1. Are Schools Stricter at the Border? Investigating the Relationships between School Strictness, Juvenile Justice, and the Border

Abstract

Immigration disparities are associated with strict school climates and juvenile justice. Place also matters concerning school strictness and disproportionate minority contact for minority youth. What remains unknown is the relationship between school strictness, immigration, and punishment along the Texas-Mexico border. Drawing from the Texas Education Agency's (TEA) Public Education Information Management System (PEIMS), we address two questions regarding the relationship between school strictness and juvenile justice referrals in border and non-border schools. First, do the relationships between school strictness and juvenile referrals differ between border and non-border schools? Second, does school strictness moderate the children of immigrants' juvenile justice referrals at border and non-border schools? Findings indicate border and non-border distinctions regarding both strict and lenient school disciplinary practices and the relationships with juvenile justice referrals. This study contributes to juvenile justice research by investigating potential links between school strictness, immigration, juvenile justice referrals, and place.

3. Tipping Point: Effect of the Number of In-School Suspensions on Academic Failure

Abstract

There is extensive evidence suggesting that school suspension is correlated with poor academic performance. However, many studies examining the association between school suspension and achievement focus on the effects of out-of-school suspension specifically. While in-school suspension is offered as a less harmful alternative consequence to out-of-school suspension, the effects of in-school suspension on academic achievement are largely unknown. This article examines the association between in-school suspensions and academic failure on standardized achievement tests. The study utilized secondary data from two cohorts of 380,826 ninth-grade students enrolled in Texas public schools to investigate how many in-school suspensions result in failure on a state standardized achievement test. Our results show that a single in-school suspension is predictive of significant risk for academic failure (greater than 25% chance of failure) on a state-wide standardized test controlling for a host of individual and school characteristics. We also find that this relationship between discipline and risk for standardized test failure is more pronounced for students of color. The implications for school psychologists in terms of curtailing the potential negative impact of in-school suspension on student achievement are discussed.

Abstract

There are racial/ethnic disparities associated with school punishment practices and academic progress. In addition, research suggests that urban schools have stricter school punishment practices and higher grade retention rates. What remains unknown, however, is the relationship between race/ethnicity, school punishment practices, and retention rates across urban, rural, and suburban schools. Thus, this study draws from the Texas Education Agency's Public Education Information Management System and Critical Race Theory to investigate if there is link between school punishment practices and academic progress, as well as establishing if there are racial/ethnic disparities in urban, rural, and suburban contexts.

5. Behind the Eight Ball: The Effects of Race and Number of Infractions on the Severity of Exclusionary Discipline Sanctions Issued in Secondary School

Abstract

African American and Hispanic students receive more punitive school discipline than White students even when students of color commit similar infractions as Whites. Similarly, students with a disability status are more likely to experience harsher discipline in schools compared to their counterparts without a disability label. This study examines whether these discrepancies are a result of a difference in the number of infractions students of different racial/ethnic groups and disability categories commit. Using secondary educational data from a state educational agency in the United States, we demonstrate that African American and Hispanic students and students with an emotional behavioral disorder status receive more severe sanctions than White students and students without a disability label at their first discipline encounter. This racial disparity in discipline severity continues through six sanctions and is eliminated at the 13th sanction. The disability disparity in discipline severity dissipates after 10 sanctions for students with emotional behavioral disorder and intellectual disability. Implications for school personnel and future directions are discussed.

6. Race, Gender, and Disability and the Risk for Juvenile Justice Contact

Abstract

Exclusionary school discipline has received national attention due to its association with juvenile justice contact. Research has demonstrated support for links between exclusionary discipline and negative outcomes such as school dropout and juvenile justice involvement. The purpose of this study was to examine the intersections of race, gender, and disability in explaining the risk for juvenile justice contact using a state database, representing a sample of adolescent students. Controlling for individual, school, and community characteristics that are associated with juvenile justice contact such as, race/ethnicity, previous years' discipline rate, student retention from previous year, primary disability, whether the campus is a Title I school, as well as student body size and diversity, results suggest that disproportionality is prevalent when examining juvenile justice contacts, but the relationship among race, gender, disability, and discipline is a complicated one. Implications for understanding juvenile justice contact outcomes and future research for advancing the field are discussed.

