1. Using policy codesign to achieve multi-sector alignment in adolescent behavioral health: a study protocol

Abstract: Abstract Background Policymaking is quickly gaining focus in the field of implementation science as a potential opportunity for aligning cross-sector systems and introducing incentives to promote population health, including substance use disorders (SUD) and their prevention in adolescents. Policymakers are seen as holding the necessary levers for realigning service infrastructure to more rapidly and effectively address adolescent behavioral health across the continuum of need (prevention through crisis care, mental health, and SUD) and in multiple locations (schools, primary care, community settings). The difficulty of aligning policy intent, policy design, and successful policy implementation is a well-known challenge in the broader public policy and public administration literature that also affects local behavioral health policymaking. This study will examine a blended approach of coproduction and codesign (i.e., Policy Codesign), iteratively developed over multiple years to address problems in policy formation that often lead to poor implementation outcomes. The current study evaluates this scalable approach using reproducible measures to grow the knowledge base in this field of study. Methods This is a single-arm, longitudinal, staggered implementation study to examine the acceptability and short-term impacts of Policy Codesign in resolving critical challenges in behavioral health policy formation. The aims are to (1) examine the acceptability, feasibility, and reach of Policy Codesign within two geographically distinct counties in Washington state, USA; (2) examine the impact of Policy Codesign on multisector policy development within these counties using social network analysis; and (3) assess the perceived replicability of Policy Codesign among leaders and other staff of policy-oriented state behavioral health intermediary organizations across the USA. Discussion This study will assess the feasibility of a specific approach to collaborative policy development, Policy Codesign, in two diverse regions. Results will inform a subsequent multi-state study measuring the impact and effectiveness of this approach for achieving multi-sector and evidence informed policy development in adolescent SUD prevention and treatment.

2. Strategies for enacting health policy codesign: a scoping review and direction for research

Abstract: Abstract Background Strategies for supporting evidence-informed health policy are a recognized but understudied area of policy dissemination and implementation science. Codesign describes a set of strategies potentially well suited to address the complexity presented by policy formation and implementation. We examine the health policy literature describing the use of codesign in initiatives intended to combine diverse sources of knowledge and evidence in policymaking. Methods The search included PubMed, MEDLINE, PsychInfo, CINAHL, Web of Science, and Google Scholar in November 2022 and included papers published between 1996 and 2022. Terms included codesign, health, policy, and system terminology. Title and abstracts were reviewed in duplicate and included if efforts informed policy or system-level decision-making. Extracted data followed scoping review guidelines for location, evaluation method, health focus, codesign definition, description, level of health system user input, sectors involved, and reported benefits and challenges. Results From 550 titles, 23 citations describing 32 policy codesign studies were included from multiple continents (Australia/New Zealand, 32%; UK/Europe, 32%; South America, 14%; Africa, 9%; USA/Canada 23%). Document type was primarily case study (77%). The area of health focus was widely distributed. Policy type was more commonly little p policy (47%), followed by big p policy (25%), and service innovations that included policy-enabled funding (25%). Models and frameworks originated from formal design (e.g., human-centered or participatory design (44%), political science (38%), or health service research (16%). Reported outcomes included community mobilization (50%), policy feasibility (41%), improved multisector alignment (31%), and introduction of novel ideas and critical thinking (47%). Studies engaging policy users in full decision-making roles self-reported higher levels of community mobilization and community needs than other types of engagement. Discussion Policy codesign is theoretically promising and is gaining interest among diverse health sectors for addressing the complexity of policy formation and implementation. The maturity of the science is just emerging. We observed trends in the association of codesign strategies and outcomes that suggests a research agenda in this area could provide practical insights for tailoring policy codesign to respond to local contextual factors including values, needs, and resources.

Abstract: Energy-intensive manufacturing is the greatest contributor to the U.S. industrial energy consumption today. Globally, manufacturing facilities are being directed to reduce their energy consumption to prepare for a sustainable future. Industrial energy assessment plays a crucial role in helping facilities meet their energy efficiency goals by encouraging the implementation of cost-effective, energy-saving recommendations to the existing equipment and processes. Across the world, programs such as the U.S. Department of Energy (DOE) sponsored Industrial Assessment Centers (IACs) (operational across several states in the U.S. for over four decades), are transforming the future of industrial energy consumption by offering free industrial energy assessments to qualifying facilities. In this review paper, the industrial energy assessment approach and practices are comprehensively reviewed with focus on popular recommendations, procedures, and the current practices of the industrial energy assessment program. Specifically, opportunities for improvement in the most energy-intensive manufacturing processes are examined, concentrating on the energy savings and other non-energy benefits of each of these measures, such as cost savings and emissions reduction. Furthermore, this paper also reviews how these energy-saving opportunities are procedurally evaluated and how factors, such as level and cost of assessments, and assessment metrics, are currently defining industrial energy assessment. In final considerations, existing research on energy management, decarbonization through electrification, and renewable energy in industry is reviewed and discussed, and how these advancements will shape the future of industrial energy assessment is addressed through forward-looking lenses.

4. Interdisciplinary Training for Future Leaders through the CREATE-REDEVELOP Graduate Student Program

Abstract: REDEVELOP is a graduate student training program funded by the NSERC-CREATE grant, starting in 2017. Its goal is to support the training of new professionals and researchers (> 100) who will be the next generation of science and engineering leaders and policymakers in Canada. The program has successfully developed a framework for operating almost completely virtually, well ahead of the world's transition to online learning due to the COVID-19 pandemic. Our psychology lab, The Individual and Team Performance (ITP) lab, has dedicated over a decade to researching and designing tools that enhance specific training and skill growth necessary for effective remote teamwork. In partnership with the REDEVELOP program, we support students in navigating the unique interpersonal and collaboration challenges posed by virtual team environments. We will discuss how a complex and multidisciplinary program succeeds in training graduate students to become stronger academics, practitioners, and communicators of knowledge. 5. Evaluating the Evaluator: Measuring LLMs' Adherence to Task Evaluation Instructions

Abstract: LLMs-as-a-judge is a recently popularized method which replaces human judgements in task evaluation (Zheng et al. 2024) with automatic evaluation using LLMs. Due to widespread use of RLHF (Reinforcement Learning from Human Feedback), state-of-the-art LLMs like GPT4 and Llama3 are expected to have strong alignment with human preferences when prompted for a quality judgement, such as the coherence of a text. While this seems beneficial, it is not clear whether the assessments by an LLM-as-a-judge constitute only an evaluation based on the instructions in the prompts, or reflect its preference for high-quality data similar to its fine-tune data. To investigate how much influence prompting the LLMs-as-a-judge has on the alignment of AI judgements to human judgements, we analyze prompts with increasing levels of instructions about the target quality of an evaluation, for several LLMs-as-a-judge. Further, we compare to a prompt-free method using model perplexity as a quality measure instead. We aggregate a taxonomy of quality criteria commonly used across state-of-the-art evaluations with LLMs and provide this as a rigorous benchmark of models as judges. Overall, we show that the LLMs-as-a-judge benefit only little from highly detailed instructions in prompts and that perplexity can sometimes align better with human judgements than prompting, especially on textual quality.

