Generative Artificial Intelligence (AI) technologies are in a phase of unprecedented rapid development following the landmark release of Chat-GPT, which brought the phenomenon to wide public attention. As the deployment of AI products rises geometrically, considerable attention is being given to the threats and opportunities that AI technologies offer, and to the need for regulatory and standards initiatives to ensure that use of the technology aligns with societal needs and generates broad benefits while mitigating risks and threats. This manuscript is the third of a series of White Papers informing the development of IEEE-SA's p3995 {\it `Standard for the Implementation of Safeguards, Controls, and Preventive Techniques for Artificial Intelligence Models'} \cite{P3395}, Chair Marina Cort\^{e}s. This part focuses on assessing calmly and objectively, as far as is possible, the current state of Artificial Intelligence (AI) technology development and identifying predominant trends, prospects, and ensuing risks. It necessarily forms a snapshot of the current instant of a rapidly-evolving landscape, with new products and innovations emerging continuously. Generative Artificial Intelligence (AI) models may carry societal transformation to an extent demanding a delicate balance between opportunity and risk. This manuscript is the first of a series of White Papers informing the development of IEEE-SA's p3995: `Standard for the Implementation of Safeguards, Controls, and Preventive Techniques for Artificial Intelligence (AI) Models', Chair: Marina Cort\^{e}s (https://standards.ieee.org/ieee/3395/11378/). In this first horizon-scanning we identify key attention areas for standards activities in AI. We examine different principles for regulatory efforts, and review notions of accountability, privacy, data rights and mis-use. As a safeguards standard we devote significant attention to the stability of global infrastructures and consider a possible overdependence on cloud computing that may result from densely coupled AI components. We review the recent cascade-failure-like Crowdstrike event in July 2024, as an illustration of potential impacts on critical infrastructures from AI-induced incidents in the (near) future. We show that Hawking black-hole evaporation saturates the Landauer Principle of information thermodynamics. Our result implies that information loss experienced by a black hole during Hawking evaporation takes place as efficiently as possible. We also extend the analysis to the case of Barrow entropy as a phenomenological realization of a fractal event horizon, where the Landauer Principle informs amongst different options for the black hole temperature. The latest results on baryon acoustic oscillations from DESI (Dark Energy Spectroscopic Instrument), when combined with cosmic microwave background and supernova data, show indications of a deviation from a cosmological constant in favour of evolving dark energy. Use of a pivot scale for the equation of state $w$ shows that this evidence is concentrated in the derivative of $w$ rather than its mean offset from $-1$, indicating a new cosmic coincidence where the mean equation of state matches that of the $\Lambda$CDM model precisely in the region probed by the observations. An equivalent way to express this is to say that the dark energy hits the maximum value that it will ever achieve within the observed window. The energetic causal set (ECS) program of Cort\^es and Smolin, whose distinguishing feature is the foundational time irreversibility of the evolution equations, was initiated ten years ago. The toy model used to show the emergence of the time-reversible phase from the time-irreversible foundational regime originally had only one spatial dimension (1d+1). The extension to two and more spatial dimensions has posed a substantial challenge, where the higher-dimensional set of solutions had measure zero (involving infinitely-specified initial conditions). This challenge is overcome here with the extension of the ECS to 2+1 dimensions, invoking a finite interaction cross-section to determine generation of new events and including an adjustable fundamental stochasticity. Successfully, as in the 1+1 dimensional case, we observe a phase transition into a time-symmetric phase, here through the emergence of crystal-like structures. Due to the irreversible evolution we also witness the discrete dynamical systems (DDS) behaviour of the 1d+1 case explored in later articles of the ECS program, in which the model is captured in and out of the limit cycles which here take the form of lattice crystals. Can new cosmic physics be uncovered through tensions amongst datasets? Tensions in parameter determinations amongst different types of cosmological observation, especially the `Hubble tension' between probes of the expansion rate, have been invoked as possible indicators of new physics, requiring extension of the $\Lambda$CDM paradigm to resolve. Within a fully Bayesian framework, we show that the standard tension metric gives only part of the updating of model probabilities, supplying a data co-dependence term that must be combined with the Bayes factors of individual datasets. This shows that, on its own, a reduction of dataset tension under an extension to $\Lambda$CDM is insufficient to demonstrate that the extended model is favoured. Any analysis that claims evidence for new physics {\it solely} on the basis of alleviating dataset tensions should be considered incomplete and suspect. We present a joint cosmic shear analysis of the Dark Energy Survey (DES Y3) and the Kilo-Degree Survey (KiDS-1000) in a collaborative effort between the two survey teams. We find consistent cosmological parameter constraints between DES Y3 and KiDS-1000 which, when combined in a joint-survey analysis, constrain the parameter $S_8 = \sigma_8 \sqrt{\Omega_{\rm m}/0.3}$ with a mean value of $0.790^{+0.018}_{-0.014}$. The mean marginal is lower than the maximum a posteriori estimate, $S_8=0.801$, owing to skewness in the marginal distribution and projection effects in the multi-dimensional parameter space. Our results are consistent with $S_8$ constraints from observations of the cosmic microwave background by Planck, with agreement at the $1.7\sigma$ level. We use a Hybrid analysis pipeline, defined from a mock survey study quantifying the impact of the different analysis choices originally adopted by each survey team. We study the effect of magnification in the Dark Energy Survey Year 3 analysis of galaxy clustering and galaxy-galaxy lensing, using two different lens samples: a sample of Luminous red galaxies, redMaGiC, and a sample with a redshift-dependent magnitude limit, MagLim. We account for the effect of magnification on both the flux and size selection of galaxies, accounting for systematic effects using the Balrog image simulations. We estimate the impact of magnification on the galaxy clustering and galaxy-galaxy lensing cosmology analysis, finding it to be a significant systematic for the MagLim