Рукопись поступила в редакцию 16 апреля 2018 г. В статье кратко рассматривается предложенная китайской стороной инициатива «Один пояс и один путь». Особое внимание уделяется российско-китайскому инвестиционному сотрудничеству в проекте, наиболее полно представлены двусторонние соглашения, анализируются основные потоки инвестиций и действующие инвестиционные механизмы. Также в работе исследуются сопряжение «Одного пояса и одного пути» с Евразийским экономическим союзом, открывающиеся для стран-членов инвестиционные возможности и трудности в ходе кооперации. В исследовании были использованы общенаучные и специальные методы (например, контент-анализ и статистический анализ). При изучении проблемы были сделаны следующие выводы: Россия и Китай активно развивают инвестиционное сотрудничество в рамках «Одного пояса и одного пути», в том числе через Фонд Шелкового пути; основные отрасли кооперации — транспортная, добывающая и перерабатывающая. The article examines the Chinese initiative “One Belt and One Road” briefl y. Particular attention is paid to the Russian-Chinese investment cooperation in the project, the agreements that were signed are fully described; the main investment fl ows and the current investment mechanisms are analyzed. Moreover, the integration of the Eurasian Economic Union and “One Belt and One Road” is examined; investment opportunities and diffi culties are investigated. In conclusion it is shown that Russia and China are actively developing investment cooperation within “One Belt and One Road” initiative, including the Silk Road Fund. The main fi elds of cooperation are transport, mining and processing industries.

Methods: Parents of 101 VLBW and ELBW children (age 2 years, corrected for prematurity) agreed to participate in the study and signed informed consents; however, parents of only 75 children (44 boys, 31 girls) completed the screening questionnaires. The screening battery included the Modified Checklist for Autism in Toddlers (M-CHAT), Communication and Symbolic Behavior Scales Developmental Profile Infant-Toddler Checklist (CSBS-DP-ITC), and the Infant/Toddler Sensory Profile (ITSP). Children with disabilities were excluded. All children who screened positive on any of the screening tools were subsequently invited for a detailed assessment. Results: Thirty-two children (42.7%) screened positive on at least one of the screening questionnaires. The screening tool with the most positive results was the CSBS-DP-ITC (26 positive screens), followed by the M-CHAT (19 positive screens) and the ITSP (11 positive screens). Of the 32 children who tested positive, 19 participated in the detailed follow-up assessment. A diagnosis of ASD was confirmed in eight of the 19 children. ASD prevalence, calculated from those 19 children and those with negative screening results (43 children), yielded a prevalence of 12.9% in the sample. The difference in frequency of positive screens between the tests was significant (P=0.011). In pair comparisons, ITSP was found to be significantly less positive than CSBS-DP-ITC (P=0.032). No significant differences were found between the M-CHAT and CSBS-DP-ITC or between the M-CHAT and ITSP. Conclusion: The results strongly support the hypothesis of an increased prevalence of autism in children with a birth weight less than 1,500 g. Tomato leaf miner Tuta absoluta (Meyrick) (Lepidoptera:Gelechiidae) is a dangerous pest in tomato grown in greenhouses. The control of this pest is difficult because of the latent way of life of the larvae in the mines, high reproductive potential, polyvoltine development and manifestation of resistance to great part of applied insecticides. Integrated Plant Protection programmes including a complex of measures are developed for successful control of the pest. The most frequently used practice for control on T. absoluta is still the application of chemical insecticides. During the period 2011-2012 experiments were performed for determination of the effectiveness of some insecticides in tomato variety Velocity grown in heated greenhouses. A very good biological activity towards the larvae (L1-L4) of tomato leaf miner (Tuta absoluta Meyrick) was established in the products Avant 150 ЕC 250 ml/ha (E=79.38% 14th day after treatment) and Coragen 20 SC 0.018% (E=79.18% 14th day after treatment).

