The article presents the results of an analysis of methodological support for the preparation of strategies for the socio-economic development of municipalities. At the beginning of 2024, methodological recommendations have been developed in 24 regions of the Russian Federation. They were compared in terms of the degree of consistency with strategic documents at the federal and regional levels, the presence of common development principles, the need to involve stakeholders in the planning process and the organization of public hearings. Despite the variety of approaches to the structure, content, and emphasis on certain organizational aspects, it can be said that methodological support for the process of strategic planning of municipalities by regional levels of government is for the most part of a formal nature, ignoring real resource opportunities and problems their constituent territories.

The article presents a methodological framework for developing strategies aimed at enhancing enterprises involved in solid household waste recycling. Emphasis is placed on the importance of making balanced management decisions that align with the specific developmental needs of these enterprises, considering both internal operational assessments and external environmental influences. The quality and relevance of selected indicators crucially determine the effectiveness and accuracy of strategic outcomes, necessitating a comprehensive system that reflects the study’s objectives. Initial indicators were carefully selected to assess enterprise functionality in solid household waste processing. To pinpoint critical indicators influencing enterprise development and elucidate external environmental factors’ impact, the study advocates for multi-factor analysis. This approach successfully identified key components of the external environment influencing enterprise dynamics, encompassing financial and economic conditions, production capacity, technical efficiency, human resources, and innovation and investment activities. Furthermore, the study employed a positioning matrix based on 2022 data to gauge enterprises’ adaptive capacity and their responsiveness to external environmental impacts. This matrix categorizes enterprises into strategic quadrants, facilitating the identification of optimal developmental strategies tailored to each enterprise’s internal capabilities and external challenges. Notably, the majority of solid household waste processing enterprises were found in the fifth quadrant, indicating a moderate developmental zone. In conclusion, the article underscores the significance of methodological support in shaping strategic directions for solid household waste recycling enterprises, promoting sustainable development amidst evolving environmental contexts. 4. Development of conceptual provisions for organising the filming process of creation of an audiovisual product with animals

The main feature of films featuring animals is the increased level of their complexity and, as a result, high risks of such projects. In this regard, it became necessary to study the process of organising films with animals at the conceptual and methodological levels. To understand the relationships and components of the concept, the authors developed a conceptual scheme for organising such filming process. The implementation of the stages of this scheme involves development of a set of modules that allow each of the elements to be realiseded. In addition, it becomes possible to find their most rational combination in the set which will help solve complex tasks related to the use of animals on a film set. The conceptual scheme also includes three components: preparation for management of the filming process with animals, formation of a mechanism of organisation of this filming process and its implementation. The complex of these components outlines the field of methodological support for organisation of the filming process of creation of an audiovisual product featuring animals. The authors of the article also developed recommendations for improving the methodological support of this process. It was concluded that it is necessary to manage the risk level with consideration to possible outcome options, thus minimising injuries of people that work in close proximity to the animal.

5. Model of methodological support of teachers in the design of the educational process

Introduction. In the modern educational situation, it becomes relevant to search for and implement effective practices that can become an alternative to traditional methods of transmitting knowledge and forming the skills of preschoolers. These include design that motivates the cognitive activity of children and increases the educational potential of the pedagogical process. In this regard, the expediency of providing methodological assistance to educators in overcoming the deficit of competencies in the design of educational practices is substantiated. Theoretical analysis. When substantiating the model of methodological support, an analysis of theoretical approaches to this problem was undertaken, which made it possible to identify priority forms of cooperation between the methodologist-mentor and teachers: mentoring, tutoring, and coaching. The results obtained give grounds to conclude that it is necessary to create conditions for teachers to master the practices of designing the educational process. Conclusion. In order to build an effective system of support for creative endeavors, both for an individual teacher and for the entire teaching staff, it is important to take into account their readiness to participate in transformations; possess the ability to react quickly and rebuild models of methodological support depending on current conditions. Consideration of the problem made it possible to prove the relevance of the proposed model of methodological support for the design of educational practices in achieving qualitative transformations of pedagogical activity.

The modern media sphere is changing under the influence of socio-cultural, technical, technological and media processes. The article studies such a phenomenon of the media sphere as transmedia, which is characterized by the nonlinearity and hybridity of audiovisual forms. It is a new key feature of the media sphere and makes significant changes to screen art. As a result of the research, foreign theory and practice of forming the design of transmedia projects have been studied. The possibilities of using foreign experience in Russian conditions have been determined. Recommendations given for conducting a transmedia project in various areas have been, including improving the transmedia narrative in its basic concept using a systematic approach. The developed recommendation and methodological base for the formation of the design of transmedia projects has been practice-oriented. This method is aimed at solving problems, at the practical implementation of this approach to the implementation of transmedia projects. The recommendations demonstrate the need for narrative knowledge within the framework of a transmedia narrative, allowing users to engage and be motivated by a transmedia narrative, rather than simply distributing content through media channels. The possibility of using classical elements of an integrated approach to the formation of the design of a transmedia narrative in the transmedia approach has been investigated.

