Abstract: About this Report This report draws on the latest meteorological and oceanographic data and information to describe historical change in Pacific Island climate. There is significant demand at regional, national and local community levels within the Pacific Islands for science-based climate data and information to inform decision-making, including high-quality monitoring, analysis, and communication of observed and future climate change. At the 15th Pacific Islands Forum in Funafuti, Tuvalu in 2019, leaders called on “the international community to immediately increase support and assistance for Pacific-led science-based initiatives intended to improve our understanding of risk and vulnerability, as well as build capacity for evidence-based decision-making and project development”. Members of the 4th Pacific Meteorological Council (PMC), in Honiara in 2017, welcomed the renewed focus on climate change science, especially underpinning meteorology and climate services. This report was produced by the WMO RA V Pacific Regional Climate Center (RCC) Network https://www.pacificmet.net/rcc, specifically members of the Nodes on Climate Monitoring and Climate Change Projections. The WMO RA V Pacific RCC Network is a virtual center of excellence for supporting national meteorological services with up-to-date regional long-range climate forecasts, climate monitoring products, climate change projections, climate data services, and information on regional training activities. The RCC Network was endorsed by PMC-4 and is currently in a demonstration phase. The node on Climate Monitoring is co-led by NOAA and the University of Hawaiʻi, while the node on Climate Change Projections is led by Commonwealth Scientific and Industrial Research Organisation (CSIRO). Consortium members include the Australian Bureau of Meteorology (BOM), Secretariat of the Pacific Regional Environment Programme (SPREP), and The Pacific Community (SPC). Author invitations were extended to the Pacific Meteorological Council (PMC) member countries. The regional indicators described here are intended to provide: meaningful regionally and locally relevant information about the status and trends of key physical, biological, and chemical variables in light of a rapidly changing climate; and information in a form that is accessible and useful to a wide variety of stakeholders in the public and private sectors, as well as the education and scientific communities. This will assist communication and inform decisions on management, research, and education.

Abstract: In 2016, the dominant greenhouse gases released into Earth's atmosphere-carbon dioxide, methane, and nitrous oxide-continued to increase and reach new record highs. The 3.5 +/- 0.1 ppm rise in global annual mean carbon dioxide from 2015 to 2016 was the largest annual increase observed in the 58-year measurement record. The annual global average carbon dioxide concentration at Earth's surface surpassed 400 ppm (402.9 +/- 0.1 ppm) for the first time in the modern atmospheric measurement record and in ice core records dating back as far as 800000 years. One of the strongest El Nino events since at least 1950 dissipated in spring, and a weak La Nina evolved later in the year. Owing at least in part to the combination of El Nino conditions early in the year and a long-term upward trend, Earth's surface observed record warmth for a third consecutive year, albeit by a much slimmer margin than by which that record was set in 2015. Above Earth's surface, the annual lower troposphere temperature was record high according to all datasets analyzed, while the lower stratospheric temperature was record low according to most of the in situ and satellite datasets. Several countries, including Mexico and India, reported record high annual temperatures while many others observed near-record highs. A week-long heat wave at the end of April over the northern and eastern Indian peninsula, with temperatures surpassing 44 degrees C, contributed to a water crisis for 330 million people and to 300 fatalities. In the Arctic the 2016 land surface temperature was 2.0 degrees C above the 1981-2010 average, breaking the previous record of 2007, 2011, and 2015 by 0.8 degrees C, representing a 3.5 degrees C increase since the record began in 1900. The increasing temperatures have led to decreasing Arctic sea ice extent and thickness. On 24 March, the sea ice extent at the end of the growth season saw its lowest maximum in the 37-year satellite record, tying with 2015 at 7.2% below the 1981-2010 average. The September 2016 Arctic sea ice minimum extent tied with 2007 for the second lowest value on record, 33% lower than the 1981-2010 average. Arctic sea ice cover remains relatively young and thin, making it vulnerable to continued extensive melt. The mass of the Greenland Ice Sheet, which has the capacity to contribute similar to 7 m to sea level rise, reached a record low value. The onset of its surface melt was the second earliest, after 2012, in the 37-year satellite record. Sea surface temperature was record high at the global scale, surpassing the previous record of 2015 by about 0.01 degrees C. The global sea surface temperature trend for the 21st century-to-date of +0.162 degrees C decade(-1) is much higher than the longer term 1950-2016 trend of +0.100 degrees C decade(-1). Global annual mean sea level also reached a new record high, marking the sixth consecutive year of increase. Global annual ocean heat content saw a slight drop compared to the record high in 2015. Alpine glacier retreat continued around the globe, and preliminary