The main task of power communication sector during the 13 rd Five Year Plan is how to reasonably design the layout with UHV construction of electric power communication optical cable line resource and improve the overall power of the backbone communication network architecture.In this paper,the demand for power communication business is calculated at first.The forecast of demand of business is chosen as the important input parameter for the network topology planning optimization.Then,the adaptability of the business requirements of Hunan province’s electric power network architecture is analyzed by the network simulation.Finally,the paper gives the suggestions of capacity configuration,key sites and links in the backbone ring network.This research method can provide guidance on the planning of the electric power communication network during the13 rd Five Year Plan period.

As a member of BRIC, Brazil arose out of a colony historically and the way of her economic development was different from that of China, though either of them is a newly-emerging developing country making much of what role the government should play in technological innovation to which the policy is of great significance to national rejuvenation. In Brazil there was an evolution process of the policy of technological innovation, i.e., starting from industrial policy to sci-tech policy and, finally, forming a systematic policy of technological innovation. The policies of technological innovation in different developmental periods in Brazil and what role the government played in the different periods of technological innovation are analyzed, which may be of far reaching importance to the transformation of Chinese governmental functions, by which our policy of technological innovation is possibly systematically perfected so as to cope with the financial crisis and revitalize China. Objective: To explore how to improve follow-up rate and follow-up quality in studies related to quality of life., Methods: A retrospective cross-sectional study was performed in patients with rectal cancer who underwent primary surgery at the Gastrointestinal Surgery Department, The First Affiliated Hospital, Sun Yat-sen University from August 2002 to February 2011 using the European Organization for Research and Treatment of Cancer QLQ-C30 and CR-38 questionnaires. The influence factors of follow-up rate and reasons for missing sex-related items were analyzed., Results: A total of 438 questionnaires were issued. Two hundred and eighty-five responses were received and the follow-up rate was 65.1%. Two hundred and sixty-two patients returned the questionnaires by mail. Responders and non-responders did not differ by sociodemographic and clinical characteristics including sex, age, postoperative time, complication, clinical stage and stoma. Significant differences were found when comparing the missing sex-related items grouped by sex, age, education and working status., Conclusions: Follow-up mode of mail supplemented by interview is suitable for current reality in China in studies on quality of life. Targeted methods should be adopted when investigating the different patient groups to improve follow-up rate of studies on quality of life and sexual function survey.