Professional development of university instructors has always been an important aspect of the educational environment, which requires appropriate methodological support. It is aimed at creating conditions for improving educational activities and transforming it in accordance with advanced achievements in scientific, practical, and innovative fields. This is necessary to improve the quality of professional training of teaching staff. The content of methodological support is considered in several directions, including active use of innovative technologies in the educational process, development of theoretical foundations for forming creative potential of teaching staff, and assistance in mastering competencies in accordance with the Federal State Educational Standards. This study focuses on the discipline of Academic Writing and creating conditions for professional development of instructors who teach this discipline, since organizing conferences, seminars, and workshops for academic writing instructors and providing opportunities for professional development in this area do not always meet the demand and growing interest in this aspect. The experience of creating and participating in a reading group for one year is presented. The main goal of the group was to develop participants understanding of the concept of academic writing as well as to discuss effective teaching methods for this discipline in higher education institutions. Various pedagogical theories and concepts of academic writing, a critical evaluation of existing writing teaching practices in Russian universities were also considered. The process of the group work, its results, and the advantages and disadvantages of this form of interaction for professional development were described. In conclusion, the reading group is proposed as an opportunity for foreign language instructors not only as a form of methodological support for continuous professional development but also as an opportunity for collaboration in the educational environment of the university.

The article is dedicated to the issues of improving the professional competencies of educational professionals through the organization of methodological support within the framework of creating a unified system of professional development and implementing the “Modern School” federal project. The authors disclose the specifics of methodological support for educators aimed at identifying professional deficits, employing individual educational route technologies, and developing competence enhancement programs. The authors present a model of organizing methodological support for educational professionals, including a component for future educators, thereby proving the importance of organizing methodological interaction with practicing educators to shape a new type of university graduate capable of continuous professional growth. The authors are convinced that involving educators and students, i.e. future educators, in scientific and methodological events, including joint planning, contributes to the development of analytical skills and methodological culture, enhances professional mastery, fosters the establishment of conscious professional positions, and improves communication formats. Special attention is given by the authors to the application of normative and legal foundations for the organization of a multi-level methodological support system involving various methodological structures, professional communities, and subject associations. The article is addressed to the faculty and staff of the supplementary professional education system, research workers, doctoral students, teachers, and students of educational institutions, as well as those interested in educational issues in the field of improving the professional competence of educational professionals.

11. Assessing the Effective Use of State Property: Accounting and Analytical Support and Analysis Methodology.

The effective use of state property is one of the topical issues of economic policy affecting the interests of all segments of society. The need to comply with the principle of the effective use of budgetary funds is enshrined in Article 34 of the Budget Code of the Russian Federation. However, while studying the existing system of financial management in Russian practice, it was revealed that the current methodological approaches do not fully solve the tasks enshrined in the budget legislation. This is primarily due to the lack of proper accounting and analytical and methodological support for the relevant management procedures. Thus, the Federal State Information and Analytical System of the Federal Property Management Agency "Unified System of State Property Management" was used as the information base. However, this information system has some significant shortcomings, such as (1) the lack of a single regulatory act on the register at all levels of government; (2) the duplicated information about the property; and (3) there are no indicators and criteria in the register that would reflect effective property use, etc. Secondly, the approaches used to assess effective state property use are based on industry standards (health, education, etc.) in relation to the property and specific equipment necessary for the provision of public services. In this regard, the purpose of this study is to improve the concept and methodology for analyzing effective state (municipal) property use. The main areas for improving the methodology are (1) to develop a unified register of state property as the main source of accounting and analytical information; (2) to assess the property which state bodies and state institutions need to perform their functions and powers in full and of appropriate quality; and (3) to develop unified approaches for assessing the effective state (municipal) property use. As a result, the authors developed proposals introducing a unified register of the state (municipal) property, which includes indicators characterizing the physical state, recognition in accounting, and forms of the property disposal and use, which can be the basis for information and analytical support for assessing the effective state (municipal) property use at all levels. The study represents a system of indicators for assessing the effective state (municipal) property use, which consists of (1) indicators of the property disposal and use that make up the state treasury and (2) indicators of the property disposal and use of economic entities in the public sector. The results of the study are confirmed by empirical studies using the example of public institutions in the field of higher education and executive authorities. [ABSTRACT FROM AUTHOR]

The article presents and describes a tool for the professional development of teachers. Special attention is paid to the subject-methodical section, the implementation of which since 2020 has been taking place in an online form with the use of distance educational technologies. The article describes and presents the concepts of «e-learning» and «distance learning technologies,» and briefly presents the history of the development of distance education in the world. The article contains a description of the advantages of distance learning, as well as an analysis of the difficulties experienced by students of training courses and seminars, and advanced training of distance courses. In the post-industrial world, one of the main qualification requirements is professional mobility, determined by readiness for continuous retraining and advanced training. The education system, designed to ensure the increase of human capital, and increase the efficiency and competitiveness of the economy, should, first of all, prepare people for life in rapidly changing conditions. Therefore, the system itself must keep up with the changes taking place. The main challenge of 2020 was the emergency transfer of the educational process to a remote form using e-learning technologies. The education system did not have time to «group up» and prepare. The implementation of educational programs in a remote format required careful coordination of pedagogical activities and thoughtful administration of the process. The crisis exposed serious substantive and organizational problems in the industry and identified professional-pedagogical difficulties in the field of ICT competence: both at the level of the general user and the level of the general pedagogical component. The pedagogical community has an objective need to master new competencies. We can assume that the current situation will inevitably entail changes in the standards of training and retraining, as well as the emergence of new training programs.