7. More than a Drop in the Bucket: The Social and Economic Costs of Dropouts and Grade Retentions Associated with Exclusionary Discipline

Abstract

Each year many students are subject to exclusionary discipline, in fact, 60% of students in Texas are disciplined at-least once between grades 7 through 12. The purpose of this study is to examine the impact of school discipline contact on students' risk for grade retention and school dropout using a statewide sample of nearly one million 7th grade students tracked through their 12th grade year. Results indicate that school discipline relates to a 24% increase in high school dropout. These additional dropouts are associated with an economic effect of between $750 million and $1.35 billion per year. Results also indicate that school discipline is associated with approximately 6,600 grade retentions per year in the state of Texas. The delayed workforce entry related to grade retention has an effect of over $100 million for the state, including $5.7 million in lost tax revenue. Given the higher discipline rate for minorities, these costs disproportionately affect them. Further, the additional year of instruction costs the state over $76 million dollars.

8. Innovative Developmental Education Programs: A Texas Model

Abstract

This article provides insights from a 2-year, cross-site evaluation of state funded developmental education sites and serves as a focus article for response by those sites. Receiving grants from the Texas Higher Education Coordinating Board (THECB), nine sites (5 community colleges and 4 universities) implemented innovative developmental education programs in Texas. The Public Policy Research Institute at Texas A&M University was charged with evaluating the nine sites. A cross-site program evaluation collected quantitative data from the sites to determine success rates for students enrolled in their programs. Qualitative methods were used primarily to interpret the quality indicators present across sites. Data in the form of interviews, focus groups, and self-reports were applied. The successes and challenges were organized into four thematic categories: Curriculum Design and Instructional Strategies, Faculty and Staff Supports, Structures Supporting Learning, and Policy Issues. Findings show that accelerated approaches via redesigned curriculum for shortened, completely or partially self-paced, corequisite, and blended courses helped accelerate student completion or transition to credit bearing courses for the motivated students. Alternative instructional strategies provided a high level of interaction between students and instructors and on-line, on-demand tutoring at the sites. Focused professional development for the DE instructors and administrators was found to be useful in learning to deal with specific student problems.

9. Comparing Campus Discipline Rates: A Multivariate Approach for Identifying Schools with Significantly Different than Expected Exclusionary Discipline Rates

Abstract

Campus behavior management is important for ensuring classroom order and promoting positive academic outcomes. Previous studies have shown the importance of individual student and campus personnel characteristics and campus context for explaining campus discipline rates (e.g., rates of suspension and expulsion). Assessing campus discipline rates, while controlling for these individual and campus characteristics, is important for the monitoring, evaluation, and intervention role of policymakers as well as state and federal level education agencies. Systems or metrics exist that measure other student outcomes (i.e., academic performance) with controls for individual and campus characteristics, but none exist that monitor these differences for discipline rates across campuses. In this paper, we use a multivariate model to analyze a longitudinal, statewide dataset for all secondary students in Texas from 2000 to 2008 in order to examine how campus discipline rates differ across schools with statistically similar students, teachers, and campus characteristics. The findings are important for understanding that some schools with similar characteristics have significantly different exclusionary discipline rates, and they are important for informing policy and agency level decision-making. The methodology described can easily be used by monitoring agencies as well as local school districts.

