Exploration spaceflight poses several challenges to the provision of a comprehensive medication formulary. This formulary must accommodate the size and space limitations of the spacecraft, while addressing individual medication needs and preferences of the crew, consequences of a degrading inventory over time, the inability to resupply used or expired medications, and the need to forecast the best possible medication candidates to treat conditions that may occur. The Exploration Medical Capability (ExMC) Element's Pharmacy Project Team has developed a research plan (RP) that is focused on evidence-based models and theories as well as new diagnostic tools, treatments, or preventive measures aimed to ensure an available, safe, and effective pharmacy sufficient to manage potential medical threats during exploration spaceflight. Here, we will discuss the ways in which the ExMC Pharmacy Project Team pursued expert evaluation and guidance, and incorporated acquired insight into an achievable research pathway, reflected in the revised RP.

PURPOSE: Exploration space missions pose several challenges to providing a comprehensive medication formulary designed to accommodate the size and space limitations of the spacecraft; while addressing the individual medications needs and preferences of the Crew; the negative outcome of a degrading inventory over time, the inability to resupply before expiration dates; and the need to properly forecast the best possible medication candidates to treat conditions that will occur in the future. METHODS: The Pharmacotherapeutics Discipline has partnered with the Exploration Medical Capabilities (ExMC) Element to develop and propose a research pathway that is comprehensively focused on evidence-based models and theories, as well as on new diagnostic tools and treatments or preventive measures aimed at closure of the Med02 “Pharmacy” Gap; defined in the Human Research Program’s (HRP) risk-based research strategy. The Med02 Gap promotes the challenge to identify a strategy to ensure that medications used to treat medical conditions during exploration space missions are available, safe, and effective. It is abundantly clear that pharmaceutical intervention is an essential component of risk management planning for astronaut healthcare during exploration space. However, the quandary still remains of how to assemble a formulary that is comprehensive enough to prevent or treat anticipated medical events; and is also chemically stable, safe, and robust enough to have sufficient potency to last for the duration of an exploration space mission. In cases where that is not possible, addressing this Gap requires exploration of novel drug development techniques, dosage forms, and dosage delivery platforms that enhance chemical stability as well as therapeutic effectiveness. RESULTS: The proposed research pathway outlines the steps, processes, procedures, and a research portfolio aimed at identifying a capability that will provide a safe and effective pharmacy for any specific exploration Design Reference Mission (DRM). The proposed approach to building this research portfolio is to seek research projects that concentrate on four major focus areas; (1) Formulary selection, (2) Formulary potency and shelf life, (3) Formulary safety and toxicity, and (4) Novel technology and innovation such as portable real-time chemical analysis innovative drug therapies and dosage and delivery platforms. CONCLUSION: The research pathway has been completed and presented to the HRP. In spring 2017, it is scheduled to be reviewed by a panel of pharmaceutical and clinical experts that will evaluate the scientific merit and operational feasibility of the research pathway, as well as make suggestions for any warranted additions or improvements. Once finalized, the ExMC Element will proceed with the execution of this research pathway with the goal of gathering as much data, and learning as much as possible, to provide a safe and effective pharmaceutical formulary for use during exploration missions.

The current Heliophysics Science Data Management Policy (HpSDMP) defines the roles of the Space Physics Data Facility (SPDF) project as a heliophysics active Final Archive (aFA), a focus for critical data infrastructure services and a center of excellence for data and ancillary information services. This presentation will highlight (1) select current SPDF activities, (2) the lessons we are continuing to learn in how to usefully serve the the heliophysics science community and (3)SPDF's programmatic emphasis in the coming year. In cooperation with the Heliophysics Virtual discipline Observatories (VxOs), we are working closely with current, and with upcoming missions such as RBSP and MMS, to define effective approaches to ensure the long-term availability and archiving of mission data, as well as how SPDF services can complement active mission capabilities. We are working to make the Virtual Space Physics Observatory (VSPO) service comprehensive in all significant and NASA relevant heliophysics data. We will highlight a new CDAWeb interface, a faster SSCWeb, availability of our data through VxO services such as Autoplot, a new capability to easily access our data from within IDL and continuing improvements to CDF including better handling of leap seconds.