sample. We show cosmological constraints from the galaxy clustering auto-correlation and galaxy-galaxy lensing signal with different magnifications priors, finding broad consistency in cosmological parameters in $\Lambda$CDM and $w$CDM. However, when magnification bias amplitude is allowed to be free, we find the two-point correlations functions prefer a different amplitude to the fiducial input derived from the image simulations. We validate the magnification analysis by comparing the cross-clustering between lens bins with the prediction from the baseline analysis, which uses only the auto-correlation of the lens bins, indicating systematics other than magnification may be the cause of the discrepancy. We constrain extensions to the $\Lambda$CDM model using measurements from the Dark Energy Survey's first three years of observations and external data. The DES data are the two-point correlation functions of weak gravitational lensing, galaxy clustering, and their cross-correlation. We use simulated data and blind analyses of real data to validate the robustness of our results. In many cases, constraining power is limited by the absence of nonlinear predictions that are reliable at our required precision. The models are: dark energy with a time-dependent equation of state, non-zero spatial curvature, sterile neutrinos, modifications of gravitational physics, and a binned $\sigma_8(z)$ model which serves as a probe of structure growth. For the time-varying dark energy equation of state evaluated at the pivot redshift we find $(w_{\rm p}, w_a)= (-0.99^{+0.28}_{-0.17},-0.9\pm 1.2)$ at 68% confidence with $z_{\rm p}=0.24$ from the DES measurements alone, and $(w_{\rm p}, w_a)= (-1.03^{+0.04}_{-0.03},-0.4^{+0.4}_{-0.3})$ with $z_{\rm p}=0.21$ for the combination of all data considered. Curvature constraints of $\Omega_k=0.0009\pm 0.0017$ and effective relativistic species $N_{\rm eff}=3.10^{+0.15}_{-0.16}$ are dominated by external data. For massive sterile neutrinos, we improve the upper bound on the mass $m_{\rm eff}$ by a factor of three compared to previous analyses, giving 95% limits of $(\Delta N_{\rm eff},m_{\rm eff})\leq (0.28, 0.20\, {\rm eV})$. We also constrain changes to the lensing and Poisson equations controlled by functions $\Sigma(k,z) = \Sigma_0 \Omega_{\Lambda}(z)/\Omega_{\Lambda,0}$ and $\mu(k,z)=\mu_0 \Omega_{\Lambda}(z)/\Omega_{\Lambda,0}$ respectively to $\Sigma_0=0.6^{+0.4}_{-0.5}$ from DES alone and $(\Sigma_0,\mu_0)=(0.04\pm 0.05,0.08^{+0.21}_{-0.19})$ for the combination of all data. We present cosmological constraints from the analysis of two-point correlation functions between galaxy positions and galaxy lensing measured in Dark Energy Survey (DES) Year 3 data and measurements of cosmic microwave background (CMB) lensing from the South Pole Telescope (SPT) and Planck. When jointly analyzing the DES-only two-point functions and the DES cross-correlations with SPT+Planck CMB lensing, we find $\Omega_{\rm m} = 0.344\pm 0.030$ and $S_8 \equiv \sigma_8 (\Omega_{\rm m}/0.3)^{0.5} = 0.773\pm 0.016$, assuming $\Lambda$CDM. When additionally combining with measurements of the CMB lensing autospectrum, we find $\Omega_{\rm m} = 0.306^{+0.018}_{-0.021}$ and $S_8 = 0.792\pm 0.012$. The high signal-to-noise of the CMB lensing cross-correlations enables several powerful consistency tests of these results, including comparisons with constraints derived from cross-correlations only, and comparisons designed to test the robustness of the galaxy lensing and clustering measurements from DES. Applying these tests to our measurements, we find no evidence of significant biases in the baseline cosmological constraints from the DES-only analyses or from the joint analyses with CMB lensing cross-correlations. However, the CMB lensing cross-correlations suggest possible problems with the correlation function measurements using alternative lens galaxy samples, in particular the redMaGiC galaxies and high-redshift MagLim galaxies, consistent with the findings of previous studies. We use the small scales of the Dark Energy Survey (DES) Year-3 cosmic shear measurements, which are excluded from the DES Year-3 cosmological analysis, to constrain the baryonic feedback. To model the baryonic feedback, we adopt a baryonic correction model and use the numerical package \texttt{Baccoemu} to accelerate the evaluation of the baryonic nonlinear matter power spectrum. We design our analysis pipeline to focus on the constraints of the baryonic suppression effects, utilizing the implication given by a principal component analysis on the Fisher forecasts. Our constraint on the baryonic effects can then be used to better model and ameliorate the effects of baryons in producing cosmological constraints from the next generation large-scale structure surveys. We detect the baryonic suppression on the cosmic shear measurements with a $\sim 2 \sigma$ significance. The characteristic halo mass for which half of the gas is ejected by baryonic feedback is constrained to be $M_c > 10^{13.2} h^{-1} M_{\odot}$ (95\% C.L.). The best-fit baryonic suppression is $\sim 5\%$ at $k=1.0 {\rm Mpc}\ h^{-1}$ and $\sim 15\%$ at $k=5.0 {\rm Mpc} \ h^{-1}$. Purely geometrical arguments show that there exist classes of homospectral inflationary cosmologies, i.e. different expansion histories producing the same spectrum of comoving curvature perturbations. We develop a general algorithm to reconstruct the potential of minimally-coupled single scalar fields from an arbitrary expansion history. We apply it to homospectral expansion histories to obtain the corresponding potentials, providing numerical and analytical examples. The infinite class of homospectral potentials depends on two free parameters, the initial energy scale and the initial value of the field, showing that in general it is impossible to reconstruct a unique potential from the curvature spectrum unless the initial energy scale and the field value are fixed, for instance through observation of primordial gravitational waves., Comment: 7 pages, 7 figures. We investigate solutions to the TAP equation, a phenomenological implementation of the Theory of the Adjacent Possible. Several implementations of TAP are studied, with potential applications in a range of topics including economics, social sciences, environmental change, evolutionary biological systems, and the nature of physical laws. The generic behaviour is an extended plateau followed by a sharp explosive divergence. We find accurate analytic approximations for the blow-up time that we validate against numerical simulations, and explore the properties of the equation in the vicinity of equilibrium between innovation and extinction. Cosmologists wish to explain how our Universe, in all its complexity, could ever have come about. For that, we assess the number of states in our Universe now. This plays the role of entropy in thermodynamics of the Universe, and reveals the magnitude of the problem of initial conditions to be solved. The usual budgeting accounts