Abstract

This study analyzes how different institutional actors influenced the adoption of accounting standards based on the IPSAS in Portugal. There is a need to understand how social structures of signification, legitimation, and domination are activated by different institutional actors in the process of adopting accounting standards, particularly in a context of financial crisis. The study of the Portuguese case is particularly relevant due to the fact that the process of adopting new accounting standards based on the IPSAS took place in the context of a financial crisis related to the sovereign debt problem. Knowledge of the process of adopting accounting standards based on the IPSAS in Portugal can be useful for current and future agents of accounting changes in other countries. This research adopted a retrospective case study methodology, supported by documentary sources and semi-structured interviews as data collection and evidence generation methods. The main contribution of this study is to show the relevance of the balanced use of different social structures (signification, legitimation, and domination) in accounting change processes, as well as to show the strengthening of the power of institutional actors at the economic and political level vis-à-vis other institutional actors in contexts of financial crisis. Abstract

Background Exome and genome sequencing are the predominant techniques in the diagnosis and research of genetic disorders. Sufficient, uniform and reproducible/consistent sequence coverage is a main determinant for the sensitivity to detect single-nucleotide (SNVs) and copy number variants (CNVs). Here we compared the ability to obtain comprehensive exome coverage for recent exome capture kits and genome sequencing techniques. Results We compared three different widely used enrichment kits (Agilent SureSelect Human All Exon V5, Agilent SureSelect Human All Exon V7 and Twist Bioscience) as well as short-read and long-read WGS. We show that the Twist exome capture significantly improves complete coverage and coverage uniformity across coding regions compared to other exome capture kits. Twist performance is comparable to that of both short- and long-read whole genome sequencing. Additionally, we show that even at a reduced average coverage of 70× there is only minimal loss in sensitivity for SNV and CNV detection. Conclusion We conclude that exome sequencing with Twist represents a significant improvement and could be performed at lower sequence coverage compared to other exome capture techniques.

Abstract

Rare genetic neurological disorders (RND; ORPHA:71859) are a heterogeneous group of disorders comprising >1700 distinct genetic disease entities. However, genetic discoveries have not yet translated into dramatic increases of diagnostic yield and indeed rates of molecular genetic diagnoses have been stuck at about 30–50% across NGS modalities and RND phenotypes [1, 2]. Existence of yet unknown disease genes as well as shortcomings of commonly employed NGS technologies and analysis pipelines in detecting certain variant types are typically cited to explain the low diagnosis rates. To increase the diagnostic yield in RNDs - one of the four focus disease groups in Solve-RD - we follow two major approaches, that we will here present and exemplify: (i) systematic state-of the art re-analysis of large cohorts of unsolved whole-exome/genome sequencing (WES/WGS) RND datasets; and (ii) novel-omics approaches. Based on the way Solve-RD systematically organizes researchers’ expertise to channel this approach [3], the European Reference Network for Rare Neurological Diseases (ERN-RND) has established its own Data Interpretation Task Force (DITF) within SOLVE-RD, which is currently composed of clinical and genetic experts from 29 sites in 15 European countries. The Solve-RD project has received funding from the European Union’s Horizon 2020 research and innovation programme under Grant Agreement No. 779257. Abstract

A bibliometric study of the articles published in the Revista de Información Científica Journal (RIC) of the Medical University of Guantanamo corresponding to the years 2006 to 2014 was carried out, with the objective of analyzing the behavior of the scientific production of the medical community during this period. The universe was composed of all articles published in the ordinary issues of the magazine of that period and the sample was made up of the 77 published articles, which had the presence of professionals. The bibliometric indicators were used: scientific articles per year, type of article, number of authors, center of origin and educational category. Predominated the original articles. The years 2012 and 2013 were the most productive. Scientific articles predominated with five authors. The professionals of the General Teaching Hospital "Octavio de la Concepción y de la Pedraja" and those of the Branch of Medical Sciences are the ones that publish the most. Assistant teachers were the most productive.

