Datasets carry cultural and political context at all parts of the data life cycle. Historically, Earth science data repositories have taken their guidance and policies as a combination of mandates from their funding agencies and the needs of their user communities, typically universities, agencies, and researchers. Consequently, repository practices have rarely taken into consideration the needs of other communities such as the Indigenous Peoples on whose lands data are often acquired. In recent years, a number of global efforts have worked to improve the conduct of research as well as data policy and practices by the repositories that hold and disseminate it. One of these established the CARE Principles for Indigenous Data Governance (Carroll et al. 2020), representing ‘Collective Benefit’, ‘Authority to Control’, ‘Responsibility’, and ‘Ethics”’ hosted by the Global Indigenous Data Alliance (GIDA 2023a). In order to align to the CARE Principles, repositories may need to update their policies, architecture, service offerings, and their collaboration models. The question is how? Operationalizing principles into active repositories is generally a fraught process. This paper captures perspectives and recommendations from many of the repositories that are members of the Earth Science Information Partners (ESIPFed, n.d.) in conjunction with members of the Collaboratory for Indigenous Data Governance (Collaboratory for Indigenous Data Governance n.d.) and GIDA, defines and prioritizes the set of activities Earth and Environmental repositories can take to better adhere to CARE Principles in the hopes that this will help implementation in repositories globally.

The National Science Foundation’s Arctic Data Center is the primary data repository for NSF-funded research conducted in the Arctic. There are major challenges in discovering and interpreting resources in a repository containing data as heterogeneous and interdisciplinary as those in the Arctic Data Center. This paper reports on advances in cyberinfrastructure at the Arctic Data Center that help address these issues by leveraging semantic technologies that enhance the repository’s adherence to the FAIR data principles and improve the Findability, Accessibility, Interoperability, and Reusability of digital resources in the repository. We describe the Arctic Data Center’s improvements. We use semantic annotation to bind metadata about Arctic data sets with concepts in web-accessible ontologies. The Arctic Data Center’s implementation of a semantic annotation mechanism is accompanied by the development of an extended search interface that increases the findability of data by allowing users to search for specific, broader, and narrower meanings of measurement descriptions, as well as through their potential synonyms. Based on research carried out by the DataONE project, we evaluated the potential impact of this approach, regarding the accessibility, interoperability, and reusability of measurement data. Arctic research often benefits from having additional data, typically from multiple, heterogeneous sources, that complement and extend the bases – spatially, temporally, or thematically – for understanding Arctic phenomena. These relevant data resources must be ‘found’, and ‘harmonized’ prior to integration and analysis. The findings of a case study indicated that the semantic annotation of measurement data enhances the capabilities of researchers to accomplish these tasks.

Data Management Plans (DMP) are now a routine part of research proposals but are generally not referred to after funding is granted. The Belmont Forum requires an extensive document, a ‘Data and Digital Object Management Plan’ (D(DO)MP) for its awarded projects that is expected to be kept current over the life of the project. The D(DO)MP is intended to record team decisions about major tools and practices to be used over the life of the project for data and software stewardship, and for preservation of data and software products, aligned with the desired Open Science outcomes relevant to the project. Here we present one of the first instances of the use of Belmont’s D(DO)MP through a case study of the PARSEC project, a multinational and multidisciplinary investigation of the socioeconomic impacts of protected areas. We describe the development and revision of our interpretation of the D(DO)MP and discuss its adoption and acceptance by our research group. We periodically assessed the data management sophistication of team members and their use of the various nominated tools and practices. As a result, for example, we included summaries to enable the key components of the D(DO)MP to be readily viewed by the researcher. To meet the Open Science outcomes in a complex project like PARSEC, a comprehensive and appropriately structured D(DO)MP helps project leaders (a) ensure that team members are committed to the collaboration goals of the project, (b) that there is regular and effective feedback within the team, (c) training in new tools is provided as and when needed, and (d) there is easy access to a short reference to the tools and descriptions of the nominated practices.

