Since the beginning of this decade, society has been confronted with multiple crises that also act as new drivers of spatial development. Based on a literature review and qualitative interviews with housing market actors, this paper presents an interim balance of the lasting influence of the Covid-19 pandemic on housing preferences and location decisions as well as initial empirical knowledge and theses on the effects of the 2022 energy crisis on these decisions. It emerges that the energy crisis already has a greater impact on spatial development today and will probably have a greater impact in the medium and long term than the pandemic. Housing preferences that arose during the pandemic have already shifted again or can no longer be implemented at present. At the same time, the influences of the pandemic can no longer be considered in isolation from the energy crisis. While the pandemic will further intensify spatial deconcentration processes, the effects of the energy crisis are spatially more differentiated. Moreover, in a time of multiple crises, future spatial development will not be shaped by individual crises, but by their interaction - also with long-standing trends such as the ageing of society. The paper addresses the relationship of planning systems and related processes of institutional change. It evaluates the persistence and change of the German planning system with a focus on recent impacts of Europeanisation. It shows that the ability to transform institutional patterns of spatial planning in Germany is rather limited. The German planning system has not undergone revolutionary shifts during the last five decades, but it is 'by-passed' by a new and mostly informal planning sphere recently. The latter is triggered by financial incentives bound to European structural funds and characterized by a strong focus on experimental spatial development. [ABSTRACT FROM AUTHOR]

In NRW haben sowohl die Regionalplanung als auch integrierte Ansätze der Regionalentwicklung, wie z.B. die REGIONALE NRW, eine lange Tradition. Das bisherige Nebeneinander soll im Sinne eines besseren Zusammenwirkens von Regionalplanung und Regionalentwicklung mit dem Ziel eines "guten Raumzustandes" überwunden werden. Elemente einer neuen Praxis könnten etwa ein "Brückendokument" (z.B. Raumbild) zur Vermittlung zwischen Regionalplanung und -entwicklung sowie eine eigenständig handlungsfähige organisatorische Verankerung des Prozessmanagements sein. Unabdingbar dafür sind eine entsprechende politische Legitimation und ein Wille zur regionalen Zusammenarbeit. In NRW, both regional planning and integrated approaches to regional development, such as the REGIONALE NRW, have a long tradition. These two fields have previously existed in parallel, a situation that should be overcome through the better interaction of regional planning and regional development with the goal of creating "good spatial conditions". Elements of a new practice approach could include a "bridging document" (e. g. spatial vision) to mediate between regional planning and development, and also independent, empowered and organisationally anchored process management. Indispensable here are the appropriate political legitimacy and a will for regional cooperation.

The implementation of High-Speed Rail (HSR) is often expected to enhance urban development in municipalities benefitting from improved accessibility. This paper examines HSR as a driver of urban development and provides insights into the underlying interdependencies of urban planning practices and the impacts on urban development achieved or not yet realised. Our study investigates to what extent and in which ways HSR promotes spatial development in small-scale station areas. Thus, we carried out eight contrasting case studies in Germany. By extending previous research, we focussed on spatial impacts in narrowly defined HSR station areas and especially on their municipal planning governance by analysing the respective binding land-use plans (BLUP). As we will show, impacts are spatially and temporally varied but mainly limited to the immediate station areas, fostering agglomeration effects and new centralities. The case-dependent constraints observed and inherent preconditions witness the need for accompanying municipal planning governance to gain urban development impacts from the HSR-related accessibility improvements. Furthermore, the analyses presented underpin findings for research and practice, e.g. concerning the lack of integration of rail operations and local urban planning and the importance of consciously embedding HSR in local strategic concepts. Also, we use a new methodical approach to assess the possible impacts of HSR. Against the backdrop of further HSR expansion in Germany, anticipated but more strategically coordinated urban planning seems promising to exploit the potential for urban development in the station areas., The paper is published by the European Journal of Spatial Development (EJSD). The paper investigates the peculiarities of polycentric urban regions (PURs) in generating agglomeration economies, namely, the question of how urbanisation externalities – size, density and diversity – take effect in German PURs and influence the growth of metropolitan functions from 1995 to 2017. The metropolitan growth of PURs is compared with that of urban regions showing a dominant core. We use our findings to address questions about the forces of urbanization externalities on a regional scale. Finally, we outline what we see as emergent research topics in the interplay between metropolization and the development of PURs. [ABSTRACT FROM AUTHOR]

