Abstract

Investments in alternative food production systems by public and private entities have increased in recent years. Two systems, controlled environment agriculture (CEA) and agrivoltaics (AV), have been highlighted for their potential to provide socioeconomic benefits beyond food production. CEA is the use of enclosed structures—including hydroponic and vertical farming structures—for growing crops, primarily specialty crops. CEA may provide access to local production of nutritious food in communities that lack space for traditional outdoor production, improve access to local foods in urban areas, and serve as a potential tool for adapting to or mitigating climate change. The CEA sector is expanding in large part due to technological advancements. The number of CEA operations more than doubled between 2009 and 2019. Further, more than 60 percent of production for some prominent CEA crops (primarily vegetables) were grown using nontraditional technological systems in 2019. AV is the colocation of agricultural production and solar panels. AV may allow for expanded solar development to address climate change without land use conflicts associated with traditional large-scale solar developments. As of 2021, most AV sites were solar farms planted with pollinator-friendly vegetative cover that, in some cases, were grazed by sheep. Funding for research on a variety of AV systems with specialty crop and/or livestock production continues to increase.

Abstract

The article discusses how agricultural land near solar and wind projects typically remains in agriculture after development. Between 2012 and 2020, a significant percentage of solar farms and wind turbines were installed on cropland in rural areas. The research shows that the impact on agricultural land cover is minimal, with most land staying in the same use after the installation of solar and wind projects. Abstract

The article reveals variations in energy payments to U.S. farmers according to farm size, energy markets and location for hosting commercial energy production on their land, based on results of a study of the 2011-20 Agricultural Resource Management Surveys. Data presented indicate annual average energy payments per farm, fluctuation in energy income, energy payments to farmers tracked closely with oil prices, and the greater share of larger farms of energy payments.

Abstract

Oklahoma assesses a production tax of seven percent on the extraction of oil, natural gas, and other minerals. However, since July 2002, it has taxed production from horizontal wells at one percent for the first 48 months of production. This is a significant tax incentive relative to the neighboring state of Texas, particularly considering the limited evidence of the effectiveness of severance tax incentives for increasing in-state development of immobile resources. This paper examines whether the tax incentive encouraged horizontal development in Oklahoma relative to Texas. Our findings indicate that the incentive is not associated with an increase in development. This article discusses the concept of agrivoltaics, which involves combining solar panels with agricultural production in the same location. This practice has evolved to include not only crops grown under solar panels, but also grazing livestock and planting native grasses or pollinator habitat beneath solar panels. Federal agencies, such as the USDA and the U.S. Department of Energy, have provided funding for agrivoltaics research and development. Agrivoltaics systems are typically smaller than large-scale solar farms and often include grasses, pollinator-friendly vegetation, or sheep grazing beneath the solar panels. Abstract

The purpose of this study is to determine if the security prices of firms that are revealed to have engaged in fraudulent financial reporting (FFR) are weak-form inefficient. Incentives of institutional investors to incur information processing costs that can reveal biases (including fraud) in reported accounting information provide a rationale for hypothesizing weak-form inefficiency for FFR firms. Results support the hypotheses that security prices of firms accused of FFR are weak-form inefficient both before and after the public announcement of fraud. Abstract

Fracking innovations revolutionized the United States oil and gas industry and facilitated a boom in energy production in states with oil and gas resources. This paper examines effects of oil and gas booms within a state on individual employment and earnings. To account for endogenous migration decisions, we instrument for oil and gas production in workers' state of residence via the predicted percent of oil and gas employment in their state of birth. We find statistically significant and economically meaningful positive effects. The bulk of the effects accrue to workers employed outside the oil and gas industry indicating sizable spillovers.

Abstract

This paper examines local labor market outcomes from an oil and gas boom in Texas. We examine two main outcomes across gender, race, and ethnicity: the probability of employment in the oil and gas industry and the log wages of workers employed outside the oil and gas industry. We find that men and women both gain employment in the oil and gas industry during booms, but such gains are much larger for men and are largest for black and Hispanic men. We also find positive income spillovers for workers in other industries that are similar in magnitude across demographic groups.