data indicate that 2016 is the 37th consecutive year of negative annual mass balance. Across the Northern Hemisphere, snow cover for each month from February to June was among its four least extensive in the 47-year satellite record. Continuing a pattern below the surface, record high temperatures at 20-m depth were measured at all permafrost observatories on the North Slope of Alaska and at the Canadian observatory on northernmost Ellesmere Island. In the Antarctic, record low monthly surface pressures were broken at many stations, with the southern annular mode setting record high index values in March and June. Monthly high surface pressure records for August and November were set at several stations. During this period, record low daily and monthly sea ice extents were observed, with the November mean sea ice extent more than 5 standard deviations below the 1981-2010 average. These record low sea ice values contrast sharply with the record high values observed during 2012-14. Over the region, springtime Antarctic stratospheric ozone depletion was less severe relative to the 1991-2006 average, but ozone levels were still low compared to pre-1990 levels. Closer to the equator, 93 named tropical storms were observed during 2016, above the 1981-2010 average of 82, but fewer than the 101 storms recorded in 2015. Three basins-the North Atlantic, and eastern and western North Pacific-experienced above-normal activity in 2016. The Australian basin recorded its least active season since the beginning of the satellite era in 1970. Overall, four tropical cyclones reached the Saffir-Simpson category 5 intensity level. The strong El Nino at the beginning of the year that transitioned to a weak La Nina contributed to enhanced precipitation variability around the world. Wet conditions were observed throughout the year across southern South America, causing repeated heavy flooding in Argentina, Paraguay, and Uruguay. Wetter-than-usual conditions were also observed for eastern Europe and central Asia, alleviating the drought conditions of 2014 and 2015 in southern Russia. In the United States, California had its first wetter-than-average year since 2012, after being plagued by drought for several years. Even so, the area covered by drought in 2016 at the global scale was among the largest in the post-1950 record. For each month, at least 12% of land surfaces experienced severe drought conditions or worse, the longest such stretch in the record. In northeastern Brazil, drought conditions were observed for the fifth consecutive year, making this the longest drought on record in the region. Dry conditions were also observed in western Bolivia and Peru; it was Bolivia's worst drought in the past 25 years. In May, with abnormally warm and dry conditions already prevailing over western Canada for about a year, the human-induced Fort McMurray wildfire burned nearly 590000 hectares and became the costliest disaster in Canadian history, with $3 billion (U.S. dollars) in insured losses.

ARNDTIn 2015, the dominant greenhouse gases released into Earth’s atmosphere—carbon dioxide, methane, and nitrous oxide—all continued to reach new high levels. At Mauna Loa, Hawaii, the annual CO2 concentration increased by a record 3.1 ppm, exceeding 400 ppm for the first time on record. The 2015 global CO2 average neared this threshold, at 399.4 ppm. Additionally, one of the strongest El Niño events since at least 1950 developed in spring 2015 and continued to evolve through the year. The phenomenon was far reaching, impacting many regions across the globe and affecting most aspects of the climate system.Owing to the combination of El Niño and a long-term up-ward trend, Earth observed record warmth for the second con-secutive year, with the 2015 annual global surface temperature surpassing the previous record by more than 0.1°C and exceed-ing the average for the mid- to late 19th century—commonly considered representative of preindustrial conditions—by more than 1°C for the first time. Above Earth’s surface, lower troposphere temperatures were near-record high.Across land surfaces, record to near-record warmth was reported across every inhabited continent. Twelve countries, including Russia and China, reported record high annual tem-peratures. In June, one of the most severe heat waves since 1980 affected Karachi, Pakistan, claiming over 1000 lives. On 27 October, Vredendal, South Africa, reached 48.4°C, a new global high temperature record for this month. In the Arctic, the 2015 land surface temperature was 1.2°C above the 1981–2010 average, tying 2007 and 2011 for the high-est annual temperature and representing a 2.8°C increase since the record began in 1900. Increasing temperatures have led to decreasing Arctic sea ice extent and thickness. On 25 February 2015, the lowest maximum sea ice extent in the 37-year satel-lite record was observed, 7% below the 1981–2010 average. Mean sea surface temperatures across the Arctic Ocean dur-ing August in ice-free regions, representative of Arctic Ocean summer anomalies, ranged from ~0°C to 8°C above average. As a consequence of sea ice retreat and warming oceans, vast walrus herds in the Pacific Arctic are hauling out on land rather than on sea ice, raising concern about the energetics of females and young animals. Increasing temperatures in the Barents Sea are linked to a community-wide shift in fish populations: boreal communities are now farther north, and long-standing Arctic species have been almost pushed out of the area.Above average sea surface temperatures are not confined to the Arctic. Sea surface temperature for 2015 