Das Thema "Einfamilienhausgebiete im Umbruch" ist eine unterschätzte Herausforderung für viele Kommunen. Derzeit steht es noch nicht im Fokus politischer, planerischer und wissenschaftlicher Debatten. Insbesondere die Flüchtlingszuwanderung in den letzten Jahren hat die Diskussion um die Gestaltung von Raumentwicklung unter Schrumpfungsbedingungen in vielen Regionen ausgesetzt. Dabei werden die grundsätzlichen demografischen und gesellschaftlichen Megatrends von Schrumpfung, Alterung und Metropolisierung durch kurzfristige demografische Trendänderungen in der langfristigen Entwicklungsperspektive nicht merklich verändert werden. Die Auswirkungen des demografischen und gesellschaftlichen Wandels und die damit verbundene veränderte Marktsituation führen zu einer Umbruchsituation in immer mehr Einfamilienhaus- Gebieten (kurz: EFH-Gebiete) der 1950er bis 1970er Jahre. Es lassen sich regional unterschiedliche Betroffenheiten älterer EFH-Gebiete identifizieren. Dementsprechend lassen sich für unterschiedliche Raumkategorien verschiedene städtebauliche Ziele und Handlungsbedarfe mit unterschiedlichen Prioritäten hinsichtlich des Umgangs mit älteren Einfamilienhausbeständen ableiten [...].

The objective of the COMPASS project was to provide an authoritative comparative report on changes in territorial governance and spatial planning systems in Europe from 2000 to 2016. This Final Report presents the main findings, conclusions and policy recommendations. The COMPASS project compares territorial governance and spatial planning in 32 European countries (the 28 EU member states plus four ESPON partner countries). COMPASS differs from previous studies in that the accent is not on a snapshot comparison of national systems, but on identifying trends in reforms from 2000 to 2016. It also seeks to give reasons for these changes with particular reference to EU directives and policies, and to identify good practices for the cross-fertilisation of spatial development policies with EU Cohesion Policy. The research is based on expert knowledge with reference wherever possible to authoritative sources. Experts with in-depth experience of each national system were appointed to contribute to the study. The research design involved primarily collection of data from the 32 countries through questionnaires and five in-depth case studies of the interaction of EU Cohesion Policy and other sectoral policies with spatial planning and territorial governance. 'Polycentricity on a regional scale', or in short the 'polycentric region' (PR), is a key concept in both urban and regional research and planning. But the term is used in many different ways, making it an overstretched concept unsuitable for drawing normative conclusions from. This article highlights the fact that, beyond the lowest common denominator – PRs consist of several centres ('poly' = many) and are situated on a regional scale ('region') – there is no single generally accepted definition of what a PR is. Instead, there are various historical trajectories for the formation of PRs, as well as different substantive perspectives. In this contribution, we will develop a conceptual typology and terminology describing the various dimensions of a PR for the North-Western European context on the basis of a critical literature review. The typology addresses two formation modes, four substantive perspectives and two time perspectives in an attempt to establish conceptual 'building block(s)' for use in empirical PR research and policy formulation. This introductory survey outlines the various new approaches to regionalisation which have been adopted in North Rhine-Westphalia, with a number of examples of regionalisation being selected for more detailed coverage. In the context of new approaches to regionalisation, one area within North Rhine-Westphalia, namely the Ruhr region, is given special attention. The paper closes with an overview identifying the common features found in the new approaches to regionalisation which have been presented.