10. The Economic Effects of Exclusionary Discipline on Grade Retention and High School Dropout

Abstract

Nearly 15% of students are disciplined in a given year, with 60% of students being disciplined at-least once between grades 7 through 12. The purpose of this study is to examine the impact of school discipline contact on students’ risk for grade retention and school dropout using a statewide sample of 7th grade students tracked through their 12th grade year. Results indicate that school discipline is associated with approximately 4,700 grade retentions per year in the state of Texas. The delayed workforce entry related to grade retention has an effect of over $68 million for the state, including $5.6 million in lost tax revenue. Given the higher discipline rate for minorities, these costs disproportionately affect them. Further, the additional year of instruction costs the state nearly $41 million dollars. For each year an individual student is retained the effect on the net social surplus exceeds $23,000. Results also indicate that school discipline relates to a 29% increase in high school dropout. These additional dropouts account for an economic effect of $711 million per year. It is recommended that educational agencies adopt evidenced-based programs that reduce school officials’ use of punitive and exclusionary measures to manage student behavior such as Positive Behavioral Intervention Supports. Further, these results underscore the need for school officials to employ secondary and tertiary dropout prevention programs that are targeted at the most academically and behaviorally at-risk students in schools in addition to primary prevention programs.

13. Orphaned and Abused Youth Are Vulnerable to Pregnancy and Suicide Risk

Abstract

Objective: Little is known about the magnitude and consequences of violence against children for those living outside family care. We sought to estimate the frequency of childhood abuse and examine its association with lifetime pregnancy involvement (LPI) and past year suicide ideation among orphaned youth. Methods: We analyzed data collected via cross-sectional interviewer-administered surveys completed by 293 orphaned youth aged 16-23 years living outside of family care in St. Petersburg, Russia. We used multivariable logistic regression to estimate adjusted odds ratios (AORs) of LPI and past year suicide ideation associated with childhood physical and sexual abuse. Other risk factors were also examined (e.g., social vulnerability, sexual and substance use behaviors), and characteristics of orphaned youth with LPI and past year suicide ideation were described. Results: The prevalence of childhood abuse was higher among females than among males (23.3% versus 15.6% for physical abuse, and 20.3% versus 5.6% for sexual abuse), as was the prevalence of LPI and past year suicide ideation among those with histories of abuse. Experiences of childhood abuse were strong risk factors for both LPI and past year suicide ideation, with significant variation by gender. While both types of abuse were significantly associated with LPI and past year suicide ideation among females, physical abuse was significantly associated with LPI and sexual abuse was associated with suicide ideation for males. Of the other characteristics examined, strong modifiable risk factors included having no one to turn to for help and no involvement in activities outside of class. Among those with LPI (n = 36), nearly 20% had been pregnant or gotten someone pregnant greater than or equal to 2 times, most (61.8%) reported at least one induced abortion, and current use of effective contraception was nearly non-existent. Among those with past year suicide ideation (n = 30), nearly half (44.8%) reported attempting suicide. Conclusions: There is an urgent need for interventions to prevent and mitigate the negative influence of childhood abuse experiences. Programs providing services to orphaned youth should increase access to sexual education, effective contraceptives, and mental health counseling. (Contains 4 tables.)

14. Methamphetamine Use Is Independently Associated with Recent Risky Sexual Behaviors and Adolescent Pregnancy

Abstract

Background: Lifetime methamphetamine use among adolescents is estimated to be between 5% and 10%. Youth substance use in general is known to be associated with risky sexual behaviors, but the effect of methamphetamine use on recent risky sexual behaviors and adolescent pregnancy has received little attention. The purpose of this analysis was to evaluate the association between lifetime methamphetamine use and recent (past 3 months) risky sexual behaviors and lifetime adolescent pregnancy, adjusting for other substance use. Methods: We analyzed data from the 2003 National Youth Risk Behavior Survey, a school-based paper-and-pencil survey that assesses risky health behaviors among a nationally representative sample of 9th- to 12th-grade students. Multivariable logistic regression was used to calculate adjusted odds ratios (AORs) to examine the association between methamphetamine use and being recently sexually active, having 2 or more recent sex partners, and ever being pregnant or getting someone pregnant. Results: Lifetime methamphetamine use was reported by 7.6% of students. After adjustment for demographic covariates and lifetime use of cigarettes, alcohol, marijuana, and other illicit drugs, lifetime methamphetamine use was associated with recent sexual intercourse (AOR = 1.8, 95% confidence interval [CI] = 1.5-2.3), having 2 or more recent sex partners (AOR = 3.0, 95% CI = 2.2-4.2), and ever being pregnant or getting someone pregnant (AOR = 2.9, 95% CI = 2.1-3.9). Conclusions: Adolescent methamphetamine use is common and is associated with recent risky sexual behaviors and adolescent pregnancy. Prevention strategies for high school students should integrate education on substance abuse, pregnancy, sexually transmitted infections, and human immunodeficiency virus. (Contains 4 tables.)