for gravity, thermal motions, and finally the vacuum energy whose entropy, given by the Bekenstein bound, dominates the entropy budget today. There is however one number which we have not accounted for: the number of states in our complex biosphere. What is the entropy of life and is it sizeable enough to need to be accounted for at the Big Bang? Building on emerging ideas within theoretical biology, we show that the configuration space of living systems, unlike that of their fundamental physics counterparts, can grow rapidly in response to emerging biological complexity. A model for this expansion is provided through combinatorial innovation by the Theory of the Adjacent Possible (TAP) and its corresponding TAP equation, whose solutions we investigate, confirming the possibility of rapid state-pace growth. While the results of this work remain far from being firmly established, the evidence we provide is many-fold and strong. The implications are far-reaching, and open a variety of lines for future investigation, a new scientific field we term biocosmology. The Universe contains everything that exists, including life. And all that exists, including life, obeys universal physical laws. Do those laws then give adequate foundations for a complete explanation of biological phenomena? We discuss whether and how cosmology and physics must be modified to be able to address certain questions which arise at their intersection with biology. We show that a universe that contains life, in the form it has on Earth, is in a certain sense radically non-ergodic, in that the vast majority of possible organisms will never be realized. Cross-correlations of galaxy positions and galaxy shears with maps of gravitational lensing of the cosmic microwave background (CMB) are sensitive to the distribution of large-scale structure in the Universe. Such cross-correlations are also expected to be immune to some of the systematic effects that complicate correlation measurements internal to galaxy surveys. We present measurements and modeling of the cross-correlations between galaxy positions and galaxy lensing measured in the first three years of data from the Dark Energy Survey with CMB lensing maps derived from a combination of data from the 2500 deg$^2$ SPT-SZ survey conducted with the South Pole Telescope and full-sky data from the Planck satellite. The CMB lensing maps used in this analysis have been constructed in a way that minimizes biases from the thermal Sunyaev Zel'dovich effect, making them well suited for cross-correlation studies. The total signal-to-noise of the cross-correlation measurements is 23.9 (25.7) when using a choice of angular scales optimized for a linear (nonlinear) galaxy bias model. We use the cross-correlation measurements to obtain constraints on cosmological parameters. For our fiducial galaxy sample, which consist of four bins of magnitude-selected galaxies, we find constraints of $\Omega_{m} = 0.272^{+0.032}_{-0.052}$ and $S_{8} \equiv \sigma_8 \sqrt{\Omega_{m}/0.3}= 0.736^{+0.032}_{-0.028}$ ($\Omega_{m} = 0.245^{+0.026}_{-0.044}$ and $S_{8} = 0.734^{+0.035}_{-0.028}$) when assuming linear (nonlinear) galaxy bias in our modeling. Considering only the cross-correlation of galaxy shear with CMB lensing, we find $\Omega_{m} = 0.270^{+0.043}_{-0.061}$ and $S_{8} = 0.740^{+0.034}_{-0.029}$. Joint analyses of cross-correlations between measurements of galaxy positions, galaxy lensing, and lensing of the cosmic microwave background (CMB) offer powerful constraints on the large-scale structure of the Universe. In a forthcoming analysis, we will present cosmological constraints from the analysis of such cross-correlations measured using Year 3 data from the Dark Energy Survey (DES), and CMB data from the South Pole Telescope (SPT) and Planck. Here we present two key ingredients of this analysis: (1) an improved CMB lensing map in the SPT-SZ survey footprint, and (2) the analysis methodology that will be used to extract cosmological information from the cross-correlation measurements. Relative to previous lensing maps made from the same CMB observations, we have implemented techniques to remove contamination from the thermal Sunyaev Zel'dovich effect, enabling the extraction of cosmological information from smaller angular scales of the cross-correlation measurements than in previous analyses with DES Year 1 data. We describe our model for the cross-correlations between these maps and DES data, and validate our modeling choices to demonstrate the robustness of our analysis. We then forecast the expected cosmological constraints from the galaxy survey-CMB lensing auto and cross-correlations. We find that the galaxy-CMB lensing and galaxy shear-CMB lensing correlations will on their own provide a constraint on $S_8=\sigma_8 \sqrt{\Omega_{\rm m}/0.3}$ at the few percent level, providing a powerful consistency check for the DES-only constraints. We explore scenarios where external priors on shear calibration are removed, finding that the joint analysis of CMB lensing cross-correlations can provide constraints on the shear calibration amplitude at the 5 to 10% level., Comment: 30 pages, 20 figures, To be submitted to PRD

We present cosmological constraints from the analysis of angular power spectra of cosmic shear maps based on data from the first three years of observations by the Dark Energy Survey (DES Y3). Our measurements are based on the pseudo-$C_\ell$ method and offer a view complementary to that of the two-point correlation functions in real space, as the two estimators are known to compress and select Gaussian information in different ways, due to scale cuts. They may also be differently affected by systematic effects and theoretical uncertainties, such as baryons and intrinsic alignments (IA), making this analysis an important cross-check. In the context of $\Lambda$CDM, and using the same fiducial model as in the DES Y3 real space analysis, we find ${S_8 \equiv \sigma_8 \sqrt{\Omega_{\rm m}/0.3} = 0.793^{+0.038}_{-0.025}}$, which further improves to ${S_8 = 0.784\pm 0.026 }$ when including shear ratios. This constraint is within expected statistical fluctuations from the real space analysis, and in agreement with DES~Y3 analyses of non-Gaussian statistics, but favors a slightly higher value of $S_8$, which reduces the tension with the Planck cosmic microwave background 2018 results from $2.3\sigma$ in the real space analysis to $1.5\sigma$ in this work. We explore less conservative IA models than the one adopted in our fiducial analysis, finding no clear preference for a more complex model. We also include small scales, using an increased Fourier mode cut-off up to $k_{\rm max}={5}{h{\rm Mpc}^{-1}}$, which allows to constrain baryonic feedback while leaving cosmological constraints essentially unchanged. Finally, we present an approximate reconstruction of the linear matter power spectrum at present time, which is found to be about 20\% lower than predicted by Planck 2018, as reflected by the $1.5\sigma$ lower $S_8$ value.

