Abstract High interannual variability of forage production in semiarid grasslands leads to uncertainties when livestock producers make decisions, such as buying additional feed, relocating animals, or using flexible stocking. Within‐season predictions of annual forage production (i.e., yearly production) can provide specific boundaries for producers to make these decisions with more information and possibly with higher confidence. In this study, we use a recently developed forage production model, ForageAhead, that uses environmental and seasonal climate variables to estimate the annual forage production as approximated by remotely sensed vegetation data. Because, among other variables, this model uses observed summer climate data, the model output cannot be produced early enough in the year (e.g., spring months) to inform within‐season management decisions. To address this issue, we developed summer climate scenarios (e.g., extremely warm and dry and moderately cool and wet) that serve as an input in the model in combination with observed winter and spring climate data from a particular year. The summer climate scenarios used historical summer precipitation and temperature data (1950–2018) categorized into three, five, and seven percentile categories. These percentile values were then combined to represent summer climate scenarios, which were further used as the ForageAhead model input. We tested the optimal number of percentile categories to be used as the model input to obtain accurate prediction of forage production while also minimizing the number of possible temperature and precipitation combinations, which increases with the number of percentile categories. For the 19‐year period analysis (2000–2018), we also determined the most and least common scenarios that occurred in the western United States. When using five percentile categories for summer precipitation and temperature, we were able to capture the interannual variability in the spatial extent of abnormally low and high biomass production. The ForageAhead predictions captured similar spatial patterns of forage anomalies as another similar model (Grass‐Cast). This method can be made available in a user‐friendly automated system that can be used by livestock producers and rangeland managers to inform within‐season management decisions. This method can be especially valuable for flexible stocking as it provides a range of possible annual forage production scenarios by the end of May.

Drought is a familiar climatic phenomenon in the United States Southwest, with complex human-environment interactions that extend beyond just the physical drought events. Due to continued climate variability and change, droughts are expected to become more frequent and/or severe in the future. Decision-makers are charged with mitigating and adapting to these more extreme conditions and to do that they need to understand the specific impacts drought has on regional and local scales, and how these impacts compare to historical conditions. Tremendous progress in drought monitoring strategies has occurred over the past several decades, with more tools providing greater spatial and temporal resolutions for a variety of variables, including drought impacts. Many of these updated tools can be used to develop improved drought climatologies for decision-makers to use in their drought risk management actions. In support of a Food-Energy-Water (FEW) systems study for New Mexico, this article explores the use of updated drought monitoring tools to analyze data and develop a more holistic drought climatology applicable for New Mexico. Based upon the drought climatology, droughts appear to be occurring with greater frequency and magnitude over the last two decades. This improved drought climatology information, using New Mexico as the example, increases the understanding of the effects of drought on the FEW systems, allowing for better management of current and future drought events and associated impacts.

Abstract We used monthly precipitation and temperature data to give early warning of years with higher West Nile Virus (WNV) risk in Nebraska. We used generalized additive models with a negative binomial distribution and smoothing curves to identify combinations of extremes and timing that had the most influence, experimenting with all combinations of temperature and drought data, lagged by 12, 18, 24, 30, and 36 months. We fit models on data from 2002 through 2011, used Akaike's Information Criterion (AIC) to select the best‐fitting model, and used 2012 as out‐of‐sample data for prediction, and repeated this process for each successive year, ending with fitting models on 2002–2017 data and using 2018 for out‐of‐sample prediction. We found that warm temperatures and a dry year preceded by a wet year were the strongest predictors of cases of WNV. Our models did significantly better than random chance and better than an annual persistence naïve model at predicting which counties would have cases. Exploring different scenarios, the model predicted that without drought, there would have been 26% fewer cases of WNV in Nebraska through 2018; without warm temperatures, 29% fewer; and with neither drought nor warmth, 45% fewer. This method for assessing the influence of different combinations of extremes at different time intervals is likely applicable to diseases other than West Nile, and to other annual outcome variables such as crop yield.