Prepared for the National Dissemination Project to suggest ways in which community colleges might better serve the needs of minority and disadvantaged students, this report discusses outreach and inreach programs. The three purposes of the paper are to: (1) describe the outreach function of recruiting high-risk minority, and disadvantaged students; (2) assess specific problems that produce attrition among these students; and (3) examine inreach programs designed to alleviate the attrition problem. The paper concludes with recommendations for developing inreach and outreach programs to provide educational opportunity for high-risk students. (DB)

17. Examples of New Student Personnel Programs Created to Meet the Needs of Diversified Community College Student Bodies.

Abstract

The open-door philosophy and the resulting diversification of the community college student body require that student personnel programs improve their services. This paper describes and analyzes new practices in student personnel services that attempt to make the open door philosophy a reality. The report briefly describes decentralization of counseling services which aims to provide better communication between faculty and counselors, to make counselors more aware of curriculum, to improve instruction through faculty-counselor consultation, to provide counseling services to more students, and to improve advising programs. The paper cites changes in orientation programs designed to help students assess themselves, and to become acquainted with the campus, community, and college programs. Other discussion focuses on the use of nonprofessional support in academic advising and the proliferation of new forms of counseling services. (Author/LAA)

19. Indian Country Fellows: Foundations Pool Resources to Support TCU Faculty Dissertations, Research

Abstract

This article describes how the American Indian College Fund helps tribal college and university (TCU) faculty members conduct research and complete their Ph.D.s--and tackle unique challenges. Funded by the Andrew W. Mellon Foundation and the Alfred P. Sloan Foundation, the fellowship programs administered by the College Fund pay a one-year stipend of $36,000 to TCU faculty members to help them conduct research or complete a Ph.D. In 2003, recognizing that tribal colleges need to foster faculty scholarly research and professional development, College Fund President Richard B. Williams (Oglala Lakota/Northern Cheyenne) encouraged the Andrew W. Mellon Foundation to provide initial funding to help tribal college faculty complete their Ph.D.s. After the project proved successful, the Andrew W. Mellon Foundation continued to support tribal college Ph.D. candidates, and in 2008, began funding a separate program to help cultivate tribal college scholarly research. The research program also provides stipends for tribal college students to serve as research assistants to faculty fellows. In 2010, the Alfred P. Sloan Foundation contributed funding for Science, Technology, Engineering, and Math (STEM) research and Ph.D. completion for tribal college faculty as well.

