The effective use of state property is one of the topical issues of economic policy affecting the interests of all segments of society. The need to comply with the principle of the effective use of budgetary funds is enshrined in Article 34 of the Budget Code of the Russian Federation. However, while studying the existing system of financial management in Russian practice, it was revealed that the current methodological approaches do not fully solve the tasks enshrined in the budget legislation. This is primarily due to the lack of proper accounting and analytical and methodological support for the relevant management procedures. Thus, the Federal State Information and Analytical System of the Federal Property Management Agency "Unified System of State Property Management" was used as the information base. However, this information system has some significant shortcomings, such as (1) the lack of a single regulatory act on the register at all levels of government; (2) the duplicated information about the property; and (3) there are no indicators and criteria in the register that would reflect effective property use, etc. Secondly, the approaches used to assess effective state property use are based on industry standards (health, education, etc.) in relation to the property and specific equipment necessary for the provision of public services. In this regard, the purpose of this study is to improve the concept and methodology for analyzing effective state (municipal) property use. The main areas for improving the methodology are (1) to develop a unified register of state property as the main source of accounting and analytical information; (2) to assess the property which state bodies and state institutions need to perform their functions and powers in full and of appropriate quality; and (3) to develop unified approaches for assessing the effective state (municipal) property use. As a result, the authors developed proposals introducing a unified register of the state (municipal) property, which includes indicators characterizing the physical state, recognition in accounting, and forms of the property disposal and use, which can be the basis for information and analytical support for assessing the effective state (municipal) property use at all levels. The study represents a system of indicators for assessing the effective state (municipal) property use, which consists of (1) indicators of the property disposal and use that make up the state treasury and (2) indicators of the property disposal and use of economic entities in the public sector. Calculations of dynamic processes in the elements of thermal power plants (TPP) (heat exchangers, combustion chambers, turbomachines, etc.) are necessary to justify permissible and optimal operating modes, the choice of design characteristics elements, assessing their reliability, etc. Such tasks are reduced to solving partial differential equations. At present time for such calculations are mainly used finite-difference method and finite element method. These methods are cumbersome and complex. The article proposes a method, the main idea of which is to reduce the solution of equations to solving linear programming problems (LP) is demonstrated by the example heat exchanger of periodic action. The mathematical description includes the following energy balance equations for gas and ceramics, respectively, on the plane, where - indicates the length of the heat exchanger, and - the operating time. Also provides a more complex model, taking into account the spread of heat inside the balls of the ceramic backfill.

In the Helsinki Commission Red List project 2009-2012, taxonomic and distributional data of benthic (macro) invertebrates were compiled by the present authors in a comprehensive checklist of the Baltic Sea fauna. Based on the most recent and comprehensive data, this paper presents the diversity patterns observed among benthic invertebrates in the Baltic Sea. As expected, the total number of species per sub-region generally declined along the salinity gradient from the Danish Straits to the northern Baltic Sea. This relationship is well known from the Baltic Sea and has resulted in a general assumption of an exponentially positive relationship between species richness and salinity for marine species, and a negative relationship for freshwater species. In 1934, Remane produced a diagram to describe the hypothetical distribution of benthic invertebrate diversity along a marine-freshwater salinity gradient. Our results clearly indicated the validity of this theory for the macrozoobenthic diversity pattern within the Baltic Sea. Categorisation of sub-regions according to species composition showed both separation and grouping of some sub-regions and a strong alignment of similarity patterns of zoobenthic species composition along the salinity gradient. Long-term changes of macrozoobenthos in the eastern Gulf of Finland are described on the basis of field observations during 1985--2002. Deep-water bottom communities were radically changed by the oxygen deficit in 1996. Deterioration of oxygen conditions was responsible for the strong impoverishment (biomass less than 1 g/m 2 ) and complete disappearance of macrofauna in large bottom areas. Outside the confines of these areas no distinct difference was observed between the 2000s and the beginning of the study period; however, macrozoobenthos showed considerable interannual variations because of population fluctuations of dominant species. Recent studies showed that the eastern Gulf of Finland should be considered as a "hot spot" in the Baltic Sea area, taking into account the high rate of alien species introductions, the negative environmental impacts of established alien species, and rapidly increasing export-oriented shipping. At minimum, 14 new species have established in the eastern Gulf of Finland during the last two decades, including several invasive species. Alien species are playing an important role in the structural and functional organization of communities, specifically in the littoral zone, but this role has not been fully evaluated yet. Rapid development of new ports in the eastern Gulf of Finland will result in manifold increase in the volumes of discharged ballast waters, as well as in associated risk of new invasions of harmful aquatic species in the near future. Development of effective management options to control established nuisance species and to prevent or minimize the risk of new invasions is urgently needed. [ABSTRACT FROM AUTHOR]