was record high at the global scale; however, the North Atlantic southeast of Greenland remained colder than average and colder than 2014. Global annual ocean heat content and mean sea level also reached new record highs. The Greenland Ice Sheet, with the capacity to contribute ~7 m to sea level rise, experienced melting over more than 50% of its surface for the first time since the record melt of 2012.Other aspects of the cryosphere were remarkable. Alpine glacier retreat continued, and preliminary data indicate that 2015 is the 36th consecutive year of negative annual mass balance. Across the Northern Hemisphere, late-spring snow cover extent continued its trend of decline, with June the sec-ond lowest in the 49-year satellite record. Below the surface, record high temperatures at 20-m depth were measured at all permafrost observatories on the North Slope of Alaska, increasing by up to 0.66°C decade–1 since 2000. In the Antarctic, surface pressure and temperatures were lower than the 1981–2010 average for most of the year, consis-tent with the primarily positive southern annular mode, which saw a record high index value of +4.92 in February. Antarctic sea ice extent and area had large intra-annual variability, with a shift from record high levels in May to record low levels in August. Springtime ozone depletion resulted in one of the largest and most persistent Antarctic ozone holes observed since the 1990s.Closer to the equator, 101 named tropical storms were observed in 2015, well above the 1981–2010 average of 82. The eastern/central Pacific had 26 named storms, the most since 1992. The western north Pacific and north and south Indian Ocean basins also saw high activity. Globally, eight tropical cyclones reached the Saffir–Simpson Category 5 intensity level.Overlaying a general increase in the hydrologic cycle, the strong El Niño enhanced precipitation variability around the world. An above-normal rainy season led to major floods in Paraguay, Bolivia, and southern Brazil. In May, the United States recorded its all-time wettest month in its 121-year national record. Denmark and Norway reported their second and third wettest year on record, respectively, but globally soil moisture was below average, terrestrial groundwater storage was the lowest in the 14-year record, and areas in “severe” drought rose from 8% in 2014 to 14% in 2015. Drought conditions prevailed across many Caribbean island nations, Colombia, Venezuela, and northeast Brazil for most of the year. Several South Pacific countries also experienced drought. Lack of rainfall across Ethiopia led to its worst drought in decades and affected millions of people, while prolonged drought in South Africa severely affected agricultural production. Indian summer monsoon rainfall was just 86% of average. Extremely dry conditions in Indonesia resulted in intense and widespread fires during August–November that produced abundant car-bonaceous aerosols, carbon monoxide, and ozone. Overall, emissions from tropical Asian biomass burning in 2015 were almost three times the 2001–14 average.

Abstract: International audience; Large-scale climate patterns influenced temperature and weather patterns around the globe in 2011. In particular, a moderate-to-strong La Nina at the beginning of the year dissipated during boreal spring but reemerged during fall. The phenomenon contributed to historical droughts in East Africa, the southern United States, and northern Mexico, as well the wettest two-year period (2010-11) on record for Australia, particularly remarkable as this follows a decade-long dry period. Precipitation patterns in South America were also influenced by La Nina. Heavy rain in Rio de Janeiro in January triggered the country's worst floods and landslides in Brazil's history. The 2011 combined average temperature across global land and ocean surfaces was the coolest since 2008, but was also among the 15 warmest years on record and above the 1981-2010 average. The global sea surface temperature cooled by 0.1 degrees C from 2010 to 2011, associated with cooling influences of La Nina. Global integrals of upper ocean heat content for 2011 were higher than for all prior years, demonstrating the Earth's dominant role of the oceans in the Earth's energy budget. In the upper atmosphere, tropical stratospheric temperatures were anomalously warm, while polar temperatures were anomalously cold. This led to large springtime stratospheric ozone reductions in polar latitudes in both hemispheres. Ozone concentrations in the Arctic stratosphere during March were the lowest for that period since satellite records began in 1979. An extensive, deep, and persistent ozone hole over the Antarctic in September indicates that the recovery to pre-1980 conditions is proceeding very slowly. Atmospheric carbon dioxide concentrations increased by 2.10 ppm in 2011, and exceeded 390 ppm for the first time since instrumental records began. Other greenhouse gases also continued to rise in concentration and the combined effect now represents a 30% increase in radiative forcing over a 1990 baseline. Most ozone depleting substances continued to fall. The global net ocean carbon dioxide uptake for the 2010 transition period from El Nino to La Nina, the most recent period for which analyzed data are available, was estimated to be 1.30 Pg C yr(-1), almost 12% below the 29-year long-term average. Relative to the long-term trend, global sea level dropped noticeably in mid-2010 and reached a local minimum in 2011. The drop has been linked to the La Nina conditions that prevailed throughout much of 2010-11. Global sea