Abstract: We present a measurement of $|V_{ub}|$ from a simultaneous study of the charmless semileptonic decays $B^0\to\pi^- \ell^+ \nu_{\ell}$ and $B^+\to\rho^0 \ell^+\nu_{\ell}$, where $\ell = e, \mu$. This measurement uses a data sample of 387 million $B\overline{B}$ meson pairs recorded by the Belle~II detector at the SuperKEKB electron-positron collider between 2019 and 2022. The two decays are reconstructed without identifying the partner $B$ mesons. We simultaneously measure the differential branching fractions of $B^0\to\pi^- \ell^+ \nu_{\ell}$ and $B^+\to\rho^0 \ell^+\nu_{\ell}$ decays as functions of $q^2$ (momentum transfer squared). From these, we obtain total branching fractions $B(B^0\to\pi^- \ell^+ \nu_{\ell}) = (1.516 \pm 0.042 (\mathrm{stat}) \pm 0.059 (\mathrm{syst})) \times 10^{-4}$ and $B(B^+\to\rho^0 \ell^+\nu_{\ell}) = (1.625 \pm 0.079 (\mathrm{stat}) \pm 0.180 (\mathrm{syst})) \times 10^{-4}$. By fitting the measured $B^0\to\pi^- \ell^+ \nu_{\ell}$ partial branching fractions as functions of $q^2$, together with constraints on the non-perturbative hadronic contribution from lattice QCD calculations, we obtain $|V_{ub}|$ = $(3.93 \pm 0.09 \pm 0.13 \pm 0.19) \times 10^{-3}$. Here, the first uncertainty is statistical, the second is systematic, and the third is theoretical.

Abstract: Radiation reaction describes the effective force experienced by an accelerated charge due to radiation emission. Quantum effects dominate charge dynamics and radiation production[1][2] for charges accelerated by fields with strengths approaching the Schwinger field, $\mathbf{E_{sch}=}$\textbf{\SI[detect-weight]{1.3e18}{\volt\per\metre}[3]. Such fields exist in extreme astrophysical environments such as pulsar magnetospheres[4], may be accessed by high-power laser systems[5-7], dense particle beams interacting with plasma[8], crystals[9], and at the interaction point of next generation particle colliders[10]. Classical radiation reaction theories do not limit the frequency of radiation emitted by accelerating charges and omit stochastic effects inherent in photon emission[11], thus demanding a quantum treatment. Two quantum radiation reaction models, the quantum-continuous[12] and quantum-stochastic[13] models, correct the former issue, while only the quantum-stochastic model incorporates stochasticity[12]. Such models are of fundamental importance, providing insight into the effect of the electron self-force on its dynamics in electromagnetic fields. The difficulty of accessing conditions where quantum effects dominate inhibited previous efforts to observe quantum radiation reaction in charged particle dynamics with high significance. We report the first direct, high significance $(>5{\sigma})$ observation of strong-field radiation reaction on charged particles. Furthermore, we obtain strong evidence favouring the quantum radiation reaction models, which perform equivalently, over the classical model. Robust model comparison was facilitated by a novel Bayesian framework which inferred collision parameters. This framework has widespread utility for experiments where parameters governing lepton-laser collisions cannot be directly measured, including those using conventional accelerators., Comment: 31 pages, 14 figures

Abstract: We report measurements of time-dependent $CP$ asymmetries in $B^0 \to K^0_S \pi^0 \gamma$ decays based on a data sample of $(388\pm6)\times10^6$ $B\bar{B}$ events collected at the $\Upsilon(4S)$ resonance with the Belle II detector. The Belle II experiment operates at the SuperKEKB asymmetric-energy $e^+e^-$ collider. We measure decay-time distributions to determine $CP$-violating parameters $S$ and $C$. We determine these parameters for two ranges of $K^0_S \pi^0$ invariant mass: $m(K^0_S \pi^0)\in (0.8, 1.0)$ $GeV/c^2$, which is dominated by $B^0 \to K^{*0} (\to K^0_S \pi^0) \gamma$ decays, and a complementary region $m(K^0_S \pi^0)\in (0.6, 0.8)\cup(1.0, 1.8)$ $GeV/c^2$. Abstract: We present measurements of $B^{+}\rightarrow\rho^{+}\gamma$ and $B^{0}\rightarrow\rho^{0}\gamma$ decays using a combined data sample of $772 \times 10^6$ $B\overline{B}$ pairs collected by the Belle experiment and $387\times 10^6$ $B\overline{B}$ pairs collected by the Belle II experiment in $e^{+}e^{-}$ collisions at the $\Upsilon (4S)$ resonance. After an optimized selection, a simultaneous fit to the Belle and Belle II data sets yields $114\pm 12$ $B^{+}\rightarrow\rho^{+}\gamma$ and $99\pm 12$ $B^{0}\rightarrow\rho^{0}\gamma$ decays. The measured branching fractions are $(13.1^{+2.0 +1.3}_{-1.9 -1.2})\times 10^{-7}$ and $(7.5\pm 1.3^{+1.0}_{-0.8})\times 10^{-7}$ for $B^{+}\rightarrow\rho^{+}\gamma$ and $B^{0}\rightarrow\rho^{0}\gamma$ decays, respectively, where the first uncertainty is statistical and the second is systematic. We also measure the isospin asymmetry $A_{\rm I}(B\rightarrow\rho\gamma)=(10.9^{+11.2 +7.8}_{-11.7 -7.3})\%$ and the direct CP asymmetry $A_{CP}(B^{+}\rightarrow\rho^{+}\gamma)=(-8.2\pm 15.2^{+1.6}_{-1.2})\%$., Comment: 12 pages, 4 figures

