Die Technische Zusammenfassung des APCC-Sonderberichts ″Landnutzung und Klimawandel in Österreich″ umfasst die Kernbotschaften der Kapitel 1–9. In ihr sind die Hauptaussagen zu den sozioökonomischen und klimatischen Treibern der Landnutzungsänderungen, zu den Auswirkungen von Landnutzung und -bewirtschaftung auf den Klimawandel, zu Minderungs- und Anpassungsoptionen im Kontext nachhaltiger Entwicklungsziele sowie zu Synergien, Zielkonflikten und Umsetzungsbarrieren von Klimamaßnahmen enthalten.

Aufgrund der Größe der betroffenen Landflächen, den bei ihrer Nutzung emittierten und sequestrierten Treibhausgasen (THG) und des teilweise ungünstigen Zustands von Böden in Hinblick auf ihren Gehalt an organisch gebundenem Kohlenstoff (C) kommt der Landnutzung a priori eine wichtige Rolle bei Mitigationsbemühungen zu. Zur Minderung des Klimawandels ist eine Verringerung der atmosphärischen CO2-Konzentration erforderlich, die durch eine Abnahme der THG-Emissionen und durch Aufnahme und langfristige Speicherung von atmosphärischem Kohlenstoff in Biomasse und Boden erreicht werden kann (Chenu et al., 2019; Mayer et al., 2018; Paustian et al., 2016; Vos et al., 2018). Der Erhaltung bzw. idealerweise Erhöhung der organischen Substanz des Bodens durch geeignete Bodenschutzmaßnahmen kommt entscheidende Bedeutung zu.

We estimate total returns to rental housing by studying over 170,000 hand-collected archival observations of prices and rents for individual houses in Paris (1809-1943) and Amsterdam (1900-1979). The annualized real total return, net of costs and taxes, is 4.0% for Paris and 4.8% for Amsterdam and entirely comes from rental yields. Our returns weakly correlate with the implied returns in Jordà et al. (2019) and are substantially lower. We decompose total return risk at the individual asset level and find that yield risk becomes an increasingly important component of property-level risk for longer investment horizons.

The novel method developed for this study evaluates the impact of farming practices on farmland biodiversity, allowing for the assessment of the biodiversity potential of dairy farms at farm and product levels. We linked farming practices as pressure indicators to the species number and abundance of 11 indicator species groups (ISGs), evaluated semi-quantitatively by expert judgements. We calculated biodiversity potential based on food–web relationships between the ISGs, using Monte Carlo simulations for the analysis of uncertainty of expert assessments. We applied the assessment model to 8925 dairy farms from seven different Austrian regions, using official statistical data sets at farm level and interviews with farmers and experts. The results show that the approach can be used to identify differences in the biodiversity potential of farms and milk. Milk from organic farms received 4–79% higher biodiversity scores than milk from conventional farms in all regions. The application showed that in the case of Austrian dairy production, the approach can be used for assessments of both farms and products. However, the approach needs validation and, for product-level assessment, further development to cope with longer supply chains or compound products from different bio-geographic regions.

The supply chain of a product is essential for understanding its environmental impacts. As parts of agricultural product supply chains, land use (LU) and land use change (LUC) are considered to be major contributors to global CO2 emissions. Nevertheless, LU and LUC (LULUC) are rarely included in GHG estimations for food and feedstuffs. Here we propose a method which can be used to derive emissions from LU and LUC on a regional level. Emissions are distributed over an accounting period chosen to match the physically occurring carbon fluxes. As fluxes from soil organic carbon persist for years or even for decades after a LUC episode, depending on the climatic conditions of the region, we apply 10 and 20 years as suitable accounting periods for tropical and temperate climate zones, respectively. We compare the proposed method with two other methods proposed in the literature. Using two types of feedstuffs (Brazilian soybean-meal and Austrian barley) as examples, we find that the other two methods produce mostly lower emission estimates in the case of Brazilian soybeans, and higher estimates for Austrian barley. We conclude that these differences are caused mainly by different accounting periods and by a (non)consideration of regional specificities. While analysing life cycles necessarily entails a well supported -- but still arbitrary -- setting of such system boundaries, we argue that the methodology presented here better reflects actually occurring carbon fluxes that we understand to be the foundation of any environmental product assessment. The aim of this broad conceived study was to analyse greenhouse gas emissions (GHGE) of more than 130 foodstuffs from two organic agricultural production methods (Organic premium brand and Organic EU-standard) as compared to conventional farming in Austria. The system boundaries of the life-cycle study ranged from agriculture and its upstream supply chain to the retailer, including changes in soil organic carbon (humus) and land use change. In conclusion, all organic products in both organic methods showed lower GHGE per hectare but also per kg of foodstuff than comparable, conventional products. Therefore, the product carbon footprint (PCF) of organic products was lower throughout the implemented study. Organic dairy products resulted in 10 to 21 % lower CO2-eq per kg of product than conventional foodstuffs, organic wheat bread showed 22 to 25 %, bread products 34 to 42% and organic vegetables 10 to 35 % lower CO2-eq per kg of product. Furthermore, this detailed calculation throughout the whole value chain pointed out “hot spots” of CO2-eq-emissions for producers and retailers with existing GHG reducing potentials.

