digital and intelligent transformation of talent work. Therefore, this study builds an S&T talent database to promote scientific decision-making for talent development, precision in attracting new quality technical talent, reform in evaluating S&T talents, and building talent system for new quality productive forces. [Method/Process] By analyzing the practical requirements and significance of building an S&T talent database, this study first explores and analyzes the intrinsic logic of promoting the development of new quality productive forces through an S&T talent database. It then summarizes the challenges facing the current construction of a S&T talent database, including the scattering and concealment of S&T talent data, the lack of policies and standardized systems for S&T talent data, the inadequate exploration of value-added S&T talent data, the need to expand the application of digital technology in talent work, and the security risks of S&T talent data. In response to these challenges, this paper finally proposes the idea of building an S&T talents database, and introduces the research exploration and application practice on it, including the construction of big data database for S&T talent aimed at the development of new quality productive forces, the development of AI-powered talent data computing engine, research into the system for profiling new quality technical talent, the analysis of talent growth paths for the training of new quality technical talent, the identification method of new quality talented professionals based on big data, the development of an efficient digital platform for talent management, and the development of a strategic analysis platform for technical talent. [Results/Conclusions] The construction of S&T talent database is an objective requirement for the development of the digital era and an inevitable requirement for the formation of new quality productive forces. Building big data for S&T talent, empowering talent workflow with big data and artificial intelligence technology can help empower talent workflow, release the enormous energy contained in digitalization, effectively activate the internal momentum of talented professionals, institutions, society, and government, and then continuously improve the efficiency of talent resource allocation, the operational efficiency of talent work, the overall effectiveness of talent development governance, and promote the development of new quality productive forces.

Sea-level rise has important implications for the economic and infrastructure security of coastal cities. Land subsidence further exacerbates relative sea-level rise. The Beijing–Tianjin–Hebei region (BTHR) along the Bohai Bay is one of the areas most severely affected by ground subsidence in the world. This study applies the Small Baseline Subset Interferometric Synthetic Aperture Radar (SBAS InSAR) method to analyze 47 ALOS PALSAR-2 images with five frames, mapping subsidence across 21,677.7 km2 and revealing spatial patterns and trends over time from 2015 to 2021. This is one of the few published research studies for large-scale and long-term analysis of its kind using ALOS-2 data in this region. The results reveal the existence of six major areas affected by severe subsidence in the study area, with the most pronounced in Jinzhan Town, Beijing, with the maximum subsiding velocity of −94.42 mm/y. Except for the two subsidence areas located in Chaoyang District of Beijing and Guangyang District of Langfang City, the other areas with serious subsidence detected are all located in suburban areas; this means that the strict regulations of controlling urban subsidence for downtown areas in the BTHR have worked. The accumulated subsidence is highly correlated with the time in the time series. Moreover, the subsidence of 161.4 km of the Beijing–Tianjin Inter-City High-Speed Railway (HSR) and 194.5 km of the Beijing–Shanghai HSR (out of a total length of 1318 km) were analyzed. It is the first time that PALSAR-2 data have been used to simultaneously investigate the subsidence along two important HSR lines in China and to analyze relatively long sections of the routes. The above two railways intersect five and seven subsiding areas, respectively. Within the range of the monitored railway line, the percentage of the section with subsidence velocity below −10 mm/y in the monitoring length range is 11.2% and 27.9%; this indicates that the Beijing–Shanghai HSR has suffered more serious subsidence than the Beijing–Tianjin Inter-City HSR within the monitoring period. This research is also beneficial for assessing the subsidence risk associated with different railways. In addition, this study further analyzed the potential reasons for the serious land subsidence of the identified areas. The results of the geological interpretation still indicate that the main cause of subsidence in the area is due to hydrogeological characteristics and underground water withdrawal. Metal–organic frameworks (MOFs) can catalyze the oxygen evolution reaction (OER) process. Despite the established link between