Storage architectures ranging from minimum bandwidth regenerating encoded distributed storage systems to declustered-parity RAIDs can be designed using dense partial Steiner systems in order to support fast reads, writes, and recovery of failed storage units. In order to ensure good performance, popularities of the data items should be taken into account and the frequencies of accesses to the storage units made as uniform as possible. A proposed combinatorial model ranks items by popularity and assigns data items to elements in a dense partial Steiner system so that the sums of ranks of the elements in each block are as equal as possible. By developing necessary conditions in terms of independent sets, we demonstrate that certain Steiner systems must have a much larger difference between the largest and smallest block sums than is dictated by an elementary lower bound. In contrast, we also show that certain dense partial $S(t, t+1, v)$ designs can be labeled to realize the elementary lower bound. Furthermore, we prove that for every admissible order $v$, there is a Steiner triple system $(S(2, 3, v))$ whose largest difference in block sums is within an additive constant of the lower bound., Comment: 16 pages

It is well known that mutually orthogonal latin squares, or MOLS, admit a (Kronecker) product construction. We show that, under mild conditions, `triple products' of MOLS can result in a gain of one square. In terms of transversal designs, the technique is to use a construction of Rolf Rees twice: once to obtain a coarse resolution of the blocks after one product, and next to reorganize classes and resolve the blocks of the second product. As consequences, we report a few improvements to the MOLS table and obtain a slight strengthening of the famous theorem of MacNeish.

The dimension of a linear space is the maximum positive integer $d$ such that any $d$ of its points generate a proper subspace. For a set $K$ of integers at least two, recall that a pairwise balanced design PBD$(v,K)$ is a linear space on $v$ points whose lines (or blocks) have sizes belonging to $K$. We show that, for any prescribed set of sizes $K$ and lower bound $d$ on the dimension, there exists a PBD$(v,K)$ of dimension at least $d$ for all sufficiently large and numerically admissible $v$.

Generalized balance tournament packings (GBTPs) extend the concept of generalized balanced tournament designs introduced by Lamken and Vanstone (1989). In this paper, we establish the connection between GBTPs and a class of codes called equitable symbol weight codes. The latter were recently demonstrated to optimize the performance against narrowband noise in a general coded modulation scheme for power line communications. By constructing classes of GBTPs, we establish infinite families of optimal equitable symbol weight codes with code lengths greater than alphabet size and whose narrowband noise error-correcting capability to code length ratios do not diminish to zero as the length grows.

An optimal constant-composition or constant-weight code of weight $w$ has linear size if and only if its distance $d$ is at least $2w-1$. When $d\geq 2w$, the determination of the exact size of such a constant-composition or constant-weight code is trivial, but the case of $d=2w-1$ has been solved previously only for binary and ternary constant-composition and constant-weight codes, and for some sporadic instances. This paper provides a construction for quasicyclic optimal constant-composition and constant-weight codes of weight $w$ and distance $2w-1$ based on a new generalization of difference triangle sets. As a result, the sizes of optimal constant-composition codes and optimal constant-weight codes of weight $w$ and distance $2w-1$ are determined for all such codes of sufficiently large lengths. This solves an open problem of Etzion. The sizes of optimal constant-composition codes of weight $w$ and distance $2w-1$ are also determined for all $w\leq 6$, except in two cases., Comment: 12 pages

Optimal partitioned cyclic difference packings (PCDPs) are shown to give rise to optimal frequency-hopping sequences and optimal comma-free codes. New constructions for PCDPs, based on almost difference sets and cyclic difference matrices, are given. These produce new infinite families of optimal PCDPs (and hence optimal frequency-hopping sequences and optimal comma-free codes). The existence problem for optimal PCDPs in ${\mathbb Z}_{3m}$, with $m$ base blocks of size three, is also solved for all $m\not\equiv 8,16\pmod{24}$., Comment: to appear in IEEE Transactions on Information Theory

One peculiarity with deletion-correcting codes is that perfect $t$-deletion-correcting codes of the same length over the same alphabet can have different numbers of codewords, because the balls of radius $t$ with respect to the Levenshte\u{\i}n distance may be of different sizes. There is interest, therefore, in determining all possible sizes of a perfect $t$-deletion-correcting code, given the length $n$ and the alphabet size~$q$. In this paper, we determine completely the spectrum of possible sizes for perfect $q$-ary 1-deletion-correcting codes of length three for all $q$, and perfect $q$-ary 2-deletion-correcting codes of length four for almost all $q$, leaving only a small finite number of cases in doubt., Comment: 23 pages

Although prone to fabrication error, the nanowire crossbar is a promising candidate component for next generation nanometer-scale circuits. In the nanowire crossbar architecture, nanowires are addressed by controlling voltages on the mesowires. For area efficiency, we are interested in the maximum number of nanowires $N(m,e)$ that can be addressed by $m$ mesowires, in the face of up to $e$ fabrication errors. Asymptotically tight bounds on $N(m,e)$ are established in this paper. In particular, it is shown that $N(m,e) = \Theta(2^m / m^{e+1/2})$. Interesting observations are made on the equivalence between this problem and the problem of constructing optimal EC/AUED codes, superimposed distance codes, pooling designs, and diffbounded set systems. The concept of group divisible codes, a generalization of group divisible designs with constant block size, is introduced in this paper. This new class of codes is shown to be useful in recursive constructions for constant-weight and constant-composition codes. Large classes of group divisible codes are constructed which enabled the determination of the sizes of optimal constant-composition codes of weight three (and specified distance), leaving only four cases undetermined. The intersection of two Steiner triple systems (X,A) and (X,B) is the set A intersect B. The fine intersection problem for Steiner triple systems is to determine for each v, the set I(v), consisting of all possible pairs (m,n) such that there exist two Steiner triple systems of order v whose intersection has n blocks over m points. Off-chip buses account for a significant portion of the total system power consumed in embedded systems. Bus encoding schemes have been proposed to minimize power dissipation, but none has been demonstrated to be optimal with respect to any measure. In this paper, we give the first provably optimal and explicit (polynomial-time constructible) families of memoryless codes for minimizing bit transitions in off-chip buses. The problem of determining extremal hypergraphs containing at most r isomorphic copies of some element of a given hypergraph family was first studied by Boros et al. in 2001. There are not many hypergraph families for which exact results are known concerning the size of the corresponding extremal hypergraphs, except for those equivalent to the classical Turan numbers. In this paper, we determine the size of extremal k-uniform hypergraphs containing at most one pair of 2-intersecting edges for k in {3,4}. We give a complete solution when k=3 and an almost complete solution (with eleven exceptions) when k=4., Comment: 17 pages, 5 figures

We show an interesting PBD-closure result for the set of lengths of constant-composition codes whose distance and size meet certain conditions. A consequence of this PBD-closure result is that the size of optimal constant-composition codes can be determined for infinite families of parameter sets from just a single example of an optimal code. As an application, the size of several infinite families of optimal constant-composition codes are derived. In particular, the problem of determining the size of optimal constant-composition codes having distance four and weight three is solved for all lengths sufficiently large.
