Digital transformation in governance is possible subject to a change in the corporate culture of the federal authorities. Training and a modern system of professional development of public authorities based on digital solutions and requiring digital skills are becoming the most important tool for changing culture. At the same time, the digitalization of the processes of organizing the professional development of civil servants is impossible without improving this system, including building interconnection with the development strategy of the state body (sphere, department), the system for assessing and motivating civil servants, and their career development. The approaches to planning the professional development of civil servants, quality assessment and examination of educational programs require updating. These processes must be based on modern digital solutions and services. The object of the research is the activities of state bodies and subdivisions regulating the sphere of professional development of civil servants. The purpose of the study is to develop proposals for improving the system of professional development of public authorities in the context of the government digital transformation. The tasks are related to the analysis of the current state of the professional development system in public authorities, the development of proposals for improving the system of professional development in governance in the context of digitalization and client (citizen) centricity. The novelty of the research is determined by the introduction of new state data of the professional development system of civil servants and the proposed model of the system maturity levels under study. The research is based on a systemic approach and a comparative method. The following empirical methods are used: sociological research (in-depth interviews, polls of civil servants); analysis of documents, expert sessions; modeling. The result of the research was the development of proposals for improving the system of professional development in the aspect of creating unified methodological approaches to the professional development of civil servants. The main conclusions relate to the application of the maturity level model of this system and the possibility of its use to update the existing approaches and methodological tools. A special place is occupied by proposals for the improvement of the Unified Information System for Personnel Management of the State Civil Service of Russia (EISU KS) and the Unified Specialized Information Resource (EIR) services for professional development of civil servants. The results of research can be used in the interests of federal authorities and regional governments, the Office of the President of the Russian Federation for Civil 7 Service and Personnel, the Human Resources Department of the Government of the Russian Federation, the Ministry of Labor and Social Protection of the Russian Federation to improve work on the professional development of civil servants. The prospects of the study are associated with the implementation of the proposed model of maturity levels and the development of methodological tools for moving to higher levels in terms of organizing professional development

Изучено содержание фактора роста эндотелия сосудов (VEGF), матриксной металлопротеиназы-2 (MMP-2) и матриксной металлопротеиназы-9 (ММР-9) в сыворотке крови животных с экспериментальным хроническим гастроэнтероколитом (двух- и четырехнедельное употребление каррагинана). Обнаружено, что развитие заболевания сопровождается увеличением содержания VEGF, что указывает на активацию неоангиогенеза при данной патологии. Изменение уровня, и как следствие активности, MMP-2 и ММР-9 носит однонаправленный характер с изменениями концентрации VEGF. Проведенный корреляционный анализ показал наличие положительной корреляционной зависимости между уровнем VEGF и содержанием обеих металлопротеиназ, что указывает на вовлеченность вышеупомянутых ферментов в регуляцию процессов ангиогенеза при каррагинан-индуцированном гастроэнтероколите., Вивчено вміст фактора росту ендотелію судин (VEGF), матриксної металопротеїнази-2 (MMP-2) та матриксної металопротеїнази-9 (ММР-9) у сироватці крові тварин з експериментальним хронічним гастроентероколітом (дво- та чотирьохтижневе вживання карагенану). Виявлено, що розвиток захворювання супроводжується збільшенням вмісту VEGF, що вказує на активацію неоангіогенезу за даної патології. Зміни рівня і, як наслідок активності, MMP-2 і ММР-9 носять односпрямований характер зі змінами концентрації VEGF. Проведений кореляційний аналіз показав наявність позитивної кореляційної залежності між рівнем VEGF і вмістом обох металопротеїназ, що вказує на залученість вищезазначених ферментів у регуляцію процесів ангіогенезу при карагенан-індукованому гастроентероколіті., The blood serum levels of vascular endothelial growth factor (VEGF), matrix metalloproteinase-2 (MMP-2), and matrix metalloproteinase-9 (MMP-9) were investigated in experimental animals with chronic gastroenterocolitis caused by two- and four-week intake of carrageenan. It was found that the development of the disease was accompanied by elevated VEGF concentrations, indicating activation of neoangiogenesis in this pathology. Changes in the levels, and as a consequence in the activity, of MMP-2 and MMP-9 were unidirectional to VEGF concentration changes. The correlation analysis showed a positive correlation between levels of VEGF and both metalloproteinases, indicating the involvement of the enzymes mentioned above in the regulation of angiogenesis in carrageenan-induced gastroenterocolitis.