Suburbanisierung ist der Prozess, der die Stadtentwicklung in Deutschland im 20. Jahrhundert dominiert hat. Auch wenn in den letzten Jahren eine Abschwächung der Suburbanisierung bei gleichzeitiger neuer Attraktivität der Kernstädte als Wohnstandort zu beobachten ist, zeigt sich, dass sich die mit Suburbanisierungsprozessen verbundenen planerischen Herausforderungen damit keineswegs von selbst lösen. Diese Arbeit zeigt auf, an welchen Stellschrauben neue Gegenstrategien zur Begrenzung der Suburbanisierung ansetzen können. Die Suburbanisierung ist als emergenter Prozess nicht das Ergebnis räumlicher Planung, sondern das Resultat unzähliger Einzelentscheidungen einer Vielzahl an Akteuren, die in einem komplexen Wirkungszusammenhang stehen, aber in ihrer Gänze von niemandem bewusst gesteuert werden. Ansätze zur Begrenzung der Suburbanisierung müssen daher bei den Entscheidungslogiken der handelnden Akteure ansetzen. Die Arbeit greift eine wesentliche Akteursgruppe in Suburbanisierungsprozessen, die Stadt-Umland-Wanderer, heraus und zielt darauf ab, aus einer handlungstheoretischen Mikroperspektive zu einem tiefergreifenderen Verständnis der Entscheidungs- und Handlungslogiken der Stadt-Umland-Wanderer bei der Wohnstandortwahl beizutragen. Die Arbeit gibt methodische Empfehlungen, wie sich der Entscheidungsprozess der Stadt-Umland-Wanderer bei der Wohnstandortwahl in standardisierten Wanderungsmotivstudien angemessen erheben lässt und leistet auf der Grundlage einer quantitativen sowie einer qualitativen Wanderungsmotivuntersuchung für vier Fallregionen (Köln, Leipzig, Magdeburg und Münster) einen empirischen Beitrag zu drei Forschungslücken: einer regional vergleichenden Analyse der Muster und Motive der Stadt-Umland-Wanderung, Informations- und Wahrnehmungslücken der Stadt-Umland-Wanderer bei der Wohnstandortwahl sowie der Identifizierung durch städtische Gegenstrategien beeinflussbarer Stadt-Umland-Wanderer. Abschließend werden, auf den analytischen Erkenntnissen aufbauend, grundsätzliche planerische Schlussfolgerungen zur Begrenzung von Suburbanisierungsprozessen gezogen.

The normative concept of polycentricity has become a promising tool to pursue spatial policy goals such as spatial equity and justice, sustainable and balanced development, and, more recently territorial cohesion, at various scales across Europe. As earlier research has shown, a number of cityregions use the concept for their planning and development work. In pursuit of polycentric development, they call for a robust terminology, solid analysis and methods. As a result, literature analysing polycentricity at the city- or mega-regional scale has grown significantly and it appears that some consensus has been achieved in regards to the main facets and dimensions. Recognizing that the potentials to comprehend city-regional dynamics by focussing on the extent to which polycentric urban patterns evolve has not yet been fully utilised, this paper intends to contribute to a more comprehensive view on polycentricity at the city-regional scale. In doing so, we study the (potentially) emerging urban patterns of two cases, the Dusseldorf and Stockholm city-regions, employing different theoretical starting points and analytical approaches. With this in mind, we aim to unpack the concept of polycentricity at the city-regional scale and to offer academics, as well as planning professionals and policy-makers, further insights into qualifying, analysing and understanding the complexity of the topic at hand. Likewise, we argue that sound strategies to promote and mobilise different facets of polycentric development should be carefully reflected and related to the theoretical, methodological and even normative starting point of any attempt to comprehending polycentricity. Der Beitrag stellt zwei unterschiedliche Modelle eines über Poollösungen abgestimmten interkommunalen Gewerbeflächenmanagements vor, mit denen in beiden Fällen eine nachfragegerechte Steuerung mit einem ressourcenschonenden Umgang mit Boden verbunden werden soll. Im Ergebnis wird für eine Kombination beider Ansätze plädiert, das heißt für eine regionale Steuerung zukünftiger Entwicklungen über die Implementierung einer Mengensteuerung in Kombination mit einer gemeinsamen Vermarktung baureifer Flächen. Auf diese Weise kann die Entwicklung nicht nachfragegerechter Standorte vermieden und gleichzeitig eine effiziente Nutzung bestehender Flächen erreicht werden. This paper describes two different pool-based models for the co-ordinated management of commercial sites across municipal boundaries. In both cases the goal is to unite a fair attitude towards responding to demand with a sparing approach to the consumption of land resources. Ultimately the author argues for a combination of these two approaches, i.e. for the course of future developments to be steered at the regional level through the implementation of a policy of quantity control in combination with the joint marketing of sites which are ready for development. This approach is capable of preventing the development of sites which are unsuited to the demand being expressed; at the same time it can promote the efficient use of existing sites.

