2. Does the election winner–loser gap extend to subjective health and well-being?

Abstract: Political scientists have studied extensively the gap between winners and losers of democratic elections with regard to satisfaction with democracy. We ask whether the winner–loser gap extends beyond the political domain to subjective health and well-being as well. Building on insights from biology and coalitional psychology, we hypothesize that winning and losing elections could affect one’s outlook on life, happiness, and subjective health. We comprehensively test these theoretical propositions with cross-sectional data from the 2012 and 2018 waves of the European Social Survey. We document significant gaps between winners and losers with respect to measures of subjective personal well-being. To further probe the causal nature of these winner–loser effects, we trace changes in well-being following election wins and losses using a panel dataset from the Netherlands, where we find weaker supportive evidence. Overall, our results suggest that winning and losing democratic elections can have much wider-reaching consequences than previously recognized.

Abstract: This study analyses official Russian foreign policy discourses to contribute to our understanding of how Russia portrays its role in world politics and vis-à-vis neighbouring states. Building on previous studies, we offer a new, comprehensive analysis of Foreign Policy Concepts and the annual Presidential Address to the Federal Assembly during President Vladimir Putin’s third term (2012–2018). By systematically coding these documents, counting references to particular discourses and undertaking a careful interpretation of the texts, we provide insights about three broader discourses related to foreign policy: the world order and sovereignty; civilisation, identity and values; and economics and modernisation.

Abstract: This article evaluates two theoretical approaches to the popularity and resilience of authoritarianism in Russia, namely political culture and social contract theory. These approaches are two of the most important theories of Russian politics and also reflect the general divide in comparative and post-communist politics between political-cultural and rationalist explanations. We demonstrate that these approaches are bound up with different notions of legitimacy. This article suggests that neither framework offers a complete explanation of the Russian case. We develop an alternative framework that bridges these two approaches. Our analysis suggests that the social contract in Russia needs to be analysed as dynamic and conditional. Moreover, the use of different legitimation strategies by Russian authorities suggests that leaders can reshape the social contract and gain support in a strategic fashion by choosing appeals related to political culture.

7. Statehood, State Capacity and Limited Access Orders: Comparing Belarus and Ukraine

Abstract: This paper discusses the role of statehood and limited statehood in relation to societal orders in Belarus and Ukraine. We conceptualize state capacity as a crucial factor affecting open and closed access orders and define its key elements. We investigate specifically public service provision by state and nonstate actors, while recognizing that security and control over territory are other important aspects of statehood which are problematic in Ukraine. Our empirical investigation of key public services covers, on the one hand, elements affecting public service provision such as public administration reform and independence, and on the other hand, the actual state of basic services. We find that healthcare, postal services and public transport are better developed in Belarus than in Ukraine. This reliable provision of public services likely contributes to the stability of the limited access order in Belarus. At the same time, politicization of the Belarusian public administration and authoritarian centralization of government institutions affect other public services and continue to represent a threat to the economy in Belarus. Ukraine, in contrast, while struggling to deliver some public goods and services, is taking important steps in public administration reform. This could result in creating a more professional and independent public administration in Ukraine and, in the longterm, an opening of access to public services on a more universal basis.

8. What Kinds of Messages Can Influence Citizen Support for Closer Cooperation with the European Union? Evidence from the EU’s Eastern Neighbourhood

Abstract: This paper explores what factors might influence citizen preferences for closer cooperation with the EU and/or Russia in three countries from the EU's Eastern neighbourhood: Belarus, Moldova, and Ukraine. The citizens in these countries have been exposed to competing narratives and policy frames, advanced by both the EU and Russia, about the purposes and effects of closer cooperation. We first develop theoretical ideas about the potential influence of framing on public attitudes towards international cooperation. We then study these ideas empirically using a survey experiment in which six different frames about international cooperation are embedded in short vignettes. The frames highlight themes such as economy, security, values or identity and were developed based on previous research on factors that influence preferences on international cooperation. The experiment was implemented among a diverse and relatively large sample of citizens in the three countries. Our main conclusions are that thematic neutral frames of international cooperation have only very limited potential to influence directly people’s support for cooperation with the EU, but might be more potent in affecting the beliefs of people about the effects of cooperation with different partners on desired outcomes, such as economic benefits, security, and good governance. These beliefs as such are strong predictors of the preferences for international cooperation partners. In addition to the results from this experimental study, we present an analysis of the relationship between the preferred media source of news for people and their preferences for international cooperation partners. Furthermore, we explore the correlates of support for cooperation with the EU with an emphasis on the potential importance of media use. We find that there are no strong differences in average levels of support for the EU among people who use different media sources to get trustworthy news, with the possible exception of Belarus.