10. An infrared census of R Coronae Borealis Stars II -- Spectroscopic classifications and implications for the rate of low-mass white dwarf mergers

Abstract: We present results from a systematic infrared (IR) census of R Coronae Borealis (RCB) stars in the Milky Way, using data from the Palomar Gattini IR (PGIR) survey. R Coronae Borealis stars are dusty, erratic variable stars presumably formed from the merger of a He-core and a CO-core white dwarf (WD). PGIR is a 30 cm $J$-band telescope with a 25 deg$^{2}$ camera that surveys 18000 deg$^{2}$ of the northern sky ($\delta>-28^{o}$) at a cadence of 2 days. Using PGIR J-band lightcurves for $\sim$60 million stars together with mid-IR colors from WISE, we selected a sample of 530 candidate RCB stars. We obtained near-IR spectra for these candidates and identified 53 RCB stars in our sample. Accounting for our selection criteria, we find that there are a total of $\approx350^{+150}_{-100}$ RCB stars in the Milky Way. Assuming typical RCB lifetimes, this corresponds to an RCB formation rate of 0.8 - 5 $\times$ 10$^{-3}$ yr$^{-1}$, consistent with observational and theoretical estimates of the He-CO WD merger rate. We searched for quasi-periodic pulsations in the PGIR lightcurves of RCB stars and present pulsation periods for 16 RCB stars. We also examined high-cadenced TESS lightcurves for RCB and the chemically similar, but dustless hydrogen-deficient carbon (dLHdC) stars. We find that dLHdC stars show variations on timescales shorter than RCB stars, suggesting that they may have lower masses than RCB stars. Finally, we identified 3 new spectroscopically confirmed and 12 candidate Galactic DY Per type stars - believed to be colder cousins of RCB stars - doubling the sample of Galactic DY Per type stars., Comment: accepted for publication in PASP

11. Fine-Tuning Large Language Models with User-Level Differential Privacy

Abstract: We investigate practical and scalable algorithms for training large language models (LLMs) with user-level differential privacy (DP) in order to provably safeguard all the examples contributed by each user. We study two variants of DP-SGD with: (1) example-level sampling (ELS) and per-example gradient clipping, and (2) user-level sampling (ULS) and per-user gradient clipping. We derive a novel user-level DP accountant that allows us to compute provably tight privacy guarantees for ELS. Using this, we show that while ELS can outperform ULS in specific settings, ULS generally yields better results when each user has a diverse collection of examples. We validate our findings through experiments in synthetic mean estimation and LLM fine-tuning tasks under fixed compute budgets. We find that ULS is significantly better in settings where either (1) strong privacy guarantees are required, or (2) the compute budget is large. Notably, our focus on LLM-compatible training algorithms allows us to scale to models with hundreds of millions of parameters and datasets with hundreds of thousands of users.

Abstract: We present a search for the baryon number $B$ and lepton number $L$ violating decays $\tau^- \rightarrow \Lambda \pi^-$ and $\tau^- \rightarrow \bar{\Lambda} \pi^-$ produced from the $e^+e^-\to \tau^+\tau^-$ process, using a 364 fb$^{-1}$ data sample collected by the Belle~II experiment at the SuperKEKB collider. No evidence of signal is found in either decay mode, which have $|\Delta(B-L)|$ equal to $2$ and $0$, respectively. Upper limits at 90\% credibility level on the branching fractions of $\tau^- \rightarrow \Lambda\pi^-$ and $\tau^- \rightarrow \bar{\Lambda}\pi^-$ are determined to be $4.7 \times 10^{-8}$ and $4.3 \times 10^{-8}$, respectively., Comment: 8 pages, 4 figures

Abstract: Environmental Insights Explorer (EIE) is a Google product that reports aggregate statistics about human mobility, including various methods of transit used by people across roughly 50,000 regions globally. These statistics are used to estimate carbon emissions and provided to policymakers to inform their decisions on transportation policy and infrastructure. Due to the inherent sensitivity of this type of user data, it is crucial that the statistics derived and released from it are computed with appropriate privacy protections. In this work, we use a combination of federated analytics and differential privacy to release these required statistics, while operating under strict error constraints to ensure utility for downstream stakeholders. In this work, we propose a new mechanism that achieves $ \epsilon \approx 2 $-DP while satisfying these strict utility constraints, greatly improving over natural baselines. We believe this mechanism may be of more general interest for the broad class of group-by-sum workloads.

Abstract: A series of data samples was collected with the Belle II detector at the SuperKEKB collider from March 2019 to June 2022. We determine the integrated luminosities of these data samples using three distinct methodologies involving Bhabha ($e^+e^- \to e^+e^-(n\gamma)$), digamma ($e^+e^- \to \gamma\gamma(n\gamma)$), and dimuon ($e^+e^- \to \mu^+ \mu^- (n\gamma)$) events. The total integrated luminosity obtained with Bhabha, digamma, and dimuon events is (426.52 $\pm$ 0.03 $\pm$ 2.48)~fb$^{-1}$, (427.32 $\pm$ 0.03 $\pm$ 2.56)~fb$^{-1}$, and (424.84 $\pm$ 0.04 $\pm$ 3.88)~fb$^{-1}$, where the first uncertainties are statistical and the second are systematic. 15. Characteristics of Individualized Education Programs for Students with Learning Disabilities: A Systematic Review

Abstract: Students in the United States who receive special education services are entitled to receive an Individualized Education Program (IEP) that provides an appropriate level of benefit. Although IEP content is informed by policy mandates and practice recommendations, research has yet to investigate the degree to which school practice is in alignment. The purpose of this investigation was to perform a systematic review of peer-reviewed studies investigating the characteristics and/or quality of IEPs for students with learning disabilities (LDs). A multi-step article identification process revealed 13 studies meeting selection criteria, many of which did not report specific demographic characteristics and findings for students with LD. However, some concerns regarding IEP quality are documented within this pool of investigations. Study limitations and areas for future research are discussed.