This article aims to explore the role of eligibility for parental leave as a determinant of access and as an enabler of leave take-up. To analyse the link between eligibility and take-up, we study a unique policy change in Luxembourg’s parental leave scheme. The country’s 2016 parental leave reform relaxed the eligibility criteria to enable marginal part-time working parents to access the parental leave scheme for the first time. We focus on this change and examine to what extent relaxing the eligibility criteria translated into increased take-up by the marginal part-time working parents who became eligible. To quantify this transition, we analyse trends in and patterns of eligibility for the scheme in Luxembourg between 2009 and 2018 among first-time parents working full-time, part-time, or marginal part-time hours. We use a subsample of Luxembourg-resident, cohabiting, first-time parents (N = 6,254) drawn from the social security data. Our analysis shows that as eligibility is dependent on individual factors, it has similarities among mothers and fathers, whereas take-up is notably greater for mothers. After the reform, we observe that marginal part-time working mothers started taking parental leave, but up to 2018, the reform’s outreach to marginal part-time working fathers remained limited. We also find that foreign national parents are less likely to be eligible for parental leave and have lower take-up rates. Despite the gendered parental leave take-up behaviours in parallel with international evidence, marginal part-time working mothers’ positive response to the reform indicates progress towards strengthening women’s labour market attachment in Luxembourg.

Objectives The evidence-base for inter-related paternal and child health trajectories is not supported by linked, routinely collected administrative data in England. We conducted a scoping review to identify methods used globally for linking fathers and children in administrative data for public health research and map these methods onto dimensions of fatherhood. Approach We searched PubMed, Scopus and Google/Google Scholar for articles published 2000-2020 from OECD countries that link fathers’ and children’s records in administrative data. Search terms included for example: “father” and “administrative data” or “record linkage”. The exposures of interest were any demographic, health, or other characteristics of fathers during their offspring's childhood or prior to birth captured within administrative data. We included studies where paternal information came from fathers' linked records and if outcomes were related to child health and development (e.g. educational attainment, behavioural outcomes, hospital admissions) measured before 18 years of age. Results We identified 77 studies that quantified the association between paternal exposures and child health and development outcomes, using linked administrative data on fathers and their children. Four methods have been used globally to link fathers and children across vital statistics, health, social care, education, and criminal justice records. These methods are based on personal identity numbers (PINs), address or household identifiers, information from birth registrations, or health claims. We mapped what we can learn from these different linkages to dimensions of fatherhood identified through a conceptual framework. For example, for the linkage method based on address/household identifiers, co-residency may be used as a proxy for all dimensions of paternal involvement. However, substantial assumptions are needed when using linkage methods as proxies for paternal involvement. Conclusion In many settings, changes in practice (such as recording fathers’ National Health Service numbers on hospital birth notifications in England) are required to facilitate linkage of father-child health data at the population level. This would help advance fatherhood research and enable targeted service offers to new fathers.

Socioeconomic indicators are essential to help design and monitor the impact of public policies on society. Such indicators are usually obtained through census data collected at 10-year intervals, which are not only temporally coarse but expensive. Over recent years other ways of collecting data and producing these indicators have been explored, in particular using the new surveillance capabilities that remote observations can provide. The objective of this paper is to evaluate the assessment of socioeconomic indicators using street-view imagery, through a case study conducted in a region of Brazil, the Vale do Ribeira, one of the poorest semi-rural regions in Brazil. In this study we used socioeconomic indicators collected by the Brazilian Institute of Geography and Statistics (IBGE) and used Google Street View (GSV) images as our source of remote observations. A pre-trained convolutional neural network (CNN) was used to predict socio-economic indicators from GSV. To evaluate the performance of the classifier, we performed five-fold cross-validation between the predicted indicator and its true value. The best performance was obtained for the highest income class, with 80% of correct prediction. We conclude that the method has the potential to predict socioeconomic indicators across a large area with social challenges such as Vale do Ribeira, and that the network model is general enough to be used even when the imagery dataset is from semi-rural areas. This demonstrates the applicability of GSV datasets for similar settings and perhaps ensuring their replicability, which is a scientific requirement that requires further experimentation/evaluation.

Research has shown that paternal involvement positively impacts on child health and development. We aimed to develop a conceptual model of dimensions of fatherhood, identify and categorise methods used for linking fathers with their children in administrative data, and map these methods onto the dimensions of fatherhood. We carried out a systematic scoping review to create a conceptual framework of paternal involvement and identify studies exploring the impact of paternal exposures on child health and development outcomes using administrative data. We identified four methods that have been used globally to link fathers and children in administrative data based on family or household identifiers using address data, identifiable information about the father on the child's birth registration, health claims data, and Personal Identification Numbers. We did not identify direct measures of paternal involvement but mapping linkage methods to the framework highlighted possible proxies. The addition of paternal National Health Service numbers to birth notifications presents a way forward in the advancement of fatherhood research using administrative data sources.