level increased sharply during the second half of 2011. Global tropical cyclone activity during 2011 was well-below average, with a total of 74 storms compared with the 1981-2010 average of 89. Similar to 2010, the North Atlantic was the only basin that experienced above-normal activity. For the first year since the widespread introduction of the Dvorak intensity-estimation method in the 1980s, only three tropical cyclones reached Category 5 intensity level-all in the Northwest Pacific basin. The Arctic continued to warm at about twice the rate compared with lower latitudes. Below-normal summer snowfall, a decreasing trend in surface albedo, and above-average surface and upper air temperatures resulted in a continued pattern of extreme surface melting, and net snow and ice loss on the Greenland ice sheet. Warmer-than-normal temperatures over the Eurasian Arctic in spring resulted in a new record-low June snow cover extent and spring snow cover duration in this region. In the Canadian Arctic, the mass loss from glaciers and ice caps was the greatest since GRACE measurements began in 2002, continuing a negative trend that began in 1987. New record high temperatures occurred at 20 m below the land surface at all permafrost observatories on the North Slope of Alaska, where measurements began in the late 1970s. Arctic sea ice extent in September 2011 was the second-lowest on record, while the extent of old ice (four and five years) reached a new record minimum that was just 19% of normal. On the opposite pole, austral winter and spring temperatures were more than 3 degrees C above normal over much of the Antarctic continent. However, winter temperatures were below normal in the northern Antarctic Peninsula, which continued the downward trend there during the last 15 years. In summer, an all-time record high temperature of -12.3 degrees C was set at the South Pole station on 25 December, exceeding the previous record by more than a full degree. Antarctic sea ice extent anomalies increased steadily through much of the year, from briefly setting a record low in April, to well above average in December. The latter trend reflects the dispersive effects of low pressure on sea ice and the generally cool conditions around the Antarctic perimeter.

8. An updated assessment of trends and variability in total and extreme rainfall in the western Pacific

Abstract: Rainfall records for 23 countries and territories in the western Pacific have been collated for the purpose of examining trends in total and extreme rainfall since 1951. For some countries this is the first time that their data have been included in this type of analysis and for others the number of stations examined is more than twice that available in the current literature. Station trends in annual total and extreme rainfall for 1961-2011 are spatially heterogeneous and largely not statistically significant. This differs with the results of earlier studies that show spatially coherent trends that tended to reverse in the vicinity of the South Pacific Convergence Zone (SPCZ). We infer that the difference is due to the Interdecadal Pacific Oscillation switching to a negative phase from about 1999, largely reversing earlier rainfall changes. Trend analyses for 1981-2011 show wetter conditions in the West Pacific Monsoon (WPM) region and southwest of the mean SPCZ position. In the tropical North Pacific it has become wetter west of 160°E with the Intertropical Convergence Zone/WPM expanding northwards west of 140°E. Northeast of the SPCZ and in the central tropical Pacific east of about 160°E it has become drier. Our findings for the South Pacific subtropics are consistent with broader trends seen in parts of southern and eastern Australia towards reduced rainfall. The relationship between total and extreme rainfall and Pacific basin sea surface temperatures (SSTs) has been investigated with a focus on the influence of the El Niño-Southern Oscillation (ENSO). We substantiate a strong relationship between ENSO and total rainfall and establish similar relationships for the threshold extreme indices. The percentile-based and absolute extreme indices are influenced by ENSO to a lesser extent and in some cases the influence is marginal. Abstract: A new high-quality daily and monthly temperature station dataset was prepared for the tropical Western Pacific through a quality control and homogenization process. The homogeneity of 46 temperature stations, collected at a workshop conducted as part of the Pacific-Australia Climate Change Science and Adaptation Planning program, was assessed and the non-climatic step changes were removed. Here we present trends in mean and extreme temperature for the Western Pacific, covering an extended time period and larger geographical area compared with previous analyses. We discuss five main conclusions: (1) There is a significant warming trend in annual mean temperature over the past 50 years (1961-2011), of between 0.05 and 0.34°C per decade. (2) Significant and spatially homogeneous warming trends are evident at the station level over 1961-2011 for the warm and cool extremes of both maximum and minimum temperatures. (3) Sub-regional trends, over the period 1951-2011, are spatially coherent, with the largest warming trends in the hottest day and night of the year and the coolest night of the year. (4) This analysis highlights the role of decadal variability in the number of days exceeding extreme temperature thresholds, with the upper (lower) tails of the distribution warming more (less) in recent decades. (5) We show that strong relationships exist between