Abstract

Occasionally the fertilized embryo abnormally becomes implanted some place other than the uterus (such as in the fallopian tubes). Women who have already had such an ectopic pregnancy have a higher risk for having another one in subsequent fertilizations. Women who have had salpingitis, an inflammation of the fallopian tubes, are also at higher risk for ectopic pregnancy. This study examined the risk for recurrence of ectopic pregnancy in women who had both an ectopic pregnancy previously and who had salpingitis prior to or following the first ectopic pregnancy. Women who were examined for acute pelvic inflammatory disease during a 25-year period in a Swedish hospital were followed-up for pregnancies and their outcomes following initial examination. Of the 2,503 women examined, 1,540 became pregnant for a total of 2,901 pregnancies. Data were available for 2,899 pregnancies. Episodes of salpingitis and their severity were also evaluated. Results showed that 193 (6.7 percent) of the pregnancies were ectopic. Such pregnancies were more likely to occur in women who were older, who had prior episodes of salpingitis, and who had more severe cases of salpingitis. Ectopic pregnancies occurred in 2.2 percent of cases where there had been no prior salpingitis, 5.0 percent of cases where there had been mild previous salpingitis, 7.7 percent where there had been moderate salpingitis, and 14.1 percent where there had been severe salpingitis. Ectopic pregnancies occurred in 6.8 percent of first pregnancies and in 21.7 percent of second pregnancies following an ectopic first pregnancy. Ectopic pregnancies were more likely when there was a history of salpingitis and the previous pregnancy was uterine. The history of salpingitis did not increase the risks in women who had already had an ectopic pregnancy. These results indicate that prior history of salpingitis and prior history of ectopic pregnancy are both risk factors for ectopic pregnancy, but the risks from each factor are not additive. Salpingitis is only a risk factor for a first ectopic pregnancy but does not increase the risk once an ectopic pregnancy has occurred beyond the increased risk associated with having had an ectopic pregnancy. Abstract

BACKGROUND: Smoking has been linked to mucinous ovarian cancer, but its effects on other ovarian cancer subtypes and on overall ovarian cancer risk are unclear, and the findings from most studies with relevant data are unpublished. To assess these associations, we review the published and unpublished evidence. METHODS: Eligible epidemiological studies were identified by electronic searches, review articles, and discussions with colleagues. Individual participant data for 28,114 women with and 94,942 without ovarian cancer from 51 epidemiological studies were analysed centrally, yielding adjusted relative risks (RRs) of ovarian cancer in smokers compared with never smokers. FINDINGS: After exclusion of studies with hospital controls, in which smoking could have affected recruitment, overall ovarian cancer incidence was only slightly increased in current smokers compared with women who had never smoked (RR 1·06, 95% CI 1·01-1·11, p=0·01). Of 17,641 epithelial cancers with specified histology, 2314 (13%) were mucinous, 2360 (13%) endometrioid, 969 (5%) clear-cell, and 9086 (52%) serous. Abstract

Background Half the epidemiological studies with information about menopausal hormone therapy and ovarian cancer risk remain unpublished, and some retrospective studies could have been biased by selective participation or recall. We aimed to assess with minimal bias the effects of hormone therapy on ovarian cancer risk. Methods Individual participant datasets from 52 epidemiological studies were analysed centrally. The principal analyses involved the prospective studies (with last hormone therapy use extrapolated forwards for up to 4 years). Sensitivity analyses included the retrospective studies. Adjusted Poisson regressions yielded relative risks (RRs) versus never-use. Findings During prospective follow-up, 12 110 postmenopausal women, 55% (6601) of whom had used hormone therapy, developed ovarian cancer. Among women last recorded as current users, risk was increased even with Interpretation The increased risk may well be largely or wholly causal; if it is, women who use hormone therapy for 5 years from around age 50 years have about one extra ovarian cancer per 1000 users and, if its prognosis is typical, about one extra ovarian cancer death per 1700 users.

Over 80% of the relevant information worldwide on alcohol and tobacco consumption and breast cancer were collated, checked and analysed centrally. Analyses included 58,515 women with invasive breast cancer and 95,067 controls from 53 studies. Relative risks of breast cancer were estimated, after stratifying by study, age, parity and, where appropriate, women's age when their first child was born and consumption of alcohol and tobacco. The average consumption of alcohol reported by controls from developed countries was 6.0 g per day, i.e. about half a unit/drink of alcohol per day, and was greater in ever-smokers than never-smokers, (8.4 g per day and 5.0 g per day, respectively). Compared with women who reported drinking no alcohol, the relative risk of breast cancer was 1.32 (1.19-1.45, P/=45 g per day alcohol. Abstract

