International audience; Due to the constant development of society, increasing quantities of commodities have to be transported in large urban centers. Therefore, network design problems arise as tools to support decision-making, aiming to meet the need of finding efficient ways to perform the transportation of each commodity from its origin to its destination. The Fixed-Charge Uncapacited Network Design Problem with User-optimal Flows (FCNDP-UOF) is a way of treating the problem described above and can be modeled as a bi-level discrete linear programming problem. This type of problem involves two distinct agents acting simultaneously rather than sequentially when making decisions. On the upper level, the leader is in charge of choosing a subset of edges to be opened in order to minimize the sum of fixed and variable costs. In response, on the lower level, the follower must choose a set of shortest paths in the network, resulting in the paths through which it commodity will be sent. The effect of an agent on the other is indirect: the decision of the followers is affected by the network designed on the upper level, while the leader's decision is affected by variable costs imposed by the routes settled in the lower level. This work reviews three different mathematical formulations of the FCNDP-UOF, a bi-level formulation (Billheimer et al. [1973]) and two one-level formulations. The first one-level formulation is based on the model presented by Kara et al. [2004] for the hazmat transportation problem, which uses KKT's conditions in order to transform the bi-level formulation into a one-level formulation. The second one, proposed by Mauttone et al. [2008], is obtained by applying the complementary slackness theorem, Bellman's optimality conditions and a Big-M linearizing technique into the bi-level formulation. Not only we compare the different formulations, but also implement a heuristics to quickly find a initial solution. In order to verify its efficiency, we modify the GRASP presented by González et al. [2013], to use this new constructive algorithm.

This paper deals with problems on non-oriented edge-colored graphs. The aim is to find a route between two given vertices s and t. This route can be a walk, a trail or a path. Each time a vertex is crossed by a walk there is an associated non-negative reload cost ri,j, where i and j denote, respectively, the colors of successive edges in this walk. The goal is to find a route whose total reload cost is minimum. Polynomial algorithms and proofs of NP-hardness are given for particular cases: when the triangle inequality is satisfied or not, when reload costs are symmetric (i.e., ri,j=rj,i) or asymmetric. We also investigate bounded degree graphs and planar graphs. We conclude the paper with the traveling salesman problem with reload costs.

A indústria petrolífera possui uma significativa e importante parcela na matriz energética mundial com uma produção estimada de 1/3 da energia global. Com o elevado consumo mundial de petróleo, o gerenciamento dos recursos necessita ser melhor administrado a fim de reduzirem os impactos ambientais associados. Uma das principais preocupações ambientais associadas a exploração e produção dos campos de petróleo está relacionada a geração de água produzida de petróleo. A água produzida de petróleo constitui um desafio de natureza estratégica para as empresas, uma vez que gera a maior parcela dos resíduos da indústria do petróleo. Nessa perspectiva, este trabalho tem como objetivo avaliar o desempenho da sustentabilidade ambiental, a partir da geração de água produzida de petróleo, dos campos onshore das bacias petrolíferas costeiras do Brasil. Os dados foram disponibilizados pela ANP (Agência Nacional de Petróleo) em seu sítio eletrônico perfazendo um total de 156 campos pertencentes às bacias de Alagoas, Camamu, Espírito Santo, Potiguar e Sergipe. Os anos analisados foram 2014, 2015 e 2016. Os resultados foram apresentados em seis etapas: etapa I – apresentação dos resultados das estatísticas descritivas; etapa II – análise das regressões múltiplas; etapa III – aplicação da mediana; etapa IV – Análise da modelagem dinâmica (DDEA); etapa V - apresentação de uma análise gráfica bidimensional do DDEA; e, etapa VI - análise das regressões logísticas. Utilizaram-se dois testes estatísticos para validação das hipóteses: teste T e teste de Wald. Os resultados apresentaram efeito positivo das variáveis poços direcionais, poços verticais e idade, e, tendo essas duas primeiras, papel fundamental na determinação das eficiências ambientais. Os campos de petróleo produziram baixos índices de eficiência dinâmica tanto para o Grupo 1 (27,30%) quanto para o Grupo 2 (38,58%), representados por meio da representação gráfica bidimensional dinâmica e seus índices confirmados por meio da regressão logística. Os resultados autorizam dizer que há um mau gerenciamento dos recursos tecnológicos dos campos onshore das bacias costeiras brasileiras, provocando quantidades excessivas da água produzida de petróleo. The oil industry has a significant and important share in the world energy