The NASA GSFC Space Physics Data Facility (5PDF) provides heliophysics science-enabling information services for enhancing scientific research and enabling integration of these services into the Heliophysics Data Environment paradigm, via standards-based approach (SOAP) and Representational State Transfer (REST) web services in addition to web browser, FTP, and OPeNDAP interfaces. We describe these interfaces and the philosophies behind these web services, and show how to call them from various languages, such as IDL and Perl. We are working towards a "one simple line to call" philosophy extolled in the recent VxO discussions. Combining data from many instruments and missions enables broad research analysis and correlation and coordination with other experiments and missions.

Driven by the nature of the research questions now most critical to further progress in heliophysics science, data-driven research has evolved from a model once centered on individual instrument Principal investigator groups and a circle of immediate collaborators into a more inclusive and open environment where data gathered ay great public cost must then be findable and useable throughout the broad national and international research community. In this paper and as an introduction to this special session, we will draw a picture of existing and evolving resources throughout the heliophyscs community, the capabilities and data now available to end users, and the relationships and complementarity of different elements in the environment today. We will cite the relative roles of mission and instrument data centers and resident archives, multi-mission data centers, and the growing importance of virtual discipline observatories and cross-cutting services including the evolution of a common data dictionary. We will briefly summarize our view of the most important challenges still faced by users and providers, and our vision in ow the efforts today can evolve into a more and more enabling data framework for the global research community to tap the widest range of existing missions and their data to address a full range of critical science questions from the scale of microphysics to the heliospheric system as a whole.

The heliosphere is pervaded by interplanetary energetic particles, traditionally also called cosmic rays, from solar, internal heliospheric, and galactic sources. The particles species of interest to heliophysics extend from plasma energies to the GeV energies of galactic cosmic rays still measurably affected by heliospheric modulation and the still higher energies contributing to atmospheric ionization. The NASA and international Heliospheric Network of operational and legacy spacecraft measures interplanetary fluxes of these particles. Spatial coverage extends from the inner heliosphere and geospace to the heliosheath boundary region now being traversed by Voyager 1 and soon by Voyager 2. Science objectives include investigation of solar flare and coronal mass ejection events, acceleration and transport of interplanetary particles within the inner heliosphere, cosmic ray interactions with planetary surfaces and atmospheres, sources of suprathermal and anomalous cosmic ray ions in the outer heliosphere, and solar cycle modulation of galactic cosmic rays. The Virtual Energetic Particle Observatory (VEPO) will improve access and usability of selected spacecraft and sub-orbital NASA heliospheric energetic particle data sets as a newly approved effort within the evolving heliophysics virtual observatory environment. In this presentation, we will describe current VEPO science requirements, our initial priorities and an overview of our strategy to implement VEPO rapidly and at minimal cost by working within the high-level framework of the Virtual Heliospheric Observatory (VHO). VEPO will also leverage existing data services of NASA's Space Physics Data Facility and other existing capabilities of the U.S. and international heliospheric research communities.

A statistical model for cumulative solar proton event fluences during space missions is presented that covers both the solar minimum and solar maximum phases of the solar cycle. It is based on data from the IMP and GOES series of satellites that is integrated together to allow the best features of each data set to be taken advantage of. This allows fluence-energy spectra to be extended out to energies of 327 MeV.

A statistical model for cumulative solar proton event fluences and for worst-case flux during space missions is presented. New features include the solar minimum time period and proton energy spectra that extend to higher energies.

Critical problems in planning coordinated observation campaigns for magnetospheric science include the need to predict time intervals when one or more observing satellites or ground stations will be connected along magnetic field lines to other observation sites, or when such sites will be located within magnetospheric regions of common interest. The Satellite Situation Center (SSC) was created at the National Space Science Data Center (NSSDC) during the International Magnetospheric Study in the 1970s to address these problems. The SSC Data System has evolved since that era to support potentially complex queries by SSC staff and has now been opened to NASA Science Internet access via the NSSDC On-line Data Information System (NODIS). The SSC software, ephemeris data base, and access modes are described for the Version 2.1 release in 1993.