Recent cosmological analyses rely on the ability to accurately sample from high-dimensional posterior distributions. A variety of algorithms have been applied in the field, but justification of the particular sampler choice and settings is often lacking. Here we investigate three such samplers to motivate and validate the algorithm and settings used for the Dark Energy Survey (DES) analyses of the first 3 years (Y3) of data from combined measurements of weak lensing and galaxy clustering. We employ the full DES Year 1 likelihood alongside a much faster approximate likelihood, which enables us to assess the outcomes from each sampler choice and demonstrate the robustness of our full results. We find that the ellipsoidal nested sampling algorithm $\texttt{MultiNest}$ reports inconsistent estimates of the Bayesian evidence and somewhat narrower parameter credible intervals than the sliced nested sampling implemented in $\texttt{PolyChord}$. We compare the findings from $\texttt{MultiNest}$ and $\texttt{PolyChord}$ with parameter inference from the Metropolis-Hastings algorithm, finding good agreement. We determine that $\texttt{PolyChord}$ provides a good balance of speed and robustness, and recommend different settings for testing purposes and final chains for analyses with DES Y3 data. We measure the velocity dispersions of clusters of galaxies selected by the redMaPPer algorithm in the first three years of data from the Dark Energy Survey (DES), allowing us to probe cluster selection and richness estimation, $\lambda$, in light of cluster dynamics. Our sample consists of 126 clusters with sufficient spectroscopy for individual velocity dispersion estimates. We examine the correlations between cluster velocity dispersion, richness, X-ray temperature and luminosity as well as central galaxy velocity offsets. The velocity dispersion-richness relation exhibits a bimodal distribution. The majority of clusters follow scaling relations between velocity dispersion, richness, and X-ray properties similar to those found for previous samples; however, there is a significant population of clusters with velocity dispersions which are high for their richness. These clusters account for roughly 22\% of the $\lambda < 70$ systems in our sample, but more than half (55\%) of $\lambda < 70$ clusters at $z>0.5$. A couple of these systems are hot and X-ray bright as expected for massive clusters with richnesses that appear to have been underestimated, but most appear to have high velocity dispersions for their X-ray properties likely due to line-of-sight structure. These results suggest that projection effects contribute significantly to redMaPPer selection, particularly at higher redshifts and lower richnesses. We present the first cosmology results from large-scale structure in the Dark Energy Survey (DES) spanning 5000 deg$^2$. We perform an analysis combining three two-point correlation functions (3$\times$2pt): (i) cosmic shear using 100 million source galaxies, (ii) galaxy clustering, and (iii) the cross-correlation of source galaxy shear with lens galaxy positions. The analysis was designed to mitigate confirmation or observer bias; we describe specific changes made to the lens galaxy sample following unblinding of the results. We model the data within the flat $\Lambda$CDM and $w$CDM cosmological models. We find consistent cosmological results between the three two-point correlation functions; their combination yields clustering amplitude $S_8=0.776^{+0.017}_{-0.017}$ and matter density $\Omega_{\mathrm{m}} = 0.339^{+0.032}_{-0.031}$ in $\Lambda$CDM, mean with 68% confidence limits; $S_8=0.775^{+0.026}_{-0.024}$, $\Omega_{\mathrm{m}} = 0.352^{+0.035}_{-0.041}$, and dark energy equation-of-state parameter $w=-0.98^{+0.32}_{-0.20}$ in $w$CDM. This combination of DES data is consistent with the prediction of the model favored by the Planck 2018 cosmic microwave background (CMB) primary anisotropy data, which is quantified with a probability-to-exceed $p=0.13$ to $0.48$. When combining DES 3$\times$2pt data with available baryon acoustic oscillation, redshift-space distortion, and type Ia supernovae data, we find $p=0.34$. Combining all of these data sets with Planck CMB lensing yields joint parameter constraints of $S_8 = 0.812^{+0.008}_{-0.008}$, $\Omega_{\mathrm{m}} = 0.306^{+0.004}_{-0.005}$, $h=0.680^{+0.004}_{-0.003}$, and $\sum m_{\nu}<0.13 \;\mathrm{eV\; (95\% \;CL)}$ in $\Lambda$CDM; $S_8 = 0.812^{+0.008}_{-0.008}$, $\Omega_{\mathrm{m}} = 0.302^{+0.006}_{-0.006}$, $h=0.687^{+0.006}_{-0.007}$, and $w=-1.031^{+0.030}_{-0.027}$ in $w$CDM. We present and characterize the galaxy-galaxy lensing signal measured using the first three years of data from the Dark Energy Survey (DES Y3) covering 4132 deg$^2$. These galaxy-galaxy measurements are used in the DES Y3 3$\times$2pt cosmological analysis, which combines weak lensing and galaxy clustering information. We use two lens samples: a magnitude-limited sample and the redMaGic sample, which span the redshift range $\sim 0.2-1$ with 10.7 M and 2.6 M galaxies respectively. For the source catalog, we use the Metacalibration shape sample, consisting of $\simeq$100 M galaxies separated into 4 tomographic bins. Our galaxy-galaxy lensing estimator is the mean tangential shear, for which we obtain a total S/N of $\sim$148 for MagLim ($\sim$120 for redMaGic), and $\sim$67 ($\sim$55) after applying the scale cuts of 6 Mpc/$h$. Thus we reach percent-level statistical precision, which requires that our modeling and systematic-error control be of comparable accuracy. The tangential shear model used in the 3$\times$2pt cosmological analysis includes lens magnification, a five-parameter intrinsic alignment model (TATT), marginalization over a point-mass to remove information from small scales and a linear galaxy bias model validated with higher-order terms. We explore the impact of these choices on the tangential shear observable and study the significance of