matrix with an estimated production of 1/3 of the global energy. With the high world oil consumption, resource management needs to be better managed in order to reduce the associated environmental impacts. One of the main environmental concerns associated with the exploration and production of oil fields is related to the generation of water produced from petroleum. The water produced from the production of oil and gas is a strategic challenge for companies, as it generates the largest share of waste from the oil industry. In this perspective, this work aims to evaluate the performance of environmental sustainability, based on the generation of oil produced water, from the onshore fields of the coastal oil basins of Brazil. The data were made available by the ANP (National Agency of Petroleum) in its electronic site making a total of 156 oilfields belonging to the basins of Alagoas, Camamu, Espírito Santo, Potiguar and Sergipe. The years analyzed were 2014, 2015 and 2016. The results were presented in six stages: stage I - presentation of the results of the descriptive statistics; stage II - analysis of multiple regressions; stage III - application of the median; stage IV - Dynamic modeling analysis (DDEA); Stage V - presentation of a two-dimensional graphical analysis of DDEA; and stage VI - analysis of logistic regressions. Two statistical tests were used to validate the hypotheses: T-test and Wald test. The expected results will help the managers in the managerial decision making from the model proposed for the petroleum sector. The results had a positive effect on the variables directional wells, vertical wells and age, and, with these two first ones, a fundamental role in the determination of the environmental efficiencies. The oilfields produced low rates of dynamic efficiency for both Group 1 (27.30%) and Group 2 (38.58%), represented by dynamic two-dimensional graphical representation and their indices confirmed by logistic regression. The results allow to say that there is a poor management of the technological resources of the onshore fields of the Brazilian coastal basins, causing excessive amounts of the oil produced water.

Este trabalho tem como objetivo avaliar a eficiência global e dos subprocessos de inovação e comercialização de produtos e serviços dos parques tecnológicos brasileiros mediante o uso da técnica Network Data Envelopment Analysis (NDEA). Pretende-se determinar quais parques tecnológicos são eficientes ou ineficientes e identificar seus fatores de localização. A pesquisa é delineada como quantitativa e qualitativa por apresentar tanto a mensuração dos dados encontrados quanto a caracterização do objeto de estudo parques tecnológicos na Revisão Bibliográfica. Os dados foram coletados por meio de um questionário eletrônico aplicado aos parques tecnológicos brasileiros. Tais dados serviram como base para a técnica Network Data Envelopment Analysis (NDEA) e para a análise de localização. A amostra contempla 19 parques tecnológicos em operação no Brasil. Os resultados são apresentados em 4 etapas: etapa I – estatística descritiva das variáveis; etapa II - análise de eficiência global e dos subprocessos dos parques tecnológicos; III – identificação dos fatores de localização dos parques tecnológicos brasileiros e etapa IV – desafios e oportunidades de melhorias. Os resultados indicam que os parques tecnológicos brasileiros em operação ainda padecem em alcançar taxas mais altas de eficiência global e dos processos de inovação e comercialização de produtos e serviços. Em função disso, sugere-se estratégias para alcançar melhores indicadores de desempenho nos parques tecnológicos. This study aims to evaluate the overall efficiency and subprocesses of innovation and commercialization of products and services of Brazilian technological parks through the use of the Network Data Envelopment Analysis (NDEA) technique. It is intended to determine which technological parks are efficient or inefficient and to identify their location factors. The research is delineated as quantitative and qualitative by presenting both the measurement of the data found and the characterization of the study object technological parks in the Bibliographic Review. The data were collected through an electronic questionnaire applied to Brazilian technological parks. These data served as the basis for the Network Data Envelopment Analysis (NDEA) technique and for location analysis. The sample includes 19 technology parks in operation in Brazil. The results are presented in 4 steps: step I - descriptive statistics of the variables; Stage II - analysis of overall efficiency and subprocesses of technology parks; III - identification of location factors of Brazilian technological parks and stage IV - challenges and opportunities for improvement. The results indicate that the Brazilian technological parks in operation still suffer in achieving higher rates of global efficiency and processes of innovation and commercialization of products and services. As a result, strategies to achieve better performance indicators in technology parks are suggested.