Abstract: This chapter considers whether and how political legitimacy is relevant for policy capacity. A growing body of literature shows that across societies, legitimacy increases compliance with court rulings, laws, and policies, and raises satisfaction with distribution of outcomes. Hence, political legitimacy seems to be an important component of policy capacity. As a result, research about how to gain legitimacy and what means can be used to increase legitimacy (normative approval) of particular decisions, laws, or authorities should attract interest from both political scientists and policy scholars. Although more research is needed to provide increasingly fine-tuned answers, one factor that seems to consistently contribute to legitimacy (and as a consequence, to compliance) is the fairness of political authorities. Countering the assumption that successful policy has to entail an increased distribution of goods and services to people, evidence suggests that people are not only concerned about their personal gains; on the contrary, they care about a fair process of decision-making, including transparency, stakeholder voice, and opportunity for engagement in policy development. Procedural considerations might outweigh the importance of personally favourable outcomes or, in the realm of public policy, even effective and efficient policy. This chapter discusses evidence from social psychology, political science, and policy studies to suggest that increasing legitimacy through procedural fairness might be key to successful policymaking.

Abstract: Soft power can be exerted by a variety of actors using different channels and tools. This paper focuses on actors and channels transmitting Russian messages and discourses in the Eastern Partnership countries. It contributes to enhancing our understanding of Russian influences in the region in two ways. First, it maps the network of influential actors who have the potential to transmit Russian messages and target various audiences. Second, it offers a detailed analysis of the coverage of Russia (and the European Union (EU)) in one important channel for dissemination of information about Russia and the EU: popular TV stations in Belarus, Moldova, and Ukraine. The analysis shows the presence of a wide variety of actors focusing on ‘compatriots’, religious bonds, and Russian-language speakers in the region, which reflects the key ideas of the ‘Russian World’ narrative. These actors promote Russia’s role as a centre of gravity and aim to appeal to Russians, Slavs and Orthodox Christians. This image of Russia, however, does not dominate the news programmes in any of the three countries. In Moldova and Ukraine, Russia is most often mentioned (negatively) in the context of security, while in Belarus it is covered more often than the EU in economy-related news items. Moreover, a large portion of the news about Russia and the EU has no positive or negative tone or is presented in a balanced way. In general, apart from what was conveyed by Russian TV channels, Russia does not have a more positive image than the EU in the news programmes in the countries we monitored.

Abstract: Scientific cooperation is an important part of the European Union (EU)’s policy approach towards the countries in its neighbourhood. This has opened up many opportunities for cooperation in the areas of science, technology, research, and innovation between the EU and the Eastern Partnership (EaP) countries. This working paper reviews the institutional and policy parameters of scientific cooperation between the EU and three EaP countries – Belarus, Moldova, and Ukraine. It provides an overview of the science policies in these countries, focusing on the lasting impact of their shared communist legacies and post-Soviet transitions, as well as on their current strategies, institutions, and ambitions in the domain of science, research and development policy. The paper also reviews the place of scientific cooperation in the EU’s science and external policies, focusing on relations with the neighbourhood and the EaP countries in particular. We also take stock of the existing programmes for scientific and educational cooperation and academic mobility between the EU and EaP countries. We present an inventory of relevant projects, with a discussion of the progress, level of participation of the research communities in the EaP, and other relevant parameters, such as the distribution of projects and participating institutions across broad scientific fields as well as disciplines. Altogether, we find that Belarus, Moldova, and Ukraine have registered a considerable degree of participation in the science and research programmes of the EU, but we also identify a number of barriers and structural impediments to a more successful partnership.

