The article is devoted to the study of the theoretical and methodological foundations for the development of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry. The subject of the research is a set of theoretical, methodological and practical aspects to ensure the formation of the balanced scorecard development to ensure safe-oriented management of enterprises in the construction industry. The purpose of the article is to develop theoretical and methodological provisions and substantiate practical recommendations for the formation of a model of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry, taking into account the interests of all groups of stakeholders. Objectives of the work: to analyze modern trends in the development of enterprises in the construction industry in Ukraine; to generalize approaches to the definition of the concept of safety-oriented management; explore and organize the elements of safety-oriented management; to develop a model of a balanced scorecard for ensuring safe-oriented management in the corporate security system of enterprises in the construction industry. In the course of the study, the following methods were used: abstract-logical analysis, theoretical generalization and systematization, system analysis. The paper analyzes the dynamics of the development of enterprises in the construction industry in Ukraine in the context of the introduction of quarantine measures related to COVID-19. Factors constraining construction activities have been identified, which include financial constraints, insufficient demand, labor shortage, and weather conditions. Approaches to the definition of security-oriented management have been generalized and the definition of security-oriented management in the corporate security system has been improved. The elements of safety-oriented management are systematized with the specification of such components as risk assessment, development and implementation of security policy, definition of requirements, establishment of control and monitoring of the external and internal environment. A model of a balanced scorecard for ensuring safe-oriented management of enterprises in the construction industry has been developed. Conclusions. In the course of the study, the expediency of forming a balanced system of indicators for ensuring safe-oriented management of enterprises in the construction industry was substantiated, taking into account the dynamics of the performance of construction work during 2019-2021. The elements of the system of safe-oriented management are presented in detail and the expediency of the formation of a balanced system of indicators for ensuring the safe-oriented management of enterprises in the construction industry is substantiated. The sequence of the formation of a balanced scorecard for ensuring safety-oriented management is detailed with the specification of a scorecard for assessing strategic goals for the components of a balanced scorecard: finance, customers, internal business processes, training and development. Стаття присвячена дослідженню теоретико-методичних засад розробки збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі. Предметом дослідження є сукупність теоретичних, методичних і практичних аспектів щодо забезпечення формування розробки збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі. Метою статті є розробка теоретико-методичних положень та обґрунтування практичних рекомендацій щодо формування моделі збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі із врахуванням інтересів усіх груп стейкхолдерів. Завдання роботи: проаналізувати сучасні тенденції розвитку підприємств будівельної галузі України; узагальнити підходи до визначення поняття безпекоорієнтованого управління; дослідити та систематизувати елементи безпекоорієнтованого управління; розробити модель збалансованої системи показників забезпечення безпекоорієнтованого управління в системі корпоративної безпеки підприємств будівельної галузі. У ході дослідження використано методи: абстрактно-логічний аналіз, теоретичного узагальнення та систематизації, системний аналіз. В роботі проаналізовано динаміку розвитку підприємств будівельної галузі України в умовах запровадження карантинних заходів, пов’язаних з COVID-19. Встановлено фактори, що стримують будівельну діяльність, до яких віднесено фінансові обмеження, недостатній попит, нестача робочої сили, погодні умови. Узагальнено підходи до визначення безпекоорієнтованого управління та удосконалено визначення безпекоорієнтованого управління в системі корпоративної безпеки. Систематизовано елементи безпекоорієнтованого управління із конкретизацією таких складових як оцінка ризиків, розробка та впровадження політики безпеки, визначення вимог, встановлення контролю та моніторинг зовнішнього та внутрішнього середовища. Розроблено модель збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі. Висновки. В процесі дослідження обґрунтовано доцільність формування збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі із врахуванням динаміки виконання будівельних робіт протягом 2019-2021 рр. Детально представлені елементи системи безпекоорієнтованого управління та обґрунтовано доцільність формування збалансованої системи показників забезпечення безпекоорієнтованого управління підприємств будівельної галузі. Деталізовано послідовність формування збалансованої системи показників забезпечення безпекоорієнтованого управління із конкретизацією системи показників для оцінки стратегічних цілей за складовими збалансованої системи показників: фінанси, клієнти, внутрішні бізнес-процесів, навчання та розвиток.

