This paper develops a model of healthcare demand to study healthcare choices in resourcelimited settings with poor health indicators, especially for women. Using data from rural Nigeria on individual illnesses and injuries as well as the entire portfolio of locally available providers, we estimate the effect of price, distance and quality on access to care, focussing on the heterogeneous responses to these three factors by gender. We find that women are more price sensitive than men, in particular in households where they have low bargaining power, while being equally responsive to quality or distance. Using our model to simulate ex-ante the impacts of price interventions, we predict that a full price subsidy in public clinics would substantially increase both men's and women's access to formal care, and almost eliminate the observed gender gap in formal healthcare utilization. Subsidizing both public and private clinics only marginally improves overall access, but it fully eliminates the observed gender gap in addition to broadening the capacity of the health sector to respond to increased demand when public facilities have limited capacity.

In the past two decades European states have increasingly sought to stem irregular migration to Europe by cooperating with non-European countries to “externalize” migration and asylum management beyond European borders and territories. The externalization of migration policy amounts to delegating border control in third countries, enabling deportations of irregular migrants through readmission agreements (RA), while also including aid and development packages that address the drivers of migration in origin and transit countries. It is unclear, however, whether or under what conditions such policies have had their intended effects. In this paper, we aim to measure how migrant and refugee flows respond to such European externalization of migration and asylum management. Our analyses cover the period of the so-called “migrant” or “refugee crisis” of 2015, which offers a unique context in which to study the relationship between migration policies and flows. After introducing a new database on external migration policy instruments, we use Frontex data to describe the patterns in irregular migration flows, focusing on the spatial and categorical distribution of migrants and refugees from 2009 to 2018. We first introduce a useful distinction between “likely irregular migrants” and “likely refugees”, who both cross borders illegally into Europe. We then explore the extent to which the closure of migration routes led to the rerouting of migration flows. We show that such a phenomenon is actually limited to few nationalities. We eventually argue that externalization policies, although partially effective at reducing the overall number of irregular border crossings into Europe, directly affect “likely refugees” who remain stranded in transit countries or who renounce fleeing their country of origin. Then, we present key policy trends across European states and third countries in regard with externalization. We first argue that the 2015 crisis reinforced existing dynamics of diplomatic engagement and cooperation with third countries in matters of migration and asylum and extended their geographical scope. We then examine the impact of policies on irregular flows. Focusing on the impact of readmission agreements, we contend that bilateral agreements are not effective in limiting irregular migration from the signing countries of origin. However, we also observe that bilateral implemented protocols of EU readmission agreements (EU RA) are associated with fewer irregular border crossings from the relevant third countries. We suggest that this effect can be explained by pre-existing political relations between the parties to the EU readmission agreements and the limited number of irregular border crossers from these nationalities. Overall, our findings call into question the appropriateness of externalization policies as tools for addressing migration issues, in particular large refugee flows in times of crisis.

We model consumer choices for cannabis in a risky environment and determine the supply of cannabis under prohibition and legalization. While introducing a legal market reduces the profits of illegal providers, it increases cannabis consumption. We show that this trade-off can be overcome by combining legalization with sanctions against users and suppliers of illegal products, and improvements to the quality of legal products. Numerical applications to the US highlight how our proposed policy mix can control the increase in cannabis consumption post-legalization and throttle the illegal market. The eviction prices we predict to drive dealers out of business are much lower than the prices of legal cannabis in the states that opted for legalization, leaving room for the black market to flourish. Analyzing the compatibility of several policy goals put forward in the public debate, including maximizing tax revenue and minimizing psychotropic consumption, we shed light on the less favorable outcomes of recent legalization reforms and suggest a new way forward.

Based on statistics from the Central bank of Tunisia and on a survey describing Tunisian workers who have returned from migration, this paper shows that temporary migration has potentially important consequences for sending countries like Tunisia. The effects operate through at least two channels. On one hand, transfers sent by migrants to their origin country represent a sizeable source of foreign currency and income. Incorrect knowledge of the health production function may lead to inefficient household choices, and thereby to the production of suboptimal levels of health. This paper studies the effects of a randomised intervention in rural Malawi which, over a six-month period, provided mothers of young infants with information on child nutrition without supplying any monetary or in-kind resources. A simple model first investigates theoretically how nutrition and other household choices including labour supply may change in response to the improved nutrition knowledge observed in the intervention areas. We then show empirically that, in line with this model, the intervention improved child nutrition, household consumption and consequently health. These increases are funded by an increase in male labor supply. We consider and rule out alternative explanations behind these findings. This paper is the first to establish that non-health choices, particularly parental labor supply, are affected by parents' knowledge of the child health production function.

