Abstract

In this article, I examine Paul Muldoon's interest in the nineteenth-century Apache leader Mangas Coloradas. The recurrence of this figure in Muldoon's poetry reflects his well-known fascination with indigenous American history and culture but, I argue, must also be understood in relation to recent debates about cultural appropriation, derogatory place names, and the repatriation of indigenous artifacts and remains. While recognising the sensitive issues at play when Muldoon writes about – and even in the voices of – indigenous American figures, I show how his poems about Mangas Coloradas reveal a complex awareness of the processes by which indigenous names are appropriated by non-indigenous actors, emptied of their content, and turned into commodities of different kinds. These poems also exemplify the poet's technique of combining the cinematic with what he calls the 'imharragistic', or the bleeding of one image into another. Through the dynamic play of images flowing together and cinematic shifts from scene to scene, Muldoon's Mangas poems ultimately perform a crucial act of self-awareness that invites us to imagine the political and poetic possibilities of 'semantic repatriation'. 3. Factors Influencing the Impacts on Security of Manning Military Posts on the United States-Mexico Border from 1865 to 1916

Abstract

On 11 January 1878, following the resolution of a U.S.-Mexico border incident in San Elizario, Texas, a small town on the R o Grande about 30 miles southeast of El Paso, Colonel Edward Hatch, the 9th Cavalry Regiment Commander, submitted a report to the Secretary of War. His concluding statement suggested that the existence of Fort Bliss as a permanent installation with from 200 to 400 soldiers would have prevented the riot in San Elizario, which housed the post. From 1862 to 1882 the Army built, manned, and maintained an average of 33 outposts in the U.S.-Mexico border region to stop the raids of Mexicans and American Indians. Exploring these posts and when, where, how, and why they were established and closed, in addition to exploring the measures that led to a moderately secure and stable border may provide some insight into how the U.S. can better secure borders as part of the Global War on Terrorism. This paper will explore the impact, or affect, these posts had on the security and stability of the U.S.-Mexico border, primarily focusing on Arizona, New Mexico, and Texas from 1865 to 1916. In other words, was Colonel Hatch correct? Would "a garrison of even 100 men" have significantly contributed to a safer border in 1877? This thesis explored that question and identified factors counter to Colonel Hatch's statement. According to the author, while a strong military presence helped remove revolutionaries from the Lower Rio Grande Valley, other factors were more responsible for the security and stabilization of the frontier border. These factors were the deliberate use of the frontier forces available, the installation of experienced negotiators as commanders in out posts near border towns, the reduction in military presence in border towns, and an emphasis on local government control of domestic troubles., The original document contains color images.

Abstract

Each year thousands of people come to the Salt River Valley, some to visit and some to live. They see a thriving, growing community. But like many who have spent most, or all, of their lives there, they don't know much about the Valley's origins or how it developed. The men and women who built the Valley were like today's people. They were trying to improve their own condition. In doing that, they contributed to the well-being of one another. Jack Swilling was one of them. Swilling organized the first modern irrigating canal company more than a century ago. Water was then, and is today, the essential element around which everything in the Valley is built. Yet, many important decisions about water remain to be made today and will need to be made in the future. Knowing something about how we got where we are today may contribute to making the right decisions tomorrow. Earl Zarbin's interest in the water history of the Salt River Valley and his research into the subject led to the articles in this booklet. They were first published in The Arizona Republic, where he worked for 30 years before early retirement at the end of 1988.