14. What makes authorities legitimate in the eyes of citizens? : an investigation of perceived legitimacy in different political regimes

Abstract: The thesis examines what factors contribute to perceiving political authorities as legitimate by individuals socialized in different political regimes. Using experimental vignettes and original survey data, the thesis investigates to what extent normative qualities of political authorities play a role in citizens’ evaluations of these authorities. It challenges the claim that citizens in non-democratic regimes have unique or special expectations about political authorities. It does so by comparing the factors influencing perceived legitimacy of governments in different political regimes: two post-Soviet non-democracies (Russia and Ukraine) and old and new democracies in Europe (France, Netherlands, and Poland). The findings in all five countries support the theoretical model of a citizen who is concerned with both her personal material well-being and the fairness of authorities. The factor that had the largest positive effect on perceived legitimacy across countries was distributive justice—fairness in providing goods and services across the individuals in a society. Furthermore, respondents’ beliefs about what makes political authorities legitimate were similar across regimes and suggest that for evaluating legitimacy, the output aspects of governing (e.g. welfare, order, and stability) are less important than the input (e.g. elections, trust, representation) and throughput aspects (e.g. fair procedures,transparency, and integrity of authorities).

Abstract: The COVID-19 pandemic has affected all domains of human life, including the economic and social fabric of societies. One of the central strategies for managing public health throughout the pandemic has been through persuasive messaging and collective behaviour change. To help scholars better understand the social and moral psychology behind public health behaviour, we present a dataset comprising of 51,404 individuals from 69 countries. This dataset was collected for the International Collaboration on Social & Moral Psychology of COVID-19 project (ICSMP COVID-19). This social science survey invited participants around the world to complete a series of moral and psychological measures and public health attitudes about COVID-19 during an early phase of the COVID-19 pandemic (between April and June 2020). The survey included seven broad categories of questions: COVID-19 beliefs and compliance behaviours; identity and social attitudes; ideology; health and well-being; moral beliefs and motivation; personality traits; and demographic variables. In a large international collaboration (Study 1, N = 49,968 across 67 countries), we investigated self-reported factors associated with public health behaviours (e.g., spatial distancing and stricter hygiene) and endorsed public policy interventions (e.g., closing bars and restaurants) during the early stage of the COVID-19 pandemic (April-May 2020). Respondents who reported identifying more strongly with their nation consistently reported greater engagement in public health behaviours and support for public health policies. Results were similar for representative and non-representative national samples. Study 2 (N = 42 countries) conceptually replicated the central finding using aggregate indices of national identity (obtained using the World Values Survey) and a measure of actual behaviour change during the pandemic (obtained from Google mobility reports). Higher levels of national identification prior to the pandemic predicted lower mobility during the early stage of the pandemic (r = −0.40). We discuss the potential implications of links between national identity, leadership, and public health for managing COVID-19 and future pandemics.

Abstract: Emigrants can vote from abroad for about 120 territories and immigrants can vote in about 50 countries. Many international migrants can vote or abstain in both the origin and residence countries, making four distinct types of migrant electoral behavior: immigrant, emigrant, and dual transnational voting, as well as abstention. Migrant political participation affects democratic decision-making and electoral outcomes in two polities, reasons for which both migrant enfranchisement and migrant voting merit scholarly research. My goal is to unpack why migrants decide to vote or abstain in either the origin or residence country, in both, or in neither. I conducted surveys and interviews in Chile and Ecuador, likely cases in which to find individuals with national-level voting rights in two countries. I argue that political resocialization helps to explain individual-level migrant voter turnout. I posit resources combined with ties to people or places in one or both countries constitute a necessary condition and resources with a motive to vote serves as a sufficient condition for migrant voting. Rather than a trade-off of replacement, over time migrants change their positioning and motives to vote in one country or both countries.The case studies shed light on the legal and normative origins of migrant enfranchisement over the last century, differences among migrant voting variants, and how political (re)socialization processes help explain why migrants vote and change voting behavior over time.