Abstract

Horizontal drilling innovations revolutionized the U.S. oil and gas industry and facilitated a boom in production in the mid‐2000s in regions with shale and tight‐sands reservoirs. This paper examines the effects of the boom on individual employment and earnings within boom states. We account for endogenous migration decisions by using a novel instrument for oil and gas production in workers' state of residence. We find statistically significant and economically meaningful positive effects of the oil and gas boom for long‐term resident workers, those who were born in and reside in their home state. Abstract

The United States experienced a considerable increase in oil and natural gas extraction in recent years due to technological advancements including horizontal drilling and hydraulic fracturing. Increased energy development likely creates both benefits and costs, but the net effects for local residents are not well understood. This paper examines effects of conventional and horizontal oil and natural gas drilling in Texas on subjective assessments of life-satisfaction and bad mental health days for nearby residents. Horizontal drilling has statistically significant deleterious effects on well-being, but the effects are driven by the Dallas-Fort Worth (DFW) metropolitan area, an area with both very high levels of horizontal drilling and a large urban population.

Abstract

Several papers have used panel data analyses to examine the effectiveness of U.S. state-level Renewable Portfolio Standards (RPS) in promoting renewable capacity development, but the findings are inconclusive. Estimation of average treatment effects, however, can mask the fact that RPS policies across states are disparate and the treatment states are heterogeneous. We use the Synthetic Control Method (SCM) to conduct individual case studies of the early adopter states. Our findings indicate that the impact of RPS varied across states. We find Texas to be unique among these early adopters in that RPS in Texas has led to increased renewable capacity.

Abstract

In this article, we examine the demographic characteristics of the non-Native American settlers in Payne County, Oklahoma, using the 1890 Territorial Census, which includes information on gender, household size and composition, and birth region. For comparison, we use census data from the 1880 Midwest census region to examine whether the household characteristics of the Payne County settlers were unique or representative of Midwestern families from which they emigrated. We find that US-born individuals were more likely to participate in the land run, but that the number and age of children were not significantly different from the Midwestern region. 34. What's Powering Wind? The Role of Prices and Policies in Determining the Amount of Wind Energy Development in the United States (1994-2008)

Abstract

This paper focuses on the role of electricity markets and renewable energy regulation in wind development across the United States. My findings, using a random effects Tobit model with a 25-state sample, from 1994-2008, indicate that the implementation of state Renewables Portfolio Standards (RPS), Green Power Purchase programs (GPP), and the Federal Production Tax Credit (PTC) positively influenced a state’s added wind capacity. The influence of GPP programs continued to increase in the years after implementation, while for RPS it diminished. Also, other programs such as State Loan and Grant programs directed at increasing renewable energy development have not had a significant impact on wind capacity. The role of market factors is less significant, although there is some evidence that increases in natural gas prices had a positive influence.

47. Film, Fraud, and Fixes: Choosing film production tax incentives that maximize stakeholders' value while minimizing fraud.

Abstract

The objective of this project is threefold. The first objective is to conduct an analysis of film production tax incentives (Film PTIs) available across all 50 states. Using this information, the second objective is to discern potential frauds for the various types of Film PTIs. The third objective is to then recommend a mix of Film PTIs that: Minimizes the potential for fraud; provides adequate incentives for film production companies; and allows states to promote themselves as supporters of in-state film productions, skilled job creation, and local small businesses. This graduate research service learning project was conducted at Coastal Carolina University by students in Dr. Maguire's Spring 2015 ACCT 631 Fraud Examination class. The clients for this project operate in multiple sectors of the film industry. They include TLC's Trailer Park: Welcome to Myrtle Manor, A&E's Wild Transport, Jupiter Entertainment, and The Weinstein Company (hereafter "The Clients"). Working in collaboration, this research aims to assist The Clients in their tax planning efforts when evaluating filming locations. Concurrently, this research aims to help South Carolina and other states demonstrate their film industry building efforts, while meeting the commitment to achieve best practices and act in the best interest of their constituents. The island of Ireland, which includes both Ireland and Northern Ireland (United Kingdom), is home to 6.4 million people and has a combined economic output of USD 205 billion. Several cross-border institutions were created in response to the 1998 Belfast/Good Friday Agreement to recreate functional economic linkages across the border. InterTradeIreland is a rare example internationally of a cross-border entity to promote trade and innovation that is co-funded by respective governments. These efforts have led to stability in funding such programmes. The differences between the public sector driven economy in Northern Ireland and the dual economy of Ireland (outward looking multinationals and the local small and medium-sized enterprise base) are a challenge for cross-border efforts. The article presents innovation potential of the cross-border of counties Hedmark in Norway and Dalarna in Sweden. It mentions that patenting propensity and research and development (R&D) figures in the two counties are lower compared to their national figures because of specialisation in low- and medium-technology industries. It states that there is a difference on the business R&D of two counties as large Swedish firms invest more in R&D compared to smaller Norwegian firms.
