The Military Department provides overall direction and maintenance of the Maryland National Guard (MDNG), which is comprised of the Maryland Army National Guard and the Maryland Air National Guard. MDNG may be called up by the Governor during State emergencies or may be activated by the federal Department of Defense (DoD).

Amendment requests to the capital budget.

The Public Service Commission (PSC) regulates public service companies, including electric and natural gas utilities and suppliers, certain telecommunications companies, certain privately owned water utilities, and certain passenger-for-hire transportation companies. PSC regulatory authority includes the review of matters relating to the quality and reliability of service, rate setting, applications to modify the type or scope of service, and investigation of consumer complaints.

The Maryland Department of Aging (MDOA) administers a variety of services for Maryland seniors, including meal deliveries, in-home care support, assisted living subsidies, and consumer protection. MDOA manages Maryland Access Point, a central application system through which seniors can apply for multiple programs.

The Workers’ Compensation Commission (WCC) administers the State Workers’ Compensation Law, which requires most employers in the State to maintain insurance to provide benefits to employees who sustain an accidental personal injury, occupational disease, or death in the course of their employment. WCC receives, processes, and adjudicates these claims and refers appropriate claimants to medical and rehabilitation vocational services.

We have conducted a review of budget closeout transactions at the Maryland Department of Health (MDH), the Department of Human Services (DHS), and the Maryland State Department of Education (MSDE) for the fiscal year ended June 30, 2023. Our review disclosed certain transactions made by each of the three agencies were either not in compliance, or otherwise represented significant conditions that warrant disclosure in this report. A summary of our findings, by agency, is included in Exhibit 1.

We have conducted a fiscal compliance audit of the Office of the Clerk of Circuit Court for St. Mary’s County, Maryland for the period beginning November 19, 2019 and ending August 31, 2023. The Office performs various functions for the public, including maintaining various legal records, recording certain real estate documents, collecting related fees and taxes, and issuing certain licenses.

We have conducted a fiscal compliance audit of the Office of the Register of Wills for St. Mary’s County, Maryland for the period beginning November 19, 2019 and ending August 31, 2023. The Office oversees the administration of decedents’ estates within St. Mary’s County and assists individuals who administer estates.

Chapters 451 and 452 of 2022 established the Maryland Commission on African American History and Culture (MCAAHC) as an independent unit within the Executive Branch. Previously, the commission’s budget was included in the D15A05 – Executive Department – Boards, Commissions, and Offices analysis. MCAAHC aims to educate both Maryland citizens and visitors about the importance of African American heritage in the State.

The Boards, Commissions, and Offices unit of the Executive Department contains various entities that provide coordination for Executive Branch functions or make recommendations on problems affecting the administration of government or the welfare of the State.

The State Board of Elections (SBE) is a five-member board charged with managing and supervising elections in the State, registering voters, and coordinating candidacy.

At the request of the Joint Audit and Evaluation Committee, the Office of Program Evaluation and Government Accountability has conducted an evaluation of the Worker Classification Protection Unit (WCPU) of the Maryland Department of Labor. This evaluation was performed consistent with § 2-1234 of the State Government Article.

During the 2023 interim, the Joint Committee on Pensions met three times. The joint committee addressed legislative proposals requested by the Board of Trustees for the State Retirement and Pension System. The joint committee made recommendations on these items at its final meeting for the 2023 interim, voting to sponsor seven legislative proposals.