Eine laufende Raumbeobachtung war für eine räumlich orientierte Politik und Planung schon immer von Bedeutung, lieferte sie ihr doch ausreichende Daten und Informationen über räumliche Entwicklungen. In den letzten Jahren sind mit dem „Monitoring“ und „Controlling“ neue Begriffe in der räumlichen Diskussion aufgetaucht, die teilweise auch für Raumbeobachtung verwendet werden. Der vorliegende Beitrag setzt sich zunächst mit den Begrifflichkeiten auseinander und diskutiert die Frage, ob auf die Raumbeobachtung neue Anforderungen durch neue Planungs- und damit verbundene Regionalisierungsansätze zukommen. Im Mittelpunkt stehen dabei die Rolle von Indikatoren bzw. Indikatorensystemen als Anzeiger räumlicher Entwicklungen sowie deren Grenzen. Vor diesem Hintergrund wird schließlich der Frage nachgegangen, wie indikatorengestützte Raumbeobachtungssysteme grundsätzlich ausgestaltet sein müssen, um dem Informations- und Evaluationsbedarf für die bisherigen formellen und für neue Planungsansätze gerecht zu werden. Dabei wird auf eine inhaltliche Beschreibung und Diskussion einzelner Indikatoren bzw. Indikatorenbündel verzichtet. Continuous spatial “observation” has always been regarded as an important basis for spatial policy and planning, and the data and information it has consistently supplied on spatial developments have been seen as adequate. More recently, however, with the emergence of “monitoring” and “controlling” a number of new terms have gained currency in German planning discourse which, to some extent, are also used to refer to spatial observation. This paper begins with a critical discussion of terminology and poses the question as to whether spatial observation is now subject to new demands as a result of new approaches to planning and the associated prominence given to regionalisation. The main focus is on the role – and the limitations – of indicators and/or systems of indicators as a pointer to spatial developments. This provides the background for a more fundamental discussion on the essential design features of indicator-based systems for spatial observation if they are to be fit for the purpose of supplying the information and evaluation required both in the more familiar formal approaches to planning and equally in connection with more novel approaches. The author opts not to provide substantive descriptions or discussion on individual indicators or bundles of indicators.