The introduction of lockdown due to a public health emergency in March 2020 marked the beginning of substantial changes to daily life for all families with young children. Here we report the experience of families from London Borough of Tower Hamlets with high rates of poverty and ethnic and linguistic diversity. This inner city community, like communities worldwide, has experienced a reduction or closure in access to education, support services, and in some cases, a change in or loss of income, job, and food security. Using quantitative survey items (N = 992), we examined what differences in family circumstances, for mothers and fathers of young children aged 0–5 living in Tower Hamlets, during March 2020 to November 2020, were associated with their mental health status. We measure parental mental health using symptoms of depression (self-report: Patient Health Questionnaire depression scale: PHQ-8), symptoms of anxiety levels (self-report: General Anxiety Disorder: GAD-7), and perceptions of direct loneliness. We find parental mental health difficulties are associated with low material assets (financial security, food security, and children having access to outside space), familial assets (parents time for themselves and parent status: lone vs. cohabiting), and community assets (receiving support from friends and family outside the household). South Asian parents and fathers across ethnicities were significantly more likely to experience mental health difficulties, once all other predictors were accounted for. These contributing factors should be considered for future pandemics, where restrictions on people's lives are put in place, and speak to the importance of reducing financial insecurity and food insecurity as a means of improving the mental health of parents.

Objective: This paper reports first results from a survey of 992 parents and parents to be living in an ethnically diverse and socio-economically unequal borough of East London during the coronavirus pandemic that reduced mobility, closed services and threatened public health. Background: Little is known about the place based impacts of the pandemic on families with young children. We describe the living circumstances of families with children under five or expecting a baby living in Tower Hamlets during the Coronavirus pandemic in 2020, and then examine the relative importance of household characteristics such as ethnicity and household income for adverse impacts on survey respondents, as seen in mental health outcomes. Method: a community survey sample recruited with support from the local council comprised 75% mothers/pregnant women, 25% fathers/partners of pregnant women. Reflecting the borough population, 35 percent were White British or Irish and 36 percent were Bangladeshi, and the remainder were from a wide range of ethnic backgrounds. Adopting an assets based approach, we describe material, familial and community assets using three household income bands and seven ethnic groups. We then use regressions to identify which assets were most important in mitigating adversity. Results: We find that material assets (income, employment, food insecurity, housing quality) were often insecure and in decline but familial assets (home caring practices, couple relationships) were largely sustained. Community assets (informal support, service provision) were less available or means of access had changed. Our analyses find that while descriptively ethnicity structured adverse impacts of the pandemic related changes to family life, income and couple relationships were the most important assets for mitigating adversity as seen in mental health status. Conclusion: Supporting family assets will require close attention to generating local and decent work as well as enhancing access to community assets.

Este trabajo tiene como objetivo comparar la brecha entre los valores de género y la práctica doméstica en el Reino Unido y España. Los datos se obtuvieron de una muestra de encuestados británicos y españoles, hombres y mu­jeres, en el módulo “Familia y cambio de roles de género” del Programa Internacional de Encuestas Sociales (ISSP 2002; 2012) y se utilizaron para crear modelos multivari­antes utilizando técnicas de regresión de mínimos cuadra­dos ordinarios. Los hallazgos sugieren que los valores de género afectan a las prácticas domésticas. Sin embargo, este efecto no se observó para el cuidado. Se encontró que el impacto de los valores de género en la división por sexo de las tareas domésticas era similar en el Reino Unido y España. También se observó un movimiento gradual ha­cia ideales más igualitarios en ambos países durante el período de 10 años estudiado.