The ecosystem performance approach, used in a previously published case study focusing on the Nebraska Sandhills, proved to minimize impacts of non-climatic factors (e.g., overgrazing, fire, pests) on the remotely-sensed signal of seasonal vegetation greenness resulting in a better attribution of its changes to climate variability. The current study validates the applicability of this approach for assessment of seasonal and interannual climate impacts on forage production in the western United States semi-arid grasslands. Using a piecewise regression tree model, we developed the Expected Ecosystem Performance (EEP), a proxy for annual forage production that reflects climatic influences while minimizing impacts of management and disturbances. The EEP model establishes relations between seasonal climate, site-specific growth potential, and long-term growth variability to capture changes in the growing season greenness measured via a time-integrated Normalized Difference Vegetation Index (NDVI) observed using a Moderate Resolution Imaging Spectroradiometer (MODIS). The resulting 19 years of EEP were converted to expected biomass (EB, kg ha−1 year−1) using a newly-developed relation with the Soil Survey Geographic Database range production data (R2 = 0.7). Results were compared to ground-observed biomass datasets collected by the U.S. Department of Agriculture and University of Nebraska-Lincoln (R2 = 0.67). This study illustrated that this approach is transferable to other semi-arid and arid grasslands and can be used for creating timely, post-season forage production assessments. When combined with seasonal climate predictions, it can provide within-season estimates of annual forage production that can serve as a basis for more informed adaptive decision making by livestock producers and land managers.

Drought is the meteorological phenomenon with the greatest impact on agriculture. Accordingly, drought forecasting is vital in lessening its associated negative impacts. Utilizing remote exploration in the agricultural sector allows for the collection of large amounts of quantitative data across a wide range of areas. In this study, we confirmed the applicability of drought assessment using the evaporative stress index (ESI) in major East Asian countries. The ESI is an indicator of agricultural drought that describes anomalies in actual/reference evapotranspiration (ET) ratios that are retrieved using remotely sensed inputs of land surface temperature (LST) and leaf area index (LAI). The ESI is available through SERVIR Global, a joint venture between the National Aeronautics and Space Administration (NASA) and the United States Agency for International Development (USAID). This study evaluated the performance of ESI in assessing drought events in South Korea. The evaluation of ESI is possible because of the availability of good statistical data. Comparing drought trends identified by ESI data from this study to actual drought conditions showed similar trends. Additionally, ESI reacted to the drought more quickly and with greater sensitivity than other drought indices. Our results confirmed that the ESI is advantageous for short and medium-term drought assessment compared to vegetation indices alone.

Air temperature (Ta) is a key input in a wide range of agroclimatic applications. Moderate Resolution Imaging Spectroradiometer (MODIS) Ts (Land Surface Temperature (LST)) products are widely used to estimate daily Ta. However, only daytime LST (Ts-day) or nighttime LST (Ts-night) data have been used to estimate Tmax/Tmin (daily maximum or minimum air temperature), respectively. The relationship between Tmax and Ts-night, and the one between Tmin and Ts-day has not been studied. In this study, both the ability of Ts-night data to estimate Tmax and the ability of Ts-day data to estimate Tmin were tested and studied in the Corn Belt during the growing season (May–September) from 2008 to 2012, using MODIS daily LST products from both Terra and Aqua. The results show that using Ts-night for estimating Tmax could result in a higher accuracy than using Ts-day for a similar estimate. Combining Ts-day and Ts-night, the estimation of Tmax was improved by 0.19–1.85, 0.37–1.12 and 0.26–0.93 °C for crops, deciduous forest and developed areas, respectively, when compared with using only Ts-day or Ts-night data. The main factors influencing the Ta estimation errors spatially and temporally were analyzed and discussed, such as satellite overpassing time, air masses, irrigation, etc.