local and remote sea-surface temperature anomalies and all indices of extreme temperature, particularly with minimum temperature extremes. © 2013 The Authors. Abstract: Rainfall records for 23 countries and territories in the western Pacific have been collated for the purpose of examining trends in total and extreme rainfall since 1951. For some countries this is the first time that their data have been included in this type of analysis and for others the number of stations examined is more than twice that available in the current literature. Station trends in annual total and extreme rainfall for 1961-2011 are spatially heterogeneous and largely not statistically significant. This differs with the results of earlier studies that show spatially coherent trends that tended to reverse in the vicinity of the South Pacific Convergence Zone (SPCZ). We infer that the difference is due to the Interdecadal Pacific Oscillation switching to a negative phase from about 1999, largely reversing earlier rainfall changes. Trend analyses for 1981-2011 show wetter conditions in the West Pacific Monsoon (WPM) region and southwest of the mean SPCZ position. In the tropical North Pacific it has become wetter west of 160°E with the Intertropical Convergence Zone/WPM expanding northwards west of 140°E. Northeast of the SPCZ and in the central tropical Pacific east of about 160°E it has become drier. Our findings for the South Pacific subtropics are consistent with broader trends seen in parts of southern and eastern Australia towards reduced rainfall. Abstract: In 2013, the vast majority of the monitored climate variables reported here maintained trends established in recent decades. ENSO was in a neutral state during the entire year, remaining mostly on the cool side of neutral with modest impacts on regional weather patterns around the world. This follows several years dominated by the effects of either La NiÃ±a or El NiÃ±o events. According to several independent analyses, 2013 was again among the 10 warmest years on record at the global scale, both at the Earths surface and through the troposphere. Some regions in the Southern Hemisphere had record or near-record high temperatures for the year. Australia observed its hottest year on record, while Argentina and New Zealand reported their second and third hottest years, respectively. In Antarctica, Amundsen-Scott South Pole Station reported its highest annual temperature since records began in 1957. At the opposite pole, the Arctic observed its seventh warmest year since records began in the early 20th century. At 20-m depth, record high temperatures were measured at some permafrost stations on the North Slope of Alaska and in the Brooks Range. In the Northern Hemisphere extratropics, anomalous meridional atmospheric circulation occurred throughout much of the year, leading to marked regional extremes of both temperature and precipitation. Cold temperature anomalies during winter across Eurasia were followed by warm spring temperature anomalies, which were linked to a new record low Eurasian snow cover extent in May. Minimum sea ice extent in the Arctic was the sixth lowest since satellite observations began in 1979. Including 2013, all seven lowest extents on record have occurred in the past seven years. Antarctica, on the other hand, had above-average sea ice extent throughout 2013, with 116 days of new daily high extent records, including a new daily maximum sea ice area of 19.57 million km2 reached on 1 October. 18. Attitudes and normative beliefs as predictors of smoking intentions and behaviours: a test of three models.

Abstract: This paper considers three potentially important modifications to the theory of reasoned action (Fishbein, 1980). It was hypothesized that behavioural norms, or beliefs about the behaviours of others, are important influences above and beyond subjective norms; the effects of attitudes and normative beliefs on intentions and behaviours are interdependent and interactive rather than additive; and the beliefs underlying subjective and behavioural norms are multidimensional rather than unidimensional. These hypotheses were tested in two surveys of smoking intentions and behaviour. The respondents in the first study were primary school children and those in the second study were college students. In both cases behavioural norms and the attitude-normative belief interactions led to significant increases in the prediction of smoking intentions and behaviour. Exploratory factor analyses also suggested that the beliefs underlying subjective norms may be multidimensional rather than unidimensional. These results thus support the hypotheses and suggest that the theory of reasoned action should be modified accordingly.

19. Beliefs related to cigarette smoking among Irish college students.

Abstract: Beliefs related to cigarette smoking were investigated in a college student sample. Regular smokers, compared with nonsmokers and occasional smokers, perceived more approval for their smoking and believed that their peers smoked more frequently. They perceived positive social and physiological consequences of smoking (e.g., feel more relaxed) to be more likely, and negative consequences (e.g., feel sick) to be less likely. While they did not see long-term health consequences (e.g., increasing chances of cancer) as less likely, they evaluated them less negatively. Finally, smokers placed less importance on the value health than did nonsmokers or occasional smokers. These findings suggest that intervention programs aimed at discouraging smoking by young people should be multifaceted.