18. Adding fuel to the conflict: How gas reserves complicate the Cyprus question

Abstract: In this research I assess the impact of the recently discovered gas reserves south off Cyprus on the escalation of the Cyprus conflict. I examine the ideational dynamics underpinning the conflict-inducing role of natural resources. Theoretically motivated by the discursive shift in conflict studies, I prioritise the collectively shared meanings of the Greek-Cypriot and Turkish-Cypriot opinion-leaders on the gas reserves and how these justify their conflictual strategies. To uncover these discourses, I apply Q-methodology, a research design tailor-made to ‘measure’ human subjectivity. I distinguish five distinct discourses. With respect to the Greek-Cypriot side, I identify (a) ‘gas boosting our geopolitical standing’, which highlights the sovereignty attributes of the natural resources, (b) ‘pipe-dreams and imported nationalisms’, which acknowledges the opportunistic motives behind the ‘geopolitical overtones’ of the Greek-Cypriot side and (c) ‘resentment matters’, which emphasizes the Greek-Cypriot grievances. As regards the Turkish-Cypriot side, I came across two different discourses: (e) ‘gas stimulating political equality’, where Turkish-Cypriots stress their grievances over their lack of international status and the opportunities that arise from the gas reserves discovery to reverse their international isolation and (f) ‘micro-politics’, which highlights the political opportunism of particular policymakers who capitalize on the tensions in order to serve their political careers in the face of domestic turbulence. These discourses provide a holistic framework regarding the discursive factors underpinning the conflict-inducing role of natural resources within the protracted Cyprus conflict.

20. Russia's attacks on civilians strengthen Ukrainian resistance.

Abstract: The all-out Russian invasion of Ukraine commencing in February 2022 has been characterized by systematic violence against civilians. Presumably, the commanders of Russian forces believe that, for example, the bombing of residential buildings will force Ukrainians to lay down their arms. We ask whether military attacks against civilians deter or, in contrast, motivate resistance against the attackers. Two-wave probability surveys were collected in Ukraine in March and April 2022 ( N s = 1,081 and 811, respectively). Preregistered analyses indicate that perceptions and experience of military attacks (victimization) did not decrease Ukrainians' motivations to resist the invading forces. The analyses suggest that victimization positively relates to motivations to join military combat in defense positions. Military attacks against civilians are morally impermissible and prohibited under international humanitarian law. Abstract: The COVID-19 pandemic has affected all domains of human life, including the economic and social fabric of societies. One of the central strategies for managing public health throughout the pandemic has been through persuasive messaging and collective behaviour change. To help scholars better understand the social and moral psychology behind public health behaviour, we present a dataset comprising of 51,404 individuals from 69 countries. This dataset was collected for the International Collaboration on Social & Moral Psychology of COVID-19 project (ICSMP COVID-19). This social science survey invited participants around the world to complete a series of moral and psychological measures and public health attitudes about COVID-19 during an early phase of the COVID-19 pandemic (between April and June 2020). The survey included seven broad categories of questions: COVID-19 beliefs and compliance behaviours; identity and social attitudes; ideology; health and well-being; moral beliefs and motivation; personality traits; and demographic variables. 22. Information battleground: Conflict perceptions motivate the belief in and sharing of misinformation about the adversary.

Abstract: Misinformation has emerged as a major societal concern. But why do citizens contribute to the dissemination of falsehoods online? This article investigates this question by focusing on the role of motivated reasoning and, in particular, perceptions of group-based conflict. It examines the effect of perceived conflict on the endorsement of false news in the context of a regional conflict between Russia and the West as experienced by Ukrainian citizens. In our survey experiment, a sample of Ukrainians (N = 1,615) was randomly assigned to read negative false news stories about Russia, the European Union or Tanzania-a country with no stakes in the conflict. The results show that higher perceived conflict between Ukraine and Russia makes Ukrainians less likely to endorse false news targeting the European Union, but more likely to endorse false news that paint a negative picture of Russia. This finding extends the support for motivated reasoning theory beyond Western contexts investigated so far. Importantly, the effects of conflict perceptions remain strong after controlling for group identity and political knowledge of participants. Abstract: At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multinational data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 ( N = 51,404) to test the predictive efficacy of constructs from social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution-individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar results were found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, and collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-neglible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Abstract: Changing collective behaviour and supporting non-pharmaceutical interventions is an important component in mitigating virus transmission during a pandemic. In a large international collaboration (Study 1, N = 49,968 across 67 countries), we investigated self-reported factors associated with public health behaviours (e.g., spatial distancing and stricter hygiene) and endorsed public policy interventions (e.g., closing bars and restaurants) during the early stage of the COVID-19 pandemic (April-May 2020). Respondents who reported identifying more strongly with their nation consistently reported greater engagement in public health behaviours and support for public health policies. Results were similar for representative and non-representative national samples. Study 2 (N = 42 countries) conceptually replicated the central finding using aggregate indices of national identity (obtained using the World Values Survey) and a measure of actual behaviour change during the pandemic (obtained from Google mobility reports). Higher levels of national identification prior to the pandemic predicted lower mobility during the early stage of the pandemic (r = -0.40).