effects not included in our model, such as reduced shear, source magnification and source clustering. This work, together with its companion paper, Secco and Samuroff et al. (2021), presents the Dark Energy Survey Year 3 cosmic shear measurements and cosmological constraints based on an analysis of over 100 million source galaxies. With the data spanning 4143 deg$^2$ on the sky, divided into four redshift bins, we produce the highest significance measurement of cosmic shear to date, with a signal-to-noise of 40. We conduct a blind analysis in the context of the $\Lambda$CDM model and find a 3% constraint of the clustering amplitude, $S_8\equiv \sigma_8 (\Omega_{\rm m}/0.3)^{0.5} = 0.759^{+0.025}_{-0.023}$. A $\Lambda$CDM-Optimized analysis, which safely includes smaller scale information, yields a 2% precision measurement of $S_8= 0.772^{+0.018}_{-0.017}$ that is consistent with the fiducial case. The two low-redshift measurements are statistically consistent with the Planck Cosmic Microwave Background result, however, both recovered $S_8$ values are lower than the high-redshift prediction by $2.3\sigma$ and $2.1\sigma$ ($p$-values of 0.02 and 0.05), respectively. The measurements are shown to be internally consistent across redshift bins, angular scales and correlation functions. The analysis is demonstrated to be robust to calibration systematics, with the $S_8$ posterior consistent when varying the choice of redshift calibration sample, the modeling of redshift uncertainty and methodology. Similarly, we find that the corrections included to account for the blending of galaxies shifts our best-fit $S_8$ by $0.5\sigma$ without incurring a substantial increase in uncertainty. We examine the limiting factors for the precision of the cosmological constraints and find observational systematics to be subdominant to the modeling of astrophysics. This paper details the modeling pipeline and validates the baseline analysis choices of the DES Year 3 joint analysis of galaxy clustering and weak lensing (a so-called "3$\times$2pt" analysis). These analysis choices include the specific combination of cosmological probes, priors on cosmological and systematics parameters, model parameterizations for systematic effects and related approximations, and angular scales where the model assumptions are validated. We run a large number of simulated likelihood analyses using synthetic data vectors to test the robustness of our baseline analysis. We demonstrate that the DES Year 3 modeling pipeline, including the calibrated scale cuts, is sufficiently accurate relative to the constraining power of the DES Year 3 analyses. Our systematics mitigation strategy accounts for astrophysical systematics, such as galaxy bias, intrinsic alignments, source and lens magnification, baryonic effects, and source clustering, as well as for uncertainties in modeling the matter power spectrum, reduced shear, and estimator effects. This work and its companion paper, Amon et al. (2021), present cosmic shear measurements and cosmological constraints from over 100 million source galaxies in the Dark Energy Survey (DES) Year 3 data. We constrain the lensing amplitude parameter $S_8\equiv\sigma_8\sqrt{\Omega_\textrm{m}/0.3}$ at the 3% level in $\Lambda$CDM: $S_8=0.759^{+0.025}_{-0.023}$ (68% CL). Our constraint is at the 2% level when using angular scale cuts that are optimized for the $\Lambda$CDM analysis: $S_8=0.772^{+0.018}_{-0.017}$ (68% CL). With cosmic shear alone, we find no statistically significant constraint on the dark energy equation-of-state parameter at our present statistical power. We carry out our analysis blind, and compare our measurement with constraints from two other contemporary weak-lensing experiments: the Kilo-Degree Survey (KiDS) and Hyper-Suprime Camera Subaru Strategic Program (HSC). We additionally quantify the agreement between our data and external constraints from the Cosmic Microwave Background (CMB). Our DES Y3 result under the assumption of $\Lambda$CDM is found to be in statistical agreement with Planck 2018, although favors a lower $S_8$ than the CMB-inferred value by $2.3\sigma$ (a $p$-value of 0.02). This paper explores the robustness of these cosmic shear results to modeling of intrinsic alignments, the matter power spectrum and baryonic physics. We additionally explore the statistical preference of our data for intrinsic alignment models of different complexity. Quantifying tensions -- inconsistencies amongst measurements of cosmological parameters by different experiments -- has emerged as a crucial part of modern cosmological data analysis. Statistically-significant tensions between two experiments or cosmological probes may indicate new physics extending beyond the standard cosmological model and need to be promptly identified. We apply several tension estimators proposed in the literature to the Dark Energy Survey (DES) large-scale structure measurement and Planck cosmic microwave background data. We first evaluate the responsiveness of these metrics to an input tension artificially introduced between the two, using synthetic DES data. We then apply the metrics to the comparison of Planck and actual DES Year 1 data. We find that the parameter differences, Eigentension, and Suspiciousness metrics all yield similar results on both simulated and real data, while the Bayes ratio is inconsistent with the rest due to its dependence on the prior volume. Using these metrics, we calculate the tension between DES Year 1 $3\times 2$pt and Planck, finding the surveys to be in $\sim 2.3\sigma$ tension under the $\Lambda$CDM paradigm. We provide a new extension of general relativity (GR) which has the remarkable property of being more constrained than GR plus a cosmological constant, having one less free parameter. This is implemented by allowing the cosmological constant to have a consistent space-time variation, through coding its dynamics in the torsion tensor. We demonstrate this mechanism by