Abstract

Payments made to non-state armed groups are often treated as predation. But rebel organizations deploy multiple logics when constructing their taxation systems, many of which cannot be reduced to extortion. Rebels also use taxation as a "technology of governance" to resolve a number of social and political challenges related to constructing a wartime order. Drawing on extensive subnational research in four distinct areas of control by a single organization, the National Socialist Council of Nagaland-Isak Muivah, we argue that two factors, political legitimacy and military control, determine whether taxes are extortive or deployed as a technology of governance. Our controlled comparison shows that rebels frequently implement a wider variety of taxes than commonly presumed and that these different categories of taxation are shaped by the larger social and political context in which the group operates. Abstract

In recent years, a variety of efforts have been made in political science to enable, encourage, or require scholars to be more open and explicit about the bases of their empirical claims and, in turn, make those claims more readily evaluable by others. While qualitative scholars have long taken an interest in making their research open, reflexive, and systematic, the recent push for overarching transparency norms and requirements has provoked serious concern within qualitative research communities and raised fundamental questions about the meaning, value, costs, and intellectual relevance of transparency for qualitative inquiry. In this Perspectives Reflection, we crystallize the central findings of a three-year deliberative process - the Qualitative Transparency Deliberations (QTD) - involving hundreds of political scientists in a broad discussion of these issues. Following an overview of the process and the key insights that emerged, we present summaries of the QTD Working Groups' final reports. Drawing on a series of public, online conversations that unfolded at www.qualtd.net, the reports unpack transparency's promise, practicalities, risks, and limitations in relation to different qualitative methodologies, forms of evidence, and research contexts. Taken as a whole, these reports - the full versions of which can be found in the Supplementary Materials - offer practical guidance to scholars designing and implementing qualitative research, and to editors, reviewers, and funders seeking to develop criteria of evaluation that are appropriate - as understood by relevant research communities - to the forms of inquiry being assessed. We dedicate this Reflection to the memory of our coauthor and QTD working group leader Kendra Koivu.

Abstract

The article supports the idea of grassroots Pan-Africanism that recognizes true human freedom and could serve as the basis for a model of migration without borders. It discusses the legacy of colonial violence in Africa that is evident in border management amid the migrant crisis. It reports the withdrawal of juntas in Niger, Mali and Burkina Faso from the economic bloc of West Africa as a rejection of the influence of foreign powers in the spirit of Pan-Africanism.

Abstract

Rebels may set myths into motion when they govern civilians. Rebels who want to overturn the socio-political order often incorporate its values, beliefs, representations, and practices into their governance of civilians. In doing so they govern through some of the myths underpinning that order. Many of these operate on an unreflective level among both rebels and local residents. Deploying these enables rebels to cultivate legitimacy among civilians whose support they solicit. But the novelty of rule by rebels is that it recasts existing values and beliefs into new political narratives that shape rebel governance profoundly. Drawing on a mixture of nationalist, pre-colonial, and Christian values and beliefs, General Padiri's Mai Mai militia group from South Kivu in eastern Congo produced a mythical narrative, forged around divine authority and the bipolar relation between autochthony and foreignness. This syncretic mythical narrative resonated deeply within the local society. It endowed Padiri with charismatic authority and enabled a highly centralized, authoritarian, and coercive form of rebel governance.
