8. Reconceptualizing the Community Media Project Through Space and Scale: A Case Study of Public Access Television in San Francisco, CA.

Abstract

In 2009, the Bay Area Video Coalition (BAVC), a non-profit with over forty years of experience training independent producers and freelance media workers in the Bay Area, assumed management over public access television after state cable franchising rules eliminated 80% of the access TV budget. They proposed to combine expertise with new technology to expand public access beyond TV into a new transmedia community center. Among other changes, BAVC closed a million dollar access facility on San Francisco's main thoroughfare, Market St., and moved operations to Mariposa and Bryant—a neighborhood aggressively gentrified during the late 1990s. Many community producers believed BAVC's transformations would ruin the access community they had struggled to maintain for over forty years. As BAVC assumed management, many in the community simply quit. In this dissertation I look at why the access community rejected BAVC's transformation by posing questions about the role of space, place, and scale, from critical and human geography, in community media projects. As our new media ecology expands access for community media making, some say that access to cable TV is no longer significant. However, to understand the significance of new technologies for community media today, I consider the significance of space, scale, and infrastructure to questions of access. In particular, I demonstrate how a complex relationship between San Francisco's cable franchise, telecommunications policy, urban redevelopment, community video and television production practices, and the communities involved, co-construct spaces that enable and constrain the ability of actors to create stable, coherent places and practices that allow them broader access to decision-making arenas. To maneuver through these complex relationships, I rely on a connection between spatial relationships and scalar relationships—that the construction of space is also a construction of scale. 12. From Net Neutrality to Net Equality.

Abstract

I argue that the conceptual foundations for net neutrality assume a race neutrality that obfuscates the daily experiences of racial discrimination and the institutional dynamics of structural racism. I begin this study with an assessment of the race-neutral conceptual foundations of net neutrality reasoning, and then discuss how Critical Race Theory (CRT) has challenged these race-neutral frameworks. Drawing from CRT, I locate the ways in which legal and economic structures of discrimination have historically inhibited people of color from gaining access to employment, ownership, and decision-making power in the media and telecommunications sectors. I conclude with thoughts on how CRT can inform media policy scholarship to challenge race-neutral thinking and develop conceptual foundations for supporting what advocacy groups representing people of color have called "net equality." Abstract

The article looks at the market for pay television (pay-TV) in Europe using the case of Canal Plus and Vivendi Universal. It offers information on the growth and consolidation of the pay-TV market in the last five years of the 1990s. It gives a background on the agreement between Canal Plus and the French government concerning the network's operation in France. It also discusses how the acquisitions made by Vivendi Universal impacted Canal Plus' support of French, European and Asian films. A highlight of the article is its discussion on the media policy of the European Commission particularly on media pluralism.

15. New Media and Concepts of Public Service.

Abstract

Concepts of public service are formed during the emergence of new media and the governing contexts that guide their development. Public service in radio/TV broadcasting prioritized universal access and a common public experience informed by corporate liberal governance for commercial systems and social democratic for public systems. Neo-liberalism guided cable television as a consumer choice for those willing to pay for specialty programs. And a libertarian ethos informed public service ideals in network computing through a counterculturalist movement looking for liberty from government and corporations. But social movements have constructed alternative forms of public service, such as the cable access movement which called for citizen rights to local access, production subsidy and municipal governance, and the free software movement. 16. Neoliberalism and Media Reform.

Abstract

Given the powerful corporate media lobby and its allies in Washington, the media reform movement faces imposing challenges. Branded as a fight against "Big Media," the movement has brought together a variety of constituencies from crusaders against television indecency to those working for an open Internet. But within and across this movement, there are differing ideological positions regarding the role of government in media regulation. As marginalized constituencies stake out strategic positions in their fight for media reform, this paper considers conflicts within the movement, including, for example, those between internet activists supporting net-neutrality, cable access activists supporting local video franchising, and battles between consumer groups advocating à la carte cable pricing and communities of color opposing it. This paper illuminates how these positions support or critique a broader neoliberal economic, social and cultural politics, and examines the implications of neoliberal cooptation and capitulation within the media reform movement today. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