16. A Qualitative Synthesis of Research on Professional Learning for Multi-Tiered Systems of Support

Abstract: Researchers and practitioners continue to call for professional learning (PL) for multi-tiered systems of support (MTSS) to promote implementation with fidelity. Different PL interventions and MTSS frameworks raise questions about what types of PL support educators to engage in key practices. Questions also remain regarding educators' perspectives and experiences with PL for MTSS and factors that facilitate or hinder educators' learning. In this paper, we report findings from a qualitative research synthesis on PL for MTSS in the United States. We found 46 studies that explored educators' perspectives and experiences with PL. Findings illuminated educators' positive experiences with ongoing, job-embedded PL, particularly PL communities and coaching. Studies also illustrated the importance of collaboration and trust within learning communities as well as leaders who empower and trust educators. We discuss the implications of these findings in K-12 school settings.

17. Residential electricity demand on CAISO Flex Alert days: a case study of voluntary emergency demand response programs

Abstract: The California Independent System Operator (CAISO) utilizes a system-wide, voluntary demand response (DR) tool, called the Flex Alert program, designed to reduce energy usage during peak hours, particularly on hot summer afternoons when surges in electricity demand threaten to exceed available generation resources. However, the few analyses on the efficacy of CAISO Flex Alerts have produced inconsistent results and do not investigate how participation varies across sectors, regions, population demographics, or time. Evaluating the efficacy of DR tools is difficult as there is no ground truth in terms of what demand would have been in the absence of the DR event. Thus, we first define two metrics that to evaluate how responsive customers were to Flex Alerts, including the Flex Period Response , which estimates how much demand was shifted away from the Flex Alert period, and the Ramping Response , which estimates changes in demand during the first hour of the Flex Alert period. We then analyze the hourly load response of the residential sector, based on ∼200 000 unique homes, on 17 Flex Alert days during the period spanning 2015–2020 across the Southern California Edison (SCE) utility’s territory and compare it to total SCE load. We find that the Flex Period Response varied across Flex Alert days for both the residential (−18% to +3%) and total SCE load (−7% to +4%) and is more dependent on but less correlated with temperature for the residential load than total SCE load. We also find that responsiveness varied across subpopulations (e.g. high-income, high-demand customers are more responsive) and census tracts, implying that some households have more load flexibility during Flex Alerts than others. The variability in customer engagement suggests that customer participation in this type of program is not reliable, particularly on extreme heat days, highlighting a shortcoming in unincentivized, voluntary DR programs.

18. Investigating whether the inclusion of humid heat metrics improves estimates of AC penetration rates: a case study of Southern California

Abstract: Global cooling capacity is expected to triple by 2050, as rising temperatures and humidity levels intensify the heat stress that populations experience. Although air conditioning (AC) is a key adaptation tool for reducing exposure to extreme heat, we currently have a limited understanding of patterns of AC ownership. Developing high resolution estimates of AC ownership is critical for identifying communities vulnerable to extreme heat and for informing future electricity system investments as increases in cooling demand will exacerbate strain placed on aging power systems. In this study, we utilize a segmented linear regression model to identify AC ownership across Southern California by investigating the relationship between daily household electricity usage and a variety of humid heat metrics (HHMs) for ~160000 homes. We hypothesize that AC penetration rate estimates, i.e. the percentage of homes in a defined area that have AC, can be improved by considering indices that incorporate humidity as well as temperature. We run the model for each household with each unique heat metric for the years 2015 and 2016 and compare differences in AC ownership estimates at the census tract level. In total, 81% of the households were identified as having AC by at least one heat metric while 69% of the homes were determined to have AC with a consensus across all five of the heat metrics. Regression results also showed that the r ^2 values for the dry bulb temperature (DBT) (0.39) regression were either comparable to or higher than the r ^2 values for HHMs (0.15–0.40). Our results suggest that using a combination of heat metrics can increase confidence in AC penetration rate estimates, but using DBT alone produces similar estimates to other HHMs, which are often more difficult to access, individually. Future work should investigate these results in regions with high humidity.

Abstract: We present measurements of the branching fractions of eight $\overline B{}^0\to D^{(*)+} K^- K^{(*)0}_{(S)}$, $B^{-}\to D^{(*)0} K^- K^{(*)0}_{(S)}$ decay channels. The results are based on data from SuperKEKB electron-positron collisions at the $\Upsilon(4S)$ resonance collected with the Belle II detector, corresponding to an integrated luminosity of $362~\text{fb}^{-1}$. The event yields are extracted from fits to the distributions of the difference between expected and observed $B$ meson energy, and are efficiency-corrected as a function of $m(K^-K^{(*)0}_{(S)})$ and $m(D^{(*)}K^{(*)0}_{(S)})$ in order to avoid dependence on the decay model. These results include the first observation of $\overline B{}^0\to D^+K^-K_S^0$, $B^-\to D^{*0}K^-K_S^0$, and $\overline B{}^0\to D^{*+}K^-K_S^0$ decays and a significant improvement in the precision of the other channels compared to previous measurements. The helicity-angle distributions and the invariant mass distributions of the $K^- K^{(*)0}_{(S)}$ systems are compatible with quasi-two-body decays via a resonant transition with spin-parity $J^P=1^-$ for the $K^-K_S^0$ systems and $J^P= 1^+$ for the $K^-K^{*0}$ systems. Abstract: We present a study of $\Xi_{c}^{0}\to\Xi^{0}\pi^{0}$, $\Xi_{c}^{0}\to\Xi^{0}\eta$, and $\Xi_{c}^{0}\to\Xi^{0}\eta^{\prime}$ decays using the Belle and Belle~II data samples, which have integrated luminosities of 980~$\mathrm{fb}^{-1}$ and 426~$\mathrm{fb}^{-1}$, respectively. We measure the following relative branching fractions $${\cal B}(\Xi_{c}^{0}\to\Xi^{0}\pi^{0})/{\cal B}(\Xi_{c}^{0}\to\Xi^{-}\pi^{+}) = 0.48 \pm 0.02 ({\rm stat}) \pm 0.03 ({\rm syst}) ,$$ $${\cal B}(\Xi_{c}^{0}\to\Xi^{0}\eta)/{\cal B}(\Xi_{c}^{0}\to\Xi^{-}\pi^{+}) = 0.11 \pm 0.01 ({\rm stat}) \pm 0.01 ({\rm syst}) ,$$ $${\cal B}(\Xi_{c}^{0}\to\Xi^{0}\eta^{\prime})/{\cal B}(\Xi_{c}^{0}\to\Xi^{-}\pi^{+}) = 0.08 \pm 0.02 ({\rm stat}) \pm 0.01 ({\rm syst}) $$ for the first time, where the uncertainties are statistical ($\rm stat$) and systematic ($\rm syst$). By multiplying by the branching fraction of the normalization mode, ${\mathcal B}(\Xi_{c}^{0}\to\Xi^{-}\pi^{+})$, we obtain the following absolute branching fraction results $(6.9 \pm 0.3 ({\rm stat}) \pm 0.5 ({\rm syst}) \pm 1.3 ({\rm norm})) \times 10^{-3}$, $(1.6 \pm 0.2 ({\rm stat}) \pm 0.2 ({\rm syst}) \pm 0.3 ({\rm norm})) \times 10^{-3}$, and $(1.2 \pm 0.3 ({\rm stat}) \pm 0.1 ({\rm syst}) \pm 0.2 ({\rm norm})) \times 10^{-3}$, for $\Xi_{c}^{0}$ decays to $\Xi^{0}\pi^{0}$, $\Xi^{0}\eta$, and $\Xi^{0}\eta^{\prime}$ final states, respectively. The third errors are from the uncertainty on ${\mathcal B}(\Xi_{c}^{0}\to\Xi^{-}\pi^{+})$. The asymmetry parameter for $\Xi_{c}^{0}\to\Xi^{0}\pi^{0}$ is measured to be $\alpha(\Xi_{c}^{0}\to\Xi^{0}\pi^{0}) = -0.90\pm0.15({\rm stat})\pm0.23({\rm syst})$., Comment: 23 pages, 5 figures