15. Russian State Library as the Center for Coordination and Regulatory and Methodological Support of Bibliographic Activities in the Country

An important direction in the implementation of the functional activities of libraries at various levels is the coordination of bibliographic work and mandatory methodological support. The issues of coordination interactions are poorly covered in the professional press. For library science, information about the activities of domestic libraries in this area remains not only a source of information, but also an object of scientific study. The purpose of the article is to study and analyze the activities of the Russian State Library as a coordination center at the national (interlibrary) level. It is established that the 1960s–1980s were the period of the highest level of development of national coordination. The analysis of existing methodological and instructional documents made it possible to determine that the leading role in the complex of such products belongs to methodological recommendations. The study of published documents for the intended and reader purpose was carried out. The practical application of the recommendations by libraries made it possible to improve the processes of bibliographic service, optimize reference and bibliographic funds, develop common principles and approaches to the scientific processing of catalogs and card files. The influence of the Russian State Library on the interrelationships of libraries in the humanitarian branch allowed us to establish a stable stage of development of coordination based on the distribution of forces in optimal conditions for scientific activity. Basing on modern realities, it is necessary to study the existing experience and resume coordination cooperation at the Russian level.

16. Improvement of Methodological Tools for Business Analysis of the Effective Company’s Performance

The subject of the paper is the improvement of methodological approaches to the formation of an objective assessment of the system of financial indicators that comprehensively reflect the achieved and projected level of development of economic entities. In these conditions, the issues of substantiating the perimeter and content of the information and analytical support system for the functions of operational and strategic business management are being updated. The purpose of the study is to develop methods of analysis and algorithms for calculating the most important characteristics of assessing the performance of economic entities for internal management and external stakeholders based on a complementary approach to the use of classical methods of forming a piece of information and analytical base by clarifying the values of the indicators used in financial and management reporting and supplementing the list of analytical indicators. To achieve the goal, the author has identified several tasks related to the critical analysis of the existing methodological apparatus for evaluating the performance of commercial organizations. Also, the author updated the content, and clarified the algorithms for calculating indicators to form reliable information and analytical base necessary for making managerial decisions by various subjects of business relations. The author analyzed the supplementing the system of analytical indicators for assessing and forecasting business performance in accordance with the doctrine of sustainable development; expansion of the model range of factor analysis to get a holistic view of the impact of external and internal drivers on the level of financial stability and profitability of business entities. To substantiate the scientific hypothesis, form methodological provisions within the scope of the research, generalize the empirical base and develop practical proposals, the research clarified and supplemented the algorithms for calculating several performance indicators traditionally used in analytical practice, as well as initial indicators of financial and management reporting, have been involved. The practical application of the proposed adjusted procedures for calculating indicators contributes to getting a reliable and aimed assessment of the quality of the management system of organizations in the real sector of the economy. Also, it promotes a reliable measurement of the influence of factors of the external and internal business environment on its effectiveness, the development of an optimal resource potential management policy in order to increase competitiveness, strengthen financial stability and increase investment attractiveness.

Ряд изложенных принципов и практик, пересекающихся с ключевыми характеристиками инклюзивного образования, обеспечивают более высокую степень вовлеченности учащихся в образовательный процесс, разнообразный выбор стратегий и инструментов обучения, способов доступа к учебным материалам, возможность демонстрации приобретенных знаний и навыков. Подчеркнута важность инклюзивной образовательной политики и оказания институциональной поддержки учителям для обеспечения равных возможностей изучения дополнительных языков.

The research relevance is determined by the need for rational use of limited resources in the healthcare sector and the importance of implementing the results of scientific research into medical practice to improve the quality of medical care. The study aims to identify key criteria and develop a system for evaluating clinical trials to prioritise the most promising areas based on their practical applicability in healthcare. The expert evaluation method of 17 research projects in the field of clinical medicine funded by government grants, involving 37 experts, was used to achieve the objective. The experts conducted the assessment using a multi-criteria system, including 4 categories and about 20 individual indicators. The results showed that 58.8% of the projects required a change in the composition of the teams, and in 70.6% of cases, third-party organisations were involved for methodological support. About 41.2% of applications had a solid scientific basis, but the demand for the results of 17.6% of projects decreased due to the COVID-19 pandemic. For 23.5% of projects, the proposed topics were of low public demand. Only 47.1% of the projects demonstrated interest in addressing national health issues. In 17.2% of fundamental projects, assessing the economic efficiency was difficult. In 23.5% of cases, projects could have been financed from other sources. The timeframe of 3 years was assessed as insufficient for 76.5% of highly specialised projects. Based on the analysis, recommendations for improving processes to increase the practical significance of research are formulated. The article is aimed at identifying the peculiarities of the functioning of the processing fruit and vegetable industry in the postmodern era and the formation of methodological provisions for its further development. To form these provisions, scientific approaches are used, which include: substantiation of the theoretical basis of methodological provisions; analysis of industrial production during 2003-2020, as well as exports and imports of processed fruit and vegetable products; assessment of potential opportunities for these products; development of a structural scheme of these provisions. According to the analysis of the total production volumes of processed fruit and vegetable products and the dynamics of export-import operations of these products for 2019-2020 significant disparities are identified and it is indicated that their dynamics are unstable, with significant fluctuations, which confirms the general trends in the functioning of the processing fruit and vegetable industry. Particularly unfavorable tendencies are manifested in the increase in imports of individual canned vegetables, juices, fruits, berries, jam, marmalade. Attention is focused on the fact that it is not possible to maintain a positive tendency towards a permanent increase in export supplies of canned tomatoes without vinegar and juices of fruits and berries. A significant result of the research is the development of a structural scheme of methodological provisions of the financial regulation of the development of the processing fruit and vegetable industry, taking into account the identified characteristics of the postmodern era; potential opportunities for producers of agricultural products and processing enterprises; coordination of efforts of the relevant ministry, territorial communities and other organizations. According to the results of the research, it is concluded that it is advisable to increase funding from the State Budget of Ukraine of this industry sector and continue scientific researches for the formation of methodological provisions and the development of recommendations for financing schemes in favor of this industry.

