There is growing interest in multi-purpose offshore floating platforms that: harvest energy from the sun, wind, water, and waves; desalinize water; host agriculture and aquaculture; and house residents. While there are some basic commonalities with well established, oil and gas platforms, lighter variants are functionally different with little wind research coverage. Here, we investigate a floating, multi-purpose, light duty platform under 1:150 scaled straight atmospheric boundary layer wind (ABL), tornado like vortices (TLV), and downburst (DB) conditions. The experiments examined the movement of a 1:150 geometrically scaled platform with six degrees of freedom and two mooring Configurations. Four Configurations are studied, (1) Loosely moored platform, (2) Tightly moored platform, (3) Platform with ballast, and (4) Platform with ballast and weight on the deck. DB winds produced the greatest movement, followed by the TLV winds. Little movement was seen under the ABL winds. Loosely moored platforms moved more than tightly moored.

Reassessment of the fatigue life for wind turbine structural components is typically performed using deterministic methods with the same partial safety factors as used for the original design. However, in relation to life extension, the conditions are generally different from the assumptions used for calibration of partial safety factors; and using a deterministic assessment method with these partial safety factors might not lead to optimal decisions. In this paper, the deterministic assessment method is compared to probabilistic and risk-based approaches, and the economic feasibility is assessed for a case wind farm. Using the models also used for calibration of partial safety factors in IEC61400-1 ed. 4, it is found that the probabilistic assessment generally leads to longer additional fatigue life than the deterministic assessment method. The longer duration of the extended life can make life extension feasible in more situations. The risk-based model is applied to include the risk of failure directly in the economic feasibility assessment and it is found that the reliability can be much lower than the target for new turbines, without compromising the economic feasibility.

In this paper we propose a simple technology-mediated framework for course design. By way of a group project, students were asked to discuss issues about their local culture using their second language. We illustrate that this type of out-of-class learning stimulated the students to use a technologically enhanced learning environment by engaging them with meaningful communication and we show instances from the project data where the following areas were covered: content, collaboration, and learner autonomy. Smartphones, when used appropriately, can be a useful tool for content and language learning.

This paper looks at the management skills of SALL managers. It is based on data collected using quantitative and qualitative instruments with six SALL managers in tertiary contexts in Hong Kong. With reference to the literature in the field of management, the paper reviews the data in terms of identifiable management skills. This provides a picture of the skills possessed by these managers and also identifies gaps in their skill-sets. The paper provides a checklist of skills relevant to SALL management which individual managers may find useful, and also discusses the 4 key management areas of leadership, scope, expectations and evaluation.

Spatial monitoring campaigns of volatile organic compounds were carried out in two similarly sized urban industrial cities, Windsor and Sarnia, ON, Canada. For Windsor, data were obtained for all four seasons at approximately 50 sites in each season (winter, spring, summer, and fall) over a three-year period (2004, 2005, and 2006) for a total of 12 sampling sessions. Sampling in Sarnia took place at 37 monitoring sites in fall 2005. In both cities, passive sampling was done using 3M 3500 organic vapor samplers. This paper characterizes benzene, toluene, ethylbenzene, o, and (m + p)-xylene (BTEX) concentrations and relationships among BTEX species in the two cities during the fall sampling periods. BTEX concentration levels and rank order among the species were similar between the two cities. In Sarnia, the relationships between the BTEX species varied depending on location. Correlation analysis between land use and concentration ratios showed a strong influence from local industries. Use one of the ratios between the BTEX species to diagnose photochemical age may be biased due to point source emissions, for example, 53 tonnes of benzene and 86 tonnes of toluene in Sarnia. However, considering multiple ratios leads to better conclusions regarding photochemical aging. Ratios obtained in the sampling campaigns showed significant deviation from those obtained at central monitoring stations, with less difference in the (m + p)/E ratio but better overall agreement in Windsor than in Sarnia.

This paper examines the degree to which the beliefs of stakeholders in self-access language learning in tertiary institutions in Hong Kong have changed during a 15 year period. To identify changes a comparison is made between the findings of a research study conducted in the mid-1990s in five self-access centres (Gardner and Miller, 1997) and the current situation. The following four key areas are examined: materials for self-access learning, integration of self-access centres and language learning courses, motivation and the effectiveness of a self-access centre. The comparison reveals that the degree of change in these four areas vary. We reflect on the causes of change.

Exposure to fine particulate matter (PM) results in adverse health outcomes. Although this is a global concern, residents of China may be particularly vulnerable due to frequent severe air pollution episodes associated with economic growth, industrialization, and urbanization. Until 2012, PM2.5 was not regulated and monitored in China and annual average concentrations far exceeded the World Health Organizations guidelines of 10 μg/m3. Since the establishment of PM2.5 Ambient Air Quality Criteria in 2012, concentrations have decreased, but still pose significant health risks. A review of ambient PM2.5 health effect studies is warranted to evaluate the current state of knowledge and to prioritize future research efforts. Our review found that recent literature has confirmed associations between PM2.5 exposure and total mortality, cardiovascular mortality, respiratory mortality, hypertension, lung cancer, influenza and other adverse health outcomes. Future studies should take a long-term approach to verify associations between exposure to PM2.5 and health effects. In order to obtain adequate exposure assessment at finer spatial resolutions, high density sampling, satellite remote sensing, or models should be employed. Personal monitoring should also be conducted to validate the use of outdoor concentrations as proxies for exposure. More research efforts should be devoted to seasonal patterns, sub-population susceptibility, and the mechanism by which exposure causes health effects. Submicron and ultrafine PM should also be monitored and regulated.

This paper, drawing upon a mobile telecollaborative project, resonates with the rapid development of technology in language learning. We employed the instant messaging app WeChat to create an English telecollaborative environment for two groups of Chinese students to communicate within. Interview data were triangulated with students' chat transcripts and comments from a teacher's reflective journal. A mixed-methods approach, including quantitative descriptive analysis, thematic analysis and content analysis, was used to investigate the challenges and the linguistic performance by applying the community of inquiry framework to the students' chats. The analysis illustrates some of the complexities and challenges of using online apps as a way of communicating in a second language: students expected more teacher support, they struggled to use the app due to their physical environments and they felt that they were not sufficiently well prepared for chatting in an English medium environment. Based on the findings, a conceptual model is proposed for consideration when encouraging students to engage in telecollaborative learning.