The subject of the article is to determine the hermeneutic aspects in the management of the project team. The hermeneutic aspects of project management should enrich project management technologies and at the same time help relevant specialists to improve the applied methods of project activities. The goal of the article is to determine the tasks of hermeneutics in the general system of project management philosophy, to consider issues of understanding the essence, meaning of the project itself and the nature of the relationship between the customer and the contractors. The objective of the work is to study the hermeneutic aspects of project management, determine the value and place in the general system of behavioral competencies of the project manager, justify the need for a hermeneutic approach in project management and analyze hermeneutic situations in project management practice. Research methods include the principles of the hermeneutic circle, which are the basis of the philosophy of hermeneutics, the application of the hermeneutic approach when using project management technology, approaches to the formation of high socio-psychological competence and understanding of the essence of teamwork, its features and advantages using innovative pedagogical technologies. Methods for solving hermeneutic situations in project management using system analysis technology. Results. At the present stage of social development, design and development of a project management philosophy in general and in its hermeneutic aspects is of great importance. Therefore, in the system of behavioral competencies of the leader, a deep role should be played by his deep understanding of project management technology and the people with whom he has to collaborate. A special role is played by the staging of teaching a behavioral competency course, primarily the clear practical orientation of lectures and an understanding of the degree of conflict and responsibility of potential team members. Conclusions. The spread of project management technology and the constant complication of the content and nature of project tasks put forward new, increased requirements for the quality of their implementation. In turn, this requires a deep understanding by the performers of both the essence of their production functions and tasks, as well as the requirements and expectations of the customer. The systematic application of the hermeneutic approach will allow the leader as a real leader to understand people both in the formation of the team and in the process of team management. Предмет статті полягає у визначенні герменевтичних аспектів в управлінні проєктною командою. Герменевтичні аспекти управління проєктами мають збагачувати технології управління проєктами і водночас допомагати відповідним фахівцям вдосконалювати використовувані методи і способи проєктної діяльності. Метою роботи є визначення завдання герменевтики в загальній системі філософії управління проєктами, розгляду питань з розуміння сутності, сенсу самого проєкту і характеру взаємовідносин між замовником і виконавцями. Завданням роботи є дослідження герменевтичних аспекти управління проектами, визначення значення та місця в загальній системі поведінкових компетенцій проектного менеджера, приведення обґрунтування необхідності герменевтичного підходу в управлінні проектами та аналізу герменевтичних ситуацій в практиці управління проектами. Методи дослідження включають принципи герменевтичного кола, які є основою філософії герменевтики, використання герменевтичного підходу при застосуванні технології управління проектами, підходи до формування високої соціально-психологічної компетенції й розуміння сутності командної діяльності, її особливостей та переваг із застосуванням інноваційних педагогічних технологій. Методи розв’язання герменевтичних ситуацій в управлінні проектами з використанням технології системного аналізу. Результати. На сучасному етапі суспільного розвитку важливого значення набуває розробка і розвиток філософії управління проєктами взагалі та її герменевтичних аспектів. Тому в системі поведінкових компетенцій керівника-лідера істотну роль повинне відігравати глибоке розуміння ним як самої технології управління проєктами, так і тих людей, з якими йому доводиться співпрацювати. Особливу роль відіграє постановка викладання навчального курсу з поведінкових компетенцій, в першу чергу чітка практична спрямованість проведення лекцій і розуміння міри принциповості, конфліктності та відповідальності потенційних членів команди. Висновки. Поширення технології управління проєктами і постійне ускладнення змісту й характеру проєктних завдань висувають нові, підвищені вимоги до якості їх виконання. А це, у свою чергу, вимагає глибокого розуміння виконавцями як сутності своїх виробничих функцій і завдань, так і вимог і очікувань замовника. Системне застосування герменевтичного підходу дасть можливість керівнику як справжньому лідеру розуміти людей як при формуванні команди, так і в процесі управління командою.