Basic EPS objects, which service life has exceeded normative value, increasingly affect – every year to a greater extent – the efficiency of overall performance. This manifests itself in increase of a number of automatic emergency shutdowns, an amount and complexities of accident-hazardous defects. After the expiration of the standard service life, there is a special need for a quantitative assessment of reliability and safety of an object. It is recommended to organize the operation, maintenance and repair of these objects according to their technical condition, and since it determines the reliability and safety of the object, these properties should be taken into account more fully. The relevant recommendations in electric power systems are implemented at a qualitative level, intuitively, according to the operating experience. There are neither quantitative evaluations nor methodology for their performance. Therefore, a method and algorithm of quantitative assessment of integral indicators of reliability and safety of operation of thermal power units of thermal power plants as concentrated objects of continuous operation were previously analyzed by the authors. The present paper examines distributed objects of continuous operation, viz. overhead power transmission lines with a voltage of 110 kV and higher, whose service life exceeds the standard value. Attention is paid to the issues of quantitative assessment of the degree of aging for a set of overhead power transmission lines, classification of these lines to identify the most significant classes and methodology for assessing the difference in the degree of aging when classifying them according to specified types of signs (for example, the difference in the degree of aging of overhead power transmission lines of grid enterprises of electric power systems). It is shown that it unacceptable to use the estimates of the relative number of overhead power transmission lines, the service life of which exceeds the calculated one, for comparison since it causes a great risk of an erroneous decision. The methodology and algorithm of methodological support of the management of electric power systems and grid enterprises in the organization of operation, maintenance and repair have been developed.

When hiring a young specialist the head of the school knows that he or she must provide support for the young specialist to prevent or at least reduce the problems that the school staff might face. Based on the foregoing, the study aims to analyze the current situation in a rural school that hires an early-career teacher. The article examines the risks faced by the head of the school when hiring a young specialist as well as the risks faced by early-career teachers. This study will help identify gaps in the methodological support provided by the school management aimed at developing the professional skills of early-career teachers. In this study, we used the analysis of scientific papers on the problem highlighted, the survey method, the questionnaire method, the method of comparative data analysis and mathematical methods. The paper presents the result of a survey and questioning of school heads of the republic who have recruited young specialists over the past three years. It also provides the survey results of early-career teachers who have been working in schools of the republic for less than three years. Our research helped identify the risks faced by an early- career teacher in a modern school, to distribute those into groups, depending on the location of the school (urban or rural). 27. Assessing the Effective Use of State Property: Accounting and Analytical Support and Analysis Methodology

The effective use of state property is one of the topical issues of economic policy affecting the interests of all segments of society. The need to comply with the principle of the effective use of budgetary funds is enshrined in Article 34 of the Budget Code of the Russian Federation. However, while studying the existing system of financial management in Russian practice, it was revealed that the current methodological approaches do not fully solve the tasks enshrined in the budget legislation. This is primarily due to the lack of proper accounting and analytical and methodological support for the relevant management procedures. Thus, the Federal State Information and Analytical System of the Federal Property Management Agency “Unified System of State Property Management” was used as the information base. However, this information system has some significant shortcomings, such as (1) the lack of a single regulatory act on the register at all levels of government; (2) the duplicated information about the property; and (3) there are no indicators and criteria in the register that would reflect effective property use, etc. Secondly, the approaches used to assess effective state property use are based on industry standards (health, education, etc.) in relation to the property and specific equipment necessary for the provision of public services. In this regard, the purpose of this study is to improve the concept and methodology for analyzing effective state (municipal) property use. The main areas for improving the methodology are (1) to develop a unified register of state property as the main source of accounting and analytical information; (2) to assess the property which state bodies and state institutions need to perform their functions and powers in full and of appropriate quality; and (3) to develop unified approaches for assessing the effective state (municipal) property use. As a result, the authors developed proposals introducing a unified register of the state (municipal) property, which includes indicators characterizing the physical state, recognition in accounting, and forms of the property disposal and use, which can be the basis for information and analytical support for assessing the effective state (municipal) property use at all levels. The study represents a system of indicators for assessing the effective state (municipal) property use, which consists of (1) indicators of the property disposal and use that make up the state treasury and (2) indicators of the property disposal and use of economic entities in the public sector. The results of the study are confirmed by empirical studies using the example of public institutions in the field of higher education and executive authorities.