Due to the high level of gestational complications during pregnancy in women with pyelonephritis a study of the features of the mother-placenta-fetus is topical. It is detected that in chronic pyelonephritis of pregnant, which is not accompanied by an increase in pro-inflammatory interleukins and impaired membrane permeability of nefrocytes, there is no manifestation of endothelial dysfunction both in mother, and in neonates. In chronic pyelonephritis during pregnancy, in case of serum transamidinase and increasing levels of IL-1, endothelial dysfunction is present, there is a risk of polyhydramnios, fetal endothelium is damaged. In gestational pyelonephritis of pregnant there’s endothelial dysfunction, increased risk of intrauterine growth retardation, endothelial function in the newborn is impaired. Our results justify the need of prediction of state of the fetus and possible preventive measures, the conduction of research of transamidinase in serum of pregnant women with pyelonephritis., В связи с высоким уровнем гестационных осложнений во время беременности у женщин с пиелонефритом актуальным является изучение особенностей системы мать–плацента–плод. Установлено, что при хроническом пиелонефрите беременных, не сопровождающемся увеличением провоспалительных интерлейкинов и нарушением проницаемости мембран нефроцитов, отсутствуют проявления эндотелиальной дисфункции как у матери, так и у новорожденных. При хроническом пиелонефрите беременных, в случае появления в сыворотке крови трансамидиназы и повышении содержания ИЛ -1, имеет место эндотелиальная дисфункция, появляется риск многоводия, повреждается эндотелий плода. При гестационном пиелонефрите беременных имеется дисфункция эндотелия, повышен риск задержки внутриутробного развития плода, нарушается функциональное состояние эндотелия у новорожденного. Полученные результаты обосновывают необходимость для прогнозирования состояния плода и возможных профилактических мероприятий проводить исследование трансамидиназы в сыворотке крови беременных с пиелонефритом., У зв'язку з високим рівнем гестаційних ускладнень під час вагітності у жінок з пієлонефритом актуальним є вивчення особливостей системи мати-плацента-плід. Виявленно, що при хронічному пієлонефриті вагітних, який не супроводжується збільшенням прозапальних інтерлейкінів і порушенням проникності мембран нефроцитів, відсутні прояви ендотеліальної дисфункції як у матері, так і у новонароджених. При хронічному пієлонефриті вагітних, у разі появи в сироватці крові трансамідинази і підвищенні вмісту інтерлейкіну 1β (ІЛ 1β), має місце ендотеліальна дисфункція, з'являється ризик багатоводдя, пошкоджується ендотелій судин у системі мати-плацента-плід. При гестаційному пієлонефриті вагітних є дисфункція ендотелію, підвищений ризик затримки внутрішньоутробного розвитку плоду, порушується функціональний стан ендотелію судин у новонародженого. Отримані результати обгрунтовують необхідність для прогнозування стану плоду та можливих профілактичних заходів, проводити дослідження трансамідинази в сироватці крові вагітних з пієлонефритом.

The influence of passive tobacco smoking various variants by rats-parents on indices of lipid peroxidation in blood serum and content of collagen and elastin in vessels was studied. It was established that passive tobacco smoking of rats-parents led to elevation of TBA-active products and middle weight molecules in blood serum of newborn rats. It indicated the toxic action of tobacco smoke components on the fetus. The significant decrease in elastin amount and increase of collagen/elastin ratio in aorta and femoral artery of newborn rats were observed. The most noticeable changes were found in cases when both parents were „tobacco smokers”., В работе изучено влияние различных вариантов пассивного «табакокурения» крыс-родителей на показатели перекисного окисления липидов в сыворотке крови, содержание коллагена и эластина в сосудах. Установлено, что при «табакокурении» родителей возрастает концентрация ТБК-активных продуктов и молекул средней массы в сыворотке крови новорожденных крысят, что свидетельствует о токсическом действии компонентов табачного дыма на плод. Выявлено значительное снижение эластина и увеличение коэффициента коллаген/эластин в аорте и бедренной артерии крысят, наиболее выраженные изменения отмечаются в случае «табакокурения» обоих родителей., У роботі вивчено вплив різних варіантів пасивного «тютюнокуріння» щурів-батьків на показники перекисного окиснювання ліпідів у сироватці крові і вміст колагену й еластину в судинах. Установлено, що при «тютюнокурінні» батьків зростає концентрація ТБК-активних продуктів і молекул середньої маси в сироватці крові немовлят щурів, що свідчить про токсичну дію компонентів тютюнового диму на плід. Виявлено значне зниження еластину й збільшення коефіцієнта колаген/еластин в аорті й стегновій артерії щурят, найбільш виражені зміни відзначаються у випадку «тютюнокуріння» обох батьків.