O presente trabalho propõe um novo modelo de análise da eficiência do sistema de saúde pública do Brasil a partir da avaliação dos gastos na vacinação dos municípios. Considerando que a saúde funciona de forma interligada entre seus agentes, a eficiência de uma forma geral pode ser afetada por problemas de base como a vacinação na qual contribui para o controle das doenças transmissíveis e de morte. Verifica-se, assim, que a imunização pode influenciar na eficiência do sistema de saúde em sua totalidade. É importante destacar que o método de pesquisa utilizado foi predominantemente descritivo com aplicação da Análise Envoltória de Dados com modelagem dinâmica (Dynamic Data Envelopment Analysis - DDEA) para determinar a eficiência das unidades tomadoras de decisão (DMU) entre os anos de 2013 a 2015. A amostra coletada contempla as regiões metropolitanas nas quais são compostas por 631 municípios e Brasília visto que a mesma não é considerada município. Deve-se ressaltar que foram excluídos 2 municípios da análise por não apresentarem informações suficientes. De acordo com o Ministério da Saúde, as variáveis que compõem a modelagem matemática são classificadas como indicadores de desempenho, e estão organizadas no modelo conceitual de pesquisa da seguinte forma: inputs (gasto per capta com saúde e percentual aplicado com gasto profilático e terapêutico); carry – over (percentual de cobertura de vacinação) e outputs (percentual aplicado com assistência hospitalar, ambulatorial e com medicamentos). Admitindo a grande extensão territorial do Brasil e suas diferenças demográficas e socioeconômicas entre as regiões, a análise de dados está sistematizada em 4 estágios. No primeiro estágio, os dados foram rodados e agrupados com todas DMU’s. No segundo, por regiões. No terceiro por Estados e o último por portes dos municípios. De acordo com as análises realizadas, os resultados apontaram níveis de eficiências distintas em cada estágio entre as análises globais e por períodos entre os municípios. Ainda nas análises realizadas por porte de municípios o qual é considerado o maior estágio de nível de homogeneidade da amostra, é apontado que quanto maior o município, maior será a sua eficiência. Este resultado demonstra a importância dos investimentos na saúde, pois quanto maior o município, maior será sua arrecadação própria e sua receita corrente líquida. Dessa forma, haverá um aumento da aplicação de recursos na saúde devido a obrigatoriedade legal e, também, um aumento nos repasses do governo estadual e federal, pois as verbas são distribuídas de acordo com o número de habitantes por município. Contudo, é importante ressaltar que cabe aos gestores analisar e se espelhar nos relatórios gerenciais e financeiros dos municípios com nível de eficiência maior para que possam melhorar seu desempenho. The present work proposes a new model for the analysis of the efficiency of the Brazilian public health system based on the evaluation of the vaccination expenditures of the municipalities. Considering that health functions interconnectedly among its agents, overall efficiency can be affected by underlying problems such as vaccination in which it contributes to the control of communicable diseases and death. Thus, immunization can influence the efficiency of the health system as a whole. It is important to highlight that the research method used was predominantly descriptive with the application of Dynamic Data Envelopment Analysis (DDEA) to determine the efficiency of the decision making units (DMU) between the years of 2013 and 2015. The collected sample contemplates the metropolitan regions in which they are composed by 631 municipalities and Brasília since it is not considered a municipality. It should be noted that 2 municipalities were excluded from the analysis because they did not present sufficient information. According to the Ministry of Health, the variables that make up the mathematical modeling are classified as performance indicators, and are organized in the conceptual research model as follows: inputs (expenditure per capita with health and percentage applied with prophylactic and therapeutic expenditure) ; carry - over (percentage of vaccination coverage) and outputs (percentage applied with hospital, outpatient, and medication assistance). Assuming the great territorial extension of Brazil and its demographic and socioeconomic differences between regions, the data analysis is systematized in 4 stages. In the first stage, the data were rotated and grouped with all DMU's. In the second, by regions. In the third by states and the last by ports of the municipalities. According to the analyzes, the results indicated different levels of efficiencies at each stage between the global analyzes and by periods between the municipalities. Still in the analyzes carried out by municipalities, which is considered the highest stage of homogeneity level of the sample, it is pointed out that the larger the municipality, the greater its efficiency. This result demonstrates the importance of investments in health, since the larger the municipality, the higher will be its own collection and its current net revenue. In this way, there will be an increase in the application of resources in health due to legal obligation and also an increase in the transfers of the state and federal government, since the funds are distributed according to the number of inhabitants per municipality. However, it is important to emphasize that it is up to managers to analyze and mirror the management and financial reports of municipalities with a higher level of efficiency so that they can improve their performance.