Despite growing recognition of the importance of public data to the modern economy and to scientific progress, long-term investment in the repositories that manage and disseminate scientific data in easily accessible-ways remains elusive. Repositories are asked to demonstrate that there is a net value of their data and services to justify continued funding or attract new funding sources. Here, representatives from a number of environmental and Earth science repositories evaluate approaches for assessing the costs and benefits of publishing scientific data in their repositories, identifying various metrics that repositories typically use to report on the impact and value of their data products and services, plus additional metrics that would be useful but are not typically measured. We rated each metric by (a) the difficulty of implementation by our specific repositories and (b) its importance for value determination. As managers of environmental data repositories, we find that some of the most easily obtainable data-use metrics (such as data downloads and page views) may be less indicative of value than metrics that relate to discoverability and broader use. Other intangible but equally important metrics (e.g., laws or regulations impacted, lives saved, new proposals generated), will require considerable additional research to describe and develop, plus resources to implement at scale. As value can only be determined from the point of view of a stakeholder, it is likely that multiple sets of metrics will be needed, tailored to specific stakeholder needs. Moreover, economically based analyses or the use of specialists in the field are expensive and can happen only as resources permit.

Abstract Background Re-defining the way in which care is delivered, to reflect Aboriginal and Torres Strait Islander peoples’ needs and values, is essential for improving the accessibility of primary healthcare. This study focused on developing a Framework to support the quality of care and quality of life of, as well as treatment for, Aboriginal and Torres Strait Islander peoples living with chronic disease. Methods A team of researchers, including thirteen experienced Aboriginal healthcare professionals, came together to undertake this important work. Using a Participatory Action Approach, this study actively engaged people with local knowledge to ensure that the Framework was developed by and for Aboriginal people. Results The final Wellbeing Framework consists of two core values and four elements, each supported by four principles. Importantly, the Framework also includes practical examples of how the principles could be applied. National Reference Group members, including community representatives, policy makers and healthcare providers, reviewed and approved the final Framework. Conclusion The outcome of this collaborative effort is a Framework to guide primary healthcare services to develop locally relevant, flexible approaches to care which can respond to communities’ and individuals’ varied understandings of wellbeing.

Relatives of patients with amyotrophic lateral sclerosis have an unexpectedly high incidence of schizophrenia. Here, the authors show a genetic link between the two conditions, suggesting shared neurobiological mechanisms.

Despite being the first country in the world to introduce paternity leave in 1978, Finland’s current national leave scheme is complex with regard to incentivizing fathers’ take-up. Taking the unique Finnish leave scheme as a case example, this article examines fathers’ motivations and barriers to leave. Although research on fathers’ take-up of leave in divergent leave policy contexts has increased dramatically, fathers’ motivations and barriers to leave have remained underresearched. The article reports on a survey sample of 852 Finnish fathers of infants who were taking paternity, parental, and other forms of leave, drawn from the Population Register Center. Results show that less than 20% of fathers report taking no leave, with more than 80% taking some form of leave. A multinomial logistic regression analysis indicates that father’s work, partner’s education, and family income, along with father’s wish to take a break from work and wish to facilitate mother’s return to work or studies, are the key characteristics and motivations associated with fathers’ take-up of leave. The most common barriers to fathers’ take-up of leave were related to the family’s economic situation and the father’s job. It is suggested that decreasing maternalism in the leave scheme, by extending investment in fathers’ individual well-paid leave weeks, will also help promote greater gender equality for working parents in Finland following the path of Nordic neighbors.

The present study examined changes in ethnic and racial identity (ERI) over one year among 353 Black and Latino early adolescents in relation to ethnic-racial socialization (ERS) and neighborhood economic and demographic characteristics. Parent and child reports of ERS were collected, and child ERI was assessed via self-report. Neighborhood measures included economic disadvantage and ethnic diversity. Results indicated parent report of preparation for bias was associated with greater increases in exploration but not among boys living in non-impoverished neighborhoods. In contrast, child report of preparation for bias was associated with decreases in belonging independent of child gender or neighborhood context. These findings highlight the complexities of neighborhood economic disadvantage and ERI development. Implications for future research examining gender differences and children's interpretation of ERS messages are discussed.

Environmental research data repositories provide much needed services for data preservation and data dissemination to diverse communities with domain specific or programmatic data needs and standards. Due to independent development these repositories serve their communities well, but were developed with different technologies, data models and using different ontologies. Hence, the effectiveness and efficiency of these services can be vastly improved if repositories work together adhering to a shared community platform that focuses on the implementation of agreed upon standards and best practices for curation and dissemination of data. Such a community platform drives forward the convergence of technologies and practices that will advance cross-domain interoperability. It will also facilitate contributions from investigators through standardized and streamlined workflows and provide increased visibility for the role of data managers and the curation services provided by data repositories, beyond preservation infrastructure. Ten specific suggestions for such standardizations are outlined without any suggestions for priority or technical implementation. Although the recommendations are for repositories to implement, they have been chosen specifically with the data provider/data curator and synthesis scientist in mind.