Energy spectra measured in 10 large flares with the University of Maryland/Max-Planck-Institut sensors on ISEE I and Goddard Space Flight Center sensors on IMP 8 allowed us to determine the average H, He, O, and Fe abundances as functions of energy in the range of about 0.3-80 MeV/nucleon. Model fits to the spectra of individual events using the predictions of a steady state stochastic acceleration model with rigidity-dependent diffusion provided a means of interpolating small portions of the energy spectra not measured with the instrumentation. Particles with larger mass-to-charge ratios were relatively less abundant at higher energies in the flare-averaged composition. The Fe/O enhancement at low SEP energies was less than the Fe/O ratios observed in He-3-rich flares. Unlike the SEP composition averaged above 5 MeV/nucleon, the average SEP abundances above 0.3 MeV/nucleon were similar to the average solar wind.

The time-integrated differential energy spectra of H, He, O, and Fe measured in 10 large flare events observed at 1 AU over the energy range of 0.3-80 MeV/nucleon showed consistent patterns in their spectral shapes: particles with larger mean mass-to-charge ratios were generally less abundant at higher energies. A steady state model of stochastic particle acceleration with rigidity-dependent diffusion coefficients fit the spectra best; spectra representative of diffusive shock acceleration also described the spectra of some events with the same number of free parameters, but often fell off faster in energy above 30 MeV per nucleon than the observations. The two model predictions differed most at energies near 0.1 MeV per nucleon, below the lowest energies observed in this study. The stochastic model quantitatively described the observed spectral ordering with less efficient acceleration of species with larger mean mass-to-charge ratios.

The ionic charge state of anomalous cosmic-ray oxygen has been determined by comparing measurements obtained inside the magnetosphere on a series of Cosmos satellite flights with simultaneous observations outside the magnetosphere from IMP 8 and ICE. A mean charge state of 0.9 + 0.3, - 0.2 is found for abount 10 MeV/nucleon anomalous oxygen, consistent with the model of Fisk et al. (1974), in which the anomalous cosmic rays originate from the neutral component of the local interstellar medium. This same approach gives results consistent with a mean charge state of +7 for solar energetic oxygen ions.

The Penguin is a low Reynolds number (approx. 100,000) remotely piloted vehicle (RPV). It was designed to fly three laps indoors around two pylons in a figure-eight course while maximizing loiter time. The Penguin's low Reynolds number mission is an important one currently being studied for possible future flights in the atmospheres of other planets and for specialized military missions. Although the Penguin's mission seemed quite simple at first, the challenges of such low Reynolds number flight have proven to be quite unique. In addition to the constraint of low Reynolds number flight, the aircraft had to be robust in its control, highly durable, and it had to carry a small instrument package. The Penguin's flight plan, concept, performance, aerodynamic design, weight estimation, structural design, propulsion, stability and control, and cost estimate is detailed.

Energetic particle data from the Helios 1 spacecraft have been used to study the particles associated with 26 coronal mass ejection (CME)/shock pairs. The particle events are divided into four classes on the basis of the relative intensities of their prompt and shock-associated components. Events in group 1 have strong prompt and shock components and are associated with energetic CMEs originating, most commonly, with central meridian flares. Group 2 events characteristically have strong prompt components and weaker shock components and are associated with western hemisphere (i.e., favorably located) flares. Group 3 consists of events with absent prompt components and strong shock components; the CMEs probably originate in disappearing filament events near central meridian. Group 4 events show no particle enhancements and are associated with slow CMEs and slow shocks.

In order to demonstrate the possibilities for scientific networking and data transfer, a first temporary satellite network link was installed between Czecholovakia and the European space operations center in Darmstadt, during the meeting of the inter-agency consultative group for space science in Prague. Several experiments to show interactive nature of the facility and the capability of the system were carried out, and it was proven that, despite the temporary nature of the installation, the planned demonstrations could be conducted in real time. Demonstrations included electronic mail message, orbit prediction and solar X-ray data. The results of the experiment provided insight into possibilities of data exchange.