Abstract: We report the result of a search for the rare decay $B^{0} \to \gamma \gamma$ using a combined dataset of $753\times10^{6}$ $B\bar{B}$ pairs collected by the Belle experiment and $387\times10^{6}$ $B\bar{B}$ pairs collected by the Belle II experiment from decays of the $\rm \Upsilon(4S)$ resonance produced in $e^{+}e^{-}$ collisions. A simultaneous fit to the Belle and Belle II data sets yields $11.0^{+6.5}_{-5.5}$ signal events, corresponding to a 2.5$\sigma$ significance. We determine the branching fraction $\mathcal{B}(B^{0} \to \gamma\gamma) = (3.7^{+2.2}_{-1.8}(\rm stat)\pm0.5(\rm syst))\times10^{-8}$ and set a 90% credibility level upper limit of $\mathcal{B}(B^{0} \to \gamma\gamma) < 6.4\times10^{-8}$., Comment: Published in PRD(L)

Abstract: We report measurements of the $e^+e^- \to B\bar{B}$, $B\bar{B}{}^*$, and $B^*\bar{B}{}^*$ cross sections at four energies, 10653, 10701, 10746 and 10805 MeV, using data collected by the Belle~II experiment. We reconstruct one $B$ meson in a large number of hadronic final states and use its momentum to identify the production process. In the first $2-5$ MeV above $B^*\bar{B}{}^*$ threshold, the $e^+e^- \to B^*\bar{B}{}^*$ cross section increases rapidly. 24. Scaling up the Banded Matrix Factorization Mechanism for Differentially Private ML

Abstract: DP-BandMF offers a powerful approach to differentially private machine learning, balancing privacy amplification with noise correlation for optimal noise reduction. However, its scalability has been limited to settings where the number of training iterations is less than $10^4$. In this work, we present techniques that significantly extend DP-BandMF's reach, enabling use in settings with and over $10^6$ training iterations. Our enhanced implementation, coupled with extensive experiments, provides clear guidelines on selecting the optimal number of bands. These insights offer practitioners a deeper understanding of DP-BandMF's performance and how to maximize its utility for privacy-preserving machine learning.

Abstract: We present a measurement of the ratio $R_\mu = \mathcal{B}(\tau^-\to \mu^-\bar\nu_\mu\nu_\tau) / \mathcal{B}(\tau^-\to e^-\bar\nu_e\nu_\tau)$ of branching fractions $\mathcal{B}$ of the $\tau$ lepton decaying to muons or electrons using data collected with the Belle II detector at the SuperKEKB $e^+e^-$ collider. The sample has an integrated luminosity of $362\!\pm\!2\,\text{fb}^{-1}$ at a centre-of-mass energy of $10.58\,\text{GeV}$. Using an optimised event selection, a binned maximum likelihood fit is performed using the momentum spectra of the electron and muon candidates. The result, $R_\mu = 0.9675 \pm 0.0007 \pm 0.0036$, where the first uncertainty is statistical and the second is systematic, is the most precise to date. It provides a stringent test of the light-lepton universality, translating to a ratio of the couplings of the muon and electron to the $W$ boson in $\tau$ decays of $0.9974 \pm 0.0019$, in agreement with the standard model expectation of unity., Comment: 22 pages, 7 figures

Abstract: We present the result of a search for the charged-lepton-flavor violating decay $\tau^- \to \mu^-\mu^+\mu^-$ using a $424fb^{-1}$ sample of data recorded by the Belle II experiment at the SuperKEKB $e^{-}e^{+}$ collider. The selection of $e^{-}e^{+}\to\tau^+\tau^-$ events is based on an inclusive reconstruction of the non-signal tau decay, and on a boosted decision tree to suppress background. We observe one signal candidate, which is compatible with the expectation from background processes. We set a $90\%$ confidence level upper limit of $1.9 \times 10^{-8}$ on the branching fraction of the \taumu decay, which is the most stringent bound to date.

