The purpose of the article is to investigate the need to expand the corporate responsibility of Russian enterprises in the environmental sphere towards more informative non-financial reporting in the field of energy efficiency, management of greenhouse gas emissions, assess the effectiveness of environmental management, to stimulate the transition to a low carbon economy. The authors note that at present the system of key indicators of environmental management and non-financial reporting by most Russian companies there are no indicators that correspond to this type of development and reflect the results of operations in accordance with the fulfillment of the objectives of the low-carbon economy. In the article, the authors formulated additional strategic tasks of environmental management, the solution of which requires changes in the environmental policy, in the system of non-financial reporting and evaluating the effectiveness of in the system of environmental management. The authors analyzed the basic principles of assessing the effectiveness of environmental management system and proposed to complement the principle of integration, on the basis of which additional criteria and indicators characterizing the structure of energy consumption and control emissions of greenhouse gases were introduced. The result of the study is the development of a methodological approach to assessing the effectiveness of environmental management based on the principle integration, of ecological and energy criteria, additional environmental and energy indicators for the disclosure of the company’s contribution to the implementation of the strategy of the low-carbon economy development. In order to assess conformity of the objectives of low-carbon development when addressing greenhouse gas emissions management tasks, reducing the energy intensity of production the authors suggested that on the basis of additional indicators the integral indicator of the effectiveness of environmental management is calculated which can be used in the selection of investment projects of the enterprise. Целью статьи является исследование необходимости расширения корпоративной ответственности российских предприятий в экологической сфере в направлении повышения информативности нефинансовой отчетности в области эффективности использования энергоресурсов, управления выбросами парниковых газов, оценки эффективности экологического менеджмента, для стимулирования перехода к экономике низкоуглеродного типа. Авторы отмечают, что в настоящее время в системе ключевых показателей экологического менеджмента и нефинансовой отчетности большинства российских предприятий отсутствуют показатели, которые соответствуют данному типу развития и отражают результаты деятельности в соответствии с целями реализации низкоуглеродного пути развития. В статье сформулированы дополнительные стратегические задачи экологического менеджмента, решение которых требует изменений в экологической политике, в системе нефинансовой отчетности и в системе оценки эффективности экологического менеджмента. По этой причине авторы, проанализировав базовые принципы системы оценки эффективности экологического менеджмента, предложили дополнить их принципом интеграции, на основании которого были введены дополнительные критерии и индикаторы, характеризующие структуру энергопотребления и управление выбросами парниковых газов. Результатом исследования является развитие методического подхода к оценке эффективности экологического менеджмента на основе предлагаемых принципа интеграции, эколого-энергетических критериев, дополнительных экологических и энергетических индикаторов для раскрытия вклада предприятия в реализацию стратегии низкоуглеродного развития. С целью оценки соответствия целям низкоуглеродного развития при решении задач управления выбросами парниковых газов, снижения энергоемкости производства предложено на основе дополнительных индикаторов рассчитывать интегральный индикатор эффективности экологического менеджмента, который может использоваться при отборе инвестиционных проектов предприятия.

The article discusses ways of improving the environmental management of economic actors and tools for assessing the effectiveness of the environmental management of metallurgical enterprises which is used under the conditions of the implementation of the concept of a low-carbon economy. The aim of the research is to develop scientific and methodological approaches to the assessment of the cost-effectiveness of environmental management from the standpoint of energy consumption and greenhouse gas emissions; contribution to climate change; activities to achieve environmental policy objectives and national goals and meet international obligations. The article highlights the features of metallurgical enterprises as the largest consumers of fossil fuels and other resources that have a significant impact on environmental quality, but do not carry out the management of greenhouse gas emissions. In this regard, it is substantiated that further development of environmental management requires the development of methods to assess the environmental performance of an enterprise which are based on an integrated approach from the position of the intensity of the use of fuel and energy resources and greenhouse gas emissions, global and national goals of sustainable low-carbon development, and technological features of production. The article provides an overview of different approaches to the forming of systems of environmental criteria and indicators, as well as their application in the steel industry. The article discusses the technique of selecting and grouping of environmental indicators for calculating the indices of eco-efficiency, the implementation of which will make it possible to more objectively assess the degree of the environmental and economic balance of production activities at the metallurgical enterprise. The authors propose additional environmental indicators that characterize the performance of the company in the management of greenhouse gas emissions and fuel consumption in terms of environmental and energy efficiency. The article presents the results of using basic and additional environmental indicators for calculating the Environmental Performance Index at Magnitogorsk Iron & Steel Works are presented and targets for improving environmental management under the conditions of low-carbon economy development. В статье рассматриваются направления совершенствования экологического менеджмента субъектов экономической деятельности и инструментарий оценки эффективности экологического менеджмента металлургических предприятий, применяемый в условиях реализации концепции низкоуглеродной экономики. Целью исследования является развитие научно-методических подходов к оценке экономической эффективности экологического менеджмента с позиций потребления энергетических ресурсов и эмиссии парниковых газов; вклада в изменение климата; деятельности в области достижения целей экологической политики, национальных целей и выполнения международных обязательств. В статье выделены особенности металлургических предприятий как крупнейших потребителей углеводородного топлива и других ресурсов и оказывающих существенное влияние на качество окружающей среды, но не осуществляющих управление выбросами парниковых газов. В связи с этим обосновывается, что для дальнейшего развития экологического менеджмента требуется разработка таких методов оценки результатов экологической деятельности предприятия, которые основаны на комплексном подходе с позиций интенсивности использования топливных и энергетических ресурсов и выбросов парниковых газов и учитывают глобальные и национальные цели устойчивого низкоуглеродного развития, а также технологические особенности производства. В статье приводится обзор различных подходов к формированию систем экологических критериев и индикаторов и определяется степень их применимости в исследуемой отрасли производства. В статье рассматривается методика отбора и группировки экологических индикаторов для расчета индексов экологической эффективности, внедрение которой позволит наиболее объективно оценить степень эколого-экономической сбалансированности производственной деятельности предприятий отрасли. Авторы предлагают включить в базовый набор экологических индикаторов дополнительные, характеризующие результаты деятельности предприятия в области управления выбросами парниковых газов и потреблением топлива по критериям экологической и энергетической эффективности. Раскрываются результаты использования базовых и дополнительных экологических индикаторов для расчета индексов экологической эффективности на предприятии ОАО «Магнитогорский металлургический комбинат» и целевые показатели совершенствования экологического менеджмента в условиях развития низкоуглеродной экономики.
