Forests play a critical role in the global carbon cycle by sequestering carbon in the form of aboveground biomass. Area-based conservation measures, such as protected areas (PAs), are a cornerstone conservation strategy for preserving some of the world's most at-risk forest ecosystems. Beyond PAs, tree planting and forest restoration have been lauded as solutions to combat climate change and criticized as ways for polluters to offset carbon emissions. Consistent monitoring and quantification of forest restoration can impact decisions on future restoration activities. In this dissertation, I utilized a fusion of remote sensing assets and a combination of remote sensing with impact assessment techniques, to obtain objective baseline information for reconstructing past forest biomass conditions, and for monitoring and quantifying the patterns and success of forest regrowth in areas that underwent different forest management interventions. This overarching research goal is approached in three studies corresponding to chapters 2-4. In chapter 2, PAs’ effectiveness in storing biomass carbon and preserving forest structure is assessed on a regional scale using Global Ecosystem Dynamics Investigation (GEDI) lidar data in combination with a counterfactual analysis using statistical matching. This chapter provides an assessment of the reference condition of the biomass carbon storage capacity by one of the most stringent forest management means. The study finds that analyzed PAs in Tanzania possess 24.4% higher biomass densities than their unprotected counterparts and highlights that community-governed PAs are the most effective category of PAs at preserving forest structure and aboveground biomass density (AGBD). Earth Observation data are uniquely positioned to estimate forest aboveground biomass density (AGBD) in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) principles of ‘transparency, accuracy, completeness, consistency and comparability’. However, the use of space-based AGBD maps for national-level reporting to the UNFCCC is nearly non-existent as of 2023, the end of the first global stocktake (GST). We conduct an evidence-based comparison of AGBD estimates from the NASA Global Ecosystem Dynamics Investigation and ESA Climate Change Initiative, describing differences between the products and National Forest Inventories (NFIs), and suggesting how science teams must align efforts to inform the next GST. Between the products, in the tropics, the largest differences in estimated AGBD are primarily in the Congolese lowlands and east/southeast Asia. Where NFI data were acquired (Peru, Mexico, Lao PDR and 30 regions of Spain), both products show strong correlation to NFI-estimated AGBD, with no systematic deviations. The AGBD-richest stratum of these, the Peruvian Amazon, is accurately estimated in both. These results are remarkably promising, and to support the operational use of AGB map products for policy reporting, we describe targeted ways to align products with Intergovernmental Panel on Climate Change (IPCC) guidelines. We recommend moving towards consistent statistical terminology, and aligning on a rigorous framework for uncertainty estimation, supported by the provision of open-science codes for large-area assessments that comprehensively report uncertainty. Further, we suggest the provision of objective and open-source guidance to integrate NFIs with multiple AGBD products, aiming to enhance the precision of national estimates. Finally, we describe and encourage the release of user-friendly product documentation, with tools that produce AGBD estimates directly applicable to the IPCC guideline methodologies. Surface soil moisture (SSM) plays a critical role in many hydrological, biological and biogeochemical processes. It is relevant to farmers, scientists, and policymakers for making effective land management decisions. However, coarse spatial resolution and complex interactions of microwave radiation with surface roughness and vegetation structure present limitations within active remote sensing products to directly monitor soil moisture variations with sufficient detail. This paper discusses a strategy to use vegetation indices (VI) such as greenness, water stress, coverage, vigor, and growth dynamics, derived from Earth Observation (EO) data for an indirect characterization of SSM conditions. In this regional-scale study of a wetland environment, correlations between the coarse Advanced SCATterometer-Soil Water Index (ASCAT-SWI or SWI) product and statistical measurements of four vegetation indices from higher resolution Sentinel-2 data were analyzed. The results indicate that the mean value of Fraction of Absorbed Photosynthetically Active Radiation (FAPAR) correlates most strongly to the SWI and that the wet season vegetation traits show stronger linear relation to the SWI than during the dry season. The correlation between VIs and SWI was found to be independent of the underlying dominant vegetation classes which are not derived in real-time. Therefore, fine-scale vegetation information from optical satellite data convey the spatial heterogeneity missed by coarse synthetic aperture radar (SAR)-derived SSM products and is linked to the SSM condition underneath for regionalization purposes.