Background Menarche and menopause mark the onset and cessation, respectively, of ovarian activity associated with reproduction, and affect breast cancer risk. Our aim was to assess the strengths of their effects and determine whether they depend on characteristics of the tumours or the affected women.Methods Individual data from 117 epidemiological studies, including 118 964 women with invasive breast cancer and 306 091 without the disease, none of whom had used menopausal hormone therapy, were included in the analyses. We calculated adjusted relative risks (RRs) associated with menarche and menopause for breast cancer overall, and by tumour histology and by oestrogen receptor expression.Findings Breast cancer risk increased by a factor of 1.050 (95% CI 1.044-1.057; p < 0.0001) for every year younger at menarche, and independently by a smaller amount (1.029, 1.025-1.032; p < 0.0001), for every year older at menopause. Premenopausal women had a greater risk of breast cancer than postmenopausal women of an identical age (RR at age 45-54 years 1.43, 1.33-1.52, p < 0.001). All three of these associations were attenuated by increasing adiposity among postmenopausal women, but did not vary materially by women's year of birth, ethnic origin, childbearing history, smoking, alcohol consumption, or hormonal contraceptive use. All three associations were stronger for lobular than for ductal tumours (p < 0.006 for each comparison). The effect of menopause in women of an identical age and trends by age at menopause were stronger for oestrogen receptor-positive disease than for oestrogen receptor-negative disease (p < 0.01 for both comparisons).Interpretation The effects of menarche and menopause on breast cancer risk might not be acting merely by lengthening women's total number of reproductive years. Endogenous ovarian hormones are more relevant for oestrogen receptor-positive disease than for oestrogen receptor-negative disease and for lobular than for ductal tumours.Funding Cancer Research UK.

All three associations were stronger for lobular than for ductal tumours (p < 0.006 for each comparison). The effect of menopause in women of an identical age and trends by age at menopause were stronger for oestrogen receptor-positive disease than for oestrogen receptor-negative disease (p < 0.01 for both comparisons). Interpretation The effects of menarche and menopause on breast cancer risk might not be acting merely by lengthening women’s total number of reproductive years. Endogenous ovarian hormones are more relevant for oestrogen receptor-positive disease than for oestrogen receptor-negative disease and for lobular than for ductal tumours. Abstract

Background Smoking has been linked to mucinous ovarian cancer, but its effects on other ovarian cancer subtypes and on overall ovarian cancer risk are unclear, and the findings from most studies with relevant data are unpublished. To assess these associations, we review the published and unpublished evidence. Methods Eligible epidemiological studies were identified by electronic searches, review articles, and discussions with colleagues. Individual participant data for 28 114 women with and 94 942 without ovarian cancer from 51 epidemiological studies were analysed centrally, yielding adjusted relative risks (RRs) of ovarian cancer in smokers compared with never smokers. Findings After exclusion of studies with hospital controls, in which smoking could have affected recruitment, overall ovarian cancer incidence was only slightly increased in current smokers compared with women who had never smoked (RR 1.06, 95% CI 1.01-1.11, p=0.01). Of 17 641 epithelial cancers with specified histology, 2314 (13%) were mucinous, 2360 (13%) endometrioid, 969 (5%) clear-cell, and 9086 (52%) serous. Abstract

Background Menarche and menopause mark the onset and cessation, respectively, of ovarian activity associated with reproduction, and affect breast cancer risk. Our aim was to assess the strengths of their effects and determine whether they depend on characteristics of the tumours or the affected women. Methods Individual data from 117 epidemiological studies, including 118 964 women with invasive breast cancer and 306 091 without the disease, none of whom had used menopausal hormone therapy, were included in the analyses. Abstract

Background: Only about half the studies that have collected information on the relevance of women’s height and body mass index to their risk of developing ovarian cancer have published their results, and findings are inconsistent. Here, we bring together the worldwide evidence, published and unpublished, and describe these relationships. Methods and Findings: Individual data on 25,157 women with ovarian cancer and 81,311 women without ovarian cancer from 47 epidemiological studies were collected, checked, and analysed centrally. Adjusted relative risks of ovarian cancer were calculated, by height and by body mass index. Ovarian cancer risk increased significantly with height and with body mass index, except in studies using hospital controls.