27. An Analysis of the Math Requirements of 199 CS BS/BA Degrees at 158 U.S. Universities

Abstract: For at least 40 years, there has been debate and disagreement as to the role of mathematics in the computer science curriculum. This paper presents the results of an analysis of the math requirements of 199 Computer Science BS/BA degrees from 158 U.S. universities, looking not only at which math courses are required, but how they are used as prerequisites (and corequisites) for computer science (CS) courses. Our analysis shows that while there is consensus that discrete math is critical for a CS degree, and further that calculus is almost always required for the BS in CS, there is little consensus as to when a student should have mastered these subjects. Based on our analysis of how math requirements impact access, retention and on-time degree completion for the BS and the BA in CS, we provide several recommendations for CS departments to consider., Comment: 13 pages, accepted to Communications of the ACM

Abstract: We report a determination of the CKM angle $\phi_{3}$, also known as $\gamma$, from a combination of measurements using samples of up to 711~fb$^{-1}$ from the Belle experiment and up to 362~fb$^{-1}$ from the Belle II experiment. We combine results from analyses of $B^+\to DK^+, B^+\to D\pi^+$, and $B^+ \to D^{*}K^+$ decays, where $D$ is an admixture of $D^0$ and $\overline{D}{}^{0}$ mesons, in a likelihood fit to obtain $\phi_{3} = (78.6^{+7.2}_{-7.3})^{\circ}$. Abstract: We measure the branching fraction of the decay $B^- \to D^0 \rho(770)^-$ using data collected with the Belle II detector. The data contain 387 million $B\overline{B}$ pairs produced in $e^+e^-$ collisions at the $\Upsilon(4S)$ resonance. We reconstruct $8360\pm 180$ decays from an analysis of the distributions of the $B^-$ energy and the $\rho(770)^-$ helicity angle. We determine the branching fraction to be $(0.939 \pm 0.021\mathrm{(stat)} \pm 0.050\mathrm{(syst)})\%$, in agreement with previous results. Our measurement improves the relative precision of the world average by more than a factor of two.

Abstract: We present the results of a search for the $b \to d\ell^+\ell^-$ flavor-changing neutral-current rare decays $B^{+, 0} \to (\eta, \omega, \pi^{+,0}, \rho^{+, 0}) e^+e^-$ and $B^{+, 0} \to (\eta, \omega, \pi^{0}, \rho^{+}) \mu^+\mu^-$ using a $711$ fb$^{-1}$ data sample that contains $772 \times 10^{6}$ $B\overline{B}$ events. The data were collected at the $\Upsilon(4S)$ resonance with the Belle detector at the KEKB asymmetric-energy $e^+e^-$ collider. We find no evidence for signal and set upper limits on branching fractions at the $90\%$ confidence level in the range $(3.8 - 47) \times 10^{-8}$ depending on the decay channel. The obtained limits are the world's best results. Abstract: We report a measurement of the $e^+e^- \to \pi^+\pi^-\pi^0$ cross section in the energy range from 0.62 to 3.50 GeV using an initial-state radiation technique. We use an $e^+e^-$ data sample corresponding to 191 $\text{fb}^{-1}$ of integrated luminosity, collected at a center-of-mass energy at or near the $\Upsilon{(4S)}$ resonance with the Belle II detector at the SuperKEKB collider. Signal yields are extracted by fitting the two-photon mass distribution in $e^+e^- \to \pi^+\pi^-\pi^0\gamma$ events, which involve a $\pi^0 \to \gamma\gamma$ decay and an energetic photon radiated from the initial state. Signal efficiency corrections with an accuracy of 1.6% are obtained from several control data samples. The uncertainty on the cross section at the $\omega$ and $\phi$ resonances is dominated by the systematic uncertainty of 2.2%. The resulting cross sections in the 0.62-1.80 GeV energy range yield $ a_\mu^{3\pi} = [48.91 \pm 0.23~(\mathrm{stat}) \pm 1.07~(\mathrm{syst})] \times 10^{-10} $ for the leading-order hadronic vacuum polarization contribution to the muon anomalous magnetic moment. Abstract: The injective norm is a natural generalization to tensors of the operator norm of a matrix. In quantum information, the injective norm is one important measure of genuine multipartite entanglement of quantum states, where it is known as the geometric entanglement. In this paper, we give a high-probability upper bound on the injective norm of real and complex Gaussian random tensors, corresponding to a lower bound on the geometric entanglement of random quantum states, and to a bound on the ground-state energy of a particular multispecies spherical spin glass model. Abstract: About 40 transneptunian binaries (TNBs) have fully determined orbits with about 10 others being solved except for breaking the mirror ambiguity. Despite decades of study almost all TNBs have only ever been analyzed with a model that assumes perfect Keplerian motion (e.g., two point masses). In reality, all TNB systems are non-Keplerian due to non-spherical shapes, possible presence of undetected system components, and/or solar perturbations. In this work, we focus on identifying candidates for detectable non-Keplerian motion based on sample of 45 well-characterized binaries. We use MultiMoon, a non-Keplerian Bayesian inference tool, to analyze published relative astrometry allowing for non-spherical shapes of each TNB system's primary. We first reproduce the results of previous Keplerian fitting efforts with MultiMoon, which serves as a comparison for the non-Keplerian fits and confirms that these fits are not biased by the assumption of a Keplerian orbit. We unambiguously detect non-Keplerian motion in 8 TNB systems across a range of primary radii, mutual orbit separations, and system masses. As a proof of concept for non-Keplerian fitting, we perform detailed fits for (66652) Borasisi-Pabu, possibly revealing a $J_2 \approx 0.44$, implying Borasisi (and/or Pabu) may be a contact binary or an unresolved compact binary. However, full confirmation of this result will require new observations. 34. Campus-Based Autism Spectrum Disorder Support Programs: Predictors of College Students' Intentions to Participate

Abstract: Peer mentors play a crucial role in campus-based living and support programs that assist autistic students in their transition to U.S. colleges. However, limited research has examined the characteristics of potential peer mentors and incentives that may be necessary to staff such programs. The present study evaluated the relationship between the characteristics of college students and their intention to participate in an autism spectrum disorder-specific living and support program. Undergraduate students (N = 210; 83% females, M[subscript age] = 18.9 years, SD = 1.2) completed questionnaires assessing personality characteristics, acceptance of individuals with disabilities, and intrinsic and extrinsic motives for potential participation. Results suggest that participants would be highly motivated to participate if course credit toward their major or monetary incentives were offered. In addition, a history of contact with autistic individuals and agreeableness emerged as the most robust predictors of students' intention to participate. Findings from this study may improve inclusivity on college campuses.