Initially, organic farming claims to take care of ecological, economic, social, political as well as ethical aspects alongside the supply chain. Current dynamics in the Austrian organic farming sector endanger the achievement of these process quality aims. A number of measures have to be taken to keep these aims as they seem to be essential for the prosperity and viability of the organic farming sector in the long run.

Die aktuellen Schwierigkeiten im Agrarsektor haben ein bisher nicht dagewesenes Interesse an einer verstärkten Förderung des ökologischen Landbaus durch gezielte agrarpolitische Maßnahmen geweckt. Es werden Zielvorstellungen von bis zu 20% biologisch wirtschaftender Betriebe geäußert. Eine deutliche Zunahme dieser Betriebe ist aufgrund der weitgehend anerkannten und vielfach nachgewiesenen ökologischen Vorzüglichkeit der biologischen Landwirtschaft wünschenswert. Gleichzeitig stellt sich aber auch die Frage nach den ökonomischen und sozialen Konsequenzen einer weitgehenden Umstellung auf ökologischen Landbau. In einer Reihe von Studien wurde versucht, die Wirkungen einer flächendeckenden Umstellung ganzer Länder (Olson et al., 19821), Langley et al., 1983, für die USA; Bechmann et al., 1992, Zerger & Bossel, 1994, Seemüller, 2000, für Deutschland; Lampkin, 1994, für Großbritannien; Alroe & Kristensen, 2001, für Dänemark) oder Regionen (Rist et al., 1989, für den Kanton Zug; Braun, 1995, für Baden-Württemberg; Pommer & Rintelen, 1997, für Bayern) bzw. einer teilweisen Umstellung (Lampkin, 1994: 10 % ökologischer Landbau in Großbritannien; Wynen, 1998: 10 bis 80 %in Dänemark; Zander et al., 1999: in Brandenburg) abzuschätzen. Die Ergebnisse der zitierten Untersuchungen sollen hier vergleichend dargestellt und daraus Handlungsbedarf hinsichtlich einer großflächigen Umstellung abgeleitet werden.

Die tatsächlichen oder potentiellen volkswirtschaftlichen (externen) Kosten durch Umweltbelastung der intensiven Landbewirtschaftung werden der Allgemeinheit aufgebürdet, anstatt als Preis- bzw. Kostenfaktor in das betriebliche Rechnungswesen einzugehen. U.a. in Hinblick auf eine Verringerung externer Kosten der Landwirtschaft infolge Grund- und Trinkwasserbelastung wird der Ökologische Landbau als wirksame Alternative diskutiert. Eine Vielzahl wissenschaftlicher Untersuchungen belegt denn auch das hohe Maß an Grundwasserverträglichkeit des Biologischen Landbaus: So wiesen u. a. VEREIJKEN und WIJNANDS (1990),BRANDHUBER und HEGE (1992), MATTHEY (1992), SCHULTE (1996), BERG et al. (1997) sowie SCHLÜTER et al. (1997) deutlich niedrigere Nitratgehalte des Sickerwassers unter biologisch bewirtschafteten Flächen als unter konventionell oder integriert bewirtschafteten Vergleichsflächen nach. Aufgrund der Verringerung der Nitrat- und Vermeidung der Pestizidbelastung von Grund- und Trinkwasser durch Biologischen Landbau ist daher zu prüfen, in welchem Ausmaß durch diese Bewirtschaftungsform externe Kosten eingespart werden können.