A aprendizagem em grupos tem se tornado realidade cada vez mais presente nos ambientes de ensino. Esta realidade também faz parte das organizações quando considera-se a aprendizagem no contexto do trabalho. Cientes da importância da aprendizagem em grupo no ambiente de trabalho, uma nova abordagem, denominada CSCL@Work, surge como uma aplicação da área Aprendizagem Colaborativa Apoiada pelo Computador, no inglês, Computer Supported Collaborative Learning (CSCL), no ambiente de trabalho. Em CSCL, pesquisadores tem se esforçado cada vez mais para maximizar o desempenho dos grupos através de técnicas para formação de grupos. Por isso neste trabalho desenvolvemos 3 (três) abordagens algorítmicas para formação de grupos intra-heterogêneos e inter-homogêneos, a partir de um modelo proposto nesta pesquisa, que integra características funcionais dicotômicas e papéis preferidos. Confeccionamos um algoritmo que gera grupos aleatoriamente, um algoritmo genético canônico e um algoritmo genético híbrido. Para obter os dados de entrada do algoritmo, realizamos uma pesquisa no Tribunal de Justiça do Estado de Goiás para identificar características funcionais dicotômicas, categorizamos estas características, com base nos dados encontrados e no modelo de formação de grupos proposto. A partir de dados reais fornecidos de funcionários que participaram de um curso por Educação a Distância (EaD), aplicamos o modelo e obtivemos os dados de entrada relativos às características funcionais. Quanto aos papéis preferidos, atribuímos os valores aleatoriamente aos funcionários mencionados, partindo de um levantamento estatístico feito por Belbin em empresas no Reino Unido. Em seguida, executamos os algoritmos em três casos de testes, um considerando as características funcionais e papéis preferidos, e os outros dois considerando separadamente cada uma destas perspectivas. A partir dos resultados obtidos, constatamos que o algoritmo genético híbrido obtém resultados superiores ao algoritmo genético canônico e método aleatório. Increasingly, learning in groups has become present in school environments. This fact is also part of the organizations, when considers learning in the workplace. Conscious of the importance of group learning at the workplace (CSCL@Work) emerges as an application area. In Computer Supported Collaborative Learning(CSCL), researchers have been struggling to maximize the performance of groups by techniques for forming groups. Is that why this study developed three (3) algorithmic approaches to formation of intraheterogeneous and inter-homogeneous groups, as well as a model proposed in this work in which integrates dichotomous functional characteristics and preferred roles. We made an algorithm that generates random groups, a Canonical Genetic Algorithm and Hybrid Genetic Algorithm. We obtained the input data of the algorithm by a survey conducted at the Court of the State of Goiás to identify dichotomous functional characteristics, and after we categorize these characteristics, based on the data found and the model proposed group formation. Starting at real data provided of employees whom participated in a course by Distance Education (EaD), we apply the model and we obtained the input data related to functional features. As regards the favorite roles, we assigned randomly values to the employees aforementioned, from a statistical statement made by Belbin into companies in the United Kingdom. Then, we executed the algorithms in three test cases, one considering the preferred papers and functional characteristics, while the other two separately considering each of these perspectives. Based on the results obtained, we found that the hybrid genetic algorithm outperforms the canonical genetic algorithm and random generator.