Abstract: Structural biology efforts using cryogenic electron microscopy are frequently stifled by specimens adopting preferred orientations on grids, leading to anisotropic map resolution and impeding structure determination. Tilting the specimen stage during data collection is a generalizable solution but has historically led to substantial resolution attenuation. Here, we develop updated data collection and image processing workflows and demonstrate, using multiple specimens, that resolution attenuation is negligible or significantly reduced across tilt angles. Reconstructions with and without the stage tilted as high as 60° are virtually indistinguishable. These strategies allowed the reconstruction to 3 Å resolution of a bacterial RNA polymerase with preferred orientation, containing an unnatural nucleotide for studying novel base pair recognition. Furthermore, we present a quantitative framework that allows cryo-EM practitioners to define an optimal tilt angle during data acquisition. These results reinforce the utility of employing stage tilt for data collection and provide quantitative metrics to obtain isotropic maps.

37. Joint Selection: Adaptively Incorporating Public Information for Private Synthetic Data

Abstract: Mechanisms for generating differentially private synthetic data based on marginals and graphical models have been successful in a wide range of settings. However, one limitation of these methods is their inability to incorporate public data. Initializing a data generating model by pre-training on public data has shown to improve the quality of synthetic data, but this technique is not applicable when model structure is not determined a priori. We develop the mechanism jam-pgm, which expands the adaptive measurements framework to jointly select between measuring public data and private data. This technique allows for public data to be included in a graphical-model-based mechanism. We show that jam-pgm is able to outperform both publicly assisted and non publicly assisted synthetic data generation mechanisms even when the public data distribution is biased.

Abstract: We report on a search for a resonance $X$ decaying to a pair of muons in $e^{+}e^{-}\rightarrow \mu^+ \mu^- X$ events in the 0.212-9.000 GeV/$c^{2}$ mass range, using 178 fb$^{-1}$ of data collected by the BelleII experiment at the SuperKEKB collider at a center of mass energy of 10.58 GeV. The analysis probes two different models of $X$ beyond the standard model: a $Z^{\prime}$ vector boson in the $L_{\mu}-L_{\tau}$ model and a muonphilic scalar. We observe no evidence for a signal and set exclusion limits at the 90$\%$ confidence level on the products of cross section and branching fraction for these processes, ranging from 0.046 fb to 0.97 fb for the $L_{\mu}-L_{\tau}$ model and from 0.055 fb to 1.3 fb for the muonphilic scalar model. For masses below 6 GeV/$c^{2}$, the corresponding constraints on the couplings of these processes to the standard model range from 0.0008 to 0.039 for the $L_{\mu}-L_{\tau}$ model and from 0.0018 to 0.040 for the muonphilic scalar model. These are the first constraints on the muonphilic scalar from a dedicated search.

Abstract: We report a measurement of decay-time dependent charge-parity ($CP$) asymmetries in $B^0 \rightarrow K^0_S K^0_S K^0_S$ decays. We use $387 \times 10^6 B\bar{B}$ pairs collected at the $\Upsilon(4S)$ resonance with the Belle II detector at the SuperKEKB asymmetric-energy electron-positron collider. We reconstruct 220 signal events and extract the $CP$-violating parameters $S$ and $C$ from a fit to the distribution of the decay-time difference between the two $B$ mesons. The resulting confidence region is consistent with previous measurements in $B^0 \rightarrow K^0_S K^0_S K^0_S$ and $B^0 \rightarrow (c\bar{c})K^0$ decays, and with predictions based on the standard model., Comment: 10 pages, 5 figures

Abstract: We present GFlaT, a new algorithm that uses a graph-neural-network to determine the flavor of neutral $B$ mesons produced in $\Upsilon(4S)$ decays. It improves previous algorithms by using the information from all charged final-state particles and the relations between them. We evaluate its performance using $B$ decays to flavor-specific hadronic final states reconstructed in a 362 $\text{fb}^{-1}$ sample of electron-positron collisions collected at the $\Upsilon(4S)$ resonance with the Belle II detector at the SuperKEKB collider. We achieve an effective tagging efficiency of $(37.40 \pm 0.43 \pm 0.36) \%$, where the first uncertainty is statistical and the second systematic, which is $18\%$ better than the previous Belle II algorithm. Demonstrating the algorithm, we use $B^{0}\to J/\psi K^0_\text{S}$ decays to measure the mixing-induced and direct $CP$ violation parameters, $S = (0.724 \pm 0.035 \pm 0.009)$ and $C = (-0.035 \pm 0.026 \pm 0.029)$., Comment: 15 pages, 9 figures

The dominant paradigm for designing on-chip photonics is to make networks of relatively bulky discrete components connected by one-dimensional waveguides. A far more compact alternative is to avoid explicitly defining any components and instead sculpt the continuous substrate of the photonic processor to directly perform the computation using waves freely propagating in two dimensions. We propose and demonstrate a device whose refractive index as a function of space, $n(x,z)$, can be rapidly reprogrammed, allowing arbitrary control over the wave propagation in the device. Our device, a 2D-programmable waveguide, combines photoconductive gain with the electro-optic effect to achieve massively parallel modulation of the refractive index of a slab waveguide, with an index modulation depth of $10^{-3}$ and approximately $10^4$ programmable degrees of freedom. We used a prototype device with a functional area of $12\,\text{mm}^2$ to perform neural-network inference with up to 49-dimensional input vectors in a single pass, achieving 96% accuracy on vowel classification and 86% accuracy on $7 \times 7$-pixel MNIST handwritten-digit classification. This is a scale beyond that of previous photonic chips relying on discrete components, illustrating the benefit of the continuous-waves paradigm. In principle, with large enough chip area, the reprogrammability of the device's refractive index distribution enables the reconfigurable realization of any passive, linear photonic circuit or device. This promises the development of more compact and versatile photonic systems for a wide range of applications, including optical processing, smart sensing, spectroscopy, and optical communications.