The article substantiates the classification of methods of creative development of primary school pupils during lessons of music.The methods are classified on the basis of the analysis of theoretical and methodological literature on a scientific problem (L. Horiunova, V. Hryhorieva, O. Lobova, L. Masol, H. Padalka, V. Rahozina, etc.), the results of experimental master's studies performed under the author's supervision, as well as generalization of his own pedagogical experience as a teacher of music in secondary comprehensive schools. The groups of methods in the classification correspond to the types of activities mentioned in the Typical Educational Programs 2018 (Primary Education) composed by two teams of authors under the supervision of O. Savchenko and R. Shiyan in order to achieve the goals and objectives of the New Ukrainian School.Classification includes five groups of methods of creative personality development: 1) musical-creative (rhythmic, melodic, form-forming, performing and creative tasks); 2) perceptive-creative (methods of stimulating creative perception of music, emotionally-based and musical-communicative situations, methods of observing music); 3) interpretive-creative (methods of presenting the results of music perception, artistic and creative tasks, methods of thinking about music, associative methods); 4) communicative-creative (language improvisation, interactive, dialogic, and autocommunicative); 5) scientific and creative methods (problem, heuristic, inventive, research). The article gives accurate examples for each group of methods (for example, inventive methods of focal objects, and various variants of morphological analysis). The task of selecting the optimal strategy in the interval game with nature is considered; in particular, the situation when in the interactive dialogue of an analyst and decision support system there are cases of objective ambiguity caused, on the one hand, by interval uncertainty of data, and on the other hand – by the chosen model of the task formalization. The method for ranking quasioptimal alternatives in interval game models against nature is proposed, which enables comparing interval alternatives in cases of classical interval ambiguity. In this case, the function of the analyst preferences is used with respect to the values of the criterion that help determine the indicators for the quantitative ranking of alternatives. By selecting a specific type of the preference function, the researcher artificially converts the primary uncertainty of the data into the uncertainty of the preference function form, which nevertheless enables avoiding the ambiguity in the "fuzzy" areas of quasi-optimal alternatives.

18. Female Sex Hormones Upregulate the Replication Activity of HIV-1 Sub-Subtype A6 and CRF02_AG but Not HIV-1 Subtype B.

- Abstract
More than 50% of all people living with HIV worldwide are women. Globally, HIV/AIDS is the leading cause of death among women aged 15 to 44. The safe and effective methods of hormonal contraception are an essential component of preventive medical care in order to reduce maternal and infant mortality. However, there is limited knowledge regarding the effect of hormones on the rate of viral replication in HIV infection, especially non-B subtypes. The goal of the present work was to study in vitro how the female hormones β-estradiol and progesterone affect the replication of the HIV-1 subtypes A6, CRF02_AG, and B. The findings show that high doses of hormones enhanced the replication of HIV-1 sub-subtype A6 by an average of 1.75 times and the recombinant variant CRF02_AG by 1.4 times but did not affect the replication of HIV-1 subtype B. No difference was detected in the expression of CCR5 and CXCR4 co-receptors on the cell surface, either in the presence or absence of hormones. However, one of the reasons for the increased viral replication could be the modulated TLRs secretion, as it was found that high doses of estradiol and progesterone upregulated, to varying degrees, the expression of TLR2 and TLR9 genes in the PBMCs of female donors infected with HIV-1 sub-subtype A6.