This paper studies asymmetry of information and transfers within a unique data set of 712 extended family networks from Tanzania. Using cross-reports on asset holdings, we construct measures of misperception of income among all pairs of households belonging to the same network. We show that there is significant asymmetry of information and no evidence of major systematic over-evaluation or under-evaluation of income in our data, although there is a slight over-evaluation on the part of migrants regarding non-migrants. We develop a static model of asymmetric information that contrasts altruism, pressure and exchange as motives to transfer. The model makes predictions about the correlations between misperceptions and transfers under these competing explanations. Testing these predictions in the data gives support to the model of transfers under pressure or an exchange motive with the recipient holding all the bargaining power.

Guest-worker programs have been providing rapidly growing economies with millions of temporary foreign workers over the last couple of decades. With the duration of stay strictly limited by program rules in most of the host countries and wages paid to guest workers often set at sub-market levels, many of the migrants choose to overstay and seek employment in the underground economy. This paper develops a general-equilibrium model that relates the flow of guest workers transiting to the underground economy to the rules of the program, enforcement measures of the host country and market conditions facing migrants at home and abroad.

This paper investigates how the permanent departure of the father from the household affects children’s school enrolment and work participation in rural Colombia. Our results show that departure of the father decreases children’s school enrolment by around 4 percentage points, and increases child labour by 3 percentage points. After using household fixed effects to deal with time-invariant unobserved heterogeneity, and providing evidence suggesting strongly that estimates are not biased by time varying unobserved heterogeneity, we also exploit an interesting feature of our setting, a conditional cash transfer programme in place, and show that it counteracts the adverse effects. This, and other pieces of evidence we give, strongly suggests that the channel through which departure affects children is through reducing income. It also highlights the important safety net role played by such welfare programmes, in particular for very disadvantaged households, who are unlikely to find formal or informal ways of insuring themselves against such vagaries.

This paper provides evidence on household responses to the relaxation of one barrier constraining adoption of health practices - lack of information - in a resource constrained setting. It examines the effects of a randomized intervention in Malawi which provides mothers with information on infant nutrition and health. It finds that the intervention results in increases in household food consumption, particularly of protein-rich foods by children. The increased household consumption is funded by increased father's labor supply, constituting evidence that changes in the perceived child health production function affect adult labor supply. Improved consumption also results in better child health.

A significant gap exists in the UK between the employment rate for Ethnic Minorities and that for Whites. From a policy perspective, it is important to know whether this gap is due to differences in the characteristics of White and Ethnic Minority groups (which reduce the employability of Ethnic Minority groups relative to Whites) or whether it results from some form of discriminatory behaviour in the labour market. In this paper, we use administrative data to estimate ethnic differences in employment and benefit receipt amongst individuals who began claiming a Jobcentre Plus benefit in 2003. In contrast to much of the previous UK literature, we use a number of different quantitative techniques to estimate this gap, and show that in a lot of cases the estimates obtained are very sensitive to the techniques used. We argue that for the questions we are interested in and the data we have, propensity score matching methods are the most robust approach to estimating ethnic parity. We compare this preferred approach with estimates derived using alternative approaches commonly used in the literature (generally regression-based techniques) to determine the extent to which more straightforward methods are able to replicate those produced by matching. In many cases, it turns out not to be possible to calculate satisfactory quantitative estimates even with matching techniques: the characteristics of Whites and Ethnic Minorities are simply too different before the Jobcentre Plus intervention to reliably estimate the parameters of interest. Moreover, for a number of the groups, results seem to be very sensitive to the methodology used. This calls into question previous results based on simple regression techniques, which are likely to hide the fact that observationally different ethnic groups are de facto being compared on the basis of parametric extrapolations. Two groups for which it was possible to calculate reasonably reliable results are incapacity benefit (IB) and income support (IS). For these groups we find that large and significant raw penalties almost always disappear once we appropriately control for pre-inflow background and labour market characteristics. There is also a good degree of consistency across methodologies.

This paper studies migration decisions of very poor households in an environment with a high level of violence. By matching detailed retrospective data on violence levels in Colombian rural municipalities with a household survey collected for the evaluation of the 'Familias en Acción' welfare programme, the empirical analysis takes into account possible selection problems of the sample and the key issue of endogeneity of violence. The main results show that high levels of violence encourage households to leave their municipality of residence but that welfare programmes may mitigate these flows, provided that the incidence of violence is not unduly high. This is consistent with the fact that the households under study are liquidity constrained: when violence is high, cash transfers may enable them to leave their municipality of residence, whereas, in more normal circumstances, receiving cash transfers increases the benefits to stay where they are registered. Further evidence using household shocks and wealth confirm that liquidity constraints play a large role in explaining such heterogeneous impacts of the programme along violence levels. Other important determinants of migration are the type of property rights and the health insurance rural households can benefit from.