Land management practices and disturbances (e.g. overgrazing, fire) have substantial effects on grassland forage production. When using satellite remote sensing to monitor climate impacts, such as drought stress on annual forage production, minimizing land management practices and disturbance effects sends a clear climate signal to the productivity data. This study investigates the effect of this climate signal by: (1) providing spatial estimates of expected biomass under specific climate conditions, (2) determining which drought indices explain the majority of interannual variability in this biomass, and (3) developing a predictive model that estimates the annual biomass early in the growing season. To address objective 1, this study uses an established methodology to determine Expected Ecosystem Performance (EEP) in the Nebraska Sandhills, US, representing annual forage levels after accounting for non-climatic influences. Moderate Resolution Imaging Spectroradiometer (MODIS)-based Normalized Difference Vegetation Index (NDVI) data were used to approximate actual ecosystem performance. Seventeen years (2000−2016) of annual EEP was calculated using piecewise regression tree models of site potential and climate data. Expected biomass (EB), EEP converted to biomass in kg*ha−1*yr−1, was then used to examine the predictive capacity of several drought indices and the onset date of the growing season. Subsets of these indices were used to monitor and predict annual expected grassland biomass. Independent field-based biomass production data available from two Sandhills locations were used for validation of the EEP model. The EB was related to field-based biomass production (R2 = 0.66 and 0.57) and regional rangeland productivity statistics of the Soil Survey Geographic Database (SSURGO) dataset. The Evaporative Stress Index (ESI), the 3- and 6-month Standardized Precipitation Index (SPI), and the U.S. Drought Monitor (USDM), which represented moisture conditions during May, June and July, explained the majority of the interannual biomass variability in this grassland system (three-month ESI explained roughly 72% of the interannual biomass variability). A new model was developed to use drought indices from early in the growing season to predict the total EB for the whole growing season. This unique approach considers only climate-related drought signal on productivity. The capability to estimate annual EB by the end of May will potentially enable land managers to make informed decisions about stocking rates, hay purchase needs, and other management issues early in the season, minimizing their potential drought losses.

Drought, as an extreme climate event, affects the ecological environment for vegetation and agricultural production. Studies of the vegetative response to drought are paramount to providing scientific information for drought risk mitigation. In this paper, the spatial-temporal pattern of drought and the response lag of vegetation in Nebraska were analyzed from 2000 to 2015. Based on the long-term Daymet data set, the standard precipitation index (SPI) was computed to identify precipitation anomalies, and the Gaussian function was applied to obtain temperature anomalies. Vegetation anomaly was identified by dynamic time warping technique using a remote sensing Normalized Difference Vegetation Index (NDVI) time series. Finally, multilayer correlation analysis was applied to obtain the response lag of different vegetation types. The results show that Nebraska suffered severe drought events in 2002 and 2012. The response lag of vegetation to drought typically ranged from 30 to 45 days varying for different vegetation types and human activities (water use and management). Grasslands had the shortest response lag (~35 days), while forests had the longest lag period (~48 days). For specific crop types, the response lag of winter wheat varied among different regions of Nebraska (35−45 days), while soybeans, corn and alfalfa had similar response lag times of approximately 40 days.

Water laws and drought plans are used to prioritize and allocate scarce water resources. Both have historically been human-centric, failing to account for non-human water needs. In this paper, we examine the development of instream flow legislation and the evolution of drought planning to highlight the growing concern for the non-human impacts of water scarcity. Utilizing a new framework for ecological drought, we analyzed five watershed-scale drought plans in southwestern Montana, USA to understand if, and how, the ecological impacts of drought are currently being assessed. We found that while these plans do account for some ecological impacts, it is primarily through the narrow lens of impacts to fish as measured by water temperature and streamflow. The latter is typically based on the same ecological principles used to determine instream flow requirements. We also found that other resource plans in the same watersheds (e.g., Watershed Restoration Plans, Bureau of Land Management (BLM) Watershed Assessments or United States Forest Service (USFS) Forest Plans) identify a broader range of ecological drought risks. Given limited resources and the potential for mutual benefits and synergies, we suggest greater integration between various planning processes could result in a more holistic consideration of water needs and uses across the landscape.