- Abstract
Introduction: The urgent problem of modern medicine is the fight against acute respiratory viral infections (ARVI). To combat ARVI, drugs of wide antiviral potency are needed, as well as immunomodulating drugs. Such antiviral and immunomodulatory effects has sodium deoxyribonucleate (DNA-Na) and its complex with iron (DNA-Na-Fe) developed on the basis of double-stranded DNA of natural origin., Aim of the Study: To assess antiviral and virucidal activity of DNA-Na and DNA-Na-Fe against viruses of different kingdoms and families., Materials and Methods: Antiviral and virucidal activity of DNA-Na and DNA-Na-Fe was assessed in cell cultures infected with viruses., Results and Discussion: DNA-Na and DNA-Na-Fe had antiviral activity against adenovirus at concentrations of 2501000 mcg/ml. Antiviral effect of both drugs was not detected in case of poliovirus. DNA-Na and DNA-Na-Fe had antiviral activity against coronavirus in all administration schemes. EC50 for DNA-Na ~ 2500 mcg/ml, for DNA-Na-Fe ~ 1000 mcg/ml. In cells treated with DNA-Na-Fe, secretion of following proinflammatory cytokines was detected: Interleukin (IL) 1, IL-2, IL-6, IL-18, interferon- (IFN-), IFN-, as well as anti-inflammatory cytokines: IL-4, IL-10, antagonist of IL-1 receptor. Evidently, DNA-Na and DNA-Na-Fe have antiviral effect, but mechanism of action does not seem to be associated with specific effect on viral replication. Presence of virucidal activity of drugs against representatives of Coronaviridae, Adenoviridae, Picornaviridae, Retroviridae, Herpesviridae in vitro test in range of 1.03.0 lg TCID50 was identified., Conclusion: Presence of simultaneous antiviral and virucidal activity of DNA-Na and DNA-Na-Fe against adeno- and coronaviruses shows their prospects for prevention and treatment of ARVI.

- Abstract
Introduction: One of the most urgent problem of modern medicine is the fight against the disease caused by the Human Immunodeficiency Virus (HIV) - HIV infection. The chemical compounds have improved the situation for infected people, but they are toxic, disrupt the metabolism and cannot eliminate the integrated virus from the body. The emergence of resistant HIV strains makes these treatments ineffective. Often, the death of HIV-infected people occurs as a result of the development of opportunistic infections caused by viruses of the Herpesviridae family. Therefore, the search for new therapeutic and preventive drugs that are less toxic and active against several viruses at the same time is relevant. Basidiomycetes, higher fungi, are a source of medicinal compounds that have antimicrobial properties, as well as antiviral ones. Humic compounds (HS) of various nature also have antiviral activity.The aim of the study was to obtain nontoxic compounds from the basidiomycete Inonotus obliquus and humic compounds from brown coals and to test their activity against viruses that are pathogenic to humans: HIV and Herpes Simplex Virus (HSV)., Material and Methods: The antiviral activity of melanin extracts obtained from the culture of the chaga fungus Inonotus obliquus and HS from the brown coal of the Kansko-Achinsk Deposit was studied using a model of MT-4 lymphoblastoid cells infected with HIV type 1 (HIV-1) strains and a monolayer culture of Vero cells infected with HSV type 1 (HSV-1) using virological and statistical research methods., Results and Discussion: It was found that all the studied compounds did not have a cytotoxic effect on cells at a concentration of 100 mcg/ml. It was shown that extracts of basidiomycetes and HS have antiviral activity against HIV-1 and HSV-1. EC 50 (50%-effective concentration) for HIV-1 was 3.7-5.0 mcg/ml, selectivity index 28-35. Antiherpetic activity was detected at a dose of 50-100 mcg/ml. The antiviral effectiveness of melanin compounds was established both in the «preventive» (2 hours before cell infection) and in the «therapeutic» regimen of drug administration, both for HIV-1 and HSV-1. The presence of antiviral activity of melanin and HS in relation to the RNA-containing HIV-1 virus and DNA-containing HSV-1 virus in our study coincides with the results of a number of authors in relation to influenza viruses, herpes virus, HIV, hepatitis B virus, Coxsackievirus, smallpox vaccine virus, which suggests that the type of nucleic acid in the virus does not play a fundamental role in the antiviral action of these drugs. It is also clear that HS is effective against both enveloped and non-enveloped viruses., Conclusion: In general, it can be concluded that melanin and humic compounds are characterized by low toxicity in the presence of both virucidal and antiviral activity. 21. CYTOTOXIC PROPERTIES OF TRITERPENE SAPONIN TAUROSID SX1 AND ITS EFFECT ON HUMAN IMMUNODEFICIENCY VIRUS AND INFLUENZA VIRUS INFECTION IN MICE.