Der Beitrag behandelt den Stand der Umsetzung der EU-Wasserrahmenrichtlinie (WRRL) in Nordrhein-Westfalen auf der Basis des am 21.12.2008 vorgelegten bzw. ins Netz gestellten Entwurfes des Bewirtschaftungsplanes für NRW. Aus Sicht der räumlichen Gesamtplanung ergibt sich als Ergebnis der erfolgten Umsetzung, dass nur ganz selten mit raumrelevanten Forderungen der Wasserwirtschaft zu rechnen sein wird. Diese Situation ist ganz wesentlich dadurch bedingt, dass in NRW rund 60 % der Oberflächengewässer als „stark veränderte Wasserkörper“ eingestuft werden, für die nach der WRRL nicht der gute ökologische Zustand, sondern das schwächere ökologische Potenzial als Ziel der Planung gilt. Dieses abgesenkte Umweltziel wird in Ermangelung einer schlüssigen und allgemein anerkannten Definition sehr pragmatisch nach dem Prager Ansatz als der Zustand definiert, der ohne signifikant negative Auswirkungen auf/für die vorhandenen Nutzungen erreichbar scheint. Ob die EU-Kommission in Brüssel eine derartige, als endgültig verstandene Einstufung von deutlich mehr als der Hälfte aller berichtspflichtigen Oberflächengewässer dereinst als noch richtlinienkonform anerkennen wird, bleibt abzuwarten. Das zentrale Umweltziel der WRRL – alle Gewässer bis 2015 in einen guten ökologischen Zustand zu versetzen – wird mit dieser Art der Umsetzung jedenfalls erkennbar verfehlt. Raumrelevante Auswirkungen würden sich zuhauf ergeben, sobald aus gewässerökologischer Sicht an die Art und die Intensität der heute im gesamten Einzugsgebiet vorhandenen Nutzungen herangegangen werden würde. This paper examines the current state of implementation of the EU Water Framework Directive (WFD) in North Rhine-Westphalia on the basis of the draft water-management plan for NRW published (and posted on the internet) on December 21, 2008. From the perspective of comprehensive planning at the state level, the result of implementation to date is that it is likely to be extremely rare for the German water management sector to voice demands which can be regarded as spatially relevant. This situation can be explained very significantly by the fact that around 60 % of North Rhine-Westphalia’s surface water bodies are classified as “heavily modified water bodies”, which under the WFD must aim to achieve not “good ecological status” but merely “good ecological potential”. In the absence of a cogent and generally accepted definition, this reduced environmental target is defined quite pragmatically, following the Prague Statement, as that state which appears achievable without detrimental impacts on or for existing uses. It remains to be seen whether the EU Commission in Brussels will recognise such a classification and final designation of well over one-half of all those surface water bodies which are subject to reporting as complying with the Directive. Such an approach to implementation will certainly mean that the central goal of the WFD – i. e. achieving a good ecological status for all water bodies by 2015 – will be missed. Impacts of spatial relevance would ensue on a large scale as soon as any steps were taken on grounds of water ecology to address either the types or intensity of current uses throughout the entire catchment area.

Der Beitrag diskutiert die Besonderheiten des nordrhein-westfälischen Planungssystems und die daraus für eine rechtssichere wie praktikable Anwendung des Instruments erwachsenden Probleme einerseits sowie das Verhältnis zur staatlichen Regionalplanung andererseits. Insbesondere die sich aus dem Maßstab und der gewählten Doppellegende ergebenden methodischen Probleme werden eingehend dargestellt. Im Ergebnis wird festgestellt, dass der FNP-Teil seiner Funktion nicht gerecht wird. Zudem benötigt erfolgreiche interkommunale Kooperation keinen RFNP. Plädiert wird hier deshalb für eine Fortführung der interkommunalen Kooperation im Ruhrgebiet im Rahmen dafür besser geeigneter informeller Instrumente und zugleich für eine Stärkung der Regionalplanung durch eine konsequente Übernahme der Kompetenz durch den RVR. This paper discusses some distinctive features of North Rhine-Westphalia’s planning system; in particular, the author considers the problems which arise regarding legal certainty and the practical application of the preparatory municipal land-use plan and its relationship to regional planning at the state level. Detailed consideration is given to the methodological problems resulting from the scale and the so-called “dual key” which has been opted for. The author concludes that the local plan component fails to serve the function intended for it; moreover, successful intermunicipal co-operation does not necessarily require the existence of a regional land-use plan. Thus, the author argues for continued intermunicipal co-operation within the Ruhr region on the basis of the use of more appropriate informal instruments, and for regional planning to be strengthened by assigning competence for it more consistently to the Regionalverband Ruhr, the association of local authorities in the Ruhr region.

