The government neglects to pay attention to village development as a result of the inaccurate data collected by numerous entities. Whereas in reality, there are many people who currently hold land tenure that might be used to grow into a community that is sustainable. This study evaluates the implementation paradigm of Indonesian Big Agrarian Data (IBAD) for sustainable villages. The study was conducted in Senawang Village, West Nusa Tenggara, using primary data from questionnaire and secondary data from literature review. An Interpretive Structural Model analysis approach was used to examine the theoretical framework, drivers, barriers, and changes in IBAD implementation involving institutions or groups. The findings suggest that implementation can benefit the community, BPN/ATR, and BIG by focusing on policy interpretation from the Coordinating Ministry for the Economy. However, the implementation faces challenges, such as the lack of a holistic data survey, map method, and data guardian. The reality of damage to forest ecosystems and poverty in people living in and around state forest areas is caused by the previous allocation policy for the use of forest resources and policies in other sectors. The combination of those policies influence the behavior / actions / attitudes of the community and forges the community to have ability or capacity to utilize and manage forest resources, inside or outside the state forest area. Previous researchs have stated that communities have the capacity to manage forest resources sustainably, but there has been no in-depth research on the components of community capacity. The research explores it by comparing the capacity of the HKm Beringin Jaya community in Tanggamus District, Lampung Province and the HTR Hajran community in Batanghari District, Jambi Province, who are managing forest resources in social forestry areas. The study used a qualitative approach supported by quantitative data. The results show that the components of community capacity in managing forest resources consist of technical, networked and cultural capacities possessed by the two communities studied with different degrees/levels. The indicators in each capacity component showed that the HKm Beringin Jaya community has a higher capacity than the HTR Hajran community. The sustainability of forest resource management in forest areas has been achieved by the Beringin Jaya HKm community. [ABSTRACT FROM AUTHOR]

Smallholder farmers as contributors to national food production have been burdened by various problems on their shoulders including low incomes. However, they also have to deal with global pressures such as climate change. Climate change presents direct impact and significant risks to agricultural sector such as higher average temperature changes, frequent extreme climate events, and increased weather variability. This is certainly a danger to farmers' livelihoods because it causes the livelihoods of smallholder farmers to be more vulnerable. This study aims to determine the differences in the vulnerability of smallholder farmers' livelihoods in rural and semi-urban areas of Bandung Regency as a result of climate change. This study employed qualitative research methods with primary and secondary data sources. The primary data collected through observations and in-depth interviews with smallholder farmers from Laksana Village and Sekarwangi Village as well as secondary data derived from literature studies. The results show that farmers from rural areas are observed to be more vulnerable due to their inability to access various technologies and innovations in the face of climate change. However, they tend to have a fairly good adaptability by utilizing local knowledge and optimally using livelihood capital, whereas semi-urban farmers tend to adapt by using knowledge they got from local government and diversifying their income by working outside the agricultural sector. Based on the results, it can be concluded that differences in vulnerability of farmers are triggered due to availability of resources and capital, disaster management strategies, as well as access to knowledge and benefits from local governments. The current social forestry policy is considered to accelerate the issuance of social forestry licences, but after the licence is obtained, various difficulties and obstacles are still experienced by licence holder community to achieve the objective of social forestry policy. For this reason, this study questions who is actually stakeholder or party stipulated in social forestry regulation to carry out social forestry and facilitate community to overcome the difficulties and obstacles they experienced. This study aims to analyze the implementation gap of social forestry policy towards those stipulated in social forestry regulation compared with their implementation in the field. This research was conducted at HKm Beringin Jaya and HTR Hajran. The results show that three groups of actors are stipulated in social forestry regulation, namely community with their rights and obligations, central and regional governments with their authorities and related stakeholders to support the implementation of social forestry. In two research locations, implementation gap of social forestry policy toward three groups of actors occurred in the field. The rights that can be obtained and the obligations that must be fulfilled by licence holder communities are mostly facilitated by non-governmental organizations and are influenced by the networking capacity of the community. The authority of the central and local governments to facilitate the community is not functioning adequately at the field level due to the separate political system and authority between the central and regional governments. The involvement of other related stakeholders is considered low because of their interests that must be accommodated and requiring the capacity of the community to access stakeholders. Oil and Gas is natural resources in Indonesia which is the business related to is regulated in Law Number 22 of 2001 about Oil and Gas. There are two kinds of business related to oil and gas that are upstream and downstream. In upstream oil and gas business, there still a lot problem faced by the government and the enterprises. Thus, it is needed simplification license for upstream oil and gas in order to increase investment which will lead into effective and efficient public services. Normative law here is applied as method to analyse the regulations related to oil and gas industry license. Furthermore, the approach used here are statute approach and conceptual approach. The results reveal that the Licensing for Utilization of Resources and/or Infrastructure of Upstream Oil and Gas Business does not yet have a synchronization of authority in the issuance of these licenses. In order to obtain effective and efficient upstream oil and gas business licensing services, it is necessary to synchronize and harmonize regulations and it is need a one-stop licensing service as referred to the Presidential Regulation Number 97 of 2014 concerning Implementation of One Stop Integrated Services.