- Abstract
Triterpene saponin Taurosid Sx1 purified from leaves of the plant Crimean Ivy Hedera taurica Carr. (Araliaceae) was evaluated for its cytotoxic activity against lymphoblastoid cell lines MT-4, Jurkat-tat, U937, and human peripheral blood monocytes. The ability of saponin to influence HIV-1 replication was studied as well. In addition, the ability of Taurosid Sx1 to increase survival of mice infected with influenza virus А/WSN/1/33(H1N1) and its capacity for strengthening the immune responses in mice immunized with the influenza vaccine Grippol® have been studied. Taurosid Sx1 has been shown to inhibit MT-4 cell line at 25 μg ml-1 concentration, IC50 33,3 μmol l-1 (MTT assay). The saponin concentration of 5 μg ml-1 was non-toxic for all the cell lines studied and demonstrated a moderate inhibitory effect on HIV p24 production in Jurkat-tat cells. In the lower concentrations Taurosid Sx1 did not stimulate HIV p24 production. It was shown that oral administration of 200 μg Taurosid Sx1 to the influenza virus infected mice caused 1.5-fold increase in their survival. Taurosid Sx1 given orally amplified immunopotentiating ability of an intramusculary administered subunit influenza vaccine. Antibody production was significantly higher in animals fed Taurosid Sx1 after primary or secondary immunizatuion. In mice given 2 doses of vaccine, from 1 to 3 weeks apart, feeding 200 μg saponin resulted in 2 to 10-fold enhancement in production of anti-H1, anti-H3, and anti-inluenza type B hemagglutinin antibodies. Thus, Taurosid Sx1 can be considered as low-toxic promising immunopotentiating agent uncapable of enhancing HIV-1 replication.

- Abstract
For the purpose of finding effective inhibitors of virus adsorption the series of inositol-containing phospholipid dimer analogues were previously synthesized. In the present work, the antiretroviral activity of these compounds against HIV-1 was demonstrated on the model of cells infected with the virus. The highest effect was found in the case of dimer poliol 5, EC50 (50%-effective concentration) was 3.9 microg/ml. The development of new polyanionic compounds, which can interfere with early steps of the virus life cycle, is a promising addition to the antiretroviral therapy based on the virus enzyme inhibitors.

- Abstract
The antiretroviral properties of Fullevir (sodium salt of fullerenepolyhydropolyaminocaproic acid) manufactured by IntelFarm Co.) were studied in the human cell culture infected with human immunodeficiency virus (HIV). The agent was ascertained to be able to protect the cell from the cytopathic action of HIV. The 90% effective concentration (EF90) was 5 microg/ml. The 50% average toxic concentration was 400 microg/ml. Testing of different (preventive and therapeutic) Fullevir dosage regimens has shown that the drug is effective when used both an hour before and an hour after infection and when administered simultaneously with cell infection. The longer contact time for the agent with the cells increased the degree of antiviral defense. Co-administration of Fullevir and the HIV reverse transcriptase inhibitor Retrovir (azidothymidine) showed a synergistic antiretroviral effect. Thus, Fullevir may be regarded as a new promising antiretroviral drug for the treatment of HIV infection.

- Abstract
HIV strains isolated from HIV patients hospitalized at the Central Research Institute of Epidemiology in 1991-1993 are analyzed. HIV-1 strains isolated at different stages of the illness were referred to subtypes A and B. The biological properties of the isolates of both subtypes were virtually the same. The majority of the isolated HIV-1 strains were relatively resistant to azidothymidin, no matter whether the patients were previously treated with this drug or not. Study of strains repeatedly isolated from the same patients showed an increase of the cytodestructive characteristics of the isolates. Strains isolated from the same epidemiological chain were characterized by the same properties and sensitivity to the tested antiHIV agents. The resistance of the virus to antiHIV drugs with different mechanisms of action may be an indicator of the terminal stage of the illness.