Using of bio-ethanol as a fuel for fuel cells is especially attractive since it is a renewable energy source which can be produced domestically. Bio-ethanol powered fuel cell systems can be used for portable applications as well as for stationary systems, such as cogeneration plants. The main components of the fuel cell-reformer system for hydrogen production from bio-ethanol are reformer and CO-removal reactors, which require particular attention since these are complex parts of the system. The autothermal reforming (ATR) process of bio-ethanol is investigated in order to find the optimum operating conditions of the reformer and CO-removal reactors. The experimental tests were made on a fully automated ATR fuel cell system at the “Fraunhofer ISE”, using bio-ethanol as a fuel. The system consists of ATR, two-stage water-gas-shift reactors and CO-removal step - methanation. It is assumed that the reformate gas is fed into proton exchange membrane fuel cell and therefore after all cleaning steps the CO concentration should not exceed 20 ppm. The influence of steam to carbon ratio and other important parameters on the amount of hydrogen produced, possibilities to minimise carbon formation and the optimal operational conditions were investigated. All parts of the system were tested in various operational conditions by varying steam to carbon ratio from 1 to 3, air to fuel combustion ratio, ATR inlet temperature, temperatures of water-gas-shift reactors etc. The measured data are in good agreement with the simulations made with “ChemCAD” simulation program. The main goal of the work was to achieve the maximum hydrogen content and the minimum CO content in reformate gas, which is fed in the fuel cell by supplying minimum amount of energy to the system. The main parameter, which helps to compare similar systems, is the total system thermal efficiency, which was also estimated in the work.

International student exchange programs are great developing opportunity for environmental science students. DBU scholarship program's aim is to develop topical researching areas and to promote environmental protection in Latvia and Germany, as well as to make more close international contacts in the researching field.

Kurināmā elementa koģenerācijas sistēmas, kas kā kurināmo izmanto bioetanolu ļauj mazināt Latvijas atkarību no importētajiem fosilajiem kurināmajiem un elektroenerģijas importa. Darbā tika veikta bioetanola kurināmā elementa koģenerācijas sistēma ar 1 MW uzstādīto elektrisko jaudu tehniski-ekonomiskā modelēšana, izmantojot imitācijas programmu „RETScreen 4.0”. Darba galvenais mērķis bija noteikt, kāda ir minimālā elektroenerģijas pārdošanas cena, kas ļautu atpelnīt kurināmā elementa koģenerācijas stacijā ieguldītās investīcijas, lai salīdzinātu šo cenu ar elektroenerģijas iepirkuma cenu, kāda saskaņā ar pastāvošo Latvijas likumdošanu tiek piemērota koģenerācijas stacijām. Darba rezultāti parāda šīs minimālās elektroenerģijas pārdošanas cenas vērtības atkarībā no vairākiem būtiskiem faktoriem: bioetanola pārveidošanas efektivitātes, bioetanola cenas un investīciju apjoma. Darba rezultāti parāda, ka ūdeņraža cenai, kuru savukārt nosaka bioetanola pārveidošanas efektivitāte un bioetanola cena, ir visbūtiskākā ietekme uz aplūkoto koģenerācijas sistēmu tehniski-ekonomisko iespējamību. Salīdzinot aplūkoto koģenerācijas sistēmu ar dalītu siltuma un elektrības ražošanu, tika noteikts potenciāli iespējamais primāro energoresursu ietaupījums un SEG emisiju daudzuma samazinājums divu dažādu dalītas elektroenerģijas ražošanas avotu gadījumā – ogļu kondensācijas un gāzes-tvaika turbīnas kombinētā cikla kondensācijas elektrostacijas.