In Nordrhein-Westfalen erlaubt das Landesplanungsrecht zurzeit noch unter bestimmten Voraussetzungen die Aufstellung regionaler Flächennutzungspläne, die landes- und bauleitplanerische Elemente in einem Planwerk zusammenführen. Eine entsprechende gesetzliche Regelung trifft § 25 LPlG NW; darüber hinaus wurde eine ergänzende „Verordnung zu Regionalen Flächennutzungsplänen (RFNP-VO)“ erlassen. Diese lan-desrechtlichen Vorschriften, die noch auf § 9 Abs. 6 ROG a. F. als Rahmenrecht basieren, werden in dem Beitrag näher erläutert und hinsichtlich ihrer Auswirkungen auf die nordrhein-westfälische Regionalplanung untersucht. Schließlich wird kurz die Zukunft dieses Planungsinstruments in Nordrhein-Westfalen beleuchtet. Only in very specific circumstances does current planning law in North Rhine-Westphalia permit the (usually municipal) preparatory land-use plan to be framed on a regional basis, thus bringing together elements of both state-level and local planning within one masterplan. The statutory basis is provided in section 25 of the State Planning Act for North Rhine-Westphalia; this has been supplemented by a “Regulation on regional masterplans” – referred to as RFNP-VO. This paper examines these provisions under state law, which in turn have their basis in section 9 para. 6 of the federal Regional Planning Act, the underlying framework legislation. In particular it considers their implications for regional planning in this federal state. The paper closes with thoughts on the future of this planning instrument in North Rhine-Westphalia.

Der vorliegende Beitrag setzt sich mit neuen Formen der Regionalisierung im Rahmen interkommunaler Kooperationen in der Metropole Ruhr auseinander. Diese strategisch ausgerichteten Interaktionen stehen häufig in einem Spannungsverhältnis sowohl mit formell verfassten als auch mit anderen informellen Regionen. Die sich hieraus ergebende Überlagerung der Handlungsräume, die Flexibilität der Abgrenzungen und die unterschiedlichen Dichten der Interaktionsbeziehungen zwischen den Akteuren zählen zu den Spezifika dieser neuen Regionalisierungsvarianten von unten. Anknüpfend an einige theoretisch-konzeptionelle Überlegungen werden beispielhaft Prozesse des „Region Building“ in der polyzentrischen Metropole Ruhr betrachtet, wobei insbesondere Fragen nach der Pfadabhängigkeit regionaler Kooperationsprozesse, dem Aufbau institutioneller Kapazitäten und den Handlungsmotiven der Akteure im Mittelpunkt stehen. Der Beitrag schließt mit einer kritischen Reflexion der fachtheoretischen Debatte um Regional Governance. This paper discusses new forms of regionalisation within the framework of intermunicipal co-operation within the Ruhr Metropolis. Frequently there is a distinct tension between these cases of strategic interaction, on the one hand, and both formally constituted and more informally perceived regions. Overlapping jurisdictions, flexible boundaries and divergences in the density of patterns of interaction among the various actors are some of the features which typify these new, bottom-up variants of regionalisation. In a theory-led approach, the authors provide illustration by examining processes of “region building” in the polycentric Ruhr Metropolis; the main focus here is on issues relating to the path-dependency of processes of regional co-operation, the creation of institutional capacity and the motivation of the various actors involved. The paper closes with a critical reflection on the on-going debate within planning theory on “regional governance”.