pristine MOFs and electrocatalysts, a number of limitations still hamper the understanding of the key factors that determine OER performance. In this paper, taking the ideal Co-MOF model as the structural basis (this MOF contains unsaturated coordinated metal centers and one-dimensional metal chains), nickel ions and/or iron ions are introduced to obtain isostructural bimetallic and trimetallic MOFs. Furthermore, the valence state of the iron element in the trimetallic MOF is regulated to improve the OER performance. The electrochemical performance test results confirm that the trimetallic (Co1Ni1)2Fe1(II)-MOF regulated by valence state shows excellent catalytic performance in the OER, which is superior to monometallic and bimetallic MOFs. Its enhanced catalytic performance can be attributed to the synergistic interactions between unsaturated Co, Ni and Fe sites as well as the faster charge transfer ability of the FeII/FeIII mixed-phase system, which facilitates the optimization of the adsorption and activation processes of the reactants/intermediates. This exploration provides a new perspective for further studying the structure–performance relationship of metal–organic framework materials and developing more efficient OER catalysts. Background: Blood flow restriction training (BFRT) can produce effects similar to high-intensity exercise at lower intensities, making it a potentially more suitable method for older adults with sarcopenia. This study aims to determine the efficacy of the intervention on improving physical fitness in older adults with sarcopenia when blood flow restriction (BFR) and aerobic exercise (AE) are combined (BFR-AE) and to explore the related metabolic and signaling mechanisms. Methods: This is a three-arm, parallel, randomized controlled trial. A total of 171 participants, aged 60 to 90 years, with sarcopenia will be randomly assigned (1:1:1) into one of three groups: a control group, an AE group, and a BFR-AE group. The participants in the control group will maintain their usual diet and activity habits. Those in the AE and BFR-AE groups will undergo a 12-week program of AE and BFR-AE respectively. The primary outcomes will include two long-term indicators: the 6-minutes walking test and 30-s chair stand test. Secondary outcomes will include additional long-term measures (eg, appendicular skeletal muscle mass index, handgrip strength, five-time chair stand test, lower extremity knee extensor and flexor muscle strength, sleep quality, emotion status, serum metabonomic and signal proteins), as well as instantaneous indicators (eg, blood pressure, heart rate, saturation of pulse oxygen, rating of perceived exertion, pain score and blood lactate concentration), adherence to exercise, and adverse events. Outcomes will be assessed at one of or all the time points of baseline, 12 and 24 weeks. Discussion: It is expected that, after 12 weeks of intervention, both exercise groups will show improvements in cardiorespiratory and muscular fitness, with the BFR-AE group demonstrating greater benefits than the AE group alone. Heart failure (HF) remains a significant global health concern with limited effective treatments available. C1q/TNF‐related protein 6 (CTRP6) is a member of the CTRP family analogous to adiponectin and its role in HF pathogenesis remains unclear. Here, we investigated the impact of CTRP6 on HF progression. To mimic heart failure with reduced ejection fraction (HFrEF), we used isoproterenol injection in mice and administered adenovirus vectors expressing CTRP6 (Ad‐CTRP6) via tail vein injection. We assessed cardiac function through echocardiography and histology. CTRP6's effects on hypertrophy, fibrosis, apoptosis, oxidative stress and mitochondrial function were analysed. Downstream pathways (phosphorylated AMP‐activated protein kinase (p‐AMPK), sirtuin 1 (SIRT1) and peroxisome proliferator‐activated receptor γ coactivator 1‐α (PGC‐1α) were studied in heart tissues. In vitro, isoproterenol‐stimulated H9c2 cardiomyocytes were treated with CTRP6 to examine viability, apoptosis, F‐actin and signalling proteins. Compound C was used to assess AMPK involvement. CTRP6 expression was lower in the plasma of HF patients. In an isoproterenol‐induced HFrEF mouse model, adenovirus‐mediated overexpression of CTRP6 ameliorated cardiac dysfunction and reduced cardiomyocyte apoptosis, oxidative stress, inflammation and myocardial injury markers. Mechanistically, CTRP6 activation of the AMPK/SIRT1/PGC‐1α signalling pathway restored mitochondrial homeostasis, evidenced by reduced mitochondrial reactive oxygen species levels, increased ATP content, and enhanced mitochondrial complex I/III activities in cardiac tissues. In vitro studies using isoproterenol‐stimulated H9c2 cardiomyocytes corroborated these findings, demonstrating that CTRP6 upregulation attenuated hypertrophy, apoptosis, oxidative stress and mitochondrial dysfunction. Furthermore, these effects were partially reversed by the AMPK inhibitor Compound C, implicating the involvement of the AMPK pathway in CTRP6‐mediated cardioprotection.
