Abstract

This paper is the final report of a research project whose aim was to analyse the methodology of calculating the costs and benefits for the Czech Republic, Hungary, Poland and Slovenia of the envisaged accession to the European Union. The research focused particularly on the impact of the emerging EMU and on the application of the CAP, Structural Funds and the customs union. The paper reviews, compares and evaluates the techniques/models used and the results arrived at in the individual countries in the assessment of the costs and benefits of EU accession. The main lesson from our research project is that no single methodology can be distinguished or developed as 'the' solution to the problem of measuring the costs and benefits of accession to the EU. The degree of uncertainty in all important aspects of the EU's eastern enlargement is high and the constraints in the application of model-based methodologies are such that robust assessments of accession-related costs and benefits are extremely difficult to produce. Nevertheless, due to the political and economic need for a proper perception of the implications of membership, research on costs and benefits must be implemented, even if under suboptimal conditions and with rather limited validity of results.

21. Economic Policy Coordination in the EMU: From Maastricht via SGP to the Fiscal Pact.

Abstract

The present paper first takes a step backwards with an attempt to situate the adoption of this Treaty in discussion of the SGP and the "Maastricht criteria" (the criteria for EMU membership fixed in the Maastricht Treaty) in a longer perspective of the sharing of competences for macroeconomic policy making within the EU from the initial Treaty to the Maastricht Treaty and the Stability and Growth Pact (SGP). It then presents the main features of the Fiscal Treaty and its relation to the SGP and draws some conclusions as regards the importance and relevance of this new step in the process of economic policy coordination. It concludes that the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union does not seem to offer a definitive solution to the problem of finding the appropriate budgetarymonetary policy mix in the EMU already well identified in the Delors report in 1989 and regularly emphasised ever since and now seriously aggravated due to the Crisis. Furthermore, the implementation of this Treaty may under certain circumstances contribute to an increase in the uncertainties as regards the distribution of the competences between the European Parliament and national parliaments and between the former and the Commission and the Council. Abstract

The article reports on the establishment of the European Monetary Union (EMU) and the adoption of the Treaty on Stability, Coordination and Governance in March 2012. It highlights the emergence of conflict between two features of the EMU, the need to maintain consistency between monetary and budgetary policy and the principle of subsidiarity. It concludes the uncertainty for the said treaty to address the budgetary-monetary policy issue in the EMU.

Abstract

The European Community (EC) is moving toward close economic and monetary integration, with the free movement of goods, services, labor, and capital within a zone of 350 million citizens. From the very beginning, though, the EC has recognized that the elimination of obstacles between the member states should be accompanied by efforts to reduce inequalities between rich and poor EC regions. The contributions to this collection are intended to offer some insight into the EC's efforts to reduce social inequalities and disparities between rich and poor regions in Europe. Among the specific topics discussed are the following: cohesion policy before and after the Maastricht Treaty; European integration in terms of economic analysis and social reality; experiences in Ireland, Spain, and Greece; comparison of regional differentials in the EC and the United States; cohesion, real incomes, and employment opportunities; fiscal federalism; the regional‐stabilization properties of fiscal arrangements; the implications of cohesion policy for the EC's budget; the regional impact of community policies; the efficiency of the Structural Funds; and the role of the European Investment Bank.