The article is devoted to substantiation of the main subjective qualitative factors which are typical for labor incentives of managers of the strategic level of enterprises management, and which it is reasonable to take into account while developing the system of economic incentives of their activity, since basing and determination of the incentives amount only on the statistical objective information is not able to influence significantly the final results of top-managers work. The purpose of the article is to identify priority qualitative factors of influence on the process of economic stimulation of the activity of top managers of industrial enterprises and their quantitative interpretation based on the combination of qualitative assessments into an integral indicator. The tasks of the article are the analysis of the results of the survey of top managers on individual qualitative factors of influence on their motivation, the definition of statistical relationships between factors, determining the explicit and latent trends in the dynamics of these factors, the calculation of the integral indicator of the impact of the identified significant factors, the formation of methodological support to identify priority qualitative factors of economic incentives performance of top managers of industrial enterprises. The object of the article is the process of economic stimulation of the results of activity of top managers of industrial enterprises. The subject of the article is the theoretical provisions, methodological support, and practical proposals for economic incentives for managers of the strategic level of administration at industrial enterprises. Methods. To achieve the goal, the article used the following basic general and special research methods: theoretical generalization, questionnaire survey, descriptive statistics tools, Spearman rank correlation coefficient, multivariate factor analysis, method for calculating the integral index of qualitative factors of managers' labor stimulation, graphical method. Results. The results of the study are: the scientific achievements of the predecessors on the formation and use of performance indicators of enterprises as indicators of incentives for top managers; surveyed top managers of industrial enterprises regarding their opinions on the main factors influencing the performance of their own activities; proved the relationship of influence factors on the incentives of top managers presented in the questionnaire; clear and latent tendencies of interrelation of factors of influence on productivity of managers of strategic level of the enterprises are revealed; the integrated indicator of qualitative factors of stimulation of work of managers is defined, quantitative values of which have proved existence of insufficient account of factors on process of stimulation. Conclusions. As a result of determining the relationship between the qualitative factors influencing the economic incentives of top managers developed methodological support, which differs: the content of qualitative factors; analysis of the structure of the studied set of arrangements of answers of experts using the tools of descriptive statistics; assessment of the closeness of the relationship between qualitative factors of economic incentives for top managers in the dynamics; assessment of the consistency of the answers of experts in the dynamics; identification of latent factors of economic stimulation of top managers; analytical method of developing an integrated quality indicator of economic stimulation for top managers.

The authors of the article analyze theoretical developments on the status of multidisciplinary forensic examinations. Attention is paid to the analysis of the state of legal and methodological support in the appointment and conduct of multidisciplinary forensic examinations. On the example of multidisciplinary forensic examination on the establishment of the fact and circumstances of objects contact interaction, the authors have demonstrated the insufficiency of methodological support in this area and have substantiated the need to develop common and individual methods. Attention is drawn to availability of a practical need for widespread use of multidisciplinary forensic examinations within investigative and judicial practice. Opinions of scholars concerning the expediency and scientific substantiation of carrying out multidisciplinary forensic examinations for establishing the fact and circumstances of contact interaction are analyzed. The lack of a full legislative and methodological regulation in this area leads to difficulties in forensic expert practice and requires additional coverage and processing. Discussion in the scientific community as to the main aspects of determining the fact of contact interaction of objects has been going on for a long time. Some scholars strongly suggest that while interaction of two or more objects, several individual independent identification tasks are being resolved and the absence of at least one individualizing feature does not provide grounds for drawing a firm conclusion on the fact of contact interaction. We adhere to a different opinion of scholars and believe that a trace reflects both a particular property of a specific contact area and many interconnected properties of all objects in contact, and most important: the mechanism of trace formation. In the course of establishment of sufficient, unique set of generic (group) features and features of the contact mechanism, the individual complex allowing us to establish the fact of contact interaction of objects is formed.

The mobility of digital technologies results in the increased number of conducted forensic facial recognitions on video materials obtained during investigations of criminal incidents. Unfortunately, a significant amount of research ends with the conclusion that it is impossible to identify the person in question, because there is not a sufficient number of anatomical features displayed on the video. The author has tried to analyze and reflect on the existing problems, to offer their solutions. To overcome the negative trends in forensic facial recognition a complex of measures is suggested: 1) to improve the quality of methodological support of expert research; 2) to use the entire spectrum of human appearance characteristics (including complex and dynamic) for solving the identifications tasks; 3) to modernize comparison methods through introduction of information technologies; 4) to expand the scope of legal regulation of forensic expertise. In the context of the author’s comprehensive cross-sectoral approach to the procedure of appointment and conduct of identificational facial recognition, its effectiveness will depend on the quality of enhancement of the methodological, legal and technical support for expert research of the entire volume of visual information about a person captured on a video recording.

