Master i økonomi og administrasjon Denne masteroppgaven tar utgangspunkt i et pilotprosjekt gjennomført i Larvik kommune og Helgeroa barnehage, med hensikt om å utvikle og implementere belønningssystem i kommunale barnehager. Belønningssystemet ble implementer i henholdsvis 2002 og 2002, men ble avviklet seks år senere grunnet mangel på ressurser fra kommunen. På bakgrunn av dette ønsker vi å undersøke: 1. Hvordan fungerte Kommunens Sentralforbund sitt belønningssystem i de kommunale barnehagene da de ble implementert, og hvordan bidro det til å oppnå mål? 2. Hvordan påvirket belønningssystemet de ansattes motivasjon, og hva skjedde med motivasjonen når ressursene forsvant? Undersøkelsen er gjennomført med bakgrunn i kvalitativ data fra åtte dybdeintervju med fire forskjellige kommunale barnehager i Larvik kommune. Ved hjelp av resultater fra intervjuene og teoretisk tilnærming til motivasjon, prinsipal-agent, og insentivssystemer, forsøker vi å gi et så nyansert bilde av hvordan belønningssystemet kan arte seg i kommunal sektor. Av resultatene, foreligger det at kommunale barnehager utarbeider konkrete mål på enhetsnivå, avdelingsnivå og individnivå. Disse jobbes kontinuerlig med gjennom hele barnehageåret, fordelt på fire milepæler. Dersom målene oppnås i slutten av barnehageåret, mottar de ansatte en belønning. Måloppnåelse vurderes etter absolutte, subjektive, kollektive og individuelle evalueringer. Belønningssystemet har medført positive effekter i form av at de ansatte jobber hardere og raskere, og tar bedre beslutninger. Barnehagen har også hatt større utvikling, og fått bedre struktur og systemer. Dette har medført bedre samarbeid og inkludering, samt høyere effektivitet. Videre viser resultatene at motivasjonen til noen ansatte ble preget av belønningssystemet, i den forstand at de ble mer ytre motivert når det lå en ekstra belønning for måloppnåelse. Når ressursene forsvant, så vi en tendens til at noen ansatte mistet motivasjonen til å forstette med å jobbe mot konkrete mål. Dette gjaldt likevel ikke alle ansatte i alle barnehagene. This master thesis is based on a pilot project conducted in Larvik municipality, and Helgeroa kindergarten, with the purpose of developing and implementing a reward system in municipal kindergartens. The reward system was implemented respectively in the year of 2002 and 2003, but due to lack of resources it was finalized six years later. On the basis of these facts, we would like to examine: 1. How did the reward system, developed by KS, work in the municipal kindergartens when it was implemented, and how did this system contribute to the goal reaching process? 2. How did the reward system affect the employees motivation, and what happened to the motivation when the resources were cut? The survey is conducted on the basis of qualitative data gathered from eight depth interviews, with four different municipal kindergartens, in Larvik municipality. With the help of the results gathered from the interviews, and a theoretical approach on motivation, principal-agent theory, and incentive systems, we try to give a well-nuanced picture of how a reward system can turn out in a public sector. The results show that the municipal kindergartens compile concrete goals on a unit level, department level, and on an individual level. These require continuous work throughout the year, divided into four milestones. If these goals are reached at the end of the work year, the employees receive a bonus. The reaching of the goals was evaluated on the basis of absolute, subjective, collective and individual evaluating forms. The reward system has brought with it positive effects, in the form of the employees working harder, faster, and making better decisions. Improvements can also be seen in the structure and development of the kindergarten as a whole. This has led to better cooperation amongst the employees, as well as higher efficiency. Further, the results show that the employees’ motivation was greatly affected by the reward system, in the sense that they were more externally motivated when there was a reward at the end. When the resources were cut, we witnessed that some of the employees had a tendency to lose some of their motivation with regards to continuous work towards their goals. However, this was not the case with the entire staff, and the managers involvement and personality, played a central part in this.
