19. Determining Storm Surge Return Periods: The Use of Evidence of Historic Events

Abstract

Storm surges are a major concern for many coastal communities, and rising levels of surges is a key concern in relation to climate change. The sea level of a statistical 100-year or 1000-year storm surge event and similar statistical measures are used for spatial planning and emergency preparedness. These statistics are very sensitive to the assessments of past events, and to future sea level change.The probability of a major storm surge from the Baltic Sea hitting the Copenhagen metropolitan area is officially determined by the Danish Coastal Authority based on tide gauge records. We have a long history for tide gauge measurements, with 120 years of data available for the calculations. However, the oldest of these tide gauge stations was set up after a major storm surge in 1872, and no events of similar severity have occurred since.Including the evidence of the historic events from the 18th century changes the return period statistics, with a best estimate of a 100 year event changing from 1.5 meters (Sørensen et al. 2013) to 2.6 [2.2 – 2.8] meters (present study) in Køge just south of Copenhagen. Thus, with the tide gauge-based statistics, the storm surge on January 4 2017 was a 100 year event, but with the revised statistics using historic evidence, much larger events can be expected.Further, we assess the very large impact of sea level rise on the storm surge statistics. As an example, according to the official statistics of southern Copenhagen, the flooding of a present day 100 year event will statistically occur every 10 years with just 27 cm of mean sea level rise.

26. Long-term temperature and salinity records from the Baltic Sea transition zone.

Abstract

The digitization of temperature and salinity data from lightships and coastal stations in the North Sea-Baltic Sea transition zone allows for multi-station and long-term studies of the oceanographic conditions of the last century. The salinity records, in combination with tide gauge records, are analyzed to demonstrate the development of a major inflow to the Baltic Sea, in terms of surface salinity, changes in stratification throughout the transition zone, and variations in the water level gradient in the zone. Also, temperature and salinity variations for years 1900-1998 are analyzed and show a 0.7 °C warming at the Drogden station towards the end of the 20th century, and no large change in salinity. Abstract

Extreme storm surges can cause devastating damage to low-lying coastlines. In this context, analyses of historical storm surge events are fundamental in order to identify local-scale, empirical relationships between complex atmospheric weather patterns and the sea level. These relationships provide valuable knowledge for projections of the present and future damage potential of storms and storm surges. In order to obtain improved storm surge predictions, historical events are reconstructed using hydrodynamical storm surge models, for which it is essential to have an accurate driving meteorological forcing. For the recent past, high-quality operational weather forecasts and reanalysis products overlap in time. This allows for an intercomparison of their ability to reproduce the meteorological forcing mechanisms that may lead to storm surges.The focus of this study is to make recommendations on the use of atmospheric forcing datasets used as input for storm surge modelling of the North Sea – Baltic Sea area. To do so, 10m wind fields produced by the DMI-HIRLAM numerical weather prediction forecast system from the Danish Meteorological Institute are compared with the ERA-Interim based UERRA HARMONIE/V1 regional reanalysis leading up to specific historical storm surge events along Danish coastlines. Three events from the Danish North Sea coast and three events from the Danish Kattegat coasts between the years 2002 and 2013 are assessed. The DMI-HIRLAM model system has undergone stepwise development cycles during this time, while the quality of the UERRA dataset is expected to be more consistent over the study period. Following the analysis, we present recommendations and perspectives for the use of atmospheric forcing data as input for storm surge modelling in the region, based on validation against wind station data.