33. Quantitative Assessment of the Operational Reliability of Overhead Power Transmission Lines.

The urgency of the development of a methodology for evaluating the operational reliability of overhead power transmission lines in electrical power systems is brought about by the increase in the number and expanse of the EPS power lines with service life exceeding the standard.. The lack of a methodology is explained by the unusual requirements for calculating the reliability indexes. It is essential to calculate the quantitative assessment of reliability from statistical data only for an operational, i.e., rather small, space of time. All data preceding this interval cannot be used, as characterizing the object in the "past". The month of the year, in particular, is taken as the operational interval, because the cost efficiency of an operation is traditionally calculated at this interval also. Now, overall performance is understood as a set of three properties: profitability, reliability, and safety. This transformation of the concept of effectiveness is also caused by the consequences of the aging of objects of the EPS. The recommended new methods of calculating the mean monthly estimates of reliability indexes, and comparisons of these estimates, recognizing the appropriateness of classification of statistical data, make it possible to make decisions that provide reliable, safe, and profitable operation of an overhead power transmission line. Difficulties in the development of the methodology for estimating operational reliability were overcome by means of accounting for the multi-dimensional nature of the statistical data, using the fiducial approach for an estimate of the appropriateness of classification of information, and conducting simulation modeling of representative samples. Introduction. The article deals with the problem of the development of an aesthetic orientation to the professional activity of a preschool teacher. The federal state educational standard of preschool education in the field of aesthetic education and child development and the continuity of the process of aesthetic professional development of teachers substantiates the need for its formation.Materials and Methods. The authors used methods of analysis, systematization and generalization of scientific literature on the problem of research, experimental study of the formation of the aesthetic orientation of teachers of preschool educational organizations. The purpose of the article is to substantiate the methodological support of teachers of a preschool educational organization in the development of aesthetically oriented professional activities.Results. The authors define the aesthetic orientation of a preschool teacher as a complex of components, including aesthetic feelings, aesthetic cognition and knowledge, aesthetic activity, experience and behavior, and aesthetic assessment. There are the results of studying the aesthetic orientation of teachers of preschool educational organizations in Nizhny Novgorod. There is a complex of pedagogical conditions, implemented on the basis of a socio-cultural approach and the principles of cultural conformity, subjectivity, humanization, aesthetics, and creativity. The authors consider a workshop as the main form of methodological support for teachers in the formation of an aesthetic orientation. The content of six workshops has been developed that contribute to the development of aesthetic education, aesthetic upbringing, the formation of the experience of aesthetically oriented activities and aesthetic creativity, as well as the development of the ability to evaluate the phenomena of the surrounding world from the point of view of aesthetics and formulate the correct aesthetic judgment.Discussion and Conclusions. The authors emphasize the need for purposeful design of active methods of methodological support of teachers for the development of aesthetic knowledge, aesthetic sensitivity to the surrounding reality and art, the organization of a multicultural professional educational space, as well as the effective solution of the problems of aesthetic education and upbringing of preschoolers in interaction with parents. As a prospect for further research, the authors indicate the development of a model of aesthetic development in the general management system for the professional development of preschool teachers.

The aim of the article is to analyze the existing problems of adaptive management of manufacturing pharmaceutical companies and the development of methodological support for their management. Materials and methods. The research used methods of theoretical generalization, analysis and synthesis, synergetic approach and expert survey. 120 people were involved in the expert survey, divided into four groups: representatives of pharmaceutical manufacturing enterprises (30 people); representatives of pharmaceutical higher education institutions (30 people); pharmaceutical distributors representing wholesale companies (30 people); end users (30 people). Results. The article considers scientific and methodological approaches to improving adaptive management in the direction of forming competitive advantages of manufacturing pharmaceutical companies, the practical implementation of which requires business entities determination, flexibility and adequacy in the formation of modern management strategies and tactical planning and operational tasks of production, economic and commercial activities. There are external and internal factors influencing the formation of competitive advantages of the business entity. As the internal factors we include: organizational and legal form, and business entity organizational structure; the level of scientific and technical development of production; level of education and qualification of staff; business image of the enterprise; financial reputation of the enterprise. However, no less influence on the formation of competitive advantages of the management of manufacturing pharmaceutical companies have external factors, which, in contrast to internal, are not controlled by the entity: the state of the pharmaceutical market; technologies; workforce; scientific and technical development; etc. Conclusions. The directions of increasing the adaptive management efficiency are determined and it is concluded that the main criterion of efficiency is the quality of pharmaceutical products and the quality of management decisions in economic risks. Research objectives: 1) to reveal the essence and content of the concept of "methodological support for master's research"; 2) to identify and systematize the main methodological characteristics of typical shortcomings of master's research on the legal regulation of educational relations. Research methods: theoretical methods were used in the work: analysis of master's studies on legal regulation of educational relations; study of scientific and pedagogical literature on the problem: systematization, generalization. The paper shows that despite the recent increase in the attention of researchers and experts to the methodology of pedagogical research, in the actual practice of master's theses, including on the problems of legal regulation of educational relations, there are still certain shortcomings in the methodological support of research of this kind. The article is devoted to the organization of educational work on the etiquette behavior skills formation in senior preschoolers, which is aimed at awareness and implementation of children's etiquette norms (appearance, table etiquette, speech etiquette, behavior in public places), contributing to the favorable entry of preschoolers into society and successful interaction with people surrounding them. The purpose of the article is to consider the model of methodological educational support of etiquette behavior skills formation in senior preschoolers in the conditions of preschool educational institution and family. Methods. A pedagogical experiment, in which 56 children of six years of the preschool educational institution №51 «Zorenka» of the city Khimki, Moscow Region took part, was conducted. Parents were also surveyed for interest in the etiquette behavior skills formation in children. Research results. In the course of the study, the average level of etiquette behavior skills formation in children was observed. The survey of parents showed little interest in etiquette behavior skills formation in children. For the purpose of successful formation of etiquette behavior skills in senior preschoolers in the conditions of preschool educational institution and a family the program of methodical support was organized. Conclusion. Repeated diagnostics of the level of etiquette behavior skills formation in senior preschoolers revealed a more pronounced positive dynamics in the level of etiquette behavior skills formation in children.