adding a `quasi-topological' term to the Einstein action, which naturally realizes a dynamical torsion with an automatic satisfaction of the Bianchi identities. Moreover, variation of the action with respect to this dynamical $\Lambda$ fixes it in terms of other variables, thus providing a scenario with less freedom than general relativity with a cosmological constant. Once matter is introduced, at least in the homogeneous and isotropic reduction, $\Lambda$ is uniquely determined by the field content of the model. We make an explicit construction using the Palatini formulation of GR and describe the striking properties of this new theory. We also highlight some possible extensions to the theory. Inserting a varying Lambda in Einstein's field equations can be made consistent with the Bianchi identities by allowing for torsion, without the need to add scalar field degrees of freedom. In the minimal such theory, Lambda is totally free and undetermined by the field equations in the absence of matter. Inclusion of matter ties Lambda algebraically to it, at least when homogeneity and isotropy are assumed, i.e. when there is no Weyl curvature. We show that Lambda is proportional to the matter density, with a proportionality constant depending on the equation of state. Unfortunately, the proportionality constant becomes infinite for pure radiation, ruling out the minimal theory prima facie despite of its novel internal consistency. It is possible to generalize the theory still without the addition of kinetic terms, leading to a new algebraically-enforced proportionality between Lambda and the matter density. Lambda and radiation may now coexist in a form consistent with Big Bang Nucleosynthesis, though this places strict constraints on the single free parameter of the theory, $\theta$. In the matter epoch Lambda behaves just like a dark matter component. Its density is proportional to the baryonic and/or dark matter, and its presence and gravitational effects would need to be included in accounting for the necessary dark matter in our Universe. Using archival X-ray observations and a log-normal population model, we estimate constraints on the intrinsic scatter in halo mass at fixed optical richness for a galaxy cluster sample identified in Dark Energy Survey Year-One (DES-Y1) data with the redMaPPer algorithm. We examine the scaling behavior of X-ray temperatures, $T_X$, with optical richness, $\lambda_{RM}$, for clusters in the redshift range $0.2 50\%$ complete for clusters with $\lambda_{RM} > 130$. Regression analysis on the two samples produces consistent posterior scaling parameters, from which we derive a combined constraint on the residual scatter, $\sigma_{\ln Tx | \lambda} = 0.275 \pm 0.019$. Joined with constraints for $T_X$ scaling with halo mass from the Weighing the Giants program and richness--temperature covariance estimates from the LoCuSS sample, we derive the richness-conditioned scatter in mass, $\sigma_{\ln M | \lambda} = 0.30 \pm 0.04\, _{({\rm stat})} \pm 0.09\, _{({\rm sys})}$, at an optical richness of approximately 70. Uncertainties in external parameters, particularly the slope and variance of the $T_X$--mass relation and the covariance of $T_X$ and $\lambda_{RM}$ at fixed mass, dominate the systematic error. The $95\%$ confidence region from joint sample analysis is relatively broad, $\sigma_{\ln M | \lambda} \in [0.14, \, 0.55]$, or a factor ten in variance., Comment: 14 pages. We present constraints on extensions of the minimal cosmological models dominated by dark matter and dark energy, $\Lambda$CDM and $w$CDM, by using a combined analysis of galaxy clustering and weak gravitational lensing from the first-year data of the Dark Energy Survey (DES Y1) in combination with external data. We consider four extensions of the minimal dark energy-dominated scenarios: 1) nonzero curvature $\Omega_k$, 2) number of relativistic species $N_{\rm eff}$ different from the standard value of 3.046, 3) time-varying equation-of-state of dark energy described by the parameters $w_0$ and $w_a$ (alternatively quoted by the values at the pivot redshift, $w_p$, and $w_a$), and 4) modified gravity described by the parameters $\mu_0$ and $\Sigma_0$ that modify the metric potentials. We also consider external information from Planck CMB measurements; BAO measurements from SDSS, 6dF, and BOSS; RSD measurements from BOSS; and SNIa information from the Pantheon compilation. Constraints on curvature and the number of relativistic species are dominated by the external data; when these are combined with DES Y1, we find $\Omega_k=0.0020^{+0.0037}_{-0.0032}$ at the 68% confidence level, and $N_{\rm eff}<3.28\, (3.55)$ at 68% (95%) confidence. For the time-varying equation-of-state, we find the pivot value $(w_p, w_a)=(-0.91^{+0.19}_{-0.23}, -0.57^{+0.93}_{-1.11})$ at pivot redshift $z_p=0.27$ from DES alone, and $(w_p, w_a)=(-1.01^{+0.04}_{-0.04}, -0.28^{+0.37}_{-0.48})$ at $z_p=0.20$ from DES Y1 combined with external data; in either case we find no evidence for the temporal variation of the equation of state. For modified gravity, we find the present-day value of the relevant parameters to be $\Sigma_0= 0.43^{+0.28}_{-0.29}$ from DES Y1 alone, and $(\Sigma_0, \mu_0)=(0.06^{+0.08}_{-0.07}, -0.11^{+0.42}_{-0.46})$ from DES Y1 combined with external data, consistent with predictions from GR., Comment: 22 pages, 7 figures, matches the published version