42. An Eccentric Planet Orbiting the Polar V808 Aurigae

Abstract: We analyze 15 years of eclipse timings of the polar V808 Aur. The rapid ingress/egress of the white dwarf and bright accretion region provide timings as precise as a few tenths of a second for rapid cadence photometric data. We find that between 2015 and 2018, the eclipse timings deviated from a linear ephemeris by more than 30 s. The rapid timing change is consistent with the periastron passage of a planet in an eccentric orbit about the polar. The best fit orbital period is 11$\pm 1$ yr and we estimate a projected mass of $Msin(i)=6.8\pm 0.7$ Jupiter masses. We also show that the eclipse timings are correlated with the brightness of the polar with a slope of 1.1 s/mag. This is likely due to the change in the geometry of the accretion curtains as a function of the mass transfer rate in the polar. Abstract: We describe a measurement of charge-parity ($CP$) violation asymmetries in $B^0\to\eta'K^0_S$ decays using Belle II data. We consider $\eta'\to\eta(\to\gamma\gamma)\pi^+\pi^-$ and $\eta'\to\rho(\to\pi^+\pi^-)\gamma$ decays. The data were collected at the SuperKEKB asymmetric-energy $e^+e^-$ collider between the years 2019 and 2022, and contain $(387\pm 6) \times 10^6$ bottom-antibottom meson pairs. We reconstruct $829\pm35$ signal decays and extract the $CP$ violating parameters from a fit to the distribution of the proper-decay-time difference between the two $B$ mesons. The measured direct and mixing-induced $CP$ asymmetries are $\text{C}_{\eta'K^0_S} = -0.19 \pm 0.08 \pm 0.03 $ and $\text{S}_{\eta'K^0_S} = +0.67 \pm 0.10 \pm 0.04 $, respectively, where the first uncertainties are statistical and the second are systematic. These results are in agreement with current world averages and standard model predictions.

Abstract: Motivated by applications in magnetic resonance relaxometry, we consider the following problem: Given samples of a function $t\mapsto \sum_{k=1}^K A_k\exp(-t\lambda_k)$, where $K\ge 2$ is an integer, $A_k\in\mathbb{R}$, $\lambda_k>0$ for $k=1,\cdots, K$, determine $K$, $A_k$'s and $\lambda_k$'s. Our approach is to transform this function into another function of the same form where $\lambda_k$'s are replaced by $i\lambda_k$. For this purpose, we study the least square approximation using polynomials weighted by the Gaussian weight, and use the fact that Hermite functions are eigenfunctions of the Fourier transform. Abstract: We present an analysis of the process $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ (where $n$ = 1, 2, or 3) reconstructed in $19.6\rm$ $\rm fb^{-1}$ of Belle II data during a special run of the SuperKEKB collider at four energy points near the peak of the $\Upsilon(10753)$ resonance. By analyzing the mass distribution of the $\pi^+\pi^-\Upsilon(nS)$ system and the Born cross sections of the $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ process, we report the first observation of $\Upsilon(10753)$ decays to the $\pi^{+}\pi^{-}\Upsilon(1S)$ and $\pi^{+}\pi^{-}\Upsilon(2S)$ final states, and find no evidence for decays to $\pi^{+}\pi^{-}\Upsilon(3S)$. Possible intermediate states in the $\pi^+\pi^-\Upsilon(1S,2S)$ transitions are also investigated, and no evidence for decays proceeding via the $\pi^\mp Z_b^\pm$ or $f_0(980)\Upsilon(nS)$ intermediate states is found. We measure Born cross sections for the $e^{+}e^{-}\to\pi^{+}\pi^{-}\Upsilon(nS)$ process that, combined with results from Belle, improve the precision of measurements of the $\Upsilon(10753)$ mass and width by nearly a factor of two to $(10756.3\pm2.7\pm0.6)$ MeV/$c^2$ and $(29.7\pm8.5\pm1.1)$ MeV, respectively. The relative ratios of the Born cross sections at the $\Upsilon(10753)$ resonance peak are also reported for the first time.

46. Ultrafast second-order nonlinear photonics -- from classical physics to non-Gaussian quantum dynamics

Abstract: Photonic integrated circuits with second-order ($\chi^{(2)}$) nonlinearities are rapidly scaling to remarkably low powers. At this time, state-of-the-art devices achieve saturated nonlinear interactions with thousands of photons when driven by continuous-wave lasers, and further reductions in these energy requirements enabled by the use of ultrafast pulses may soon push nonlinear optics into the realm of single-photon nonlinearities. This tutorial reviews these recent developments in ultrafast nonlinear photonics, discusses design strategies for realizing few-photon nonlinear interactions, and presents a unified treatment of ultrafast quantum nonlinear optics using a framework that smoothly interpolates from classical behaviors to the few-photon scale. These emerging platforms for quantum optics fundamentally differ from typical realizations in cavity quantum electrodynamics due to the large number of coupled optical modes. Classically, multimode behaviors have been well studied in nonlinear optics, with famous examples including soliton formation and supercontinuum generation. In contrast, multimode quantum systems exhibit a far greater variety of behaviors, and yet closed-form solutions are even sparser than their classical counterparts. In developing a framework for ultrafast quantum optics, we will identify what behaviors carry over from classical to quantum devices, what intuition must be abandoned, and what new opportunities exist at the intersection of ultrafast and quantum nonlinear optics. While this article focuses on establishing connections between the classical and quantum behaviors of devices with $\chi^{(2)}$ nonlinearities, the frameworks developed here are general and are readily extended to the description of dynamical processes based on third-order ($\chi^{(3)}$) nonlinearities., Comment: The first two authors contributed equally to this work; 183 pages, 55 figures

Abstract: The ratio of branching fractions $R(D^{*}) = \mathcal{B}(\overline{B} \rightarrow D^{*} \tau^{-} \overline{\nu}_{\tau})$/$\mathcal{B} (\overline{B} \rightarrow D^{*} \ell^{-} \overline{\nu}_{\ell})$, where $\ell$ is an electron or muon, is measured using a Belle~II data sample with an integrated luminosity of $189~\mathrm{fb}^{-1}$ at the SuperKEKB asymmetric-energy $e^{+} e^{-}$ collider. Data is collected at the $\Upsilon(\mathrm{4S})$ resonance, and one $B$ meson in the $\Upsilon(\mathrm{4S})\rightarrow B\overline{B}$ decay is fully reconstructed in hadronic decay modes. The accompanying signal $B$ meson is reconstructed as $\overline{B}\rightarrow D^{*} \tau^{-}\overline{\nu}_{\tau}$ using leptonic $\tau$ decays. The normalization decay, $\overline{B}\rightarrow D^{*} \ell^{-} \overline{\nu}_{\ell}$, where $\ell$ is an electron or muon, produces the same observable final state particles. The ratio of branching fractions is extracted in a simultaneous fit to two signal-discriminating variables in both channels and yields $R(D^{*}) = 0.262~_{-0.039}^{+0.041}(\mathrm{stat})~_{-0.032}^{+0.035}(\mathrm{syst})$.