Abstract. The article suggests methodological support for the management of financial resources of domestic enterprises based on the definition of the key issues of financial management and its adaptation to existing economic conditions. It has been found out that for the construction of an effective system of financial resources management, it is advisable to take into account the following requirements: the existence of causal relationships between the elements of the system; dynamism, ability to change the qualitative state; possession of a parameter, the influence of which makes it possible to change the course of the economic process. It has been noted that when developing a budgeting system at an enterprise, it is always necessary to take into account the main limiting factors affecting the financial activity of an economic entity from which the budget calculation should begin. Determination of the preliminary set of budget indicators has been identified as the main task of designing a comprehensive budgeting system as a component of the financial resource management system. In order to guarantee the use of effective indicators by all participants in this process, it is necessary to simultaneously apply the principles of design «top-down» and «bottom-up». It has been pointed out that debt obligations are currently a big problem for domestic enterprises. The proposed methods of debt management allow managing the financial resources of the entity based on the definition of key positions of financial management. It has also been mentioned that one of the most important elements of the financial resources management system of an enterprise is risk management, which becomes an integral element and a subsystem of the strategic management of an economic entity. In turn, one of the most important elements of the risk management system in an enterprise is the assessment of financial risks. It has been noted that modern enterprises have the opportunity to use a wide range of methods for assessing financial risks, among which are such clusters of methods as statistical, analytical and expert. The conclusion has been made that in conditions of economic and social instability, economic entities should pay special attention to an integrated system of budgeting and risk management, since at present these two areas are the most important components of the effective management of financial resources of an enterprise. The article, based on reputable modern researchers and practitioners, defines the directions, features and psychological and pedagogical conditions for providing methodological support for the professional development of teachers of preschool education institutions. Introduction. The authors point to the relevance of the problem of the legal competence development of a teacher in the sphere of preschool legal education. The requirements determined by the Federal State Educational Standards of Preschool Education in the field of legal education and social training of the child indicate the need for its development.Materials and Methods. The authors used methods of analysis, systematization and generalization of scientific literature according to the research problem, experimental research of the development level of a preschool teacher's legal competence. The purpose of the article is to develop a model for the development of legal competence of a preschool teacher.Results. The authors understand legal competence of a preschool teacher as a complex of components (value-motivational, content-legal, functional-activity, reflexive-evaluative), the formation of which ensures a more effective organization of work on legal education of pupils. The authors distinguish three levels of its formation (high, medium, low) and characterize them. There are results of studying the level of formation of the legal competence of a preschool teacher.The authors have developed a model for the development of legal competence of a preschool teacher, focused on the modern values of the preschool education system, the continuity of the teacher's personal and professional development, the formation of his legal attitudes, methods of professional and legal activity. There are the pedagogical conditions for its realization. There are examples of recommended forms and methods of developing the legal competence of a preschool teacher in a preschool educational organization.Discussion and Conclusions. The authors emphasize the need to develop the legal competence of a preschool teacher as a component of their professional competence. Its high level of formation is the basis for the formation of the legal competence of pupils. As a prospect for further research, the authors designate the approbation of the model for the development of legal competence of a preschool teacher and the verification of the pedagogical conditions for its implementation in the conditions of a preschool educational organization.

Currently organizations of the military-industrial complex do not possess adequate methodological means to draw up an educated position in order to coordinate the labor-output ratio with the experts of the military representative office of the Ministry of Defense of the Russian Federation. The military product pricing should be carried out by the Ministry of Defense of the Russian Federation in compliance with the Decree of the Government of the Russian Federation № 612 “On introduction of changes in Decree of the Government of the Russian Federation № 804, 1995/11/08” dated 2014/03/07. The aim of the research conducted by the authors is to inform all interested parties about the new methodological approach, the practical application of which provides the more valid basis to assess the labor consumption of conducting scientific research and increase the accuracy of estimated price of research and development work. In order to ensure the practical application of methodological approach the following tasks are solved: analysis of currently available publications on the subject and justification of the need to improve the existing methodological tools; description of the essence and contents of the approach; constructing analytical dependences to computerize the calculation the labor-output ratio, and developing the structure for input database. To develop the methodological approach the authors use the method of systemic analysis of scientific product creating process. This method assumes that the scientific research is represented as a combination of tasks and subtasks of different level of the research decomposition and actions to solve them and is used together with a balance method involving the labor resources allocation between tasks and subtasks. The proposed methodological approach is based on the analysis of the authors’ experience gained in the course of preparation and application of methodological guidelines to form the state contract initial price and of giving an opinion on the estimated prices by NPO “Basalt” economic planning experts. The above approach is going to be applied by NPO “Basalt” to plan the labor consumption when conducting scientific research and to form an expert opinion on pricing scientific product by the military representative office of the Ministry of Defense of the Russian Federation.