Darbā ir veikta bioetanola autotermiskās pārveidošanas procesa eksperimentālā izpēte un iegūto mērījumu datu regresijas analīze. Darba galvenais mērķis bija, izmantojot eksperimentālos datus, iegūt regresijas sakarības starp būtiskākajiem atkarīgajiem mainīgajiem, tādiem kā ūdeņraža un oglekļa oksīda koncentrācija iegūtajā gāzē un neatkarīgajiem mainīgajiem, tādiem kā gaisa patēriņa koeficients, ūdens-oglekļa molārā attiecība, reaģentu temperatūra pārveidošanas reaktora ieejā, un spiediens reaktorā. Eksperimentālā autotermiskā pārveidotāja sistēma sastāv no iztvaicētāja, reaktora un vienpakāpju ūdens-gāzes apmaiņas reakciju reaktora. Darbā attēlotas empīriski iegūtas sakarības starp ūdeņraža un oglekļa oksīda koncentrācijām un tās ietekmējošiem faktoriem izejā no autotermiskās pārveidošanas reaktora. Ūdeņraža un oglekļa oksīdu koncentrāciju vērtības, kas aprēķinātas ar regresijas vienādojumiem tiek salīdzinātas ar vērtībām, kas tiek iegūtas no ķīmiskā līdzsvara aprēķiniem, kas veikti ar imitācijas datorprogrammu „ChemCAD”. Iegūtie regresijas vienādojumi ir lietojami, lai optimizētu pārveidošanas procesu ar nolūku iegūt maksimālas ūdeņraža un minimālas oglekļa oksīda koncentrācijas pārveidošanas gāzē.

Latvia takes an active part in research on the climate change issues and the country has undertaken EU and Kyoto obligations for CO2 emission reduction and increase of share of the renewable energy sources in energy supply mix. Dependence on imported energy sources, growth of electricity prices, the need for support to local producers are the main reasons for use of new renewable energy technologies in the Latvian energy sector. One of the technologies which are considered to take an important part in the future in Latvian energy sector is fuel cell cogeneration plants, which could play an important role not only in increase of use of domestically produced bio-ethanol, but also as the energy import minimizing solution with significance measurable in regional and global levels. Fuel cell technology is a rapidly developing technology in the world. Since the hydrogen, which is the fuel for most types of fuel cells, cannot be found on Earth in pure form, the ways of producing hydrogen from other energy sources are widely discussed. Liquid fuels can be stored easily in large quantities without losses and they are commercially available. Because of these qualities, liquid fuels are considered as one of the best hydrogen storage solutions for fuel cell systems. Ethanol, produced domestically from renewable feedstock is one of the most promising sources of hydrogen production for use in fuel cell cogeneration plants. The techno-economic model built with “RETScreen 4.0” simulation program (http://www.retscreen.net/) is presented in the work, and the model allows to evaluate the dependence of the main technical and economic parameters such as electricity production and primary savings relative to separate power and heat production, electricity production costs, achieved GHG emission reductions and financial viability of the bio-ethanol fuel cell cogeneration systems on various critical factors. The results obtained by the techno-economic model of bio-ethanol fuel cell cogeneration plant show the dependence of electricity production costs on bio-ethanol price, bio-ethanol reforming efficiency and investment costs. The electricity production costs of fuel cell cogeneration plant is compared with the electricity purchase tariff from cogeneration plants using renewable fuels set by the existing legislation. Data for hydrogen production from bio-ethanol via autothermal fuel processing is obtained for the model from previously made experimental investigation of small scale autothermal reforming reactor. The results show the technical and economic feasibility of bio-ethanol powered fuel cell cogeneration plants in Latvian energy supply system under several scenarios of development of critical impact factors.