We characterize the X-ray luminosity--temperature ($L_{\rm X}-T$) relation using a sample of 353 clusters and groups of galaxies with temperatures in excess of 1 keV, spanning the redshift range $0.1 < z < 0.6$, the largest ever assembled for this purpose. All systems are part of the ${\it XMM-Newton}$ Cluster Survey (XCS), and have also been independently identified in Sloan Digital Sky Survey (SDSS) data using the redMaPPer algorithm. We allow for redshift evolution of the normalisation and intrinsic scatter of the $L_{\rm X}-T$ relation, as well as, for the first time, the possibility of a temperature-dependent change-point in the exponent of such relation. However, we do not find strong statistical support for deviations from the usual modelling of the $L_{\rm X}-T$ relation as a single power-law, where the normalisation evolves self-similarly and the scatter remains constant with time. Nevertheless, assuming {\it a priori} the existence of the type of deviations considered, then faster evolution than the self-similar expectation for the normalisation of the $L_{\rm X}-T$ relation is favoured, as well as a decrease with redshift in the scatter about the $L_{\rm X}-T$ relation. Further, the preferred location for a change-point is then close to 2 keV, possibly marking the transition between the group and cluster regimes. Our results also indicate an increase in the power-law exponent of the $L_{\rm X}-T$ relation when moving from the group to the cluster regime, and faster evolution in the former with respect to the later, driving the temperature-dependent change-point towards higher values with redshift., Comment: 19 pages, 29 figures, 7 tables, submitted to MNRAS. Several investigations of the X-ray variability of active galactic nuclei (AGN) using the normalised excess variance (${\sigma^2_{\rm NXS}}$) parameter have shown that variability has a strong anti-correlation with black hole mass ($M_{\rm BH}$) and X-ray luminosity ($L_{\rm X}$). In this study we confirm these previous correlations and find no evidence of a redshift evolution. Using observations from XMM-Newton, we determine the ${\sigma^2_{\rm NXS}}$ and $L_{\rm X}$ for a sample of 1091 AGN drawn from the XMM-Newton Cluster Survey (XCS) - making this the largest study of X-ray spectral properties of AGNs. We created light-curves in three time-scales; 10 ks, 20 ks and 40 ks and used these to derive scaling relations between ${\sigma^2_{\rm NXS}}$, $L_{\rm X}$ (2.0-10 keV range) and literature estimates of $M_{\rm BH}$ from reverberation mapping. We confirm the anti-correlation between $M_{\rm BH}$ and ${\sigma^2_{\rm NXS}}$ and find a positive correlation between $M_{\rm BH}$ and $L_{\rm X}$. The use of ${\sigma^2_{\rm NXS}}$ is practical only for pointed observations where the observation time is tens of kiloseconds. For much shorter observations one cannot accurately quantify variability to estimate $M_{\rm BH}$. Here we describe a method to derive $L_{\rm X}$ from short duration observations and used these results as an estimate for $M_{\rm BH}$. We find that it is possible to estimate $L_{\rm X}$ from observations of just a few hundred seconds and that when correlated with $M_{\rm BH}$, the relation is statistically similar to the relation of $M_{\rm BH}$-$L_{\rm X}$ derived from a spectroscopic analysis of full XMM observations. This method may be particularly useful to the eROSITA mission, an all-sky survey, which will detect $>$10$^{6}$ AGN., Comment: 19 pages, 20 figures

We describe the first public data release of the Dark Energy Survey, DES DR1, consisting of reduced single epoch images, coadded images, coadded source catalogs, and associated products and services assembled over the first three years of DES science operations. DES DR1 is based on optical/near-infrared imaging from 345 distinct nights (August 2013 to February 2016) by the Dark Energy Camera mounted on the 4-m Blanco telescope at Cerro Tololo Inter-American Observatory in Chile. We release data from the DES wide-area survey covering ~5,000 sq. deg. of the southern Galactic cap in five broad photometric bands, grizY. DES DR1 has a median delivered point-spread function of g = 1.12, r = 0.96, i = 0.88, z = 0.84, and Y = 0.90 arcsec FWHM, a photometric precision of < 1% in all bands, and an astrometric precision of 151 mas. The median coadded catalog depth for a 1.95" diameter aperture at S/N = 10 is g = 24.33, r = 24.08, i = 23.44, z = 22.69, and Y = 21.44 mag. DES DR1 includes nearly 400M distinct astronomical objects detected in ~10,000 coadd tiles of size 0.534 sq. deg. produced from ~39,000 individual exposures. Benchmark galaxy and stellar samples contain ~310M and ~ 80M objects, respectively, following a basic object quality selection. These data are accessible through a range of interfaces, including query web clients, image cutout servers, jupyter notebooks, and an interactive coadd image visualization tool. We use a range of cosmological data to constrain phenomenological modifications to general relativity on cosmological scales, through modifications to the Poisson and lensing equations. We include cosmic microwave background anisotropy measurements from the Planck satellite, cosmic shear from CFHTLenS and DES-SV, and redshift-space distortions from BOSS data release 12 and the 6dF galaxy survey. We find no evidence of departures from general relativity, with the modified gravity parameters constrained to $\Sigma_0 = 0.05^{+0.05}_{-0.07}$ and $\mu_0 = -0.10^{+0.20}_{-0.16}$, where $\Sigma_0$ and $\mu_0$ refer to deviations from general relativity today and are defined to be zero in general relativity. We also forecast the sensitivity to those parameters of the full five-year Dark Energy Survey and of an experiment like the Large Synoptic Survey Telescope, showing a substantial expected improvement in the constraint on $\Sigma_0$., Comment: 12 pages, 10 figures

We combine Dark Energy Survey Year 1 clustering and weak lensing data with Baryon Acoustic Oscillations (BAO) and Big Bang Nucleosynthesis (BBN) experiments to constrain the Hubble constant. Assuming a flat $\Lambda$CDM model with minimal neutrino mass ($\sum m_\nu = 0.06$ eV) we find $H_0=67.2^{+1.2}_{-1.0}$ km/s/Mpc (68% CL). This result is completely independent of Hubble constant measurements based on the distance ladder, Cosmic Microwave Background (CMB) anisotropies (both temperature and polarization), and strong lensing constraints. There are now five data sets that: a) have no shared observational systematics; and b) each constrain the Hubble constant with a few percent level precision. We compare these five independent measurements, and find that, as a set, the differences between them are significant at the $2.1\sigma$ level ($\chi^2/dof=20.1/11$, probability to exceed=4%). This difference is low enough that we consider the data sets statistically consistent with each other. The best fit Hubble constant obtained by combining all five data sets is $H_0 = 69.1^{+0.4}_{-0.6}$ km/s/Mpc., Comment: 11 pages, 2 figures