The research aims at the development of theoretical and methodological provisions connected with developing the regional informatization process. There is a need in identifying the approach to designing and supporting information policy dealing with informatiztion development on the regional level. The article puts forward a conceptual model, which grounds the necessity of the complex approach to estimation and optimization of the process of regional informatization development. The model implies systematization and amendment of the existing theoretical and methodological provisions and approaches connected with estimation and optimization of development. With the help of methodological tools proposed within the frames of the model the complex and diversified approach to the problem of regional informatization can be possible. It includes the key components of information policy: identifying the level of information and technological potential of the regional economy development, obtaining the adequate estimation of efficiency of the current development of information and technological processes in different sectors and hierarchical levels of the regional economic system with subsequent development and substantiation of mechanisms of optimizing the information process development. Within the frames of the model the author grounds the need to extend methodological basis connected with the development of practical mechanism of optimizing the process of regional informatization development as one of the most important tools of information policy. The findings of the research can be used in the process of designing and correcting regional strategic programs of informatization development and as a material for further theoretical and applied research in the field of developing information and technological processes of regional economic systems.

Современный мир диктует новые актуальные принципы развития высшего медицинского и фармацевтического образования. Методология исследования. В этом контексте выделим целесообразность преподавания философии как неотъемлемого фактора гуманитаризации и гуманизации образования и науки. Научная новизна. Философские дисциплины недавно преподаются для студентов медицинских и фармацевтических вузов на первом курсе обучения. Кроме того, изучение философии предусмотрено на последипломном уровне (сейчас - это сдача кандидатских экзаменов по философии). Выводы. Философия является неотьемлемой частью учебного и научного процесса в универси- тете.The article deals with the historical and philosophical analysis of achievements of philosophy teachers in Bukovinian State Medical University, it takes to attention revealing of their axiological, epistemological and ethical state and their influence on the educational process of medical and pharmaceutical specialties students. The novelty of the topic is determined by an integ- rated approach to the application of research methods, among which are: philosophical, general scientific and special methods. The dialecti- cal approach in the study of human knowledge allowed to reveal the basics of realization of the scientific and educational potential of the teaching staff in accordance with the realities of the educational process in Ukraine. The concept of value potentialism has revealed the axiologi- cal aspects of philosophical and anthropological discourse in teaching activity. Phenomenological and hermeneutical methods contributed to the substantiation of the humanity of scientific knowledge during the educational process. Scientific novelty. The activity of the teaching staff of the Department of Social Sciences and Ukrainian Studies at the beg- inning of this century, the historical milestones of the formation and further development of teaching discipline "Philosophy" in the Bukovin- ian State Medical University is analyzed. Conclusions. The generalizat- ion of the subject and direction of the modern scientific-methodological arsenal and its application in the educational process shows that the philosophical and anthropological discourse has not yet exhausted its possibilities in modern native education and science. Conclusions The teaching of philosophy has good traditions in Bukovina State Medical University. At the beginning of the XXI century there were qualitative changes in the methodological support and scientific activities of the department staff. The existing achievements allow the development and improvement of the educational process for future medical and pharm- aceutical professionals. Teaching philosophical disciplines is a kind of normative orientation that can balance the work of the teaching staff and optimize the educational process for students of the Higher Educational Institution of Ukraine "Bukowina State Medical University".

The article is devoted to the study of the methodological matrix of the strategic analysis of the enterprise. The aim of this article is to analyze the influence of methodological changes in the 20th century on the methodology of strategic analysis; critical assessment and generalization of scientific approaches to its methods. Evaluation of scientific works on analysis made it possible to identify such problems in the methodology of strategic analysis as the lack of consideration of the features of strategic analysis in the formation of its methods, which often leads to confusion of methods of financial (economic, thrifty) analysis; failure to use the fact that the strategic analysis contains, besides the methods of analyzing the internal and external environment, the methods of forecast analysis aimed at forming the strategy for the development of the enterprise; identification of the concepts «image», «reception», «method» of analysis; multidirectionality and indistinctness of signs of classification of methods of strategic analysis; blind copying of foreign methods of application of techniques and methods of strategic analysis without taking into account the specifics of domestic economic conditions. The expediency of using the system approach in forming the methodological design of strategic analysis is proved, which will allow to combine the methodology as a science of methods (a broad approach to the methods of strategic analysis) with methodology as a set of applied methods and methods of analysis (narrow approach to methodology). The use of the system approach allowed to distinguish three levels of the methodology of strategic analysis. The first and second levels of methodology correspond to the level of science, the third level – the practice. When developing the third level of special methods of strategic analysis, an approach is applied that differentiates them depending on the stages of strategic analysis (methods of the stage of analysis of the environment, both external and internal, methods of forecast analysis, methods of variant analysis).