Darbā tika apskatīti un salīdzināti divi termoķīmiskās pārveidošanas procesi: autotermiskā etanola pārveidošana un etanola tvaika pārveidošana. Darbā parādīta iespējamā sistēmas shēma, kurā izmantoti abi procesi ūdeņraža iegūšanai protonu apmaiņas kurināmā elementa vajadzībām. Norādītas arī sistēmas atšķirības atkarībā no izmantotās pārveidošanas veida. Noteikts, ka vairāk uzmanības jāpievērš papildus enerģijas pievadīšanai tvaika pārveidošanā un papildus gaisa uzsildīšanai autotermiskajā procesā. Tiek konstatēts, ka liela nozīme ir arī izmantotā kurināmā īpasībām, it īpaši attiecībā uz darba uzsākšanai nepieciešamā enerģijas apjomu. Ar datormodelēšanas palīdzību tika iegūtas pārveidošanas procesa sakarības, konkrēti gāzes sastāva atkarība no pārveidošanas temperatūras. Izmantojot veiktos eksperimentus, tika parādīts iespējamais ieejas produktu, reaktora un katalizatora uzsildīšanai nepieciešamais laiks, kas eksperimentālajai etanola autotermiskās pārveidošanas sistēmas iekārtai ir aptuveni 50 minūtes, kas ir salīdzinoši ilgs laika periods, salīdzinot ar iepriekš veiktajiem pētījumiem. Autotermiskās etanola pārveidošanas sistēmas lietderības koeficients ir aptuveni 70%. Etanola tvaika pārveidošanas sistēmai tas ir lielāks – aptuveni 80%. Darbā tika definētas pamatiespējas darba uzsākšanas laika apjoma samazināšanai un kopējās sistēmas efektivitātes paaugstināšanai, kas var tikt veikts, optimizējot sistēmas komponentes un izmantojot siltummaiņus.

Darbā tika aprakstīts bio-etanola mikro-pārveidotājs, kas tika konstruēts priekš protonu apmaiņas membrānas kurināmā elementa. Tā kā priekš šādām mazām sistēmām ļoti svarīgi ir samazināt siltuma zudumus, tika noteikts sistēmas lietderības koeficients, parāditas eksperimentāli un ar simulācijas palīdzību iegutais gāzes sastāvs. Vērtējot šādu sistēmu konkurētspēju tirgū, tika aprakstītas tās prieksrocības un aprēķināta iespējamā elektroenerģijas cena, kas tika salīdzināta ar dīzeļa akumulatora vērtībām.

Darba tiek novertets maksimali iespejamais kogeneracijas potencials, pamatojoties uz Latvijas pilsetu centralizeto siltumapgades sistemu (CSA) kurinama daudzumu, un šajas sistemas pieejamo kurinamo. Kogeneracijas potenciala novertejums tiek veikts, lai noteiktu cik daudz primaro energoresursu ir iespejams ietaupit, ja pilniba izmanto valsts kogeneracijas iespejas, salidzinot ar dalitu siltuma un elektribas ražošanas procesu. Darba merkis ir noteikt ne tikai fizisko kurinama ietaupijuma apjomu, kurš rodas kogeneracijas rezultata, bet ari kvantitativi novertet ekonomisko ieguvumu, kurš tiek sasniegts, samazinot CO2 un citu kaitigo izmešu apjomu apkarteja vide. Pamatojoties uz atsevišku CSA siltuma slodzem un pieejamo kurinamo, tiek noteiktas ekonomiski piemerotakas kogeneracijas tehnologijas, to siltuma un elektroenergijas izstrades apjomi un kurinama paterini. Balstoties uz Latvijas tautsaimniecibas attistibu, Latvijas un ES likumdošanas prasibu un kogeneracijas veicinošo pasakumu iespaidu tiek modeleti vairaki kogeneracijas attistibas scenariji, ka ari noteikti optimalakie apstakli kogeneracijas veiksmigai attistibai.

Darbā tiek izvērtēts iespējamais koģenerācijas potenciāls Latvijā, balstoties uz Latvijas pilsētu centralizētas siltumapgādes sistēmu siltuma slodzēm, kuras iespējams izmantot koģenerācijas vajadzībām. Salīdzināts kurināmā patēriņš koģenerācijas iekārtās un dalītas siltuma un elektrības ražošanas iekārtās, nosakot iespējamo kurināmā ietaupījumu. Balstoties uz kurināmā ietaupījumu, tika iegūts iespējamais kaitīgo izmešu samazinājums, un tika novērtēts šī samazinājuma ekonomiskais ieguvums.