We use 26 million galaxies from the Dark Energy Survey (DES) Year 1 shape catalogs over 1321 deg$^2$ of the sky to produce the most significant measurement of cosmic shear in a galaxy survey to date. We constrain cosmological parameters in both the flat $\Lambda$CDM and $w$CDM models, while also varying the neutrino mass density. These results are shown to be robust using two independent shape catalogs, two independent \photoz\ calibration methods, and two independent analysis pipelines in a blind analysis. We find a 3.5\% fractional uncertainty on $\sigma_8(\Omega_m/0.3)^{0.5} = 0.782^{+0.027}_{-0.027}$ at 68\% CL, which is a factor of 2.5 improvement over the fractional constraining power of our DES Science Verification results. In $w$CDM, we find a 4.8\% fractional uncertainty on $\sigma_8(\Omega_m/0.3)^{0.5} = 0.777^{+0.036}_{-0.038}$ and a dark energy equation-of-state $w=-0.95^{+0.33}_{-0.39}$. We find results that are consistent with previous cosmic shear constraints in $\sigma_8$ -- $\Omega_m$, and see no evidence for disagreement of our weak lensing data with data from the CMB. Finally, we find no evidence preferring a $w$CDM model allowing $w\ne -1$. We present cosmological results from a combined analysis of galaxy clustering and weak gravitational lensing, using 1321 deg$^2$ of $griz$ imaging data from the first year of the Dark Energy Survey (DES Y1). We combine three two-point functions: (i) the cosmic shear correlation function of 26 million source galaxies in four redshift bins, (ii) the galaxy angular autocorrelation function of 650,000 luminous red galaxies in five redshift bins, and (iii) the galaxy-shear cross-correlation of luminous red galaxy positions and source galaxy shears. To demonstrate the robustness of these results, we use independent pairs of galaxy shape, photometric redshift estimation and validation, and likelihood analysis pipelines. To prevent confirmation bias, the bulk of the analysis was carried out while blind to the true results; we describe an extensive suite of systematics checks performed and passed during this blinded phase. The data are modeled in flat $\Lambda$CDM and $w$CDM cosmologies, marginalizing over 20 nuisance parameters, varying 6 (for $\Lambda$CDM) or 7 (for $w$CDM) cosmological parameters including the neutrino mass density and including the 457 $\times$ 457 element analytic covariance matrix. We find consistent cosmological results from these three two-point functions, and from their combination obtain $S_8 \equiv \sigma_8 (\Omega_m/0.3)^{0.5} = 0.783^{+0.021}_{-0.025}$ and $\Omega_m = 0.264^{+0.032}_{-0.019}$ for $\Lambda$CDM for $w$CDM, we find $S_8 = 0.794^{+0.029}_{-0.027}$, $\Omega_m = 0.279^{+0.043}_{-0.022}$, and $w=-0.80^{+0.20}_{-0.22}$ at 68% CL. The precision of these DES Y1 results rivals that from the Planck cosmic microwave background measurements, allowing a comparison of structure in the very early and late Universe on equal terms. We consider the possible decay of the inflaton into curvaton particles during reheating and analyse its effect on curvaton scenarios. Typical decay curvatons are initially relativistic then become non-relativistic, changing the background history of the Universe. We show that this change to the background is the only way in which observational predictions of the scenario are modified. Moreover, once the required amplitude of perturbations is fixed by observation there are no signatures of such decays in other cosmological observables. The decay curvatons can prevent the Universe from becoming dominated by the curvaton condensate, making it impossible to match observations in parts of parameter space. This constrains the branching ratio of the inflaton to curvaton to be less than of order $0.1$ typically. We develop the model proposed by Cort\^es, Gomes & Smolin, to predict cosmological signatures of time-asymmetric extensions of general relativity they proposed recently. Within this class of models the equation of motion of chiral fermions is modified by a torsion term. This term leads to a dispersion law for neutrinos that associates a new time-varying energy with each particle. We find a new neutrino contribution to the Friedmann equation resulting from the torsion term in the Ashtekar connection. In this note we explore the phenomenology of this term and observational consequences for cosmological evolution. We show that constraints on the critical energy density will ordinarily render this term unobservably small, a maximum of order $10^{-25}$ of the neutrino energy density today. We measure the evolution of the velocity dispersion--temperature ($\sigma_{\rm v}$--$T_{\rm X}$) relation up to $z = 1$ using a sample of 38 galaxy clusters drawn from the \textit{XMM} Cluster Survey. This work improves upon previous studies by the use of a homogeneous cluster sample and in terms of the number of high redshift clusters included. We present here new redshift and velocity dispersion measurements for 12 $z > 0.5$ clusters observed with the GMOS instruments on the Gemini telescopes. Using an orthogonal regression method, we find that the slope of the relation is steeper than that expected if clusters were self-similar, and that the evolution of the normalisation is slightly negative, but not significantly different from zero ($\sigma_{\rm v} \propto T^{0.86 \pm 0.14} E(z)^{-0.37 \pm 0.33}$). We verify our results by applying our methods to cosmological hydrodynamical simulations.