Trabalho Final do Mestrado Integrado em Medicina apresentado à Faculdade de Medicina Introdução: O consumo de álcool e de tabaco são dois fatores preocupantes em Saúde Pública que acarretam elevados custos pessoais, familiares e sociais e condicionam a qualidade de vida das pessoas. A pandemia COVID19 poderá ter alterado a prevalência destes consumos e a existência de registos informáticos como o BI-CSP em Portugal, facilita a análise de dados de modo a possibilitar a criação de estratégias de combate. Assim, pretendeu-se estudar a evolução dos valores dos Indicadores “MORB.199.01 FL - Proporção de utentes com "abuso crónico álcool" e “MORB.200.01 FL - Proporção de utentes com "abuso de tabaco" de 2016 a 2020.Metodologia: Realizou-se um estudo observacional, transversal dos Indicadores “MORB.199.01 FL” e “MORB.200.01 FL” para os anos de 2016 a 2020 pelo total nacional, e desagregação a Região de Saúde e Agrupamento de Centros de Saúde. Foi realizada estatística descritiva e inferencial não paramétrica e calculadas as dinâmicas de crescimento entre 2016 e 2019, 2016 e 2020 e entre 2019 e 2020.Resultados: De 2016 a 2019, ambos os indicadores aumentaram a nível nacional. De 2019 para 2020 apenas ocorreu um aumento na proporção de utentes com “abuso de tabaco”.Ao nível das ARS, de 2016 a 2019, no que se refere à proporção de utentes com “abuso crónico de álcool” os maiores valores foram encontrados no Norte, Centro e Alentejo enquanto que na proporção de utentes com “abuso de tabaco” o Norte liderava. De 2019 para 2020, a proporção de utentes com “abuso crónico de álcool”, aumentou apenas no Alentejo e Algarve e a proporção de utentes com “abuso de tabaco”, aumentou em todas as regiões exceto no Norte.Em ambos os indicadores estudados não existiu equidade entre regiões.Discussão: Os resultados obtidos permitem perceber que a pandemia COVID19 influenciou os indicadores deste estudo, nomeadamente pela implementação de períodos de confinamento decretados pelo Governo e também pela reorganização do SNS direcionada para a gestão epidemiológica vivida. Foi possível compreender que o BI-CSP nem sempre dispunha de informação passível de uma análise mais rigorosa sobre estes indicadores mas que se revela uma ferramenta epidemiológica importante.Conclusão: Parece existir sensibilidade dos indicadores para medir tendências, particularmente no que se refere ao abuso de tabaco. Assim, é importante que seja feito um esforço acompanhado do devido incentivo, para que os Profissionais de Saúde procedam a um registo correto dos dados. Introduction: Alcohol and tobacco consumption are two worrying factors in Public Health which bring huge personal, family, and social costs and limit people's quality of life. COVID19 pandemic may have changed the prevalence of these consumptions and the existence of computer records, such as the BI-CSP in Portugal, makes easier the data analysis in order to allow the creation of combat strategies. Thus, it was intended to study the evolution of the values of the indicators "MORB.199.01 FL - Proportion of patients with "chronic alcohol abuse" and "MORB.200.01 FL - Proportion of patients with "tobacco abuse" between 2016 and 2020.Methodology: An observational, cross-sectional study of the indicators “MORB.199.01 FL” and “MORB.200.01 FL” was carried out for the years of 2016 to 2020 by the national total, and disaggregation the Region of Health and Grouping of Health Centres. It was performed a descriptive and inferential non-parametric statistic and calculated the dynamics of growth between 2016 and 2019, 2016 and 2020 and between 2019 and 2020.Results: From 2016 to 2019, both indicators increased nationally. From 2019 to 2020 there was only an increase in the proportion of patients with “tobacco abuse”.At the level of the ARS, from 2016 to 2019, regarding the proportion of patients with "chronic alcohol abuse", the highest values were found in the North, Centre and “Alentejo” while in the proportion of patients with "tobacco abuse" the North led. From 2019 to 2020, the proportion of patients with “chronic alcohol abuse” increased only in “Alentejo” and “Algarve” and the proportion of patients with “tobacco abuse” increased in all regions except in the North.In both studied indicators, there was no equity between regions.Discussion: The results obtained allow us to understand that the COVID19 pandemic influenced the indicators of this study, namely by the implementation of periods of confinement decreed by the Government and also by the reorganization of the NHS aimed to the management of the living epidemiological. It was possible to understand that the BI-CSP did not always have information that could be analysed more rigorously on these indicators, but that it is an important epidemiological tool.Conclusion: It seems that there is sensitivity of the indicators to measure trends, particularly in what concerns tobacco abuse. So, it is important to make an effort followed up by a duly encouragement, so that Health Professionals carry out a correct registration of data.

Abstract

The use of glyphosate-based herbicides (GBHs) worldwide has increased exponentially over the last two decades increasing the environmental risk to marine and coastal habitats. The present study investigated the effects of GBHs at environmentally relevant concentrations (0, 10, 50, 100, 250, and 500 g L􀀀1) on the physiology and biochemistry (photosynthesis, pigment, and lipid composition, antioxidative systems and energy balance) of Ulva lactuca, a cosmopolitan marine macroalgae species. Although GBHs cause deleterious effects such as the inhibition of photosynthetic activity, particularly at 250 g L􀀀1, due to the impairment of the electron transport in the chloroplasts, these changes are almost completely reverted at the highest concentration (500 g L􀀀1). This could be related to the induction of tolerance mechanisms at a certain threshold or tipping point. While no changes occurred in the energy balance, an increase in the pigment antheraxanthin is observed jointly with an increase in ascorbate peroxidase activity. These mechanisms might have contributed to protecting thylakoids against excess radiation and the increase in reactive oxygen species, associated with stress conditions, as no increase in lipid peroxidation products was observed. Furthermore, changes in the fatty acids profile, usually attributed to the induction of plant stress response mechanisms, demonstrated the high resilience of this macroalgae. Abstract

In this work, we studied the combined effect of increased temperature and atmospheric CO2, salt and drought stress, and inoculation with plant-growth-promoting rhizobacteria (PGPR) on the growth and some nutritional parameters of the edible halophyte Salicornia ramosissima. We found that the increase in temperature and atmospheric CO2, combined with salt and drought stresses, led to important changes in S. ramosissima fatty acids (FA), phenols, and oxalate contents, which are compounds of great importance for human health. Our results suggest that the S. ramosissima lipid profile will change in a future climate change scenario, and that levels of oxalate and phenolic compounds may change in response to salt and drought stress. The effect of inoculation with PGPR depended on the strains used. Some strains induced the accumulation of phenols in S. ramosissima leaves at higher temperature and CO2 while not altering FA profile but also led to an accumulation of oxalate under salt stress. In a climate change scenario, a combination of stressors (temperature, salinity, drought) and environmental conditions (atmospheric CO2, PGPR) will lead to important changes in the nutritional profiles of edible plants.