Guided by the Theory of Racial Socialization in Action (TRSA; Smith-Bynum in press), this study examined observed caregiver-provided ethnic-racial socialization in response to a school-based discriminatory dilemma. Forty-five Black and 36 Latinx caregivers (88% mothers) with low-income and their children (M[subscript age] = 11.09, SD = 0.29; 46.3% female) participated in Dallas, Texas from 2018 to 2019. Dyads responded to a hypothetical scenario in which a school counselor makes a discriminatory comment to the child. Results of a factor mixture analysis suggested that caregivers engaged in the dialogue using one of four approaches: "Low-engaged," "Legacy," "Racial Literacy," or "High-engaged." Profiles were found to differ significantly by the race/ethnicity and language of caregivers and were associated with youth's concurrent behavioral engagement (R[superscript 2] = 0.04).

This research tested a mediation model, examining whether individual differences in mothers' school readiness beliefs influenced home literacy practices and children's later academic achievement among African American (n = 114) and primarily Mexican origin Latina mothers (n = 164) and their children. Mothers of children ages 3-4 years reported school readiness beliefs and home literacy practices. Later (ages 6-7 years), reading and math achievement scores were measured using the Woodcock-Johnson Revised (WJR) or the Batería Woodcock-Muñoz, as appropriate, depending upon the child's primary language. "Research Findings:" Results showed that African American and Latina mothers differed in their beliefs about school readiness skills, with African American mothers more likely to emphasize general pre-academic knowledge and Latina mothers more likely to emphasize social-focused readiness skills. Academic-focused readiness beliefs predicted mothers' engagement in home literacy practices, social-focused readiness beliefs predicted math achievement, and home literacy practices mediated the association between academic-focused readiness beliefs and math achievement. "Policy or Practice:" Findings suggest that interventions to enhance school readiness should consider ethnic minority parents' expectations and at-home practices, particularly during children's early childhood.

There is a growing body of public health research documenting how characteristics of neighborhoods are associated with differences in the health status of residents. However, little is known about how the spatial resolution of neighborhood observational data or community audits affects the identification of neighborhood differences in health. We developed a systematic neighborhood observation instrument for collecting data at very high spatial resolution (we observe each parcel independently) and used it to collect data in a low-income minority neighborhood in Dallas, TX. In addition, we collected data on the health status of individuals residing in this neighborhood. We then assessed the inter-rater reliability of the instrument and compared the costs and benefits of using data at this high spatial resolution. Our instrument provides a reliable and cost-effect method for collecting neighborhood observational data at high spatial resolution, which then allows researchers to explore the impact of varying geographic aggregations. Furthermore, these data facilitate a demonstration of the predictive accuracy of self-reported health status. We find that ordered logit models of health status using observational data at different spatial resolution produce different results. This implies a need to analyze the variation in correlative relationships at different geographic resolutions when there is no solid theoretical rational for choosing a particular resolution. We argue that neighborhood data at high spatial resolution greatly facilitates the evaluation of alternative geographic specifications in studies of neighborhood and health.

Despite strong evidence self-regulation skills are critical for school readiness, there remains a dearth of longitudinal studies that describe developmental trajectories of self-regulation, particularly among low-resource and underrepresented populations such as Spanish-English dual-language learners. The present study examined individual differences in trajectories of self-regulation among 459 Spanish-English dual-language learners who were Hispanic from 4 different samples and 3 geographic locations in the United States. Self-regulation was assessed in all samples using repeated administration of the Head-Toes-Knees-Shoulders (HTKS) task from early childhood through early elementary school. Results of latent growth curve analyses revealed that growth was best represented by quadratic trajectories. Latent class growth analyses captured significant individual differences in self-regulation trajectories. One group of children (41%) started with higher HTKS scores and displayed rapid early growth in performance. A similar percentage of children (41%) displayed intermediate growth in self-regulation, starting with lower HTKS scores but displaying rapid growth commencing arrange 4.5 years. Finally, about 18% of the sample did not display growth in HTKS performance until after entry to elementary school, around age 6 years. Girls were half as likely as boys to be in this later developing group. Likewise, children from families at the upper end of the socioeconomic distribution in this low-income sample were significantly less likely to be in the later developing group relative to children from families with lower SES. Study findings indicate the importance of monitoring growth rates in self-regulation as a means of identifying children at risk for entering school without the requisite self-regulation skills.