In diesem Beitrag wird die Etablierung der Regionalplanung in den einzelnen Bundesländern als Institutionalisierung und die damit einhergehende Abgrenzung regionaler Planungsräume durch Landesgesetzgeber oder interorganisatorische Selbstorganisation als Regionalisierung aufgefasst. Die Geschichte der Institutionalisierung und Regionalisierung der Regionalplanung wird für jedes Land schlaglichtartig beleuchtet. Gefragt wird danach, ob in den Ländern eher funktionale, auf Verflechtungsanalysen basierende Abgrenzungsansätze von Planungsregionen zum Einsatz kommen oder vielmehr an tradierten Verwaltungseinheiten orientierte Grenzen Berücksichtigung finden. Es wird ein Vergleich aller Planungsräume in Bezug auf ihre Flächengröße durchgeführt und abschließend diskutiert, ob Planungsräume der Regionalplanung auch zu groß zugeschnitten werden können. For the purposes of this paper, regionalisation is viewed in terms of the way in which regional planning is institutionalised within each of Germany’s federal states; it is therefore a matter of the inner-state demarcation of planning areas either through state-level legislation or by means of internal re-organisation (in the form of selforganisation). The spotlight moves from state to state to shed light on the history of the institutionalisation and regionalisation of regional planning throughout the country. The question at issue is whether the individual states have opted for a more functional approach to the demarcation of regions, based on an analysis of patterns of interaction, or whether attention has been paid rather to the boundaries of more firmly established administrative entities. The paper contains a comparative survey of all planning areas relative to their respective surface area; it concludes with a discussion on scale and whether it is possible for the planning areas created for regional planning to be too big.

Der Beitrag beschäftigt sich mit den REGIONALEN in Nordrhein-Westfalen als Instrument regionalisierter Strukturpolitik. Im Rahmen der mittlerweile sechsten REGIONALEN präsentiert die Region Köln/Bonn im Jahr 2010 die Ergebnisse eines mehrjährigen Kooperationsprozesses. Die „Zukunftssicherung“ wurde zum zentralen Thema des zeitlich befristeten, projektorientierten Ansatzes gemacht. Bei den beteiligten Akteuren und der Öffentlichkeit konnte sich die REGIONALE 2010 als positives Schlüsselsymbol etablieren. Als Erfolgsfaktoren lassen sich die Organisations- und Kooperationsstrukturen, die Förderung und gebaute bzw. erlebbare Erfolge sowie deren Vermarktbarkeit identifizieren. Mit hohem Aufwand gelingt es, in der heterogenen Region ein gemeinsames Agieren vieler zentraler Akteure zu erzeugen, was sich auch in der frühzeitigen Festlegung auf eine Nachfolgestruktur manifestiert. Die Chancen stehen gut, dass die im Rahmen der „Institutionalisierung auf Zeit“ geschaffenen Grundlagen sowohl auf der Projekt- als auch auf der programmatischen und organisatorischen Ebene über das Präsentationsjahr hinaus tragen. This paper is concerned with the programme of REGIONALE events organised in North Rhine-Westphalia as an instrument of regionalised structure policy. Within the framework of what is now the sixth REGIONALE, in 2010 the Cologne/Bonn region will present the results of a process of co-operation which stretches back over many years. The central theme chosen for this project-based and time-limited programme is “Safeguarding the Future”. REGIONALE 2010 has been able to establish itself both among the actors involved and among the general public as a positive and emblematic symbol. The factors behind its success can be identified as the organisational and co-operative structures it employs, the funding it receives, as well as the physical and tangible successes it presents, and the manner in which they are marketed. With a great deal of effort, and at considerable expense, the REGIONALE is able to generate joint action within this heterogeneous region on the part of a host of key actors; this is manifested not least in the success in deciding on a follow-up structure at a relatively early point in the process. There is every likelihood that the foundation which was established as part of what is termed “long-term institutionalisation” – both at the project level and at the programme and organisational level – will remain in place after the presentation year comes to an end.
