A new government takes over at the federal level, and special advisor Bete is assigned the task of formulating a proposal to create a program to universalize access to water in the Brazilian semi-arid region, among the most vulnerable population. There is already an ongoing program based on the social technology of cement plate cisterns created by grassroots social movements in the Brazilian Northeast. The teaching-case highlights the dilemmas of scaling social technologies based on community and participatory action, transforming them into public policy in a country of continental dimensions.