Purpose: This longitudinal study assessed continuity and stability of productive language (vocabulary and grammar) and discourse features (turn-taking; asking and responding to questions) during mother-child play. Method: Parent-child language use in 119 Spanish-speaking, Mexican immigrant mothers and their children at two ages (M = 2.5 and 3.6 years) was evaluated from transcriptions of interactions. Results: Child productive language significantly increased over the year, whereas mothers showed commensurate increases in vocabulary diversity but very little change in grammatical complexity. Mother-child discourse was characterized by discontinuity: Mothers decreased their turn length and asked fewer questions while children increased on both measures. Rates of responding to questions remained high for both mothers and children even as children increased and mothers decreased over time. Mothers and children showed significant rank-order stability in productive language and measures of discourse. Mothers' rate of asking questions and children's responses to questions during the first interaction predicted children's receptive vocabulary a year later. Conclusions: As children become more sophisticated communicators, language input remains important, with discourse features growing in relevance. Children's early opportunities to respond to parents' questions in the context of play benefit their language skills. This work extends the evidence base from monolingual English-speaking families and is interpreted in the context of prior research on parenting practices in U.S. families of Mexican origin.

This is a report of an examination of gender differences in behavior problems and a prediction of their changes from 2.5 to 3.5 years from mothering qualities among 209 low-income Hispanic children. Externalizing behaviors declined over this time somewhat more for girls than for boys. Fewer externalizing behavior problems at age 3.5 were correlated with more supportive and less intrusive mothering at 2.5, but only for boys, and increases in externalizing behavior among boys were uniquely predicted by greater maternal intrusiveness. Implications for understanding parental control factors among Hispanic families are discussed.

Research Findings: The roles of child lexical diversity and maternal sensitivity in the development of young children's inhibitory control were examined in 100 low-income Hispanic Spanish-speaking children. Child communication utterances at age 2½ years were transcribed from 10-min mother-child interactions to quantify lexical diversity. Maternal behavior was rated independently from the interactions. Inhibitory control was measured with a battery of tasks at ages 2½ and 3½. Greater maternal sensitivity was correlated with higher vocabulary at 2½. Greater vocabulary predicted positive growth in child inhibitory control skills from ages 2½ to 3½ in multivariable regression models that controlled for maternal education, family income, the home environment, and mothering quality. Practice or Policy: These findings suggest that supporting vocabulary development in low-income Spanish-speaking children is important for the development of inhibitory control skills, an important foundation for school readiness and academic success.

Objective: The objective of this study was to examine the agreement between African American and Latinx parents and their school-age children regarding the amount of ethnic–racial socialization (ERS) parents provided and relations to youth ethnic–racial identity development. Method: The sample included 353 parents and their 10–11 year-old children (57% Latinx; 55% boys), who both completed surveys 1 year apart. Latent difference scores were used to quantify agreement between parents and youth and to examine the relation between agreement and family and child characteristics including youth ethnic–racial identity development. Results: Parents reported higher levels of ERS than children, and differences were greater for preparation for bias than cultural socialization. Higher levels of cultural socialization and greater discrepancies between parent and youth reports were associated with greater ethnic–racial identity development 1 year later. Greater discrepancies in report of bias preparation were associated with less ethnic–racial identity development, but this effect was not significant once the impact of parent-reported bias preparation was accounted for. Conclusion: Incorporating both parent and youth reports of ERS provides a more complete picture of these practices and associated outcomes. Implications for the study of ERS and clinical intervention are discussed. Public Significance Statement: Minoritized parents routinely strive to increase their child's understanding of their group's cultural history and how to cope with discrimination. Less is known regarding how well school-age children incorporate these messages from parents. Findings indicate that differences in school-age children's perceptions of ethnic–racial socialization are associated with differences in ethnic–racial identity development. [ABSTRACT FROM AUTHOR]
